Introduction and Applications

The Nu-Lec Industries RL-Series pole mounted, gas insulated load break switch is available in manual and automatic models. The automatic model can be configured as a remotely controlled switch, or as a sectionaliser. These automatic switches provide the features of traditional load break switches and sectionalisers, plus the benefits of an up to date design optimised for automation, remote control and monitoring, now or in the future. The development of these new products was driven by customer demand for improved return on capital investment in the distribution network. After carefully evaluating customers needs, the Nu-Lec Industries RL-Series was developed to achieve optimum performance and reliability, making use of the very latest in available technology in SF6 arc interruption and microelectronics.

Introduction
The RL-Series can be used as either a locally or remotely controlled manual switch, or as a fully automated sectionaliser. Due to the advanced processing capabilities the sectionaliser can also be used in complex automation schemes such as Loop Automation and Automatic Changeover. The switching unit, filled with SF6 gas for insulation and arc quenching, is rated for breaking load currents up to 630A. It is designed to be mounted on a power pole to switch overhead medium voltage lines, up to 38kV. Six external bushings are provided for connection to the overhead lines. With the addition of a motor pack and a PTCC electronic controller, switching operations can be performed from the remote network control centre. The controller has pre-programmed sectionalising logic for operating the switch in conjunction with an automatic circuit recloser. This complete system reduces outage times and quickly identifies any faulted sections of the overhead line.

Operation as a Switch
The RL-Series load-break switches (LBS) can be used to isolate segments of the network, or to reconfigure power flow when required. Switching can be carried out manually via hookstick, and electrically from either the on-site control panel or remotely via the telemetry protocol. In the diagram below, the RL-Series can be used as the normally open Tie point and when power is lost in one of the feeders, an operator can close the switch to feed power from the healthy feeder. The LBS is equipped with current sensing elements for phase and earth faults, the settings for which are configured from the Operator Panel or from a Personal Computer (PC). These fault detect features can assist the operators and linesperson to locate faults quickly, thus reducing outage times and improving customer satisfaction.

Operation as a Sectionaliser
The RL-Series LBS can function as a sectionaliser when connected to a Nu-Lec PTCC controller. This means it can automatically isolate faulty sections of a network in conjunction with an upstream recloser. To accomplish this it senses the threephase current and voltage to count the number of upstream recloser trip operations. When the pre-programmed number of recloser operations is reached, the controller opens the sectionaliser during the dead time to isolate the downstream fault. The logic of a sectionaliser network is best explained using the timing diagrams on this page. Using an example network where the recloser or substation breaker F is protecting a section of line containing sectionalisers S1 and S2. S1 and S2 are programmed to open after three and two recloser trips respectively (SI = 3 and 2). Different permanent faults located in section 1, section 2 and section 3 are described below. Fault in Section 1 (sect 1) The recloser F trips to lockout, remains Open (OFF) and the sectionalisers do not change state. Fault in Section 2 (sect 2) When a fault occurs in section 2 the recloser trips and recloses twice and trips again before the sectionaliser S1 opens to isolate the fault. The third reclose operation restores power up to S1. The recloser F sequence resets after the sequence reset time. Fault in Section 3 (sect 3) A fault in section 3 will cause the recloser to trip and reclose once and trips again before the sectionaliser S2 opens to isolate the fault. Both sectionalisers count the interruptions. The second reclose restores power upstream of S2. The sequence resets in the recloser F and S1 after the sequence reset time.

Automatic Source Changeover Schemes (ACO)


An Automatic-Changeover (ACO) scheme enables supply from either of two sources in support of a single load. These types of schemes are normally used in support of a critical load such as a hospital to ensure that alternate supply is always available in the event of power failure. Such a scheme requires switches with proven reliability and a degree of automation which removes any necessity for the customer to become involved in the switching process. The bushing-mounted voltage sensors of the RL-Series switch mean that a costeffective source-changeover scheme can be implemented for loads where security of supply is vital.

Figure 3:Example ACO Scheme A recloser is used in the feeder connecting the preferred supply to the load. This recloser is configured as the Master Device. and is Normally Closed. The alternate supply is connected to the load via a Normally Open Load Break Switch which is the slave device. The master and slave devices communicate via an ACO communications link. This allows the master to monitor the supply availability and to send commands to the slave device. Status information can be transmitted via DNP3 communications to the control centre if required. When the preferred supply is lost due to an upstream fault condition, the controller at the closed Master Device automatically trips the recloser and then instructs the Slave Device to close. This sequence automatically connects the load to the alternative supply. When the Master Device controller detects that the fault condition has been cleared and the preferred supply source has been restored, it automatically restores supply back to the normal configuration. The changeover of supply will not commence if supply has been lost downstream of the recloser due to a fault condition resulting in it tripping to lockout. In this situation the Slave Device would remain open.

Loop Automation
Loop Automation automatically reconfigures a feeder network affected by an outage when an alternative source of supply is available. The alternative source is typically a second feeder connected via a normally open point. The normally open point can be a sectionaliser that ties the feeders together, known as the Tie sectionaliser. A Feeder Recloser is located between the substation breaker and the Tie sectionaliser. Each of the switches in a loop automation scheme is programmed to behave in accordance with a set of logic rules specific to its location on the network. Communication is not required for a loop automation network. Power is restored to the healthy parts of the network by using: b Voltage sensing at each bushing (to determine the loss of supply); b Logical rules (specific to each switchgear position) to determine the switches action; and b User configurable timer (a delay to systematically reconfigure each switch when required).

The Tie will only close for faults upstream of the Feeder Recloser. This restores power to the network up to the Feeder Recloser.

Modular design
The modularity of the RL-Series design makes it an easily upgradable part of your network, allowing you to install a basic switch and upgrade it in the future to achieve remote control or automation depending on which model you choose. This design also affords much greater ease of service.

The bushing-mounted voltage sensors (CTs and CVTs) save the cost of measuring transformers (unless for revenue metering). In addition, they enable you to implement very cost-effective applications such as automatic source changeover and loop automation.

Low Gas Interlock


The low gas interlock mechanically locks the switch when the gas pressure falls below a safe working pressure. The interlock mechanism is activated both electronically and mechanically, and it also causes a warning flag to become visible in the low gas window.

Remote Control and Monitoring


When used with a compatible Distribution Automation System (DSA), or SCADA system, the RL-Series switch/sectionaliser and PTCC electronic controller can: b Provide the network control centre with information on the switch and sectionaliser states and on the location of the faulted line section, which reduces travelling time of line crews. b Allow remote switching which reduces the affected area, and quickly restore supply. b The load-break switch/sectionaliser settings can input from the network control centre without technicians having to visit each individual device in the field.

Reduced Installation Costs


The 15kV switch has bare or insulated terminals. A 250A, 400A, or 630A insulated cable tail kit is supplied with both the 27kV or 38kV switches. A cross-arm mounting bracket is provided in the standard package. Commissioning of the unit is simple. Configuration of the automated switch is menu driven from the Operator Control Panel in the control cubicle (if ordered). Each controller and switch is interchangeable due to the electronic memory incorporated in each switch. This memory keeps a record of the characteristics of each switch, and the controller reads this memory and adapts automatically to operate the switch correctly.

Reduced Operating Costs


In the case of sectionalisers, the integral current-sensing logic allows you to add points of discrimination on the circuit without increasing protection trip times, thereby reducing stress in the system. The switch constantly monitors line current, without the need for additional statistical measurement devices. This data can then be used for forward planning and optimisation of existing network assets. The RL-Series switch requires minimal maintenance during its design lifetime, thus reducing the total cost of ownership. Both the switch tank and the controller are manufactured from 316 stainless steel. Because the switching contacts are enclosed (in an SF6 atmosphere) the unit is maintenance-free, and does not have the ongoing safety and maintenance issues associated with open terminal switchgear. In contrast to the large motor required to operate a motorised air-break switch, an enclosed switch uses a much smaller motor because of the small size of the shaft and isolating distances required in the SF6 atmosphere. As a result, operating current and cost is reduced.

Increased Revenue
Supply can be quickly restored to unaffected areas, which results in less outage time and therefore increased revenue.

Deferred Capital Works


Remotely controlled and monitored load-break switches and sectionalisers give an improved knowledge of the network and improved network control. Feeder and substation loads can then be remotely managed and switched, providing cross reinforcement of substations, and improved utilisation of existing assets. The purchase of new plant may be able to be deferred for a considerable period of time.

Switchgear description

Nu-Lecs range of RL-Series SF6 gas switches are designed to meet the growing requirements for oil free, maintenance free, long life, maximum safety and future feeder automation.
The SF6 gas as the insulating and arc quenching media together with puffing principle ensure the positive breaking of small current, mainly active load current, cable charging current and magnetising current. The extremely short arcing times (within half a cycle) plus tulip type contacts with arc resistant (Cu-W) material ensure the long switching life and extended short circuit making capability. The RL-Series can be operated either manually or by a DC motor in a motor compartment below the tank. A manual operating arm allows hookstick operation from ground level. By pulling on the appropriate side of the arm the load break switch can be tripped or closed. The interrupters are ganged together and driven by an over-centring spring mechanism. The mechanism is operator independent so that it does not matter how slowly the arm is moved by the operator. Figure 6: RL-Series Load Break Switch A motor mechanism is used in feeder automation schemes to facilitate remote control.

Switching Contacts
The RL-Series switch features a common rotary shaft driving three sets of contacts which operate on the puffer principle of arc quenching. The contacts are tulip style with copper-tungsten alloy to ensure a long switching life.

Operating Mechanism
The switching contacts are driven by an over-centre spring mechanism to ensure that the operating speed is always constant, independently of the speed of the operator. The mechanism can be driven by either a manual hookstick, or an electric motor (see below under Actuation).

Tank
The switching contacts are housed in a tank made of 316 stainless steel. The finish is the natural, unpainted finish, and is grit-blasted. The tank envelope is 3.0mm thick and reinforced with ribbing to give excellent impact resistance Each tank is equipped with: b a mechanical operations counter which is independent of the controller. b an explosion vent on the side, which will safely release any overpressures developed by excessive internal arcing. b a mechanical low-gas interlock, which prevents operation of the switch if the gas falls below safe pressure and which provides visible indication low gas through a window in the tank. b a manual lock-out ring. When pulled by the hookstick, this also mechanically prevents operation of the switch, for example, if maintenance work is being done on the line downstream of the switch.

Indication
Two on/off indicators are provided: one on the side of the tank by the operating lever and one underneath the tank in order to be visible to the operator from below. The underside indicator is directly operated by the switching shaft.

Current Transformers
A toroidal current transformer is mounted on the inside stem of each bushing on one side of the RL switch. The analogue current signal is read by the on-board electronics and passed to the controller as a digital signal. The current transformers have a range from 10A to 16,000A for measurement and fault detection.

Voltage Sensors
Capacitive voltage dividers are mounted in each bushing, providing an analogue current signal which is proportional to the voltage between the bushing and earth potential. This analogue signal is read by the on-board electronics and passed to the PTCC controller.

On-board electronics
Each RL-Series switch includes a built-in electronic board which reads the current and voltage signals. It also contains memory holding the switch serial number, number of operations and contact wear. In addition the on-board electronics contains a temperature-compensated pressure transducer which is used to display the gas pressure at the PTCC controller. The fact that the PTCC reads data from the electronic board built in to the switch means that Your PTCCs are interchangeable.

Actuation
The operating mechanism which opens and closes the switching contacts can be actuated two ways: b Manually, by an operator standing below the switch and using a hookstick to pull on the operating lever. b Electrically, using a motor pack mounted on the switch and operated through the controller. Pole Top Control Cubicle (PTCC)

The advanced fault detection, data logging and communications abilities of the RLSeries load break switch/sectionaliser are made possible by the technology housed in the Pole-Top Control Cubicle (the PTCC). The PTCC has been designed to interface with the on-board electronics of the RL-Series switch to provide full measuring and control functionality. The PTCC is mounted at a convenient height on the pole and is connected to the RLSeries switch using a cable (included in the scope of supply). The PTCC contains the batteries, storage capacitors, low voltage transformer, low voltage circuit breakers, Control And Protection Module (CAPM), operator control panel and radio or modem. These components are carefully located so that the heat generating parts are at the top, while the battery is at the bottom to keep it cool. In this way battery life in excess of 5 years can be achieved.

Cubicle
The cubicle is insulated and designed to minimise any temperature rise resulting from solar heating. All-weather access is provided to the Operator Control Panel through a lockable door on the front of the control cubicle. Vents are screened against vermin entry and the door is sealed against the outer with a rubber extrusion. All electronic parts are well protected from entry of moisture and condensation ensuring a long lifetime. Three models of PTCC cubicle are available depending on the climate: Tropical, Moderate or Temperate. b Tropical: well ventilated and suitable for climates where the ambient temperature can reach 50C and only occasionally goes below 0C, with a lower limit of -10C. b Moderate: reduced ventilation and is used where temperatures rarely go above 40C and occasionally go below -5C, with a lower limit of -15C. b Temperate: with a heater, making it suitable for climates where the temperature rarely goes above 40C but can fall as low as -30C.

Power Supply
A feature of the RL-Series pole mounted load break switch/sectionaliser is the microprocessor-controlled power supply. This provides uninterrupted operation of not only the load-break switch and fault detector, but also the communications radio or modem. No other power supplies are required for connection into your SCADA or Distribution Automation System. Due to careful design the efficiency of all parts is extremely high, allowing a battery hold-up time of five days after auxiliary supply failure (from fully charged battery, excluding telemetry radio or modem usage). The architecture used has the advantage that the switch operation is independent of the high voltage supply, relying on a set of batteries charged by the auxiliary supply. Due to sophisticated power supply management techniques, a switch operation is always guaranteed when attempted and alarms are raised over the telemetry when auxiliary power is lost.

Operation
The PTCC controller works intimately with the on-board electronics of the RL-Series switch. Key electrical characteristics of the switch are stored in the on-board electronics, meaning that any PTCC controller can be connected to any RL-Series switch, and the controller will immediately read the on-board memory and recognise the switch, adapting to suit the characteristics of the switch. Figure 7: Pole Top Control Cubicle The block diagram below shows how the RL-Series switch and the PTCC controller are connected. The heart of the PTCC controller is the Control and Protection Module (CAPM) and the intelligent Operator Control Panel. The current transformers and voltage detectors in the switch provide signals to the on-board electronics, which are then read by the PTCC controller. Each PTCC controller is provided with an operator control panel which has a fourline liquid crystal display with back lighting for night operation. Three levels of user interface with the operator control panel are provided as follows: 1. 2. Technician Level This level is password protected at the user's discretion in the Engineer Level and allows the setting of all sectionaliser related parameters. 3. Engineer Level This is accessible through a laptop or desktop computer and allows setting of the password and access to all the Operator and Technician Level functions.

Communications
The RL-Series load-break switch/sectionaliser can be interfaced to your SCADA system either through its built-in V23 modem and a radio, or its RS232 port and a modem of your choice. A variable voltage uninterruptible power supply is included for the radio or modem, which can be mounted inside the communications cubicle. Almost all telemetry protocols can be supported. DNP3 and IEC870 are two of the most common protocols. Communications allows both the status of the switch, and electrical parameters to be read remotely, and for the switch to be set up and controlled remotely.

Customer Engineering Tool


While the RL-Series switch and PTCC controller can be set up using the operator control panel, many users prefer to use the optional Windows Switchgear Operating System (WSOS). This is an advanced software package to allow off-line and on-line programming, monitoring and control of a load break switch/sectionaliser. It can be easily loaded onto a personal computer which is then plugged into the RS232 port on the controller. WSOS also includes a multiple-connect version which allows the user to remotely control and monitor a population of reclosers or load break switches in the field. The system communicates with the control cubicle by either cable, fibre optic, telephone line or radio. WSOS provides additional features such as alarm and event handling, dial in and dial out facilities and report generation.

Cold Load Pickup allows for a loss of diversity when a load has been without supply for a period of time. Multiplier Range: 1 - 5 Multiplier Resolution: 0.1 Time Constant Range:1 - 480 min Time Constant Resolution: 1 min

Inrush Restraint

Inrush Restraint raises the phase and earth threshold currents for a short period of time to allow for short duration inrush currents when closing onto a load. Multiplier Range: 1 - 30 Multiplier Resolution: 0.1 Time Range: 0.05 - 30 sec Time Resolution: 0.05 sec

Live Load Blocking

Live Load Blocking detection operates independently of the detection elements. It prevents the RL switch from closing when voltage is detected on the load side bushings. Live Load Threshold Voltage Range: 2 - 15kV

Multiple Detection Groups

The CAPM supports up to 10 Detection Groups, each of which can be configured with completely separate detection characteristics with different setting currents. The number of detection groups available to the operator can be configured using the Windows Switchgear Operating System thereby restricting or enabling access to detection settings as required. Range of Detection Groups: A - J

Automatic Detection Group Selection

Automatic Detection Group Selection is used to change the detection characteristics depending on the direction of power flow. This allows the load-break switch/sectionaliser to be correctly graded with devices downstream regardless of the power flow direction. Range of Detection Group Pairs: A&B, C&D, E&F, G&H, I&J.

Sectionalising
The sectionaliser logic included in the RL-Series Type FA opens the load-break switch during the dead time of an upstream recloser, after the recloser has opened a set number of times. The sectionaliser logic relies upon current sensing to detect the fault.

Supply Interruption Sequence Reset Time

Supply interruption Count Range: 1 - 4 A sequence reset timer is used to reset the supply interrupt counters to zero so that the next supply interrupt count starts again at one. Sequence Reset Time: 1 - 180 sec Timing Resolution:1 sec

Measurement

The RL-Series uses the CTs, voltage sensors and advanced control electronics to provide the following measurement features.

Voltage
True RMS voltage is measured on all six terminals. A user-configured threshold indicates a live terminal (accuracy 2.5%).

Current
RMS current is measured on three phases (accuracy 2.5%, reading 2.5-800A).

Real Power (signed or unsigned)


Real power is determined by multiplying the line voltage and line current in real time and averaging over 2 seconds (accuracy 5% of reading, within limits of V and I above).

Power Factor
The power factor of the line is determined from the line voltage and the line current phase relationship and the previously calculated real power (accuracy 5% of reading, within limits of V and I above).

Default Historical Measurements


Power flow is integrated over 5, 15, 30, or 60 minute intervals (kWh) and recorded for two months at the default setting. This can be viewed on the operator control panel, computer, or compatible SCADA system. Additionally, data can be uploaded into a portable computer or a compatible SCADA system.

Configurable Historical Measurements


Average Demand Profiles may be configured using WSOS. Customised configuration enables the user to specify only the parameters that are required, so preventing unnecessary information capture.

Service Conditions
Temperature Tropical, moderate and temperate climate versions of the control cubicle are available: b The tropical version is well ventilated and is suitable for climates where the ambient temperature can reach 50C and only occasionally goes below 0C, with a lower limit of -10C. b The moderate version has reduced ventilation and is used in environments where the temperature rarely goes above 40C and occasionally goes below -5C with a lower limit of -15C. b The temperate version has reduced ventilation and a heater fitted to the equipment panel. It is suitable for climates where the ambient temperature rarely goes above 40C but can fall as low as -30C. Condensation All vents are screened against vermin entry and the door is sealed with replaceable foam tape. Complete sealing against water entry under all conditions is not expected e.g. during operation in the rain with the hatch open. Instead, the design is such that if any water does enter, it will run out of the bottom without affecting the electrical or electronic parts. The well-vented and self-heating nature of the cubicle ensures moisture will dry out rapidly. The extensive use of stainless steel and other corrosion proof materials ensures the presence of moisture has no detrimental effects. Condensation can be expected to form under some atmospheric conditions such as tropical storms. However, due to the insulated and well-vented design, any condensation will be on metal surfaces where it is of no consequence. The water runs out in the same way as any other water entering the cubicle. Condensation will run out of the bottom and be dried by ventilation and self heating. Altitude Maximum operating altitude is 3000 metres. For altitudes above 1000m, derate in accordance with ANSI C37.63. Solar Radiation 1.1kW/m max. Outdoor weather conditions can vary considerably. We have made every effort to accommodate most climatic conditions but weather extremes can still adversely affect the RL-Series switch. Please consult us if you think that the your RL-Series switch may encounter conditions outside those given above.
