    DLA's DRMS / DRMO operation for Kuwait is inside of the grounds of Camp Arifjan. Since the departure of Mike Diettel and his award to ARU Logisitics ( an 8-month old company) and his privately conducted $ 5 Mil solicitation that I filed 2 Pre Award and 1 Post Award protest on, and that was ultimately cancelled due to the contracting officers ( including some from Battle Creek, MI ) manipulating Trade Links Past Performance and removing their resumes' ( tampering with other vendor solicitations ) and attorney Robin Walters determining that this tampering was not fair, cancelled the award and recompeted the contract. Ever since 2010 and Mike Diettel, DLA conduct their solicitations on www.fbo.gov the only approved GPE according to the Federal Acquisition Regulations. So why doesn't LTC Scuteri comply with the FAR. Why does Camp Arifjan continue to be a criminal enterprise that circumvents the Competition in Contracting Act. Simple, because the GAO support corruption and so do Senior Attorneys within the ranks of the GAO and the attorney assigned to this Pre-Award protest is no different. He even went so far as to not refer this GAO Level Protest forward to the Small Business Administration for their reveiw. Matthew T.
