Objectives: The main objectives of industrial relations system are:a. To defend the interest of labor and management by securing the highest level of mutual understanding and good-will among all those sections in the industry which participate in the process of production. b. To avoid industrial conflict or trouble and develop pleasant relations, which are an essential factor in the productivity of workers and the industrial progress of a country. c. To raise productivity to a higher level in an era of full employment by decrease the tendency to high turnover and frequency absenteeism. d. To establish and promote the growth of an industrial democracy based on labor partnership in the sharing of profits and of managerial decisions, so that ban individuals personality may grow its full stature for the benefit of the industry and of the country as well. e. To eliminate or minimize the number of strikes, lockouts by providing reasonable wages, improved living and working conditions, said fringe benefits. f. To improve the economic conditions of workers in the existing state of industrial managements and political government. g. Socialization of industries by making the state itself a major employer vesting of a proprietary interest of the workers in the industries in which they are employed.

Strategy: Jute industry has been lost their market before a long time ago. Once upon a time Bangladesh was the number one exporter of Jute and its products. At present Bangladesh has a large scale of demand for jute and jute industries can erect a strong place for business of export orientation in this country right now. Opening a jute industry can place itself in world market. For implementing the strategy the Jute industry needs to focus on certain spot as it should be. These areas are: i) Business Bank; ii) Sectors; iii) Technologies; iv) Skills and v) Procurements.

Policies: Policy of an industry is the true determinant of investment as well as domestic investment. Objective of the Industrial policy should be for bringing higher growth and prosperity for a country.

Objectives of the Industrial Policy:


Maintaining a sustained growth in productivity; Enhancing gainful employment; Achieving optimal utilization of human resources; Attaining international competitiveness and Transforming the country into a major partner and player in the global arena.

Budgeting: At first we have to identify items that will generate expenses for the site. These items are given below: Location; Number & concentration of subject visits; Estimated time required for study visits; Procedures to be performed; Difficulty of meeting Inclusion/Exclusion criteria.

Also some hidden cost should be considered: Delayed start ; Informed consent process; Increased salaries & operating costs over time; Travel to offsite clinics.

Result: The consequences of opening a jute mill in Bangladesh are quite positive. In many areas Bangladeshi Jute industry is ahead of other jute producing and manufacturing countries. It has learned how to upgrade a lower grade fiber in the batch mix. It also leads in diversified value added products. The Government at the centre and at state has pro-jute mindset. They have plans for taking jute industry to new horizon. This is evident from National Jute Policy 2005 which targets to reach export Rs 5,000 crores in the 11th fine year plan from present amount of Rs 1,000 crores. Brazil is one of the major importers of Bangladeshi Jute, and is estimated to have a market of 25,000 tonnes of foodgrains, and few of Bangladeshi jute bag producers have been awarded zero duty which opens new doors to other industry producers.. Industry should accomplish Total Quality Management so as to build quality in the products.
