This chapter includes the background of the study, the general objectives, specific objectives and the scope and limitation of the WEB-BASED PAYMENT SYSTEM FOR PTC.
Since 1992, the Pateros Technological College (PTC) is growing in terms of its population and credibility that the manual method of enrolling is no longer appropriate. Now, PTC has known as a computer school, the researchers aim the school to adopt a new and organized Payment System that will make the system more systematize and efficient. In almost two years that the researchers stayed in Pateros Technological College, slow transactions are always been observed. Students wait a long time to be process in the enrolment, semi-computerize information handling and a very long line of students in front of the accountings office that takes some hours to be processed. The proponents of the study conduct a research in school by asking a problem that may help to have a wider view and perceptive about Web-Based Payment System for Pateros Technological College. Enrolment system of PTC is composed of three major systems. The registration system, it is the part that a student is filling up an information sheet. The information sheet collects the information of every students; it is all about their personal records and their subjects to be enrolled during the semester. Second is the encoding system, it encodes the information in paper to allow monitoring the number of students per section and responsible for distributing the information to registrar/administrator, accounting and faculty. Lastly is the payment system, part of the payment system is the assessment, it asses every students for the total amount of their enrolment. The assessment computes the amount per units (tuition fee), the laboratory fees, and other miscellaneous. Currently the PTC is developing an online registration system for the students. It only registers the students for the school semester and to its subjects but exclude the students to know the total tuition fee and statement of account every prelims, midterms and finals of the students. The system doesnt keep information of every student about their account. Since the PTC is now developing a portal for the students the researchers proposed a system that can be embedded to the portal. A portal is a web site that brings information together from diverse sources in a uniform way. To partially fulfil the course of Bachelor of Science in Information Technology (BSIT), the researchers have decided to come up a research entitled Web-Based Payment System for Pateros Technological College: Towards a Fast and Easy Access in Online Registration for Students. The researchers hope to develop a functional web-based payment system that will minimize all the paper works and manual record keeping, allowing staffs to ease in keeping track of students statement of account, reducing students waiting time, and increased the number of students to be served during semester enrolment. A system that is fully automated, user friendly, time efficient and effective.

Illustrated above is the conceptual model of the study which features three phases: The input, Process and Output. Input as the first phase includes knowledge requirements, data requirements and the hardware and software requirements which are needed by the proponents in making the project. Which is fully developed and operational Payment System that is accessible to students and school staffs.
Theoretical framework
The study in enrolment system is growing wider to fulfil the need of every school, having an online enrolment that is well systematic is a very large advantage in every institution. Arjay Tejano (March 2011, Development of Computerized Enrolment System), enrolment system is an important aspect of a college school or institution in terms of handling students academic files and information. Enrolment system could affect the operation of the school in terms of its efficiency in enrolling. This only means that enrolment system plays a big part in school or colleges. One of the parts of enrolment system is a payment system. Joanna Bauvert (2004, Theories of Money Creation), money exists as a foundation whereas General Equilibrium Theory aims at demonstrating the money integration. It may serve as a moderator for all of us, thus that the payment system of Pateros Technological College should be more accurate and serve the equal rights of every student in terms of money. Making a web-based payment system is one of the ways that students may feel that their money is in safe hands. JC (blog.sybrin), with new technologies the way people purchase things. Payment can be scheduled and made online. These payments not only involve accepting credit cards, but enables the use of PayPal, Google check out and slide other payment systems. This only means that web-based payment system will be a great help in terms of academic purposes.
Hypothesis
The proposed web-based payment system will greatly improve the efficiency and quality of the school service during semester enrolment. First of all, the study has the following hypothesis: The profiles of the respondents taken are their course, year, age, and gender. Does the manual system is very time consuming, inconvenient and exhausting when it comes to recording, updating, organizing, and retrieving of students payment history. The proposed webbased payment system is the best way to deal with the existing problems done by the manual system, to do away with the old method of keeping the data such as folders and file cabinet which do not allow easy student payment inquiry. Not only will the records be more accurate, the school will also accommodate more students ever than before.

Payment system is a system used for transferring money. PHP is an open source server-side scripting language designed for Web development to produce dynamic Web pages. It is one of the first developed server-side scripting languages to be embedded into an HTML source document rather than calling an external file to process data. Web-Based is an application that is accessed by users over a network such as the Internet or an intranet. The term may also mean a computer software application that is coded in a browsersupported programming language
