1. Purpose. This directive provides New York Guard (NYG) Commanders and Staff the
concept and purposes of NYG Schools and the policies and procedures to enroll their
members.
2. Application.
a. This directive applies to the NYG and all its MACOMs and subordinate units,
hereafter referred to collectively as “the NYG”.
3. Scope. This directive provides the concept and scope of NYG Schools and
establishes the procedures and qualifications to enroll students in accordance with their
professional development requirements and qualifications.

CHAPTER I
POLICY
1. General. It is the policy of the New York Guard to develop and conduct a system of
schools and courses to ensure the professional and operational knowledge base
necessary to maintain a professional quality soldier, airman and leader.
a. Schools are one of the three pillars of Professional Development for members of
the Military Forces in general and the NYG in particular. Schools provide the theories,
concepts, doctrine and tools for our soldiers, airmen and leaders to perform their duties
in a competent, standardized manner across the Commands.
(1) The experiences where our soldiers, airmen and leaders are able to
practice and put into operation what they learned in their schools and,
(2) The mentorship by their leaders as they guide, tutor and teach them
through their experiences/operations/duties.
2. Situation. The New York Guard needs to develop its own courses because it is a
State Defense Force, not a part of the federal military. As such, it is organized with
military structure, but as part of New York State government, must operate within the
laws and regulations regulating state agencies and additionally those federal laws
regulating State Defense Forces. Therefore the training needs for the New York Guard
are different than those required of individuals within the federal military.
3. Operational Concept. 12th Regiment Training Institute (12th RTI) was activated to
provide centralized training instruction, guidance and certification in MOS/AFSC and
professional development for Enlisted, Warrant Officer and Officer members of the New
York Guard; i.e., to be the New York Guard’s School House.
(2) Lesson plans and teaching materials for basic MOS/AFSC courses which
will be conducted at the Major Subordinate Command (MSC) level.

b. The School Training Year runs from October through September.
(2) The 12th RTI will develop and publish a “Schools LOI (Letter of Instruction)”
laying out the next Training Year by end-July. That provides sufficient time for
MACOMs to incorporate the schools into their Training Calendars.
(3) Prior to publishing the “Schools LOI”, 12th RTI will hold a Training Meeting
in May-June at which 12th RTI will draft the LOI for the upcoming Training Year.
Present at that Training Meeting will be Cdr 12th RT, ArDiv. DC Opns, NYG J3 and
the school’s assigned LNOs. The purpose of this Training Meeting is to ensure that
the 12th RTI ’s Schools LOI meets the needs of the NYG MACOMs for the coming
year. It is envisioned that upon closing that training meeting, the 12th RTI will have
a coordinated Schools LOI that meets the needs of all MACOMs within NYG
resources.
(4) A Training Briefing from the 12th RTI will be held by the end of July for the
Commander NYG, MACOM Commanders and their respective training staffs to
enable them to plan the Training Calendars, based on the School LOI.
c. 12th RTI is a MSC of Army Division that serves the entire New York Guard. It is
staffed by personnel from Army and Air Divisions. Changes/additions/deletions of
courses will be coordinated through the normal MACOM training staffs to Cdr ArDiv for
approval. Major course changes are forwarded by CDR ArDiv to CDR New York Guard
for approval.
d. 12th RTI will establish a schedule to periodically review all courses. This review
is to be a comprehensive analysis of all aspects of the course and not just a review of
After Action Reviews from completed sessions.
e. 12th RTI is structured to provide the Directors for functional areas and Course
Administrators and some of the instructors for the classes. However, most of the
instructors are expected to come from the NYG “at large”; that is, every officer and
every NCO is available to 12th RTI to teach classes. Cdr 12th RTI will maintain a roster
of officers and NCOs qualified to teach specific subjects and draw from that pool to
organize courses.

CHAPTER II
COURSE CONCEPTS
1. General. There are three types of courses that are needed for the development of
soldiers, airmen and leaders in the NYG. They are:
a. MOS/AFSC certifying courses, that teach mission and duty area skills.
b. Leader Development courses, that provide the tools a leader needs to build an
effective team.
a. Soldiers and airmen of the NYG will be certified in their assigned MOS/ AFSC’s
by the 12th RTI. After qualification in assigned MOS/AFSC, soldiers and airmen may
attend other MOS/AFSC courses for cross training or future assignment purposes.
c. MOS/AFSC Courses will be taught at the Brigades and Air Groups level with
course syllabus and course materials supplied by the 12th RTI. This will be followed by
a certification process by the12th RTI during school week.
(1) Courses will be developed by the 12th RTI using Soldier Skill Manuals,
Soldier Job books and relevant civilian course material.
(2) Brigades and Air Groups are responsible to insure that instruction given is
to current professional and NYG standards. This can be formal instruction,
supervised on-the-job training, acceptance of other institutes of learning’s courses,
or a combination of these methods.
(4) The 12th RTI will develop advanced levels of MOSs and AFSCs proficiency
utilizing accepted civilian certification processes. e.g. EMT, HAM, SAR Tech, etc.
Individuals wanting to acquire these civilian skills through the New York Guard will
have to take the basic level course at the Brigade or Air Group level and be certified
as qualified by the 12th RTI, before enrolling in an intermediate or advanced course.

a. All Leader Development Courses, required for progression in the NYG, will be
instructed by 12th RTI. These do not include additional professional development
sessions organized by unit leaders to mentor their subordinate leaders. These courses
are designed to provide tools for the emerging leader through the various levels as that
leader progresses upward in the NYG.
(1) Warrant Officer Basic Course (WOBC). Aspiring WO’s will enroll in the
Basic Officers Course appropriate for their qualifications.
(1) Basic Officer’s Course (BOC). This is an all encompassing Officer entry-
level course and combines three different Officer acquisition programs. There may
be some additional requirements based on access assessments;
(a) Officer Candidate School (OCS) for aspiring officers including Warrant
Officers with little or no leadership experience.
(c) Officer Basic Courses (OBC) for newly accessed professional service
members in the medical, legal and clergy.

5. Course Catalog. The 12th RTI will publish a Course Catalog 1322.11 as a
supplement to this Directive. The Course Catalog will contain the following information
for each course conducted or certified by the 12th RTI;

CHAPTER III
ENROLLMENT PROCEDURES
1. Purpose: NYG MACOMs and the 12th Regimental Training Institute will screen all
NYG MACOMs applicants to ensure they meet the course enrolment prerequisites and
requirements as outlined in the Course Catalog 1322.11.
c. Soldiers reporting for training who have not been pre approved for attendance by
their MSC or MACOM Commander and the 12th RTI will be returned to their unit.
d. Soldiers reporting for training who do not satisfactorily complete a pre-test, after
remedial training and re-test, will be returned to their unit.
d. Students attending training with 12th RTI will be under control of 12th RTI for the
duration of course training.
3. Application Manual: The 12th RTI will publish an Application Manual 1322.12 as a
supplement to this Directive. This manual will include a generic application form and
specific guidance on completion of the form. The manual will also identify special
requirements and documents that may be required to be submitted with the application.
