GENERAL PLAN APPROVAL AND/OR GENERAL OPERATING PERMIT APPLICATION INSTRUCTIONS
General Permit BAQ-GPA/GP-19: Dry Abrasive Blasting Operations GENERAL INFORMATION 1. The owner or operator of any dry abrasive blasting operation proposing to operate under the General Plan Approval and/or Operating Permit (BAQ-GPA/GP-19) must comply with the terms and conditions specified therein. Failure to comply with the applicable laws, rules and regulations and terms and conditions of this General Permit, for any reason, is grounds for the revocation or suspension of the permittee's authorization to operate under BAQ-GPA/GP-19. BAQ-GPA/GP-19 cannot be used to cover the installation of a dry abrasive blasting operation where the emission increases from the installation of the new dry abrasive blasting operation and other emission increases that have occurred would subject the facility to Prevention of Significant Deterioration (25 Pa. Code, Chapter 127, Subchapter D) or New Source Review (25 Pa. Code, Chapter 127, Subchapter E) requirements. Guidance in this regard may be obtained by contacting the appropriate Air Program Regional Office. Use of BAQ-GPA/GP-19 is limited to dry abrasive blasting operations performed inside of an enclosed machine, a permanently located building or a permanently located enclosure that is exhausted to the outdoor atmosphere through an appropriately-designed fabric collector (baghouse) or cartridge collector having an associated effluent gas volume of greater than 5,000 standard cubic feet per minute, but less than 79,900 dry standard cubic feet per minute. An applicant for BAQ-GPA/GP-19 must comply with the compliance review form requirements codified in 25 Pa. Code, Section 127.412. Authorization to use BAQ-GPA/GP-19 is granted for a term of five years. The application fee schedule is described in Condition 8 of the General Permit. An application for renewal and the renewal fee must be submitted 30 days prior to expiration. The application for BAQ-GPA/GP-19 and the application fee must be submitted to the Department each time the permittee installs or modifies a dry abrasive blasting operation in accordance with this General Permit. The permittee may not transfer authorization to operate under this General Permit. Each subsequent owner of the dry abrasive blasting operation shall submit a new application and fee as described in Condition 8 of the General Permit. The application and fees are to be submitted to the appropriate Regional Office. If the dry abrasive blasting operation at the facility cannot be regulated by the requirements of this General Permit, an applicant must apply for a plan approval in accordance with the provisions in 25 Pa. Code Chapter 127, Subchapter B (relating to plan approval requirements) in lieu of BAQ-GPA/GP-19.
