TACLOBAN CITY The best performing municipal and city legislative bodies in the region were given recognition yesterday during the regional congress of the Philippine Councilors League.(PCL). The Regional Local Legislative Award is a joint effort of the PCL and the Department of the Interior and Local Government. Six nominees vied for the regional award for the 4th to 6th class municipality wherein the island town of Limasawa, Southern Leyte was given the award. Babatngon, Leyte; Balangiga, Eastern Samar; Cabucgayan, Biliran; Motiong, Samar; and San Isidro, Northern Samar were the other contenders. In the 1st to 3rd class municipality, it was Catarman, provincial capital of Northern Samar, that was declared as the regional winner. In the component city category, the city legislative of Calbayog City was the regional awardee, while in the highly urbanized city and component city category it was the Santo page 3

MANILA -- Manila Archbishop Luis Antonio Cardinal Tagle called on the Catholic faithful Tuesday to pray for Pope Benedict XVI, who announced Monday that he is resigning from his post on February 28. The Filipino cardinal was among the many church officials who were surprised Monday at Benedicts decision. The German-born pope said during a meeting of Vatican cardinals Monday that he lacks the strength to fulfill his duties, thus the resignation. In a statement released by the Roman Catholic Archdiocese of Manila (RCAM) on Tuesday, Tagle said that just like others, he too was clueless that a change is forthcoming in the leadership of the Church. Pope Benedict XVIs renunciation of the ministry as Bishop of Rome on February 11, 2013 came as a surprise, said Tagle. He said he immediately felt sad that of the decision knowing selfless guidance the Pope had shown in the past eight years. The announcement also brought sadness to us. We felt like children clinging to a father who bids them farewell, said Tagle. He urged Filipinos to pray for the pope, especially as he devotes the coming years at the service of the Church through a life of prayer. He also said Pope Benedict XVI is planning to stay out of the public eye following his retirement at the end of the month but may stand ready to advise

his successor if asked. Its possible he (the next pope) may ask for advice, said Ratzinger. I think its quite likely they will talk. As for his successor, Ratzinger said his brother feels that a younger person is needed to deal with the problems of the times. Asked whether he thought the time had come for a pope from outside of Europe, Ratzinger said that could happen in the future, but that he did not think it would in the next election. For now I think the

job will remain with a European, he said. Ratzinger said he hoped to visit his brother in the Vatican later this year, but didnt expect the pope to return to Germany or Regensburg, where their parents and sister are buried. BPI issues memo on proper labeling of bags


TACLOBAN CITYThe Department of Agriculture (DA) thru the Bureau of Plant industry (BPI) issued a memorandum directing proper labeling of the bags used to pack on yellow corn seeds which aims to boost the local corn industry by adopting natural resource conservation measures. DA-8 media production aide Paul Nigel Custodio said that the directive aims to steer strong support from all stakeholders on the nationwide campaign for sustainable corn farming in sloping areas. This stems from the fact that farming without appropriate soil and water conservation measures in sloping areas leads to soil erosion, Custodio said. Custodio emphasized that the said memorandum enjoined all yellow corn seed producers to follow proper labeling on the bag of the seed with the message Appropriate soil and water conservation measures such as contour farming, minimum tillage, crop rotation, natural vegetative strips, mulching and crop residue incorporation, organic farming terracing and rainwater harvesting when planted in sloping areas. The message should be displayed using bold block letters and readable even at a one meter distance. The memo directed the DA-8 to conduct massive information drive to educate the farmers and other stakeholders on the environmental consequences of farming in sloping areas if no appropriate soil and water conservation measures are employed, Custodio said. On the other hand, DA-8 Agri-Pinoy corn program coordinator Brenda Pepito reported that her office will make due representation with the Regional Integrated Agricultural Research Center (RIARC) at San Jorge, Samar which is the lone producer of yellow corn seeds in the region, to take appropriate action to implement this directive. Pepito said that the banner program has started integrating topics on soil and water conservation strategies in its technology dissemination through training, field visits and establishment of farmers techno fora. She also committed to revisit the existing practices of the farmers in the field and provide them with basic support services and relevant information to adopt and develop innovative technologies and management system towards a farming community that is resilient from the erratic and unpredictable environment condition. A holistic approach will also be adopted by the banner program to come up with more effective scheme to cushion the impact of environmental problem. One key point is tapping the local government units to participate and get involved in planning workshops and extension works. In relation to this, one of the policy thrusts of the corn program is to mainstream climate change intervention in its Work and Financial Plan (WFP) and ensure adequate and continuous funding support in the implementation of sustainable land and water resources management among farming areas. The adoption of appropriate soil and water conservation measures will not only redound to environmental benefits, but more importantly, will serve as an economic augmentation to the farmers, Pepito disclosed. TACLOBAN CITY The national chairperson of the Philippine Councilors League said that local legislators and public servants are elected mainly to improve the delivery of basic social services to the people he is serving. PCL chair Alan Zulueta, in his talk during the awarding of the Best Sanggunians (to include the municipal and city) in Eastern Visayas, dubbed as 2012 Local Legislative Award(LLA) and held yesterday, congratulated the winners of the 2012 local legislative award. According to him, the local government unit that received said award manifested that both the elected public officials and the employees are performing well on the delivery of the basic social services to the public. We would like to encourage every province in the region to do innovations on the programs they have. This award is important for every year elected officials and employee of a certain LGU to perform well for them to be recognized by the Department of Interior and Local Government (DILG), Zulueta said. The PCL national chair revealed that the LLA has started first in the region and was adopted in the national level. This award started in Region 8 in 2000. And in 2004, when Wilson Uy became the president of the PCL Leyte Chapter, this was adopted in the national level. In the national level, this first happened in 2003, then on 2009 and this year, on March 7 at the SMEX Mall of Asia, he added. In the region, this is given in a yearly basis, but in the national level, this is just conducted in a term basis, Zulueta explained. Furthermore, the official congratulated all the people behind the successful conduct of the LLA, considering the dedication and the time and effort given by the members of the provincial evaluating team and the regional awards committee members that includes the Department of Agriculture, Department of Social Welafre and Development and DILG. Market on the road

Worse, these vendors occupy both sides of the road, leaving only a very narrow passage for motorists, which buyers also share in traversing here and there. So if one is taking this route and is hurriedly heading for the city so as not to be late in school or in the office and other hasty appointments, one is sure to get stuck in this traffic mess at that market, in the middle of the street. As a result, one cannot help but be delayed in his/her city appointments courtesy of these abusive, undisciplined vendors. Despite their knowledge that they are

here in the world can you find an active city street designated as a route for certain passenger vehicles but is almost closed in the morning hours just because it is occupied almost entirely by fish vendors, fish cargo trucks, piles of huge wooden fish containers, and fish buyers? Nowhere else but in the Old Road Sagkahan, city of Tacloban, otherwise known to many people in the area as talipapa or shed, and is the designated route to the city for St. Pauls/Campetic passenger jeepneys. Already that road is narrowed down by how the houses are built, which mostly stand right at the edge of the cement road, allowing no space for pedestrians. Of all the good things you would have wanted very much to get from the recent news, you would love most this one. Its about this frenzy by the Comelec-deputized police to rid all streets and public places of gun-toting men and women and arresting gun-ban violators. Yes, it is the Commission on Elections that does feverishly want all guns born or carried outside of homes confiscated and violators incarcerated. NGOs often than not citing only few names of science researchers. The latest among the awards to S & T workers, hosted by the DENR or Department of Environment and Natural Resources, published on 2nd January 2013. It cited the names of 11 biologists whose contributions were as Discoverers of Philippine Wildlife. There has been talks as to the criteria used in the selection of the awardees as there are awardees who are still too young, too early and yet make a name in the scientific niche to be included in the list. If, indeed, DENR wanted to know who are the discoverers of Philippine wildlife (herein better qualified as referring to biologists conducting researches both in terrestrial/ land and aquatic/fresh-/marine-water habitats), all that it had to do was to screen/ evaluate updated CVs of active members of the Association of Systematic Biologists of the Philippines, Inc. (ASBP)! The word discoverers actually refer to taxonomists or systematists whose research output focuses on discovering/describing new plant, animal, or microorganism species. could be bloated once the DENR finds out that there are many more who have discovered and published many new wildlife species from both terrestrial (land) and aquatic (fresh- and marine-water) habitats. Not because this writer, himself an active marine biology (seaweed) researcher, was not included in the DENR list, that he is lengthily tackling the issue. He speaks and shares the sentiment of those who spend most of their research time outside of Imperial Metro Manila, not reached by their radar. There are some of us taxonomist, systematists or plainly so-called discoverers who are based in the Visayas (Drs. Lawrence Liao, Danny Largo USC Cebu) and Mindanao(Dr. Willy Uy MSU Iligan), Southern and Northern Luzon as well, contributing to discovering more wildlife (some not necessarily new entities/species, but may

Part III - Recognitions Given to Filipino S & T Workers too, are the names of politicians, moneyed-people and other names who made it to the awardees lists via their questionable qualifications. One such glaring instance was the search for Outstanding Leytenos? that saw politicians names crowding the list and with no true S & T worker at all. This happened some years back, though! We, in science, can only thank the International Award given by the Ramon Magsaysay Foundation, national honors such as the TOYM (The/ Ten Outstanding Young Men of the Philippines), OYS (The Outstanding Young Scientist of the Philippines, TOWNS (The Outstanding Women of the Philippines), TOFIL (The Outstanding Filipinos), National Research Council of the Philippines annual awards to S & T Workers, and few other departmental and regional awards given by government offices (e.g. DOST Regional Office VIII), SUCs, HEIs, and

Adding to the woes of the Filipino S & T workers, aside from the meager budget for R & D activities, to purchase state-ofthe-art laboratory equipment, and updated library facilities, is the tangible acceptance, recognition of their research contributions to the government and the country. Because of the latter, many good Filipino researchers continue to join the exodus, leave and work in foreign countries and later find themselves recognized as pillars in science by their adoptive places. This disenchantment is perceived to continue if the countrys leadership chooses to ignore, shy

away from the sad plight of the Filipino scientists, Engineers and other S & T personnel. Indeed, instead of providing them with sustained research funding assistance, giving them due benefits embodied in RA 8439, and a simple pat on their shoulders in recognition for their products of R & D works. Some of them pass this world unloved and unknown! Noticeably, each time news about few recognitions, awards, and honors are given by both the government and non-government agencies, it is common to see only one (sometimes none) coming from the science sector. But noticeably,

Isnt it devastating? You would feel all alone, rejected, ridiculed, and laughed at. Every time you see cards, love notes, flowers, or anything that symbolizes love and lovers, you remember the person, and the pain in your heart recurs, like a fresh wound that is being stirred with a needle. Exchanging cards, penning love notes, sending greetings, arranging dates, giving flowersall this are happening today, this very day, which is known to majority of people as the day of hearts, or Valentines Day. Depending on how creative one is, it may be called by many names: lovers day, loves day, or simply, day. In fact, it may be named after the person who happens to be the object of ones heart. I might as well call it, my day; or your day, or anybody elses day. Bottom line is, its a day that has been linked to the heart, or anyone/anything with a heart and, having had this organ, is capable of loving, of being loved. But thats being too general and accommodating. Basically, this is for

humans, particularly for those who are in love, and most specifically for those who are being loved in returnmeaning, those who enjoy mutual feelings of love, and not just in a onesided manner wherein one is madly in love but the object of that love doesnt love him/her in return. To this kind of lover, his/her love is a disaster. And this day, given that lover, maybe considered a day of hurts, and pains, and agony. Why, its not a joke to fall in love and find out that, despite your efforts, there is nothing you can do to win his/her heart and make him/her love you in return. How it hurts when you are so in love yet the person doesnt even pay attention to you and your feelings. Your love is slighted, belittled, ignored,

occupying the road and obstructing it, these vendors never even bother to move aside even when they see that plenty of vehicles are already lining up, trapped by their obstructive presence. The abuse is glaring and too much, irritating to hurrying folks. Reason for this is obvious--no traffic enforcers or policemen are in sight, and so the vendors are just doing what they want to do without any hesitation and respect for rules and authorities. CSC to conduct exams


TA C L O B A N CITY- The Civil Service Commission (CSC) will administer various examinations this year to screen prospective job applicants in government. CSC-8 information officer and chief of the Public Assistance and Liaison Division Roselie Taon said that the CSC will conduct the written Career Service Examinations (CSE), both for professional and sub-professional levels, on April 14 and October 13, 2013. For the April 14 schedule, applications are being accepted at CSC regional and field offices nationwide until February 28. Taon also said that CSE are general ability tests designed to measure verbal, analytical, numerical, and clerical skills. While, passing the CSE entitles one to either a professional or sub-professional eligibility which, along with education, experience and training requirements, is needed for permanent appointment to corresponding positions in the government career service. She also stressed that said examination is open to Filipino citizens, regardless of educational attainment, who are at least 18 years old at the time of filing of application and who have not taken the same level of examination in less than three months. However, Taon said that taking different levels of examination within the said period is allowed. Other examinations to be administered for the year include the Foreign Service Officer Examination (FSOE) Qualifying Test and the Fire Officer Examination (FOE) on March 10; the Local Scholarship ProgramModified (LSP) Written Examination and the Penology Officer Examination (POE) on August 11. The FSOE Qualifying Test will be conducted in collaboration with the Department of Foreign Affairs. It aims to recruit candidates for appointment to the position of Foreign Service Officer, Class IV to work for PhilMembers of the Police Station 1 proceeded to the area to conduct a probe. CEBU CITY -- Candidates for senator from both the Liberal Partys (LP) Team PNoy and United Nationalist Alliance (UNA) started wooing voters Tuesday, as the 90-day election period for the national posts kicked off. In Cebu, all candidates running under UNA, except its three guest candidates -- Senators Loren Legarda and Francis Chiz Escudero and Grace Poe-Llamanzares -started their sorties with a mass at the Cebu Metropolitan Cathedral around 7 a.m. Tuesday before going on a motorcade to the northern and southern towns of Cebu. UNAs three kings -- Vice President Jejomar Binay, Senate President Juan Ponce Enrile, and former President Joseph Estrada led the partys proclamation rally at the Plaza Independencia that started around 5 p.m. UNA, a coalition of Binays Partido Demokratiko Pilipino-Lakas ng Bayan (PDP-Laban) and Estradas Pwersa ng Masang Pilipino (PMP), called itself a constructive opposition that seeks to further improve the programs of the Aquino administration. In Manila, Team PNoy -- a coalition of political parties, including the ruling LP -- held its proclamation rally in Plaza Miranda, Quiapo, also on Tuesday afternoon. President Benigno Aquino III led the team, which was also joined by Senators Legarda and Escudero, as well as Poe-Llamanzares. President Aquino, in his speech at Plaza Miranda on Tuesday, criticized UNA and the Arroyo administration. He said Filipinos should not forget the controversies that hounded the administration of former President Gloria Macapagal-Arroyo, which involved also her husband, Jose Miguel Arroyo. Among the controversies were the fertilizer fund scam, the NBN-ZTE deal, the Hello Garci scandal, purchase of secondhand choppers, and the over importation of rice. The President also cited the midnight appointment of former Chief Justice Renato Corona, who was later removed from his post following a lengthy impeachment trial in the Senate. RESOLUTION
Before this Commission is a Petition filed by Noel M. Montallana (Petitioner) against Aldin M. Montallana (Respondent) pursuant to Section 69 of the Omnibus Election Code (OEC). On 01 October 2012, Petitioner filed with the Commission on Elections (COMELEC) his Certificate of Candidacy (COC) for the position of Municipal Mayor of Oras, Eastern Samar for the 13 May 2013 Elections. On 05 October 2012, Respondent filed his COC for the same position. Petitioner then filed the instant Petition seeking, among others, to declare Respondent as a nuisance candidate, cancellation of his COC, and in case the Petition is left unresolved prior to the conduct of the elections, the votes cast in favor of the Respondent be excluded from counting. Petitioner contented that Respondent should be declared as a nuisance candidate because he filed his COC at the last minute; in a state of drunkenness; and that he has no means or capacity to conduct a campaign befitting of the mayoralty position. Accordingly, these alleged acts demonstrate that Respondent is not serious in his candidacy and has no bona fide intention to run for office. On 20 November 2012, the COMELEC Second Division, issued an Order directing Petitioner to show cause within three (3) days from receipt thereof why no proof of service was attached to the Petition pursuant to Rule 23, Section 4 (1) of Resolution No. 9523. 31 persons already apprehended in checkpoints in Eastern Visayas


TACLOBAN CITY - Since the establishment of the Comelec checkpoints on January 13, 2013 in the different parts of the region, the Police Regional Office 8 (PRO-8) had already apprehended 31 persons for violation of the gun ban. Out of these, we apprehended 30 civilians and one member of the Philippine Army. So far, we had confiscated 19 firearms of different calibers, two hand grenades and 11 bladed weapons, Police Inspector Romuel Nacar said. The PRO-8 had already filed 26 cases but the two are still for profiling. Appropriate charges were filed against them for violation of the Presidential Decree 1866 as amended by Republic Act 8294, illegal possession of firearms in relation to Comelec Resolution 9561-A. Nacar added that all permits to carry firearms outside residence should have exemption and appropriate documents issued by the Commission on Elections. Drugstores told not sell antibiotics, ethical drugs without prescription


TACLOBAN CITYThe Department of Health (DOH) through the Food and Drug Administration (FDA) has told drugstores in the city not to sell antibiotics or ethical drugs without a prescription from a licensed physician. According to FDA8 Supervisor Dr. Sonia Cabahit, an ethical drug is one which is available only with written instruction from a physician or dentist to a pharmacist. Cabahit said that one of the common causes of anti-microbial resistance is self-medication, or when a patient takes medicine without supervision from a physician. Another common cause is a patients failure to complete the prescribed course of treatment of antibiotics. She emphasized that failure to take the complete dose of antibiotics allows bacteria to eventually resist the medicine, rendering the medicine ineffective. The dispensing of antibiotics and other ethical drugs is the responsibility of a registered pharmacist under the employ of the drugstore, Cabahit said. The selling or dispensing of antibiotics or other ethical drugs without the required prescription issued by a licensed physician is strictly prohibited, she added. Strategic planning workshop on anti-child labor held


TACLOBAN CITY - A three-day Northern Samar Provincial Child Labor Committee (NSPCLC) strategic planning workshop on anti-child labor was conducted here, the Department of Labor and Employment regional office 8 (DOLE8), reported. DOLE Regional Director Exequiel Sarcauga told reporters that the February 11-13 activity was participated in by 38 representatives from several concerned government agencies led by DOLE-8. Director Sarcagua disclosed that the workshop was made possible with the funding from International Labor Organization-International Program for the Elimination of the Child Labor (ILO-IPEC) and with the counterpart from DOLE and participating government agencies. Sarcauga explained that his office is giving more emphasis on Northern Samar considering the number of children exposed to child labor aged 5-17 and the province is one with the highest prevalence in the region. Lagbangan Bridge in San Antonio inaugurated


SAN ANTONIO, Northern,Samar - To help boost the tourism industry in this island town here in Northern Samar, a P9.9 million worth of concrete bridge was inaugurated with Board Members Bert Mendador and Golda Ballesta representing Deputy Speaker Raul Daza and Gov. Paul Daza. The 18-meter long and 7.2 meter wide bridge, which was constructed for five months, is the only bridge within the 24-kilometer circumferential road serving the people of the town. DepEd concerned over reports of alleged sexual harrasment perpetrated by 2 teachers


TACLOBAN CITY The Department of Education (DepEd) Leyte division has expressed concern over several reports of alleged sexual harassment and molestation of male minors involving two male public school teachers, and has mounted its own investigations. Dr. Manuel Albao, acting Leyte schools division superintendent, has indicated that the division office is now prompting investigations based on the report provided to them by the municipal social welfare office of Babatngon town in Leyte that two public school teachers were involved in sexual molestation of nine minors on different occasions. The office has also received reports about sexual harassment and molestation in some barangays of Babatngon and we are very much concerned about this development, Albao said. He added two male teachers, from an elementary school and another one in high school, will be investigated. Leyte Samar Daily Express has opted to withhold the names of the teachers pending investigations of DepEd and local authorities in Babatngon. Among the cases is the alleged involvement of nine to 13 year old pupils allegedly molested by nine gay men, including the two teachers, sometime in January, this year in Barangay Gov. E. Jaro in Babatngon. He assured the division office will not suppress reports of the matter and will take a serious view and if found guilty, appropriate actions will be had against the teachers. The other day, parents of the 11 elementary pupils went to the Babatngon municipal social welfare office to file a complaint against nine gay men for allegedly molesting their children. At least one pupil told the social welfare investigator that one of the gay men placed his hands down the front of his pants, lifted his shirt, rubbed, kissed and sucked his sex organ. One pupil said the abuse happened behind the barangay day care center in Barangay Gov. E. Jaro. Several other pupils said they were sexually molested behind the barangay stage. According to Marlie Ochea, Babatngon social welfare and development officer, the children said they were paid P60 in exchange of sexual favors. Ochea added the children will undergo counselling, while the parents have expressed interest in filing formal complaints against the alleged perpetrators.
