EPC Contractor is requested to respond to Comments/Recommendations identified below by: No. 1 2 Consultants Comments / Recommendation Item 82, Square Light should be simply Annunciator Lamps Proposed system uses analogue 0 to 10 V signals, which is in defiance of ITB section 14.11.4, Transmitters, which demands all analogue signals be 4 to 20 mA. Voltage signals are notoriously unreliable and prone to drift due to resistance changes in installed wiring and termination. Second round comment 24-1-13, It is the EPCs responsibility to inform suppliers of the relevant parts of the construction specification for this project that must be reflected in the equipment supplied by the supplier. 4 to 20 mA analogue loop signals, as opposed to voltage signals, are specified for sound engineering reasons based on common sense and years of field experience to give proven stable performance that are vastly superior to analogue voltage signals. If the compressor controls manufacturer had been advised of this requirement at the time of letting the contract with him and also when this error was identified by the consultant, then current based analogue signals would have been incorporated for no significant difference in price. There is now a non-standard, non conforming control system on the site that could have been corrected by the contractor six months ago, but due to the EPCs arrogance and dereliction of duty by deliberately not responding to the consultants comments pointing out this non-conformance for over six months, has allowed this system to arrive on site where it will now become a nonconformance issue to be rectified before commissioning. EPC Contractor shall provide his response within fourteen (14) days from the date he receives this form. The comments provided in this transmittal shall not relieve the Contractor of any of its obligations to meet all the requirements of the Contract or relieve the Contractor of the responsibility for the correctness of his drawings/documents. The Contractor shall make any changes that are necessary to make the work confirm to the provisions and intent of the Contract. Contractor to ensure that procurement of all equipment / components meets the requirements of the contract.
