2013 NATIONAL AGE-GROUP CHESS CHAMPIONSHIP LUZON QUALIFYING LEG

ORGANIZED BY : OBJECTIVE : National Chess Federation of the Philippines To select qualifiers to the Grand Finals of the 2013 National Age-Group Chess Championships. Grand Final winners will represent the Philippines in the 2013 ASEAN+ Age-Group (Bangkok, Thailand, June 8-17) and 2013 Asian Youth Chess Championships (Mashdad, Iran, June 20-27). TOURNAMENT RULES AND REGULATIONS


I. ELIGIBILITY A. The tournament is open to all youth players (20 years old and below), who are members in good standing of the National Chess Federation of the Philippines (NCFP). B. Participants must submit a copy of his/her birth certificate or baptismal certificate as proof of age. C. Registration Fee is Two Hundred Pesos (P200.00) and Three Hundred Pesos (P300.00) as NCFP Membership Fee. CATEGORIES : A. 20 & Below (Boys & Girls) born on or after January 1, 1993 B. 16 & Below (Boys & Girls) born on or after January 1, 1997 C. 14 & Below (Boys & Girls) born on or after January 1, 1999 D. 12 & Below (Boys & Girls) born on or after January 1, 2001 E. 10 & Below (Boys & Girls) born on or after January 1, 2003 F. 8 & Below (Boys & Girls) born on or after January 1, 2005 II. TOURNAMENT FORMAT A. Six (6) to Seven (7) Rounds Swiss System (depending upon the number of participants) for each category. B. The top two (2) boys and top two (2) girls from each category shall advance to the Grand Finals together with the seeded and qualified titled players. TOURNAMENT RULES A. The tournament shall be governed by the FIDE Laws of Chess. B. Time control shall be ninety (90) minutes (1 hours) with 30 seconds increment for each player to make all the moves necessary to finish the game using the digital clocks or One Hundred Twenty (120) minutes (2 hours) using mechanical clocks. C. Recording of moves in Algebraic notation is mandatory. D. Penalty for illegal moves claimed by the opponent: 1. 1st Offense additional two (2) minutes thinking time for the claimant. 2. 2nd Offense additional two (2) minutes thinking time for the claimant. 3. 3rd Offense loss of the game by forfeiture. E. The use of cellphones and other electronic means of communication while the game is in progress is prohibited. A player who will violate this provision shall lose his/her game by forfeiture. F. The basis for the initial ranking of players shall be the latest published NCFP Rating List.

G. Pairings shall be generated by the Swiss Manager pairing program. NO PROTEST ON PAIRING shall be entertained. IV. REGISTRATION / PAYMENT Registration can be done on-line. Please download and fill-out the registration form and email at ncfpsecretariat2012@gmail.com (including the scanned copy of payment receipt). Payment can be made through the peso account of NCFP or on-site until March 2, 2013 or one day before the actual tournament. Below are the NCFPs bank account details. DEFAULTING TIME Defaulting time is SIXTY (60) MINUTES after the start of each round. VI. Limited Accommodation for players will be provided by the host on a first come first served basis.
The organizers reserve the right to amend or alter any provision of the afore-mentioned rules and regulations for the success and interest of the tournament.
