Drivers heading south across the border should expect waiting times to double at peak hours due to American budget cuts, U.S. officials warned Monday. The U.S. Customs and Border Protection Agency also suggested waits at major U.S. international airports could increase up to 50 per cent or more, with peak waits of up to four hours at the busiest airports, while processing times at airports could make it more difficult to make connecting flights. Michael Milne, a spokesman with CBP, said its too early to talk about specific locations, such as the Peace Arch border or Vancouver International Airport, and how they might be affected by the so-called sequester. But people should expect delays at all crossings as a result of the cutbacks, which include ending overtime and laying off air traffic controllers, border guards, customs officers and food and agriculture inspectors, CBP warns on its website. Waits at the largest land border crossings, for instance, could be five hours or more, and travelers are urged to adjust their trip itineraries to account for unexpected delays. Busiest traffic loads for drivers heading south are on weekends between 9 a.m. and 2 p.m., and during the summer months, when drivers now often wait between 45 minutes and two hours to cross. We anticipate significant potential impacts to cross-border travel and trade, the CBP website states. There will be increased waiting times for personal vehicles and pedestrians at our land border ports, with the potential of doubling of peak waits up to several
hours or more at our largest ports, leading to potential gridlock effects during the heightened travel season. B.C.s transportation ministry uses detector loops under the road, spread between the border checkpoint booths and 8th Avenue at the approaches to the Highway 99 and Highway 15 crossings. The ministry calculates border waiting times by determining the average service time at all open
booths at a particular crossing and multiplying that by the number of cars in the queue. YVR spokeswoman Alisa Gloag said the Vancouver airport hasnt been affected yet by the sequester situation, but it is working with CBP to monitor the situation. Pacific Island fisheries managers have significantly improved their knowledge and capacity to manage their crucial fish resources over the past three years, thanks largely to the European Unions 9 million funding for the Secretariat of the Pacific Community (SPC) SciCOFish programme. SciCOFish, or Science for Coastal and Ocean Fisheries, is a four-year programme that aims to assist Pacific Island countries and territories (PICTs) to better manage their coastal and oceanic (largely tuna) fisheries through improved knowledge, skills and data collection. An independent review of SciCOFish by Poseidon consultants asked fishery agencies in member countries to rate how much their overall knowledge regarding coastal fisheries has improved since they had been previously asked in 2010, at the start of the programme. There was marked improvement, says Poseidons Gilles Hosch, in a presentation to the Pacific Heads of Fisheries meeting at SPC last week. There was a significant increase in national performance in coastal fisheries resource conservation and management, with two thirds of this increase attributed to SciCOFish. Likewise, the oceanic component of the programme was found to be the major influence on the improvements over the past three years in the PICTs capacity to run fisheries observer schemes on commercial tuna boats and to comply with the Western and Central Pacific Fisheries Commissions data submission requirements for tuna fishery information. Concern had been expressed earlier in the week that observer training support will not continue when the project ends, and Heads of Fisheries urged SPC to seek continued funding for this very successful area of work. SPCs tuna stock assessment and modeling work is crucial to the region, says Mr Hosch. SPCs data collection, encoding and analysis are amongst

National Fire Authority (NFA) has again highlighted its concern on the recurring cases of home fire incidents in 2013. A home fire incident at the Adi Davila Road in Davuilevu Housing in Nausori last Sunday has left three families homeless. At 2348hrs, NFA Nausori received a property fire call at the Adi Davila Road, Davuilevu, and Nausori. Upon arrival at 2355hrs, the fire team saw the three flat concrete building fully engulfed with flames. The fire teams from the Valelevu, Suva and Nausori Station were able to extinguish the fire and stopped it from spreading to the nearby houses. NFA investigations are underway to determine the cause of fire. This house fire incident has increased the number of home fire incidents so far this year to twenty-one which has become a grave concern to the NFA. The NFA is reminding members of the community to take fire safety seriously as a fire can destroy everything in its path without mercy. However, home fires can be avoided as well, if home owners take extra
care and practice fire safety with their family members. NFA CEO John OConnor said while the NFA tries its best to minimize the number of home fires, the NFA needs the support from all members of the community to reduce the fire incidents. NFA has attended to 25 property and small house fires this year and out of which 21 were home fire incidents. We are really concerned at the recent increase in the house fire incident, Mr OConnor said. The NFA CEO has called on the members of the community and the stakeholders to work together in partnership to reduce the fire occurrence in Fiji, Mr OConnor said. Being fire safe is very important for every person. Fires can lead to severe destruction. Fire prevention is important and should be practiced in our homes. Meanwhile NFA has also raised its concern on the bus fire incident which happened at Deuba Village in Navua. This bus fire incident is again a serious reminder of the importance of fire safety and fire mitigation strategies which seriously need to be followed to ensure the safety of the passengers on
board, Mr OConnor said. The NFA CEO highlighted the need for bus operators and drivers to thoroughly check the bus before leaving for their daily routine. Mr OConnor highlighted that the bus fire incident in Deuba Village in Navua is not the first bus fire incident case which NFA has attended to. In the past, NFA has attended to bus fire incidents and this fire incident is again a serious one which put many lives at risk as a result of this. It is important that bus operators and drivers conduct proper maintenance works of all their fleet of buses. Bus operators and drivers should maintain their vehicles in such standards so that there is no fire risk and it is also particularly important that bus operators and drivers check the engine compartment of their bus and electronics devices in the bus as any defects from this section of the bus can lead to a fire incident. We hope that bus operators and drivers take heed of this fire safety message in their buses to avoid fires of similar nature from happening in the bus, Mr OConnor added.

The Australian Senate has passed a motion condemning the apparent torture of detainees in Fiji. The motion put forward by the Australian Greens also describes the police beatings, seen in an online video, as "inhumane and degrading treatment." The graphic footage posted on YouTube shows one handcuffed man being savagely beaten with batons and metal bars and another being set upon by a dog as the animal's handler encourages it. Speaking ahead of the vote, Greens Leader Christine Milne called on Australia to make its position clear. "It is no use going to these Asia Pacific
Meetings and standing up talking about the role of Australia as a leader in the region if we won't stand up for the very basic human rights that everybody deserves," she said. The motion calls on the interim Fiji Government to publicly condemn the use of torture and establish an independent investigation into the incident. It passed the Senate vote with the support of the Australian Government. A similar motion passed the New Zealand Parliament earlier this week and the UN Commissioner for Human Rights is also calling for an independent inquiry.
A FIJIAN woman won an international award on her thesis on the development of a financial reporting standard for small to medium sized enterprises (SMEs). Doctor Ronita Ram, a lecturer in Accounting at the University of Sydney Business School, has been highly commended in the prestigious Emerald/EFMD (European Foundation for Management Development) Outstanding Doctoral Research Awards. Dr Ram was a gold medalist from the University of the South Pacific majoring in Accounting and Economics after which she was directly admitted to a PhD program at the University of Sydney. A University of Sydney statement said she was highly commended in the category of 'Interdisciplinary accounting research', and her thesis was judged to have 'filled a gap' in the accounting standard setting literature. "When it was established in 2001, the London-based International Accounting Standards Board (IASB) was constitutionally mandated to develop in the public interest a single set of high quality accounting standards to be used around the world by capital market participants," Dr Ram said in
the statement. She said this thinking seemed to be overturned when it added the SMEs project onto its agenda in 2003 and promulgated the eventual standard in 2009. The university said Dr Ram's PhD thesis looked at how and why the IASB added the SMEs project to its agenda and followed closely the development of the IFRS for SMEs standard. While the IASB is a private body, the university said many countries around the world comply with the standards set by it. Dr Ram's thesis provides a better understanding of the IASB's agenda and its standard setting procedures. "This very prestigious award recognises the quality of Ronita's thesis and reflects the high standard of research undertaken by the University of Sydney Business School," said the Chair of the School's Discipline of Accounting, Professor John Roberts. The international Emerald/EFMD Awards are sponsored each year by the Emerald Group Publishing Limited, publishers of a large number of international business and management journals, and the European Foundation of Management Development.
19-year-old Shyala Chand of Lautoka said she could not believe that one day she will study overseas after receiving her air tickets and allowances. Chand, a second year student at Fiji National University, is one of the six students awarded scholarships to pursue further studies in medicine at the Tbilisi State Medical University in Georgia. She said she will support her mother and her brother when she completes
her studies. While presenting the tickets and allowances to the students, Minister for Youth and Sports Viliame Naupoto said the Government of Georgia provides all education and accommodation costs while the Fiji government provides funds for travel and supplementary allowance of $3,500 in the first year and $2,500 for ensuing years. These students will leave next week for a 6 year study in Georgia.

A MAN is on trial for allegedly raping and impregnating his 14-year-old daughter, who is a cancer patient. The man, who is charged with five counts of rape and two counts of indecent assault, appeared before Judge Justice Salesi Temo in the High Court in Suva. State witness Dr Kelerayani Nabulu of the Colonial War Memorial Hospital's pediatric department told the court the girl was 20 weeks pregnant when she was scanned in February last year. Dr Nabulu told the court she first contacted the alleged victim on February 20 last year after she was assigned by the hospital. She told the court they found the 20 weeks fetus in her uterus when they conducted an ultra-sound scan on her abdomen a week later. However, the court heard the hospital terminated the baby because the victim

Officiating at the event, Prime Minister Commodore Voreqe Bainimarama said the facility hosted at the Taveuni Coconut Centre would operate as a small to medium commercial enterprise, provide jobs and contribute to the local economy. "We want to demonstrate different ways that coconuts can be used to earn a living, so that Fijians in rural communities have an additional strand of income," he said. TURTLE conservation awareness has gone up a level in the form of lasting roadside campaigns or billboards that scream the turtle truth. The first signboard has been erected near Nabouwalu jetty to capture the thousands of eyes and minds that pass through the port, either departing or arriving on Vanua Levu shores. A communications initiative of the World Wildlife Fund Swiss-funded WWF South Pacific Marine Species Program, the boards have been placed in areas of high population density to maximise awareness. WWF South Pacific marine species program co-ordinator Laitia Tamata said this was a way of extending turtle conservation awareness outside conservation audiences to everybody because they were all responsible for turtles, not just the fishermen or the qoliqoli owners. "We need to inform the public clearly and succinctly the law and its breaches, so that none can claim ignorance of it," he said. Written in iTaukei, the signboards clearly spell out the turtle moratorium that forbids and criminalises the molesting, taking or killing of any turtle species, selling, offering or exposure for sale or exporting of any turtle flesh or shell. WWF said in a statement it was illegal to dig up, use or destroy turtle eggs of any species. Furthermore, it said the signboards outline the penalties of breaching the moratorium $500 fine, a three-month prison term or both. "For killing inordinately large numbers of turtles, an offender may be punished under the Convention on the International Trade in Endangered Species of Flora and Fauna or CITES that quotes a five-year prison term, $20,000 fine or both."

The Indonesian Government is ready to assist Fijians in rice farming, through the means of providing expertise. The Indonesian ambassador to Fiji, Aidil Chandra Salim, shared Indonesias success stories in rice production with participants at an Investment Fiji export seminar. He informed participants of avenues through which Fiji may also, in years time, produce sufficient rice for local consumption. The seminar which was held at Outrigger on the Lagoon Fiji Resort in Sigatoka had been organised after Investment Fiji received interest from farmers in the greater Sigatoka area seeking information on venturing into exports. The importance of public-private partnership was also emphasised by Mr Salim. He informed the farmers present that the Indonesian Government, through their Fijian counterpart, was willing to provide expertise in rice farming. Indonesian production Mr Salim said rice, being a staple food for Indonesians, required more than 60 million metric tonnes of production. He highlighted that in ten years, Indonesia had increased their production of rice by 10 million metric tonnes.
This, he said, had been possible through the processes of extensification, intensification and diversification. Rice varieties Mr Salim told the farmers that many varieties of rice were harvested twice a year, but, they had moved on to other varieties of rice, which can be harvested three times annually. In Indonesia, for diversification, farmers do not necessarily move away from their rice fields, he said. The same field can be used for other crops, such as cassava, could be planted simultaneously. Other options with rice Mr Salim also informed the participants that farmers in Indonesia turned to farming of shrimp and fish alongside rice fields. He noted: While in Fiji, there is the custom of spread farming of rice, meaning seeds are scattered in the fields, in Indonesia, we use the Legowo system. This system means rice seedlings are first planted in nurseries and then replanted in rice fields. This gives them better yields. This form of rice farming had been undertaken in Dreketi recently and Mr Salim said rice production had doubled following this.

Sugarcane farmers have been encouraged to think sugar and not cane by growing the appropriate sugarcane varieties. The advice came from Tate and Lyle consultant Dan Boodhna at Vesaru sector in Ba this week. This comes as sugarcane farmers would soon be paid on the basis of how much sugar their cane produces instead of the amount of cane harvested. Mr Boodhna reminded sugarcane growers that the new payment method would be implemented next year, as per the new Sugar Industry Strategic Action Plan. Sugar is paisa (money) and next year youll get your money on sugar, not cane, he highlighted. Early maturity cane varieties recommended to farmers included Naidiri, Beqa and Aiwa, which Boodhna said should be harvested in June, July and August.
Naidiri, Ragnar, Kaba, Galoa and Mana are the varieties recommended for mid-maturity, whilst Kiuva, Vatu and Mali were advisable for late maturity. Farmers were also cautioned on the use of diuron, a residual herbicide used for the control of grass and weed in sugarcane. As weed reduces cane production, farmers were urged to apply diuron immediately after planting or harvesting cane, even if grass had not grown. The Vesaru sector is amongst 28 farming sectors visited by the new Sugar Action Group, who are on a nation-wide visitation to discuss requirements of the industrys new Action Plan. The group is chaired by Sugar Industry Tribunal industrial commissioner, Timoci Brown, who said a new cane quality manager would likely to be appointed next week.

Co-operation between Fiji and Tuvalu on fisheries issues will be further developed. This is after the Ministry for Industry and Trade permanent secretary Shaheen Ali met and discussed with the Tuvaluan Natural Resources permanent secretary Kakee Kaitu. The meeting acknowledged that fisheries is one of the most important shared-resource in the Pacific, which can accrue socio-economic development for the region if managed and utilized sustainably, Mr Ali said. The meeting discussed the need for Pacific island countries to work together, pool resources, draw on areas where we have comparative advantage and partner with the private sector to maximize and benefit from our fisheries resources. The two sides agreed to facilitate and enhance co-operation and partnership in fisheries and trade, for the mutual benefit of both countries and contributing to the overall objective of regional integration. Furthermore, the discussions on
cooperation between the two countries included the sharing of expertise and training in the area of establishing and strengthening the competent authority on monitoring and enforcing sanitary and pytosanitary standards and combating illegal, unregulated and unreported fishing, Mr Ali said. Todays meeting is timely because Fiji and Tuvalu are moving towards developing stronger bilateral trade and economic ties. The Rotuma-Tuvalu trade initiative is an example of this close co-operation. Later this week the Fijian Government team will meet the Tuvaluan team in Rotuma, to discuss trade related issues, to further facilitate trade between Rotuma and Tuvalu. We look forward to more discussions and cooperation with the Tuvaluan Government to foster closer trade relations and cooperation in areas of common interest, such as fisheries and trade, Mr Ali said.

Residents on the island of Rabi will no longer have to travel long distances to access medical assistance following the opening of their new refurbished health centre by the Prime Minister, Voreqe Bainimarama. The head of government acknowledged the years of wait by Rabi villagers and nearby communities. Commending them for their determination to see the fruition of a new health centre, the Prime Minister said that todays development would ease the burden for many families. Nothing is more important than providing for the health and physical wellbeing of all Fijians, which is why today is an important milestone- the opening of the refurbished Rabi Health Centre. Rabi is one of the priorities of the Ministry of Health in its efforts to control Tuberculosis, which is a serious threat to everyone on this island. 513 TB cases per 100,000 people compared with 23 cases per 100,000 in the rest of Fiji. THE Reserve Bank of Fiji (RBF) has signed a Memorandum of Understanding (MOU) with the Reserve Bank of India (RBI) on Tuesday. RBF Governor Barry Whiteside said the MOU marked an achievement for the two institutions and would form the basis for enhanced co-operation and information sharing in the area of banking supervision. For the central bank, this is the first such MOU it has engaged in with a fellow regulatory institution. Mr Whiteside, in a statement, said both RBF and RBI were responsible for the regulation and supervision of banks in their respective jurisdictions. He said these supervisory functions were becoming more essential and dynamic amidst growing cross-border banking establishments. He said the recent global financial crisis prompted supervisors across the world to develop effective regulatory
frameworks to address contagion risks associated with growing cross-border banking establishments. He noted that the MOU sets out responsibilities of both the regulatory authorities to ensure their respective ongoing supervision of banking organisations effectively covers crossborder banking establishments on a consolidated basis and assist each other in performing their functions. Mr Whiteside also stated that with regard to confidentiality of information, the RBF has considered provisions of section 27 of the Banking Act 1995 and section 19 of the Reserve Bank of Fiji Act 1985 whereby information may be disclosed for the purpose of performing its duties and functions. Saqani district officer Kalivati Rabuka says the cyclone rehabilitation works by army engineers at Wainigadru Village in the district of Tawake in Cakaudrove province is progressing well. Out of the five brand new homes that is schedule to be built in the village, two homes have been completed, which were opened by the Prime Minister on Tuesday, Mr Rabuka said. The DO Saqani said the house plan used was taken from the standard rural housing plan supplied by the Commissioner Northerns office. The approximate cost for a single two-bedroom pine timber home is $13,000, Mr Rabuka said. Other villages in the district of Tawake that have already completed housing rehab construction included Yasawa, Nagasauva, Wainiika and
Vatu villages. Wainigadru Village Turaga ni Koro (village headman) Bonapasio Driti said the people of Wainigadru were overwhelmed with the excellent construction work carried out by the army engineers in the village. The government said there will be no further statement until the investigation is complete and its findings are released by Government. International calls for an independent investigation by external organizations are also rejected. The government said it is normal practice for any Government around the world to conduct its own investigations into such matters. It said the same conventions apply in Fiji as in any other country dealing with allegations against the police, such as those currently taking place in Australia and South Africa.

Hysterical family members had to be helped from court when two men accused of burning Shalvin Prasad alive appeared before a judge. Bryne Permal, 20, and Shivneel Shahil Kumar, 18, are both charged with the murder of 21-year-old Prasad, whose scorched body was discovered at the end of January on the side of a rural road in Kingseat, South Auckland. The pair appeared in Manukau District Court and as soon as they entered the court one woman in the public gallery began crying loudly. She began to shake violently and had to be escorted from the court by other family members, who were also visibly
upset. Permal looked down throughout the hearing while Kumar gestured to family members. Prasad was killed hours after taking $30,000 from his bank account, though the significance of the money is not yet known. Police believe Prasad was alive when he was set on fire. A draft summary of facts was released to media last month but has been suppressed until at least the pairs next appearance next month. Kumars lawyer Ron Mansfield said many of the police allegations would be disputed at trial. Permal was denied name suppression in the Manukau District Court last week though he appealed that decision in the High Court. Justice Timothy Brewer denied the application but suppressed the grounds on which the name suppression appeal was brought. Police said they were still looking for some property belonging to Prasad, including the keys to his Toyota Rav4, a house key, a steering wheel lock key, his wallet, ASB eftpos card and driver's licence. They also revealed a third man was being investigated in relation "acts carried out in the days after the murder". Both accused were remanded in custody.
FIJIAN authorities have fired three prison guards over an online video that appears to show officials beating and torturing two men, the Pacific nation's prisons department says. Apparently shot using a mobile phone, the video shows one handcuffed man being savagely beaten with batons and metal bars, and another being set upon by a dog as the animal's handler urges it on. "I can confirm that three prison officers have been sacked in relation to the video that was posted on the Internet last week," Fiji Prisons and Corrections Service spokeswoman Ana Tudrau Tamani told the reporter. She declined to provide further details, saying a police investigation into the video was still under way. Amnesty International has said it suspected the video was taken last year and shows prison escapees being abused after their recapture. Fiji's military leader Voreqe Bainimarama, who seized power in a 2006 coup, said last week he would stand by officers implicated in the video, arguing they were just doing their duty and "making sure we sleep peacefully at night". Bainimarama also dismissed concerns expressed by non-governmental organisations about the video, saying they "are paid by the international community to jump up and down every time we do something". Fijian pro-democracy group The Citizens Constitutional Forum said Bainimarama's comments showed a lack of commitment to human rights.

In a relief to Indian-origin surgeon Jayant Patel, an Australian court on Wednesday found him not guilty of manslaughter of an elderly patient nearly a decade ago. Patel, 62, the former director of surgery at Bundaberg Base Hospital, had pleaded not guilty to the manslaughter of Mervyn John Morris, 75, who died on June 14, 2003, three weeks after he removed part of his bowel to treat rectal bleeding. It was the second time Patel stood for the manslaughter trial of Morris. He was convicted of killing Morris and two other patients in June 2010. After a four week trial, a Brisbane Supreme Court jury found Patel not guilty of killing Morris. The prosecution had said Patel was grossly negligent, that he had not properly diagnosed the bleeding and that he made the wrong decision to operate and failed to properly manage the man's post-operative care. Patel's defence team argued Patel had an "honest and reasonable belief" that the operation at the Bundaberg Base Hospital was necessary, and that his actions were supported by a number of expert witnesses. It was the second time Patel stood for the manslaughter trial of Morris. He was convicted of killing Morris and

INDIA'S largest state-run bank has received 1.7 million applications for 1500 entry-level clerk jobs - and has promised to examine all of them. State Bank of India chairman Pratip Chaudhuri attributed the huge interest to good marketing and attractive employment terms, with the number of applications underlining the appeal of "jobs for life" in the Indian public sector. For positions in Mumbai, the bank offered a starting package of 69,000 rupees ($A1,245) a month. Job opportunities in the Indian private sector have fallen in the past 18 months as economic growth has dropped to its lowest level in a decade. The government forecasts that India's once-booming economy will grow by five per cent in the financial year to March 31. visited Banu's house to finalise the proposal. "She refused to marry him as the man appeared to be much older than her," said Abdul, her cousin. While Sanamullah was arguing with the girl, he poured kerosene on her and set her on fire. The girl's 10-yearold brother saw this and alerted the neighbours. The neighbours nabbed Sanamullah. They were wrong. Simpson Family Mortuary has acknowledged that the woman it buried on March 1 was not Davidson's 82-year-old wife. Three days after the funeral, an employee called and asked Davidson to come and identify a body. The worker said a woman was "jumping up and down" and claiming that a body Davidson said. He went to the mortuary. "I saw my wife, and the shock just knocked me down," he said. The mortuary has offered to exhume the body and to pay the costs of burying both women. Davidson's wife was scheduled to be reburied on Wednesday. "Our main concern is for these people to receive the dignity and respect they deserve, and put the individual to rest. We are not sweeping it under the rug," mortuary spokesman Reginald Black said in a statement. "We made an error and we want to rectify our error and do whatever we can do to make them feel better." Davidson has obtained an attorney to ask the Californian Cemetery and Funeral Bureau to investigate.

A decision to scrap a ban on pocket knives being carried by passengers on US aircraft has triggered an angry backlash from pilots, flight attendants and airline chiefs. Travellers will now be able to carry small knives with folding blades on US planes from April 25. While box cutters of the kind used by hijackers in the September 11 attacks remain banned, the decision by the Transport Security Administration (TSA) to relax the rules on pocket knives has appalled airline officials and staff. TSA chief John Pistole said the new guidelines would bring US security regulations into line with international standards and were designed to help airport staff find more dangerous items. "This is part of an overall risk-based security approach, which allows transportation security officers to better focus their efforts on finding higherthreat items, such as explosives," he said. The shift comes against the backdrop of the US sequester crisis that has seen dramatic budget cuts force federal agencies to look at different ways of reducing costs. The TSA has already frozen its hiring policy and eliminated overtime with Homeland Security Secretary Janet Napolitano warning the sequester cuts could lead to a doubling of queues and waiting times. "These items have been banned for more than 11 years and will add little value to the customer security process flow in relation to the additional risk for our cabin staff and customers," Delta Air Lines chief executive Richard Anderson wrote in a letter to the TSA. "If the purpose is to increase security checkpoint flow, there are much more effective steps we can take together to streamline the security checkpoints with risk-based screening mechanisms." 'Threat is real' The Flight Attendants Union Coalition, which represents about 90,000 workers, said its members were "outraged". "The continued ban on dangerous objects is an integral layer in aviation security and must remain in place," the group said. A nationwide petition against the TSA changes lodged on the White House website has garnered more than 20,000 signatures. The Coalition of Airline Pilots Associations (CAPA) has also spoken out against the move. "We believe the threat is still real and the removal of any layer of security will put crewmembers and the flying public unnecessarily in harm's way," CAPA president Mike Karn warned. Andrew Thomas, an aviation security expert at the University of Akron, said there was logic behind the TSA's change in strategy. "Simply put, if they are not looking for so many items, they will not need as many people working at the checkpoints," he said. "TSA is announcing very subtly here that they are slowly changing their strategic focus from keeping bad things off to planes to keeping bad people away. For this, they should be applauded." But terrorism expert JM Berger was sharply critical of the rule change. "TSA continues to make people take off their shoes before entering the gate at an airport even though there has never been a single fatality from a shoe bomb on an airplane," Mr Berger said. "In contrast, terrorists armed only with small blades killed almost 3,000 people in a single day in 2001."
An intoxicated club-goer has been prosecuted for taking the law into her own hands - literally - during a routine bar check. Nikki Christina Galloway, a motherof-two, was sentenced in Hamilton District Court to 60 hours' community work after pleading guilty to doing an indecent act with the intent to insult or offend. Galloway, 36, was drinking at Hamilton's Shenanigans Irish Pub about midnight on May 18 last year when a constable entered the bar to carry out a liquor licence check. In what her lawyer termed "a grossly stupid act", Galloway groped the officer's groin as he made his way through the bar. Galloway was ejected from the bar, prompting her to yell abuse and suggest the officer was enjoying the attention.

In explanation, Galloway later said she did not realise her victim was a police officer and she had "been doing this to men all night". Defence counsel Michael Talbot said Galloway was aware her behaviour was stupid and was linked to her drinking that night. Judge Philip Connell observed Galloway was probably "grossly embarrassed" by her offending and rightly so. He said Galloway's behaviour was not good role modeling to her two children. The charge carries a maximum sentence of two years' jail. Judge Connell declined to impose a fine, instead opting for a sentence of community work. "You need to take control of yourself if you're inclined to do that when drunk," he told Galloway.

We are not a government department, so we do not have the power to investigate immigration fraud. However, we will do what we can to help you report immigration fraud. We urge Canadians to report any type of immigration or refugee fraud. Although it may not be too fashionable to talk about civic duty, it is important to realize that immigration fraud affects everyone in Canada. It is the responsibility of all Canadians to report people who are in Canada illegally, who are taking a job that legal Canadians might need, who are collecting social assistance or Employment Insurance illegally, who are violating other immigration laws, etc. Law Enforcement authorities and 34 million Canadians need your help. You may be the only one who knows about the fraud. You can remain anonymous in making your report. We are providing below some instructions on how to do that. However, we urge you to make the report in personif it is possible. REPORT TO A CANADIAN EMBASSY OR CONSULATE One of the most effective ways to report fraud is to complain directly to a Canadian consulate or embassy in the country where the immigration fraud originates. Start the process by phoning the Canadian Foreign Affairs office in Ottawa : 1-800267-8376. Ask for the phone or fax number of the Canadian consulate or embassy in the country where the fraud is occurring. Then phone or fax your complaint to that office. The advantage in doing this is that embassy or consular officers are the first line of defence against immigration fraud. It is best to stop the fraud at the point of origin. Trying to deport cheaters who have arrived in Canada is much more difficult.Canadas immigration lawyers, immigration advocacy groups and ethnic groups have erected many barriers to deportation of fraudsters. ASK AN MP FOR HELP IN REPORTING FRAUD If the cheaters have arrived in Canada, the most important thing we can recommend to you is that you ask your MP to help you in your reporting. MPs are paid handsomely for their work. Dont hesitate to ask for help. Most important, dont accept excuses from some MPs or their office staff who want to avoid work. Make it clear to them that you are not asking them to investigate the case. You just want them to help you make your report and to get the attention of the Canada Border Services Agency. MPs have to get involved because the Canada Border Services Agency and Citizenship and Immigration officials will pay more attention to the requests of an MP than to those of average Canadians. Canadians have to be aware that a significant number of MPs are passive supporters of current immigration policies. Incredible as it may sound, those MPs think nothing is wrong with our immigration system. Needless to say, these MPs need to be jolted out of their delusions. Other MPs are outright cheerleaders of Canadas immigration industry. These MPs are interested solely in re-election, and have put their own interests and the interests of some of their constituents ahead of the greater interests of Canada. These people have to be confronted. On the other hand, some MPs are both aware of extensive immigration fraud and are genuinely interested in doing something to stop it. But they need evidence that fraud is occurring and of the extent of the fraud in order to achieve this result. In many cases, immediate legislation is required. The evidence you and others provide will be the basis of the new laws. Phone the MPs office and ask for an appointment. Bring all the relevant information. It would be a good idea to bring someone along for moral support and as a witness. Present all the information and ask the MP/Staff what specific things they could do to help. Take notes. Be firm. Poonam Randhawa was shot in the head and dumped in Granville Street lane A man arrested in California in connection with the 1999 Vancouver shooting death of his ex-girlfriend pleaded guilty to second-degree murder in B.C. Supreme Court on Monday. Ninderjit Singh was charged with firstdegree murder in the death of Poonam Randhawa, who was shot in the head as she sat in the back of a friend's car. Her body was then dumped in a lane near Granville Street and West 47th Avenue. Last week, a jury was selected for his trial. But on Monday, Singh pleaded guilty to second-degree murder. Singh was arrested on Aug. 19, 2011, in California's Riverside County and extradited to Canada, ending a 12-year pursuit by Vancouver police. By then, he was married and living under an alias in California, where he worked as a long-haul truck driver. Police say he had narrowly escaped arrest several times before. "After years of searching, nearmisses and heartbreaking attempts, we got him," said Warren Lemcke, Vancouver's deputy police chief. "The whole family was suffering from that, you know. He got caught, he pleaded guilty. It will have some closure." Police have said they believed Singh had help from friends and family when he fled Canada for the United States. Singh's sentencing hearing will be held on March 27. He faces a sentence of life in prison with no eligibility for parole for at least 10 years. He is also facing assault, attempted murder and firearm charges in connection with a separate incident. Singh is accused of shooting a man at a Vancouver movie theatre in 1997.

The website for the Happy Postpartum Rest Centre in Vancouver tells prospective clients: "The best gift you can give your newborn is a passport!" The website - written in Chinese is aimed at bringing pregnant Chinese women to Canada where they can give birth. By virtue of outdated Canadian law, any baby born here becomes a citizen. Pejoratively called "anchor babies," these newborns are used to gain access to welfare and other social programs offered to Canadian citizens. "Child reaches 18, parents can apply for dependents, fast issuance, just about a year," the website reads. The Chinese-language website for Mississauga-based Mother Baby Home provides similar information. "Children born in Canada is the Canadian citizenship, no need to sit immigration prison," the website says. "Canada is one of the most comprehensive social welfare state."
Surrey's mayor is considering closed circuit TV cameras (CCTV) and lighting on an isolated stretch of road where four bodies have been found in the last two months. On Wednesday at 2 a.m. police found two bodies on a stretch of Colebrook Road near 125 A Street. The body of a man was first found by police, then a search of the area turned up the body of a female. The identities of the victims have not been determined, but Sgt. Jennifer Pound with the Integrated Homicide Investigation Team (IHIT) says foul play is suspected. Wednesday morning's discovery comes after the body of 26-six-year old Jaskaran Singh Sandhu was found in the area on Jan. 28. That murder was gang related, police say. Then on Feb. 24, the charred remains of 29-year-old Amritpal Saran of Delta were found. He was known to police, but investigators don't believe the killing was gang related. Pound said the bodies will have to be identified before it's determined if there's any connection between the discoveries.
Surrey Mayor Dianne Watts said Wednesday the body count on Colebrook is unacceptable. "It's absolutely unbelievable," Watts said. "There's obviously people that feel that stretch of isolated road is a place to dump a body." She is now considering CCTV and lighting for the area so that those involved in illegal activity in the area will not be able to slink away undetetected. Watts is meeting with Surrey's top cop, the city engineering department and residents of the area Wednesday to consider those measures. The discovery of the two bodies brings the number of homicides in Surrey this year to 10. The average number of killings in this city over the last decade has been 13 annually. IHIT will be on the scene throughout the day with the assistance of Surrey RCMP and the Integrated Forensics Identification Service (IFIS). Targeting about 5,600 fare evaders between September and December If you havent paid your fine for riding transit without a ticket, you might want to check on your credit rating. TransLink has hired collections agencies to go after people who owe them money. Information on about 5,600 fare evaders who havent paid their fines has been sent to bill collectors. Derek Zabel with TransLink says they were caught between early September, when new legislation was introduced that allows TransLink to go after people with outstanding fines, and midDecember. Bill 51 wasnt designed as a revenue stream for TransLink, Zabel said. We dont want to have millions of people getting tickets so that we can collect millions of dollars. It was designed to get people to pay their fare. From September, 2011 to the end of December, 2011 compared to September, 2012 to the end of December, 2012 weve had 200,000 more checks and we wrote 2,000 fewer tickets. The legislation also allows TransLink to ask ICBC not to renew drivers licences and insurance for people who havent paid their fines. Statistics released Thursday by Surrey RCMP note the detachment's officers issued 775 tickets to people caught using electronic devices while driving, up from 677 such tickets in the same month last year. A White Rock landmark popular amongst exercise enthusiasts and visitors alike will be closed to the public next week and intermittently through mid-May. City communications co-ordinator Jamie Leggatt confirmed Tuesday that the closure is to facilitate the repair and replacement of damaged piles and cross-braces; work that was identified as necessary during a 2010 inspection.
Council voted Feb. 25 to proceed with the work, estimated to cost $405,000. In all, 16 piles are being stabilized in the process, with the project to take no more than 45 days in all. March 18-25, crews will be conducting pile-driving using a large barge. The work is dependent on high tide and will be noisy, Leggatt said. The work is expected to be completed by May 17.

People who suffer from insomnia have an increased risk of developing heart failure, according to a new study. The study followed 54,279 people between the ages of 20-89 for an average of more than 11 years, and found that those who suffered from three symptoms of insomnia had a more than three-fold increased risk of developing heart failure compared to those with no insomnia symptoms. Dr Lars Laugsand, a post-doctoral fellow in the Department of Public Health, Norwegian University of Science and Technology, Trondheim, Norway, said: "We related heart failure risk to three major insomnia symptoms including trouble falling asleep, problems staying asleep, and not waking up feeling refreshed in the morning. In our study, we found that persons suffering from insomnia have increased risk of having heart failure. Those reporting suffering from all three insomnia symptoms simultaneously were at considerably higher risk than those who had no symptoms or only one or two symptoms." However, he stressed that although the study shows that insomnia is linked to an increased risk of heart failure, it does not show that it causes it. Dr Laugsand and his colleagues collected data from men and women enrolled in the Nord-Trondelag Health study (HUNT) between 1995 and 1997 and who were free from heart failure when they joined. Heart failure is a condition in which the heart is unable to pump enough blood around the body at the right pressure. It usually occurs because the heart muscle has become too weak or stiff to work properly. The researchers followed the
study participants until 2008, by which time there had been a total of 1412 cases of heart failure. When participants joined the study they were asked whether they had difficulty going to sleep and staying asleep, with the possible answers being "never", "occasionally", "often" and "almost every night". They were also asked how often they woke up in the morning not feeling refreshed (non-restorative sleep): "never, few times a year", "one to two times per month", "once a week", "more than once a week". After adjusting for factors that could affect the results, such as age, sex, marital status, education, shift work, blood pressure, cholesterol, diabetes, body mass index, physical activity, smoking, alcohol, any previous heart attack, depression and anxiety, the researchers found that having difficulties going to sleep and staying asleep almost every night, and having non-restorative sleep more than once a week were associated with an increased risk of heart failure when compared with people who never or rarely suffered from these symptoms. When they looked at the number of symptoms, the researchers found a statistically significant three-fold (353 percent) increased risk of heart failure for people who had all three insomnia symptoms, compared to those with none, after adjusting for most confounding factors apart from depression and anxiety. When they adjusted their findings to include depression and anxiety, the risk was still significant, with a slightly more than four-fold risk (425 percent) of heart failure.
Women who take aspirin have a reduced risk of developing melanoma - a deadly skin cancer-a new study has found. The longer they take it, the lower the risk they had, the study discovered. The findings suggest that aspirin`s antiinflammatory effects may help protect against this type of skin cancer. In the Women`s Health Initiative, researchers observed US women aged 50 to 79 years for an average of 12 years and noted which individuals developed cancer. Processed meat is to blame for one in 30 early deaths, a large-scale study has now found. The EPIC (European Prospective Investigation into Cancer and Nutrition) study involving 10 countries and 23 centres in Europe and almost half a million people has found that risk of premature death increased with the amount of processed meat eaten by a person. According to the study, even one sausage a day is bad for your health. The researchers say that salting, curing and smoking of meat gives rise to carcinogens like nitrosamines, and these may be the cause of the increased cancer mortality. Processed meat products are also high in cholesterol and saturated fats, which are linked with increased risk of heart and circulatory disease. Professor Sabine Rohrmann from the University of Zurich, who led this analysis explained, "Risks of dying earlier from cancer and cardiovascular disease increased with the amount of processed meat eaten such as sausages, salami or ham. Overall, we estimate that 3% of premature deaths each year could be prevented if people ate less than 20g processed meat per day." According to the study, those who eat more than 40g of processed meats daily or other types of meat, are at risk

Spielberg, who is in India to celebrate the success of his Oscar-winning film "Lincoln", Monday interacted with as many as 61 personalities from Indian cinema and shared tips on filmmaking. "Lincoln" is a co-production between Spielberg's DreamWorks and Indian business tycoon Anil Ambani's Reliance Entertainment. Expressing his views on the new trend where Hollywood studios are collaborating with Indian production houses, Big B wrote: "The interest in the US and in particular Hollywood in holding hands with entertainment companies in India, because you felt that the world was 'diminishing in size' due to the ease of communication, and that the idea really was to bring communities closer, build bridges of understanding and sharing, because impressions, thoughts were now instant, thanks to the internet and its
various social networking programmes. "My own argument on the subject though was somewhat different; that ever since the opening up of the economy in India, the sheer volume of the demographics of the region, 1.2 billion, or every 6.3rd person in the universe being an Indian, was too attractive a consumer base to ignore! "...So the argument being that when a country did well economically, its politics, finance, food, music, clothing ... and film, became suddenly, very attractive too, which was why the mention of India, Indian references, presence of Indian actors, albeit in minuscule roles, gained relevance in Hollywood and in American TV."

We talked about how the popular show Kuch Toh Log Kahenge on Sony Entertainment Television is all set to go off air from March 28. While no tears were shed heck, the show was hardly entertaining we wondered what actually happened. Apparently Kritika Kamra, who plays the female protagonist Dr Nidhi, needed a break. I have been continuously working without a break for years now. Its about time I sit back and relax a little, she said in an interview. And soon after, she also said, TV is monotonous but that is the challenge that you overcome. Ahem ahem. So what next, babe? Big screen? Vehicles such as the 2013 Chevrolet Equinox have become the family vehicle of choice for many households, and it's easy to see why. With handling and fuel economy that are about on par with a mid-size sedan, plus a taller body that brings more space, the Equinox is not only affordable, but versatile, comfortable, and well-equipped. A few years ago, the Equinox got a much-needed redesign, and for the first time the Equinox felt like an effort that was truly competitive with the segment best. It looked the part, too, with crisper, sportier styling than its predecessor, with better proportions and many of the cues of the 'new' Chevrolet. The Equinox's cabin, likewise, is a little edgier and adventuresome, with vents flanking the radio and climate controls and a design that's much closer to Chevy's new car models like the Cruze and Sonic than to its full-size SUVs or trucks. For 2013, Chevrolet has upgraded the optional engine in the Equinox; it's now a 301-horsepower, 3.6-liter V-6 that, as we've sampled in the closely related Cadillac SRX, brings a quicker, more responsive feel without worse gas mileage. But our recommendation for most shoppers with the 2013 Equinox remains the fuel-efficient (and lower cost) four-cylinder models.

With 182 horsepower, the 2.4-liter four idles smoothly, albeit with a somewhat clattery direct-injection sound, and once underway it's agreeable and unobtrusive. The combination comes with a stellar 32-mpg highway rating, too. The Equinox doesn't track as confidently on the highway as we'd like, but this is first and foremost a family vehicle. That priority shows when you have the family get into the Equinox, or need to load some cargo. There's an excellent carlike driving position, while the cross-stitched dual-tone perforated leather in top LTZ models feels quite luxurious. Back seats aren't just for temporary duty either; there's enough space for two adults to sprawl out, with decent legroom, and the seatbacks are adjustable for rake. And with a deep center console, retractable cargo cover, stretchy net, and two deep cargo wells in back, the Equinox offers space for smaller items, grocery bags, or pieces of furniture. The Equinox has been a consistent top performer in crash-tests and safety ratings. In previous model years (and likely this year) it's been named an IIHS Top Safety Pick, and it's earned top four- and five-star results from the federal government. Rearward visibility remains the biggest flaw in this
area, but available features like a new rearview camera system, blind-spot mirrors, lane departure warning, and forward collision warning all improve the situation. For 2013 Chevrolet has expanded the availability of the latter two features to more models--this time with either engine. Compared to other family vehicles that are equipped to a specific price point, the 2013 Chevrolet Equinox is a pretty impressive proposition, with good connectivity and infotainment features, a strong set of convenience features, and even some high-tech active-safety options. Last year GM sweetened the Equinox's feature set to include touchscreen audio system with a USB port
across most of the lineup, and added its new voice-activated, touch-screenbased MyLink Connectivity system-for easier connectivity for handsfree calling or media access--as an option. The MyLink package includes smartphone connectivity, integrated Pandora and Stitcher app compatibility, and hands-free controls. Eating leaner cuts of meat can cut your LDLs because you're getting less cholesterol-raising saturated fat in every bite. Low-fat meats can be tough, though; cooking them in a slowcooker is an easy way to tenderise them without adding lots of fat.
Both pears and grapefruits are rich in pectin, another soluble fibre that helps to lower LDLs. Other great pectin sources are apples and all types of berries. Grapefruit contains a substance that can interfere with the absorption of many medicines, though, so check with your doctor before making it a regular part of your morning routine.

Like at the last fight where he said all that stuff after his last fight when he said all that stuff about Georges, he was really messing with Georges bad at the fight, like trying to fight him at the hotel. That really pissed Georges off. White downplayed the reality of Diaz actually fighting St-Pierre in the hotel (although Diaz has fought an opponent in a hospital before), but he said the incident caused the Canadian to snap and work very hard to get a shot at "The Stockton Bad Boy." "I don't think that would ever happen, but Georges St-Pierre felt like it was," said White. "Georges has said publicly many times when he was younger he used to get bullied. That's what got him into martial arts. He just has this crazy thing about bullies and he thinks Nick Diaz is a bully." St-Pierre has faced criticism over his last five fights for all of them ending in decision, but from the sound of things, he's focused on not only beating Diaz but obliterating him. "Georges St-Pierre, I talked to him last week, he said 'Dana, you have no idea what I'm going to do to this kid, I wanna make him retire'," said White. St-Pierre gets his chance on Saturday night in Montreal at UFC 158.
Everyone has been wondering what Nick Diaz did to get Georges St-Pierre so rattled that he personally called UFC president Dana White to ask him for their main-event fight at UFC 158. Diaz has obviously tried everything under the sun to get under St-Pierre's skin, but it's nothing new for the Canadian champion; GSP has been called out, criticized and insulted by almost every opponent he's ever faced. Now, the real incident that caused the rift has been made public by White, and it goes all the way back to 2011 when Diaz called out St-Pierre at UFC 137 following his win over BJ Penn. White was a guest on the Jim Rome Show on Wednesday, where he told the story of how Diaz literally stalked St-Pierre around the event's host hotel looking to fight him. For Diaz, it obviously wasn't about finishing their business in the Octagon. Nobody has talked about this, I haven't said anything about it, but at one of the fights, the one where he really starts calling Georges out, he was chasing Georges around the hotel and like yelling at him and stuff. Georges thought he was going to try to fight him in the hotel. He was just waiting for the elevator doors to open and see Nick Diaz.

After a lapse of ten years, Sikhs from around Fiji turned up in numbers to compete at the Sikh North-West Tournament at the Christian Hall grounds in Nadi, last Sunday. Fiji Sikh Association President, Bayant Singh said he is very grateful to the people who have worked hard to make it a successful tournament. I take this opportunity to thank Nadi Khalsa Association for successfully hosting the tournament, Mr Singh said. Special thanks to Ravin Ray Singh, Rashmir Singh and Gurdip Singh for their timeless efforts in getting everything organized in time. I also thank Fiji Sikh Football Association executives for their support and running the tournament successfully.
Special thanks to the grounds committee for kindly allowing us to use the school grounds and premises for the one-day event. The Sikh Association of Fiji members also supported throughout the day and the Lautoka Sikh Temple management also offered their support and blessings, Mr said. The Tournament ended with Tavua in first place, Nadi second, followed by Ba in third and Nadroga in fourth place. Cruzeiro will train in the United States this year, becoming the third Brazilian team to undertake an overseas trip designed to give them more exposure to international competition and promote their brand in new markets. The Belo Horizonte club, twice winners of the Brazilian championship and the Copa Libertadores, said they would spend a week training in Orlando before hopefully ending the trip with at least one friendly match against a U.S. club. Brazilian champions Fluminense and promoted Atletico Paranaense said last month they would send teams to the United States and Europe respectively. The teams can travel because the Brazilian season will pause for two weeks in June as the country hosts the Confederations Cup, the test run for next year's World Cup. The Confederations Cup is being held in six cities between June 15-30. Cruzeiro said the trip had the twin benefit of freeing up their highly rated training complex to be used by one of the eight teams participating in the tournament.
