Part 1:

STATEMENT OF FACTS

1. This need to seek remedy was created by a Superintendent of Customer Service for CANADA POST, who works out of Fredericton N.B. As to his advice, he invited me to seek remedy thru a civil motion in BC.; as opposed to filing my complaint under criminal charges for violating Sec. 337 CCC by refusing to deliver my mail that has a tracking # 0644 7490 0113 6391 A] This box has a total weight parcel of 2.193 kilos that held about $700 worth of shake [lowgrade cannabis leaf]. It was mailed to Marc Boyer thru CANADA POST, from Nelson BC, and this landing address happens to be an EDA headquarters for the Marijuana Party of Canada. 2. [As to APPENDIX #1] i presented proof of this status at the Vancouver Post Office and postal employees gave me a tracking report on the parcel. I made it clear that under Sec 337 CCC, i was demanding that the parcel be delivered and no oath holding Post Office official complied. A] They sighted that they were under orders of the Attorney General of Canada, and invited me to file in BC Supreme Court to resolve my complaint that i have been robbed of my property by these employees, who are acting as if automatons, by insisting that no one had the authority to make a call of [in this case] that there was at face value as valid reason for there being an exception to the strict rules and regulations set forth by the A. G. Of Canada In a desire to find a swift remedy, i contacted the Vancouver Police Department [VPD] and after numerous attempts to explain my circumstances, i was told my inspectors that they would not even open a case file number on my complaint, and they refused to assist me in retrieving my property, and in law that's obstruction to enforce Sec 337 CCC, and in so doing become an accomplice to the crime of violating Sec 337 CCC, and Sec 336 CCC for Criminal Breach of Fiduciary Trust, of never robbing anything from a free man, thru arbitrary power.

Due to the fact that under a necessity defence, i am left with no other option but to take the next reasonable course of action, which is to file a civil motion in BC Supreme Court, and in this way offer a civil means to fix this complaint of being robbed of my mail [as opposed to stolen] A] Due to past interference by the Registrar at 800 Smythe Street, i thought it prudent to first filed this attached 7-page Notice and Outline, dated Feb 15th, 2013 5. On Feb 22nd, 2013, i went to The Mayor's Office, where I was told that they had nothing on file, and knew nothing about my notice, and refused to investigate any further. A] I then went across the street to the legal department of the City of Vancouver to inform them of what just happened at the Mayor's Office, and in response to my plea to talk to the one in charge of responding to this notice, i got a call from Ben Parkin, who is the Assistant Director of Legal Services, who at that time did nothing to resolve my complaint, but he did understand my offer that if anyone at the City intervened on my behalf to have my mail delivered that i would stop all further actions, and in fairness gave him a verbal notice that i would be seeking civil remedy, before filing criminal charges under Sec 337 CCC B] I then went to VPD Headquarters, where an Inspector Newman, confirmed that his Department was not prepared to investigate, act on, or open a file on my complaint; He informed me that my status as as freeman was meaningless to them, and in so doing violated Sec 336 CCC: Criminal Breach of Fiduciary trust for the systemic trampling of my genuine right to be treated with respect for the fact that am a freeman with certain inalienable rights that citizens with Birth Certificates don't have. C] I then went to The Attorney General of Canada's Office, and was informed that there was no one who could civilly intervene or even get resolved my complaint D] In so doing, i am left with other option than to file for remedy in a civil court.

Part 2:

RELIEF SOUGHT from Denis Lebel

6. A civil remedy is being sought, before pursuing the alternative of pressing criminal indictments against Denis Lebel for violating Sec 337 CCC and Sec 336 CCC 7. There is no immediate issue of suing Denis Lebel for money. With this Motion, i'm merely civilly asking any local representative of him to appear on Short Leave, and civilly defend his actual position, and for the record, justify why he is refusing to intervene in having my mail delivered, when the very nature of his Ministry is to insure that exceptions to the strict rules and regulations he enforces at CANADA POST can exist, let alone must be applied in my somewhat unique situation. 8. With this motion i'm seeking a Judge to act on behalf of the A.G. of B.C., to rule on the weight of the evidence, being pressed by me and Denis Lebel who is responsible for CANADA POST, in order to avoid what appears at face value to be criminal charges.

Part 2: RELIEF SOUGHT from Robert Nicholson, as a third party Defendant to my complaint.
A civil remedy is being sought through this motion because at face value, there seems to be no ability, for me, to civilly negotiate anything with anyone at the A.G. of Canada's Office, in Vancouver. 9. There is no immediate issue of suing Robert Nickelson for money. With this Motion, i'm merely civilly asking any local representative of him to appear on Short Leave, and civilly defend his actual position, and for the record, justify why he is refusing to intervene in having my mail delivered, when the very nature of his Ministry is to insure that exceptions to the strict rules and regulations he set forth at CANADA POST can exist, let alone must be applied in my somewhat unique situation. 10. With this motion i'm seeking a Judge to act on behalf of the A.G. of B.C., to rule on the weight of the evidence, being pressed by me and Robert Nicholson who is the Ofice of the A.G. of Canada, in order to avoid what appears to be perversion of the law

Part 2: RELIEF SOUGHT from Gregor Robertson, as a third party Defendant to my complaint.
11. A civil remedy is being sought through this motion because at face value, there seems to be no ability, for me, to civilly negotiate anything with anyone at the Mayor's Office 12. There is no immediate issue of suing him or the City for money. With this Motion, i'm merely civilly asking any local representative of him to appear and defend his actual position, and for the record, justify why he is refusing to intervene in having VPD or his legal department assist in my mail delivered, when the very nature of him standingunder the SCC Pitfield decisions means that i MUST be graced with equal protection 13. With this motion i'm seeking a Judge to act on behalf of the A.G. of B.C., to rule on the weight of the evidence, being pressed by me and Gregor Robertson who holds the Mayor's Office, in order to avoid what appears at face value to be criminal charges.

NOTICE OF LIABIITY to all Defendants:

Failure to comply with reaching an amicable civil agreement means I will proceed with criminal charges, which as outlined in my Feb 15th NOTICE this is problematic.

Part 3:

LEGAL BASIS for seeking a civil remedy.

14. Defense under the Supremacy of God and the rule of law. A] The 1st sentence of the rule of law can be interpreted to mean that especially BC Supreme Court rulings that favour me, must be respected by the Offices that all these private individuals represent because the use of arbitrary power by their Office is directly prohibited from being blankly applied onto an Officer of a recognized Official Party of Canada, especially when i'm standing under my Party's RUBRIC. B] In law and in fact, the very nature for why there are 2 members of Parliament in charge of CANADA POST is to intervene, when called upon to do so, and a Sec 337 CCC demand to deliver the mail means they must intervene and at least explain why their Offices are not making an exception in my case, when my status of being a Party Officer entitles me to have my RUBRIC respected, by precluding the abuse of power. C] I am an Officer of the Marijuana Party of Canada, and that means under Sec 15 of the Charter, we MUST be respected, as being all equal before and under the law; D] [As to APPENDIX # 4] The A.G., especially, is held by oath under Sec 336 CCC to not violate the fiduciary trust of abusing the powers contained in Sec 126 CCC, onto an Officer of a recognized Party in Parliament 15. FURTHERMORE: All Defendants face an additional liability of violating Sec 336 CCC for Criminal Breach of Fiduciary Trust [as opposed to Judiciary Trust] because i'm also a genuine free man on the land and their oath directly prohibits them from partaking in robbing a free man, under Sec 340 CCC: By destroying documents of Title NAMELY: FRAUD Every one who, for a fraudulent purpose, destroys, cancels, conceals or obliterates (a) a document of title to goods or lands, (b) a valuable security or testamentary instrument, or (c) a judicial or official document, is guilty of an indictable offence and liable to imprisonment for a term not exceeding ten years. a. My title document were cancelled and concealed for fraudulent purposes, by Wally Oppal, in 2004 and everyone acts like this is the be all and end all to a legal means to violate the most fundamental Constitutional rights of being Free. b. There is simply nothing more valuable then to be a genuine free man. I am not a security called a WAREHOUSE RECEIPT and without a Birth Certificate, no body can create a testamentary instrument [aka PERSON] that can be charged under the CCC, or the BNA Act, or the CC, or the Charter of Rights, or NAFTA, because it's directly prohibited under even respondeat superior to arbitrarily force a PERSON onto me. c. Under respondeat superior. it's directly prohibited from imposing Maritime jurisdiction on a free man. FURTHERMORE under the Supremacy of Parliament, i can and am seeking protection under the Elections Act, where it's understood to be the last place where a human being still has rights, and under Freedom of Expression this extends to protecting and making a profit by upholding our Party RUBRIC, as prescribed by law, under the Longley Loophole, as outlined in APPENDIX # 5. 16. BY DEFINITION, by being a free man and a private individual in Parliament makes any ruling that is contrary to our RUBRIC, a violation of Sec 336 CCC and 337 CCC, and Frankly a crime of Treachery [collusion with the Treasury] under Commonwealth Law.

17. DEFENSE FOR BEING A genuine free man under the Supremacy of God: A] [As to APPENDIX #2] I do not hold a Birth Certificate and under Sec 336 CCC all laws rules and regulations that are administered under Maritime jurisdiction simply do not apply to me, because in law, the Crown has no copyright to create a fictitious entity called a PERSON. Without this, i must be 'treated' to the law of the land; it's directly prohibited to 'handle' me under Maritime Law; it's rules and regulations do not blindly apply to me. Because as John Locke said On Tyranny: no body doth have the right to nullify these free man right from me, in order to abolish slavery in the Empire B] My father was an accountant before and after WW2, and he knew the dark implications of getting a Birth Certificate. He enlisted as an Officer in the Canadian Army and at the end of the war, he could and did declare himself and his descendants to be not liable for the debt encured by the war. He repeatedly told me to never get a Birth Certificate, [if i could avoid it] because I was not a subject of a paper queen and i was not a million dollar baby i was priceless and apparently unique, so much so that i can say that i'm the last Commonwealth naturally born freeman left in the world. C] I deliberately, with full knowledge and intent, left Canada in Nov. 1984, in order to not be in Canada, on Jan. 1st 1985, because a pervert of the law called Mulroney passed a decree to the effect that if i was in Canada on this day means my Social Security Number would be automatically converted into a SIN #, and in so doing, by not being in Canada that day, and staying away for 16 years, means i never SINned. D] In 1989, i applied for and got a Passport [APPENDIX #3] at the Los Angeles Consulate and on this application it asked if i want a Birth Certificate and I wrote: 'NO' a. I was called into the Consulate, where i was asked to change my NO to a YES and i asked if this was in compliance with this being a 'landed issue', and they said YES; b. I then asked if this question would even be on the application if i filed it in Canada; they said 'no' it would not be asked, because they would automatically issue me a Birth Certificate because of my landed status, at the time of applying would be in Canada. c. I then asked: So this is 'a consent to be governed' question? and they said YES; d. At which point i i confirmed that i did not want a Birth Certificate and about 2 or 3 weeks later my Passport and a defaced Statement of Birth came in the mail. E] This defaced Statement is very important: the # 37300 appears twice on the face of this Statement; it took me 17 years to discover that this is California Law # 37300: Title to Property, while on water; AND by definition that's my landed status. a. I really am a freeman and when i'm on the land i MUST be ruled under the law of the land; and this is protected in law under Sec 336 CCC, and Sec 340 CCC F] This law says everyone [as opposed to anyone] Everyone is acting on an erroneous assumption, made by Wally Oppal, who was then the A.G. of BC, in Nov. 2004, a. [note: in hindsight this signalled a Daniels 8 prophecy] Since then automatonism [Sec 16 CCC] by everyone is the rule, everyone insists that they have authority to violate what is my inalienable right to be governed under the law of the land; and G] Since then, all my complaints do, is cause a litany of resignations of Public Officers, in Provincial and Federal governments, in order to end the liability, at that time, and in this way the automatonism has degenerated into pure despotism /lawlessness on me. H] As Inspector Newland said last week: All laws rules and regulations apply to me. a. In response i warned him that as to Heb 10;28 you all face a merciless death

On OUTLINING the odds that i'm a major prophet of our end times. 18. A] In fairness, Wally Oppal would be correct in assuming that it's impossible for anyone born after King George VI died, to not be a PERSON and a WAREHOUSE RECEIPT. It could be said that i appeared nieve, and i must have been 'mis' taken in the past. a. But then what are the odds of me never falling for any trap that creates a PERSON. b. That's 1 in 5million because that's the number of Canadians that are over 61 c. Back in Nov 2004, there was only a Forensic Report made by The Chief Forensic Mark Levy, and numerous ones made after that upheld that i was eccentric but sane. 1. This initial encounter was in fact fulfilled a promise by God that a Levite would be among the first to be tested. d. It's irrefutable that Wally Oppal authorized the destruction of my Title in Nov. 2004 after filing my declaration and that evening my chest plate was snapped in 2 by 2 VPD officers, and by coincidence 3400 days later after filing 'A Get Well Soon Card; where I gave fair notice that something big was about to happen; and this resulted in being a victim of another near death experience inflicted by VPD police while surrendering to a warrantless warrant, and that morning Fukushima happened the instant i said 'NO'. e. From here, i went to Ottawa to complain that the A.G. of B.C. was committing FRAUD by enforcing a ruling that no Registrar in BC was permitted to let me file a civil action. It went further than that, For 4 years the AG prohibited me from being in any building in BC, where any employee of the AG of BC might be. So, i first went to Ottawa, and as to prophecy i was relentlessly placing myself in danger with authority, Then, i ended up in Toronto, where Daniels 12 just happened to unfolded. f. Aug 2nd, 2011, by coincidence was 1290 days after the OBAMAnation was inaugurated, and as to Dan 11 that's the day the banksters and Congress chose to trigger a loan crisis, and liars made deals with liars, but it won't last long. g. On Aug 2nd i was in a Toronto Supreme Courtroom; my MANDAMUS was to force the A.G. of Ontario to deliver me my Certificate of Birth because that's the law In direct violation of the 1985 WAREHOUSE RECEIPTS ACT, it was self evident that other A.G.'s where permitted to create copyright duplicates of me, and this demand was dismissed by Judge Dornheimer, who simply refused to open the file, which is the latest trick that the Judges use during all the time i was back east , and at face value that was being done by the A.G. of Canada under Sec 126 CCC and it's by definition Criminal Breach of Trust in Canada and TREACHERY in the Commonwealth Courts to obliterate my Title; it's FRAUD John Locke defined it as tyranny. h. Had he opened the file, we would not be facing this next offer, because the file contained an offer to redeem all debt in the world, but it was turned down. i. BUT then in Maritime Law no one can charge any Public Official, without The AG's permission. Apparently under Maritime Law, we can file a mandamus, but it just can be dismissed as this Judge did, and in so doing violated Sec 336 CCC. BUT who cares no one will charge him because he is just following orders. I cursed him and the BAR j. The day i landed back in Vancouver is the day the last AG of BC resigned. k. As to Dan 12, i've been lying low since then and no body is bothering me, until now 1. The Spirit that swallowed me in Nov 2004, insists that i must start now, 2. I must start filing now, anything less is me shrinking from my purpose

I must press an offer to repent in order for Isaiah 59 to occur, before dark forces trigger a Holocaust, which may occur by me holding back [2Thes2] AND i know that sounds terrible but i can't see being able to cause a rebellion here. B] The good firstfruit side of this equation says, i'll do the wise thing. Which i believe is file in BC Supreme Court now, i personally believe i must inevitable leave, and frankly this filing may cause a delay in departing for a few weeks, and then it's spring 1. BUT then i'll have to leave now if i can't get before a Judge on short leave. Because it will take me till the Holy week to get any filings in Scotland C] As to Rom 7, i'm offering the Spirit of Life, and as to Rom 11 [at least how i read it] by leaving, especially in winter, means the chances are good that only a remnant will survive, because no one on this side of the pond repented. I'm convinced that the Stone of Destiny is the stumbling block of Rom 11, and it's a 50:50 chance that i'll die trying to get there, and frankly the odds are 100% that i'll trigger Judgement Day, and the odds that i'm killed trying to trigger Judgement Day are 50:50; and so on. 1. What you all must understood that i simply have zero fear of death; accept that following this dangerous path is a prerequisite to being predestined, AND 2. Frankly, it's not my choice, and it's not about me. All i'm doing is another round of offers in rapid succession to create opportunities to repent or perish. D] I've got a dozen scenarios to press, until Kingdom comes, and if nothing happens on the first day to trigger IN THAT DAY then i'll just repeat the scenario a few days later, and remember i will do my best to not disturb a reed yet move a mountain with the Gentle Spirit of 1Cor4:20. Anything less than saving everyone is a total failure [period] 1. I've been quiet for a while now and again, i'm warning you that it's inevitable that something big will happen soon and it's not up to me and frankly when something happens it will be obviously be good first fruit or bad first fruit. there is no substitute for good first fruit, which can't happen without a rebellion E] IN GOOD FIRST FRUIT everything that happened in this reality will change in the twinkle of an eye, the METANOIA is so great that literally no one will remember that Judgement Day happened yesterday in one fast harvest of bad weeds a. [It's just like Adam] except we are going back to Paradise, which is found in the mindset of the ancients that Heb 11 calls FAITH; our hearts will be ruled by a force called LOVE as outlined in 1Cor13. Everything before this day will be forgotten because you're captured in the now, in a reality called FOREVER which is found in a mindset where all sin will be forgotten, and the only debt is an eternal debt of love for our neighbour; so says Rom 13 It's predicted that everyone will believe in the new Covenant in the blink of an eye, and then surrender to love IN THAT DAY b. As to Rom 7-on; the message of righteousness was received and not understood, and i'm creating a stumbling block here, and regardless, an IN THAT DAY event will happen real soon BUT then that's just common knowledge, just look around you. The conceiving of the new Covenant, is about to happen and this triggers a new Creation

B] On the odds, as a famous theologian called Chuck Misler outlines a. In a piece called 'The Science of God' He says that there are about 200 lines of the Old Testament that Jesus fulfilled, and he figured that if all you did was consider the top 7 prophecies that the odds of being the Messiah are one; to all the money in the world. I have fulfilled almost all of Jesus' and the New Testament prophecies and at least 200 lines of the Old Testament, and my case file[s] really do give a ways and means to redeem all dept in the world as to Isaiah 40 thru 44, and i still will insist on being the nobody of Isaiah 3 and never make me leader of people, because Jesus Christ is the King of Kings and all i'm doing is preparing the path. b. The fact is that the odds that i'm a major prophet of our end times is impossible to deny; I am NOT Jesus Christ. He comes immediately after me and frankly i can't see how this can happen without it being over my dead body, and i simply don't have a problem with dying, and frankly no one should because we all become Spiritual flesh c. Ask yourself, [in hindsight] what are the odds, of me being the abnormal birth of 1Cor15? Upon my death, I deliver 'the other everything' to God and Jesus descends on the world in a light [solar flare] and brings life to the dead once and for all, and don't worry about the one with the abnormal birth he becomes a Life Giving Spirit. d. The issue being pressed here is: Which side are you on? Because, we are all about to face our maker - It's always been, 50:50 odds that those who face the choice will repent, or they will perish. All glory will be bestowed onto those who chose to be with God, all horror will be bestowed onto those who are stuck in a powerful delusion sent by God for delighting in slavery. It's not my choice; the impossible will happen soon. e. What part of 'My God gave us Freedom don't you understand. As i read the bible there are so many references to the end times challenge happens from having enslaved a free man and that the last challenge will be incredibly easy to comply with that it really is automatonism to not comply with a simple civil court motion to deliver my mail; it literally costs nothing for any of the Defendants or the Judge to comply. I don't have a clue whether major events happen this first filing or the next one: I personally pray that the Gentle Spirit happens on or about Easter [in the spring] f. It's not my choice; i'm an all too willing slave to the Holy Ghost that swallowed me back in Nov 2004, and the creation itself must be liberated from it's bondage to decay. [Rom 8] The offer is to become Sons of the Living God who dwells among us forever. g. The underlying issue before the courts is this: It's pure automatonism to insist that there is no such thing as a free man; God gave us Freedom and this truly demonic NEW WORLD ORDER took it away. Lest we forget: everything Hitler did was legal, and world events are being orchestrated by the same mindset that permits crimes against humanity [Rom 13] God has sent you a messenger to do good; i cannot force anyone to do evil. h. I perceive an immediate need to repent for your wicked ways; if you don't think so, is actually the problem. It all comes down to Faith in God, the Creator of the Universe.
