Chinas semiconductor design technology has greatly advanced. Now, Chinese semiconductor design companies are threatening Korean competitors. Some Korean companies expect to have tough competition with Chinese competitors in the near future. According to industrial sources, Chinese companies such as Huawei and ZTE are hiring thousands of excellent semiconductor designers. Huawei unveiled a smartphone whose quad core application processor was featured at the MWC 2012. Surprisingly, Huawei did not use Nvidia and Qualcomm products. The quad-core AP K3V2 CUP for this smartphone was jointly developed by Huawei and its subsidiary, Hi Silicone. The chip will go on sale in March. Hi Silicon also announced the worlds first multi-mode baseband chips that supports LTE-FDD, TD-LTE and 3GPP Release 9. The design capabilities of Chinese companies are growing fast thanks to excellent human resources who returned to China from the Silicon Valley. It has also received the support of the Chinese government and conglomerate Chinese set companies. Moreover, Chinas independent standards such as TD-LTE, CMMB have become the foundation for reinforcing the technological power of Chinese companies. Some say that the design capabilities of Chinese companies are stronger than those of Korean firms. ZTE, the worlds fourth largest cell phone maker, produces its own special chips; some of which are exported to Korea. The company developed and used TD-LTE baseband chipsets or chipsets for telecommunication equipment in its products. They even design and use analog semiconductors. The growth of these companies is noteworthy. It is expected that

these corporations will post one trillion won in sales this year. China has about 500 fables companies. HIS iSuppli expects that total sales of Chinese companies will be doubled to USD 10.7 billion in 2015 from USD 5.2 billion in 2010. Hi Silicon, the biggest fables company in China has been said to post about USD850 million in sales last year. This year, the company is expected to post USD1 billion in sales. Huawei is its biggest customer. Spreadtrum, specializing in basebands and RF chips, saw its 2011 sales jump 94.7 percent to USD 674 million. This is due to the expansion of the3G chipset sector by a whopping 336.8 percent. Spreadtrum modem chips are used in the Galaxy S2 or Galaxy Note exported to China. At this current pace, its sales are expected to surpass one trillion won within one to two years. In the AP sector, Rockchip and Ingenic have remarkably grown. Rockchip recently released a 1.4GHz AP which used an ARM cotex-A9 dual core CPU. The AP is competitive in terms of price and performance. Innopidei is performing well in the digital audio broadcasting chip sector. RDA Micro Electronics specializes in RFs and mixed signal semiconductors and is also growing rapidly. In 2011, this company posted USD 289 million, an increase of 51 percent from 2010. The history of Chinas semiconductor industry is short, up to 15 years, said a semiconductor industry expert. Those who returned from the Silicon Valley are taking the lead in the development of the Chinese semiconductor industry. Soon Chinese fable companies will post one trillion won in sales.

Taking the Lead in Next-Generation DRAMs


Samsung Electronics and Hynix Semiconductor are expected to continue to rule the world semiconductor industry by beginning a mass-production of next generation D-RAM semiconductor, DDR4 at the end of this year. In early March, Samsung Electronics and Hynix Semiconductor announced that they unveiled a prototype of a 30-nano DDR4 memory in the ISSCC 2012 in San Francisco. The two global semiconductor industry leaders developed the prototype through a 30 nano micro process. But beginning towards the end of 2012, they will produce this technology by adopting a 20 nano mass-production process. A DDR4 DRAM memory is a next-generation DRAM memory which consumes less power and moves data at twice the speed than a DDR3 DRAM memory. The JEDEC standard was applied to the prototype. Since Samsung Electronics and Hynix Semiconductor are the only two companies that developed the prototype in the world, it is highly likely that the two companies will take the initiative in standardizing DDR4 memories. The DDR4 memory of Samsung Electronics works at 3200MHz with 1.2 volts in comparison to Hynix at 2400MHz. The prototypes of the two companies consume 40~50 percent less power than a DDR3 memory which works at 1.5 volts. The two companies announced that they were planning to mass-produce the prototype for the markets of high-end PCs and small servers by adopting a 20-nano micro process beginning at the end of this year. Our DDR4 prototype is eco-friendly, high energy efficient and powerful, said an executive at Hynix Semiconductor. We will be able to compete with valuable solutions, not only to the PC and server markets but also to the tablet market. According to iSuppli, a market survey company, the portion of DDR4 memories will account for 1 percent of the DRAM memory market in 2013 and become a main stream by accounting for 45 percent in 2015. It is also forecast that the portion of DDR3 products will continue to fall to 15 percent in 2015.

Importance of the seoul Nuclear security summit 2012


The Seoul Nuclear Security Summit will be held on March 26th27th, and will be the largest summit that shares international cooperative ideas to protect nuclear plants and materials from falling into the hands of terrorists. Participating in this organization will be more than 50 heads of state and other international organizations. The main topics include: cooperative measure to combat the threat of nuclear terrorism, protection of nuclear materials and related facilities, and the prevention of illegal trafficking of nuclear materials. After the horrific attacks on the Twin Towers on 9/11, the threat of a potential nuclear terrorist became evident. There is a need to recognize the importance of nuclear security, and for the international community to come together and find a solution to this global issue. The first Nuclear Security Summit, initiated by President Obama, was held in Washington, D.C., in April 2010. This was the first occasion on which nuclear security and safety were discussed at the highest level. The leaders conversed on the prevention of nuclear materials being misused by non-state actors and the how we as an international community can strengthen nuclear security. South Korea will be playing a crucial role as host, which will include coordinating countries view on nuclear security issues, and leading discussions on the drafting of the Seoul Communiqu, which will be the final documents of the Seoul Summit. Korea is honored to be selected as this years host of the 2012 Summit Meeting. The international community recognizes its world-class nuclear technology, use of nuclear energy for peaceful purposes, and its compliance and recognition of NPT obligations. Having this summit on the peninsula will be significant given its context of denuclearization. The Seoul Nuclear Summit will earn international recognition for Korea. The expected outcome of this international meeting is to secure the stability of the Korean peninsula by bringing global leaders to discuss cooperative measures to strengthen nuclear security. The safety of nuclear facilities will also be discussed as a vital issue in the wake of the Fukushima nuclear meltdown in 2011. The Fukushima disaster has emphasized the need for setting clear safety measures to be taken in cases of a natural disaster or terrorist attack.

Its All About the Economy, Stupid!


Liquidity party, but what should I watch carefully?

The presidential election slogan proposed by Bill Clinton 20 years ago was Its all about the economy, stupid. The election is swayed by the economy. An extraordinary event took place in the U.S. presidential election when Republican presidential tail ender Rick Santorum ranked first in the approval rating with 36 percent, 8 percentage points ahead of the front runner, Mitt Romney. If the economy becomes better, which of the two - the ruling party or the opposition party - will have the upperhand? What is the advice that former President Clinton hopes to give Obama? Thanks to the FRBs supply of massive amounts of paper dollars, the global financial market was buoyed up. As stock prices increased, investors have been engaging in massive buying under the prediction that soaring stock prices is a sign of recovery for the U.S. economy. In Korea, the KOSPI approached a record high, boosted by foreign investors who bought some KRW 10 trillion worth of stocks in just two months. However, the U.S. economic recovery, which came six months before the presidential election after passing through the 3.5-year long business slump, seems to be indifferent.

Kiss of death
- What happens if we fail to control the ample liquidity? Traditionally, the role of the central bank is price stabilization. The central bank should check with the government which tends to boost the economy and stimulate commodity prices. However, the government is now in a bind with the financial crisis. Affected by this circumstance, the central bank moves politically. Many foreign Central banks are turning swiftly to boost the economy, instead of curving high inflation. Many central banks, including FRB of the U.S. and ECB of Japan, rushed to supply more liquidity competitively. Since the last quarter of 2011 when the European financial crisis started to accelerate, 16 central banks supplied enormous amounts of money to lower interest rates and ease liquidity. The attempt to boost the economy through expansion of the money supply is called the kiss of death. If all countries supply more money to lower the currency value, it will bring about the currency war, which will eventually lead to the financial war eventually.

In terms of price increase rate since December last year, copper topped the list, followed by KOSPI, S&P index, oil and gold. Where will the ample liquidity, which consumed enough in the commodity market, go? The answer is oil and gold. Ironically, central banks that have to keep the currency value started to buy gold from last year, including The Bank of Korea. Bullish stock market


- What if it makes Obama and Bernanke angry? The effects of the massive amounts of money supply since the financial crisis were almost exhausted. If the U.S. economy worsens further, Obama and Bernanke may increase liquidity, boosting stock prices. Now the U.S. is preparing for the Quantitative Easing (QE) 3 again. There is a reason that the U.S. continuously made steroid injections to boost the economy. Although the U.S. supplies the largest amounts of money, there are no clear signs of economic recovery, improvement of employment situation or a rise in real estate prices. The reason is the broken financial system. The money does not circulate in the U.S., the zero interest rate destroyed the financial system; lessening the value of a dollar. It has brought about a distorted distribution of resources and moral hazard in use of resources. The speed of currency circulation fell to the lowest level since 1959. The reason causing this is that the money supplied was unable to reach the real estate market in order to boost the real economy, but flowed into Wall Street and the emerging markets.

Bullish stock market supported by the central bank


- How long will it last? The biggest supporters of the stock market are central banks presently. The money floated by central banks of eight major countries amounts to nearly 30 percent of the total market capitalization.

The U.S. bourse is the barometer of the global stock market. Most U.S. experts anticipate that the peak of the current stock market rally will reach between 14,000 and 15,000 in the Dow index, up 8-16 percent from the present level of 13,000.

sK Telecom Acquires Hynix


SK Telecom announced that the company finished taking over Hynix Semiconductor on February 14. SK Telecom paid for 146.1 million shares, 21.05 percent of the total shares of Hynix Semiconductor. SK Telecom said that the company had completed its payment of KRW 3.37 trillion for a 21.05 percent stake (old shares: 6.38 percent, new shares: 14.68 percent) in Hynix. SK Telecom paid KRW 1,032.2 billion for the old shares and KRW 2,342.6 billion for the new shares. SK Telecom paid KRW 23,099 per Hynix share. New shares were issued and distributed on February 22. SK Telecom officially announced that it would take over the memory chip company while submitting an LOI on July 8, 2011. SK Telecom signed a share acquisition agreement on November 14, 2011 after its participation on November 10 and the selection of a preferred bidder on November 11. Afterwards, SK Telecom successfully completed processes such as due diligence and governmental permission of a merger and finished the acquisition by paying the money for shares. With the acquisition of Hynix Semiconductor as an opportunity, SK Telecom is planning to enhance its corporate value by realizing business diversification and secure new future growth engines in the rapidly changing ITC industry while developing various global business opportunities. At the same time, SK Telecom expects to create various synergies such as building a new ICT paradigm which combines accumulated telecommunication and semiconductor capabilities that promotes a better business model development by strengthening the cooperation with Hynix. Hynix is expected to take off with the management participation of SK Telecom as largest shareholder. The semiconductor company had been struggling since October 2001 without its largest financial shareholder. It is also expected that with the management of SK Telecom, Hynix will be able to enhance its market competitiveness and corporate value on the foundation of the power of the worlds second largest memory chip maker. I would like to express my genuine thanks to everyone who gave support for our acquisition of Hynix, said Ha Seongmin, president and CEO of SK Telecom. We will live up to their expectations by developing Hynix into a growth engine and strengthen cooperation and synergies between SK Telecom and Hynix to create a new ICT growth system. The BOD meeting of Hynix appointed Chey Taewon, chairman of the SK Group as CEO of Hynix and chairman of the BOD on February 14. SK made quite a change in the management structure of Hynix. Song Hyeon-jong, director of the Future Management Office at SK Telecom was appointed as CSO of Hynix. Jin Jeong-hun, a former president of SKT America and Gil In, a senior executive director of SK China and Lee Yeong-myeong, an executive director has moved or will move to Hynix as its executives. So it is expected that a big change will be made in operation sector such as strategies, corporate cultures and personnel management. In addition, Kim Jun-ho, president of SK Telecom has become the head of the Management Support Division. Kim Jun-ho managed due diligence during the acquisition process. The R&D division will be managed by Park Sang-hun, president of SK Bio Pharm. A new name for the company, SK Hynix will be officially used after a general shareholders meeting. The SK Group has been excellent at embracing employees of acquired companies. We have completed smooth acquisitions, said an employee of SK Telecom. Before, on February 13, Chairman Chey was appointed as an inside director of Hynix in a temporary shareholders meeting. Due to characteristics of the semiconductor industry, the will of the largest shareholder is important, said Kwon Oh-cheol, president of Hynix. President Lee Myung-bak : Although the weather is still a bit cold, it feels as if spring has already arrived due to the exciting news that Korea has its own oil fields in the United Arab Emirates. He went on to say that they made a contract with the UAE to guarantee a stable oil supply for Korea. There is competition among the international community to secure resources, especially oil. The demand has escalated due to the rapid growth of developing countries, though the oil supply has been volatile due to instabilities in the Middle East. Amidst the hostile situation, Korea has been able to secure oil fields in the UAE, and has made this accomplishment a great stride toward energy security. After visiting the UAE in March 2011, our two countries signed an initial contract. We can say that the contract is now finalized. This contract was vital since the Middle East contains half the worlds oil reserves. International powers have dominated the rights to develop the oilfields from the beginning. Since then, it has been nearly impossible for latecomers to get a foot in the door. The UAE is especially famous for high-quality crude oil and a stable investment environment, and thus has been a very difficult market to venture into. After about 40 years, Korea has obtained the right to develop oilfields in the Middle East. Currently, Korea has become one of a select few oil developing nations. A relationship of trust with the UAE has served as a significant catalyst. Our country has finally set a milestone in its relatively short, 35-year history of resource development. Since an MOU was signed two years ago, questions have been raised concerning the economic feasibility of the oil field development, though experts have already confirmed the feasibility. The agreement made with the UAE government was to keep negotiations under tightest secrecy. It was also a strategy to evade possible checks by major oil companies of advanced nations. Oilfields that are relatively easy to develop will be utilized first and is expected to produce 43,000 barrels of oil a day in two years. Currently, Korea is engaged in negotiations with the UAE to develop another oilfield and has been given the right to a field that could produce billions of gallons of oil. In addition to the UAE, Korea has also secured the priority right to develop five oil exploration blocks in the Kurdish region in Iraq. There is a chance that signing the contract with the UAE will lead to a second Middle East boom when the countries in the rekorea IT TImes | MARCH, 2012

gion are preparing for the post-oil era. Korea is already working with the UAE in the construction of a nuclear power plant. Last year, Korea sent 1,000 nuclear professionals there and a total of some 30,000 additional workers are expected to be needed in the next 10 years. Bak states that unfortunately, Korea lacks natural resources and does not produce oil. Almost all Koreas energy needs have been dependent on overseas suppliers. Korea is the fourth largest energy-importing and ninth largest energy-consuming nation. In recent years, the Government has exerted great endeavors to develop energy and obtain self-sufficiency. Consequently, during the past four years, the country was able to increase its self-sufficiency rate of petroleum and natural gas to 14 percent from the 4 percent range that had persisted for a long time. This year, the Government will try to boost the self-sufficiency rate up to 20 percent. This will be a level similar to Japans, which will help substantially reduce the impact of any energy shock in times of crisis. In order to put a firm energy security system in place, the Government plans to raise the energy self-sufficiency rate to 35 percent by 2020. For the sake of sustained economic growth and energy security, the country needs to develop oil, natural gas and other mineral resources without fail. When the Government and the private sector work together diligently, future outcomes can be even greater. Relevant industries should constantly meet the challenge of new opportunities, and I ask the general public to give them enthusiastic support. The Government on its part will continue to bolster its backing in this area.

Activation of low carbon and green growth To attain the 2012 greenhouse gas reduction goal in the industrial and power generation sectors, the ministry plans to spend some KRW 570 billion won for enterprises investment in green facilities. In particular, we will push for the green credit to transfer large companies advanced technology to reduce greenhouse gas to SMEs. Presently, some KRW 4 billion won worth of investment is set to be made through the green credit conclusions between six large companies, including POSCO and Honam Petrochemical, and 13 SMEs, said the minister. Along with this, the private sector and the government will jointly inject KRW 2 trillion won into the project for development of Energy Storage System (ESS) over the decade in an attempt to improve energy efficiency. Commenting that the ministry plans to foster soft power as new growth engine, Minister Hong said, The ministry will revise the Software Industry Promotion Law in 2012 to prepare for the foundation to actively foster professional software companies. In line with this, it will push ahead with establishing SW Meister School to actively foster SW professional manpower, invite top-tier brains from abroad, and dispatch Korean SW talents to advanced countries. Trade surplus likely in February 2012 When asked about the nations trade balance, Minister Hong said that the nations trade balance would swing back into the black in February as exports pick up, driving a turnaround from Januarys deficit. Korea will post a surplus in February, even though small, despite tough economic conditions, he said. The ministry is scheduled to release its preliminary trade figures on March 1. Minister Hong said, To meet its future energy demands, Turkey plans to build a pair of nuclear reactors on the Black Sea in Sinop. It originally contacted Korea for the agreement, whose value might double in consideration of the follow-up operations contract, but negotiations fell apart in late 2010. Both countries could not find a medium on several aspects including financing plans, the dividends for investors per kilowatt, payment guarantees of the Turkish government and responsibility in case of nuclear accidents. Korea demanded payment guarantees while Turkey tried to cut the amount of dividends per kilowatt. Turkey then turned to Japan, but hit a stalemate in the aftermath of the nuclear disaster in Fukushima last March. The minister stated, Turkey said that it would rethink the payment guarantee and the responsibility of nuclear accidents. We will have to negotiate the amount of the payment. If Korea wins the contract, it would be the second milestone for Korean nuclear energy plant exports. In 2009, KEPCO signed an USD 18.6 billion agreement under which KEPCO will construct four nuclear reactors in the United Arab Emirates by 2020.

Minister Hong Pushes for Strategy of Opening USD 2 Trillion Economy


The ministry of knowledge economy will actively push ahead with a growth strategy to open an era of the UsD 2 trillion for the economy this year, a top trade and industry policymaker said.
Although the crisis surrounding the real economy and energy is being heightened further due to growing uncertainty of the global economy, soaring oil prices and unstable prices of raw materials, the ministry will employ all possible means to enter the era of the USD 2 trillion economy said Minister of Knowledge Economy, Hong Suk-woo. In an interview with Korea IT Times, Minister Hong said, We will seek new chances through FTA with giant economic blocs, including the U.S., and make preemptive responses to the growing risk of the real economy and energy this year. Noting that the ministry will concentrate its efforts on expanding future-oriented

munications devices. New export orders also dropped for a sixth straight month as the European debt crisis and the Lunar New Year holiday dampened demand. The ministry set its surplus target at USD 25 billion for this year, but slowing exports spell a grim outlook for Asias fourth-largest economy, where exports account for about half of the domestic output. For the first 10 days of February, Korea remained in the red with a 14 billion deficit. Exports came at 15.3 billion and imports at 16.7 billion, he said quoting the figures released by the Korea Customs Service. 30,000 jobs offered for youths in the private and public sector The government and private sectors plan to provide youths with a total of 30,500 jobs this year. The ministry projects to employ some 20,000 young researchers in the private sector by expanding its investment in personnel expenses for various R&D projects this year. It aims to increase the R&D human capital investment portion in the knowledge and economic sector from 30 percent in 2010 to 40 percent in 2012, compared with Germanys 58 percent, Hong said. Through the world-class 300 project, which fosters SMEs with high growth potential as global professional companies, it also plans to employ 2,000 young people. In 2011, 30 enterprises employed 1,163 youths through the world-class 300 project, he said. Meanwhile, some 60 state-invested institutions, including KEPCO, under the um-

As concrete steps, the ministry will advance the commercialization of the fourthgeneration smartphone (LTE-Adv.) in 2014 and push for construction of the fifth-generation mobile environment in preparation for the 2018 PyeongChang Winter Olympics. By activating the intellectual discovery (ID), we will strengthen response force in global patent and technology competition. In particular, the ministry will actively support small and medium-sized enterprises

(SMEs) which are fragile in management and protection of their patents, he said. Related to this, the ministry plans to expand the Invention Capital that accelerates creation, transfer and use of knowledge assets, including SMEs ideas and patents to KRW 188.2 billion won by next year. Through this privately owned governmental cooperation, it aims to increase the invention capital from KRW 77.2 billion won to KRW 188.2 billion won in 2012. As for SME-developed new technologies which were adopted as global standards, the ministry will actively support their development of test equipment and products through R&D projects. industry, it is important for us to extend not just financial aid, but create an environment for nurturing new ideas. He said that the ministry will also create 22,000 new jobs in the tourism area and offer Saturday culture classes at 100 public cultural organizations to young students for free, while stepping up efforts to promote Korean culture abroad. The year 2012 will see the opening of several landmark construction projects like the Korea History Museum in October in central Seoul located next door to the U.S. Embassy. A new stadium specifically for taekwondo will open in October. The government will also expand the number of Korean cultural centers in foreign countries, said the minister. Presently, the Korean Culture and Information Service (KOCIS) runs 21 centers, but the number is expected to expand to 24 by the end of 2012, in light of the growing popularity of Koreas popular culture. In the first half of 2012, Hungary, Mexico and India will open Korean cultural centers. We also have plans to establish centers in Thailand, Belgium, Brazil and Egypt, he noted. Hallyu to be expanded to traditional culture Minister Choe, an ardent promoter of Koreas traditional culture, said, During my term, one of my key goals is to promote Koreas traditional arts and challenge the perception some people have that hallyu is limited to K-pop and TV dramas. There is more interest in traditional Korean culture because of the spread of hallyu. So far, the phenomenon has mostly revolved around Koreas popular culture. Now we must think about what we can do to engage our traditional culture as a foundation for hallyu. In line with this, an adhoc organization was launched within the ministry in January. Minister Choe said, The time has come for us to work toward a new wave of hallyu that spurs global interest in our traditional culture, arts, sports and literature. We hope to gradually achieve this through more cultural exchanges with other countries. The ministry also announced a series of policy goals to promote hallyu, including the redecorating of public buildings and Korean diplomatic missions to give them a more traditional look and creating spaces within airports and major hotels to pro-

The number of individuals with a low income to get sports vouchers entitled to enjoy pro sports games or listen to sports lectures will rise from 35,000 in 2011 to 40,000 in 2012. The ministry will also expand the number of those receiving travel vouchers from 65,000 in 2011 to 40,000 in 2012. In addition, we will foster such high value added tourism industries, including the Meetings, Incentive Travel, Convention, and Exhibition (MICE) industry, medical service tourism and high-quality leisure tourism, this year. In connection with this plan, we will actively attract large-scale convention and incentive tourism participants and explore new medical tourism markets, including Southeast Asia and Central Asia, while fostering ocean tourism leisure industry, he added.

Q: Could you explain about korean e-Government system?
A:E-government relies on an online system which we use to search for information. By carrying out major initiatives for e-Government since 1990s, we now have merged administrative systems electronically. With this e-government system, we provide people with 17 welfare information linkage service in which people can search and find any welfare related information at the same site. This is one of best examples of e-government system. In the past, there was only one department to control one system. Because it was a lengthy and slow process, different departments integrated to create a one stop service. For example, most administrative paperwork such as residence, tax, registration are being handled electronically, thereby people can view and pay online at any time of day or night without visiting local administrative office. This e-government system, called Minwon24 (Internet Civil Service) has won the 2010 uN Public Service Award, and also Korea has ranked first place in uN e-Government Survey for 2010 and 2012 in a row.

On Feb. 20, 2012, the Samsung Board of directors agreed to nominate the spinoff of its LCD panel manufacturing unit for final approval at the General Meeting of Shareholders in mid-March. The decision comes as Samsung positions itself for the rapidly changing market environment. This electronic conglomerate is aimed at solidifying a competitive edge with differentiated technology by streamlining the decision-making process and managing business resources more efficiently. The Samsung Display Co., Ltd., unit will officially launch as a new corporation on April 1, 2012, with KRW 750 billion in capital. Donggun Park, Executive Vice President and head of LCD Business, said, The spinoff will allow us to accelerate business decisions and respond to our clients needs more swiftly. He added, Through enhancements in business competitiveness, we will continue to provide superior products and services for the market. Samsungs decision to establish Samsung Display, a spin-off from Samsung Electronics plans on updating its display business structure. However, this could mean an opportunity or crisis for such a plan. Therefore, Samsung intends to create a new business structure by combining LCD displays and OLED displays. The establishment of an independent display company calls for a fundamental change and strong innovation in the display business. Samsung Electronics also decided the spinoff will be massive as the company absorbs the OLED business. If the OLED business becomes too large, the change of the company can slow down production line. So the decision was to remove the possibility in advance. Another reason is that customers feel uneasy about the business for parts and the business for finished products in the company. The newly established company is given tasks to expand the size of OLED displays and widen a gap with its competitors on the basis of producing large LCD displays. So, the new company is not expected to expand its LCD business but to make its R&D resources and production infrastructure OLED-friendly. New investment and research and development will be focused on OLEDs. The new company will be able to deal with changes in the market as LCDs and OLEDs are complementary to each other, said a spokesperson for Samsung Electronics. We expect that we can promote efficiency in terms of customer, business and risk management. More aggressive marketing is expected as well. Samsung Display will secure more customers as an independent company. Since the companys disbandment of S-LCD, Sonys joint-venture, it is expected to expand its sales power to receive orders from

Q : What are your plans to support software developers in korea?


A: The Korean IT industry has some of the top brands worldwide. Though we have been taking baby steps to get on a more international business level, we would like to expand to be the global leader in IT. Most companies are privately owned but the government has put efforts in strengthen public-private partnerships. As of now, we would like to make a partnership between the government and IT industries for more global success in the IT field.

Q: What does the ministry plan for introducing the cloud-computing service?
A: Currently we are using and preparing for expansion in the cloud-computing service through National Computing and Information Agency (NCIA). MOPAS will utilize a new system that will be introduced in 2015, transforming over 50% of central administrative systems into cloud-based system. While utilizing the featured services of cloudcomputing, we have been implementing a system known as the smart work center. This system will vitalize more efficiency in administrative works at the pan-governmental level.

projected to be KRW 24 trillion by 2018, while the domestic market size is expected to grow as large as KRW 4 trillion by 2015. The technology transfer for the mass production of high-grade graphene and application of flexible devices via fusion of carbon nanotubes and graphene involves the first payment of KRW 500 million with a running royalty of 2.7 percent. The company plans to supplement the technology in transparent conductive carbon nanotube film transferred by KERI and apply it to capacitive overlay currently widely applied to smartphones. This is likely to replace ITO: an early commercialization will secure a leading edge in the technology for the country. Big things come in small packages. As man expands the world and discovers new possibilities, size becomes an essential property of our technological revolution. With the emergence of new technologies, miniaturization is the name of the game. February 16, 2012 marks the eventful agreement between Dr. Lee Keon-woong who leads his Nano Hybrid Technology Research Center at the Korea Electro-technology Research Institute (KERI) and Sang Bo Corporation (Sang Bo). This agreement allows for mass production and commercialization of graphene, one of the most prominent and desired nanomaterials of the current age. It will provide the soft electronic technology necessary to produce computers that can be folded, fitted into bags, and even wound around wrists. National Consensus on Graphenes Significance Graphene is a two-dimensional nanomaterial with the thickness of a single atom. Its unique structure possesses excellent electric, physical, and chemical features, making it the most ideal material for application due to its high electric conductivity and charge mobility. This finding led to an explosion of related studies over recent years. Hence, the technology has been the center of attention in both public and private sectors. The Korean government launched a KRW 210 billion program to develop graphene and to promote this technology. Under this national consensus and drive to enhance this technology, KERI, one of the leading national public research centers, joined forces with the most renowned company in graphene manufacturing. Led by Dr. Lee Geon-Woong and KERI, this development is the result of a project that commenced in 2010 aimed at developing technology for the mass production of graphene. As it proved to become a success, the team decided to transfer the technology to SBK for mass production of high-quality graphene and flexible electrode applications. The company will also secure and preoccupy a better national position in leading the related technologies and industries. Differentiated development technology yields academic and technological success with a view to commercialization The development of high-quality and highly-efficient graphene was selected as one of the worlds six most challenging tasks by the Korean Research Council for Industrial Science & Technology in November 2011. However, there were even more challenges and limits to overcome in terms of commercialization. In order to commercialize the two-dimensional nano-material, Dr. Lee and his team not only secured technologies to mass-produce graphene using top-down approach through graphite exfoliation, but manufactured highly concentrated, dispersive solutions and pastes. They subsequently secured a nano-fusion technology that could be applied to promote multi-functional, highly flexible, and transparent electrodes by integrating with the technologies pertaining to graphene and carbon nanotube hybrids. Based on the technology, the adjustment of density and viscosity became convenient and enabled a direct use of electronic printing ink for the materialization of soft electronics in the near future. Furthermore, the preoccupation of proprietary technologies for the application of various mass-produced graphene devices secures even more competitiveness in graphene applications. The chemical exfoliation of graphite applied by Dr. Lee and his team entirely deviates from the existing method called chemical vapor deposition, which is currently used in the commercialization of graphene. Developed by KERI, this technology utilizes high concentration and dispersion of high-quality graphene from larger areas as well as in the mass-production of pastes. In February 2011, the research teams performance was published twice in ACS NANO, a foremost international journal that features the latest proprietary nanotechnology. By taking advantage of their expertise, business model, and know-how in telecommunication, the company is planning to promote data service to overseas telecommunication companies in Asia and Europe. Meanwhile, KT is also striving to boost the domestic software market in an effort to strengthen cloud computing and activate SW ecosystem after announcing a threestep strategy based on value purchase and guarantee for general conditions. For those reasons, the company is planning to incorporate solutions created by Korean SW companies into KT cloud infrastructure. By doing so, will build an open ecosystem that will cover promotion, distribution, and sales. This will also enhance the competitive power of small and medium cloud solution developers in Korea while creating a successful cloud solution marketplace and cooperative relationship. The Data Center opening ceremony was held near Gimhae city hall on December 8, 2011. Despite the modest size, the event drew high-profile attendants like the Mayor of Gimhae, local members of parliament, and personnel from Korea Communications Commission and Ministry of the Knowledge Economy. Additionally, in March 2012, KT launched various business cloud services, providing a high-performance system at a reasonable price by realizing the IT infrastructure required for the internet service with 100 percent cloud platform. Experts predict that IT infrastructure will take the center of business in the future and that data centers will become a vital engine for such changes in the business environment. In that respect, KT is showing their competence with a new service model dubbed clouding computing at home and foreign markets. As more public sectors and major corporations start adopting cloud computing related services, markets will rapidly expand.

According to an analysis by a relevant institution concerning the world market, services and infrastructure related to cloud computing will grow from USD 152.4 billion in 2011 to USD 343.4 billion in 2014. This includes about 34 percent of annual growth rate, doubling domestic market sizes from KRW 1.3 trillion in 2011 to KRW 2.5 trillion in 2014. At the moment, KT is working on a project to establish a data service center for Japanese companies from next year, in collaboration with the Japanese firm SoftBank. The scenario takes place in the early morning in yongsan, Seoul. Nu-ri is in his living room. He is a third grader at Future Elementary School. Nu-ris grandmother receives a medical checkup from home every morning. A nano robot embedded in her body cleans her blood vessels, analyzes the condition and reports it to the hospital. Then her doctor reviews the data and updates her status. Nu-ris grandmother doesnt have to go through the stress of commuting to the hospital to receive the best medical attention, which has been made possible by Smart health care, using video conferencing. The grandmothers doctor cautions her of high cholesterol after reviewing her genetic profile. After the conversation, his grandmother remembers Nu-ris grandfather who passed away 25 years ago due to the same ailment. The bedroom of Nu-ris father: Even before his dad wakes up, the home health care system scans for his medical well being. The scanning result shows that he should avoid intense exercise and his virtual secretary checks his schedule accordingly. Breakfast is sizzling in the kitchen: Nu-ris mother checks ingredients in the refrigerator with her smart pad and begins to cook. Todays breakfast menu is Koreas soul food, soybean paste (doenjang) stew and tofu dish, rich in vitamins. After preparing breakfast, Nu-ri and his mom sit at the table. His father joins with a newspaper in hand. The newspaper he holds is not a printed version on paper, but a flexible display newspaper, which can be rolled up or even cut up with scissors. Todays headline is about a youth who has won the marathon. The father explains, The winner once suffered from heart disease, but recovered and won the marathon after receiving an artificial heart transplant created from stem cells. Today is the day that Nu-ri goes to school, which he now attends once a week. Nu-ri sits at his desk, getting ready for class. The class is unsupervised and he can communicate with his classmates through a computer network, to share opinions and class notes. Nu-ri is not stressed about going to school

or studying because the class is tailored to his academic progress and interests. After the class, he goes to the schools multimedia production room to edit a video that he will give to his grandmother as a present at the family gathering tonight. At the same time, at an ecological park in Chuncheon. His older sister, Han Seul-gi, ecotechnology major, is now checking pollution rate at the park using harmful pollutant measuring system. The ecological park was the result of a major pollution cleanup using special environmental cleanup plants and became a famous case study on an international level. Seul-gi transmits the field data to an environmental study center at Cambridge university. After receiving the data, David and Elizabeth (Cambridge students) begin conversing with Seul-gi. The meeting is conducted in both Korean and English, but everything runs smoothly because they are using real-time translation software. Meanwhile, their mother, who works at a travel agency, goes to work on a fuel-cell run environment-friendly car. Nu-ris mother gives her navigation command on a voice recognition program and switches to autodrive mode after entering the main road. She takes a call from her client, who wishes to reserve a seat on a low-orbit flight. The road that Nu-ris mother is travelling on is similar to the street depicted on a film, the Fifth Element, in which Bruce Willis drove a taxi. A monorail lies across the sky without support and hologram models in commercials are running to attract customers. Today is the day that his father uses a robot with artificial intelligence, which will guide the visually impaired on the road. After the launching ceremony, his father opens his wrist watch, rather than a mobile phone, to have a video chat with Seul-gi. She is on her way home from Chuncheon on a magnetic levitation train. While they are talking, mother joins in and starts a three-way talk. Nu-ris entire family gathers that evening. Nu-ri and Seul-gis grandmother, who greets them with kindness, turned 70 this year, but looks 20 years younger, due to age prevention technologies. A second wave is about to hit the next generation Ubiquitous City (U-City) dwellers. The motivation to push forward with the plan is alive again after two-three years of staggering due to barriers that had risen from government policies and the existing system, said Dr. Cho Young-im, chairwoman of University Industrial Technology Force (UNITEF). She is anticipating the second wave in the U-City, recently announced on various U-City business plans. U-City is based on ubiquitous computing. Ubiquitous computing is a post-desktop model of human-computer interaction in which information processing has been thoroughly integrated into everyday objects and activities. In the course of ordinary activities, someone using ubiquitous computing engages many computational devices and systems simultaneously, and may not necessarily even be aware that they are doing so. This model is usually considered as an advancement from the desktop paradigm. More formally Ubiquitous computing is defined as machines that fit the human environment instead of forcing humans to enter theirs.

2016. It will take off in full scale in the second half of this year under the leadership of incumbent Mayor of Seoul, Park Won-soon. Its construction plan is likely to go through an extensive revision to preserve the natural environment. Yongsan U-City will be built on 566,800m2 of land, covering 3,170,000m2 in gross floor space. Yongsan U-City construction is a whopping KRW 37 trillion project, and gathers keen interests from the entire nation, said Dr. Cho. In addition to the mentioned future projects, the Ministry of Land, Transportation and Maritime Affairs has selected seven local governments last year and pursues showcasing of model UCity. Eunpyong-gu in Seoul has been selected as a special U-City for disaster prevention while Busan city will focus on the prevention of natural disasters, such as radioactivity, tsunamis, and build an infrastructure to readily deal with any calamities. Ansan and Gyeonggi-do province, will transform itself into a self-sustaining Smart Green U-City; Naju and Jeollanam-do province will become Energypia City, focusing on energy conservation and low carbon emission; Namyangju, Gyonggi-do province, will utilize existing urban and rural infrastructure and turn into low-cost and high-efficient U-City. Yeosu, (Jeollanam-do province) and the host of the 2012 Expo, will construct U-City for international maritime tourism, leisure and sports; And lastly, the host of the 2018 Winter Olympics, Pyeongchang, has decided to hold Smart Olympics and become the U-City. U-City or Smart City? What is Smart City? U-City is also known as Smart City and triggers much curiosity as to its true meaning. This city of the future is mobilized by terminals used by each resident. To accommodate residents basic amenities, a control tower will be strategically located in the city center and provide various services. U-City is a city with artificial intelligence, made possible by information-technology attached to various basic amenities. Newly introduced Smart City is a development from U-City after the introduction of smart phones, or similar telecommunication concept, which allows connection of individuals to the city like human neural network. It is cloud computing applied to our everyday lives. In the Smart City, there is no need to physically leave home to go to work as teleporting will be a standard practice. In 1975, he was staying in New York for the International Symposium on Acupuncture. There, dozens of unknown KoreanAmericans visited him for his Godly Needle, which made him famous. He says I was convinced, while I was treating such prestigious clients from overseas, that Haanyhak will soon take a leap into a world-class medical theory. As of now its credit is barely acceptable, but aims to obtain recognition from the international community. Sometimes reality seems more fictitious than a fiction itself, especially since this event took place just one day before the opening of his first clinic. Traditional Korean Medicine, the competitive Oriental Medicine in Northeast Asia Dr. Byun said Haany-hak is the most advanced oriental medical study among many traditional practices in the Northeast Asian region. He continued, foreign patients from Japan and Taiwan constantly visit Daegu Haany University Hospital seeking traditional Korean medical treatment. In Japan, there is no educational system that can train and produce doctors of oriental medicine, while China and Taiwan is considered inferior to that of Korea in terms of quality education in the traditional medicine field. He explains that Japan gave up on their traditional medicine when they were introduced to western medicine by the Netherlands. China and Taiwan lost track of such medical lineage during the tumultuous period of modernization. He explains the reason why traditional Chinese medicine actually receives more attention and recognition overseas; the Chinese Government provides overwhelming financial support while the Korean Government provides little support. Approaching 80, Dr. Byun retired from his Presidential position and re-opened Je-Han Oriental Medical clinic at Bongsan-dong, Junggu in Daegu. Restoring his role as clinic chief, he has plenty of time to do research and study. He is the 3rd generation in his family to study traditional Korean medicine since his grandfather. He is currently working on his new book New Donguibogam with the clinical experiences in which all three generations have been involved. This book, aiming for the globalization of Haany-hak, is the most critical piece of work for Dr. Byun. He is now acting upon Haany-haks globalization; and plans to write and translate his New Donguibogam into three foreign languages. Up to 70 percent of the book has been completed over the span of 10 years. Dr. Byun explains Donguibogam by Heo jun served us well for over 400 years, and I feel the need and responsibility for the next reference book to take the baton. This is why I began writing. He added that the 400 year old Donguibogam has not been updated and cannot keep up with todays different approach toward medicine and treatment. Thus a new book should add to what the original Donguibogam taught us years ago, for an era of new medical developments From Haany to Haany-hak Teacher Dr. Byun, as Founder of Daegu Haany University, was also the first President of the University. Dr. Byuns Health Tips Former University President Byun is over 80 years old but still works three times a week at his clinic. We asked him about his health tips on how to maintain his physical vitality. He answered I sleep on average 5 hours a day. Since I became 60, I eat only one vegetarian meal at lunchtime. He emphasizes the important diet habit of eating slowly and lightly. The reason for such a working schedule is that he needs to manage his time slots for writing his book New Donguibogam, teaching The Book of Change, and attending a number of Haany-hak-related events in Korea and overseas. For the globalization of Haany-hak, Dr. Byun is working on the promotion of establishing the affiliated school of Daegu Haany University in New York. According to him, as the limelight is coming to Oriental Medicine, its demand is explosively growing both in U.S and Europe. However, no other country than Korea has the systematic educational system for it. Haany-hak defines a cold as the symptom of Sanghan(cold hurt) which means that someone gets hurt by being cold. According to Haany-haks Sanghan theory, there are 6 different stages for cold development and subsequent symptoms differ on a daily basis and require various treatments. Additionally, Hanbang, which is a traditional Korean medical treatment, takes all factors into account. For example, a patients gender, job, physical constitution, and the cause of disease can correspond to 96 cold-related treatments. Even a pregnant woman needs a different remedy for each elapsing month since the way of achieving harmony between humans and Mother Nature varies. Haany-haks philosophy sees the human body as one small space that must be in balance with nature and results in such diversity. Now Haany-hak does not look the same. The weight coming from its undeniably, long and widely expanded time frame and tradition gives it a lofty feeling. Participants will have a chance to relax and enjoy a meal filled with healthy vegetables cooked with Oriental marinades, drink herbal tea and walk along Heo Jun Road, honoring the author of Donguibogam. The world famous medical book, Donguibogam, was added to the Memory of the World Register of the United Nations Education, Scientific, and Cultural Organization in 2009. Among the buildings to be constructed is the second-floor theme hall, a symbol of the 2013 Sancheong EXPO. Other structures include the herbal medicine ecology resource hall, the worlds traditional medicine hall, the bio energy hall, the healing experience hall and the Oriental medicine city green luxury hall. Presently, we are able to accommodate about 20,000 guests at 216 pensions, temples, training centers and other places in Sancheong. A total of 150,000 visitors, however, may use the lodging facilities in neighboring area within a 30-minute drive from Sancheong, he explained. Effects on regional development The successful hosting of the 2013 Sancheong EXPO is expected to bring about a dramatic rise in sales of traditional tea, medicinal herbs, natural dyeing products and activation of Oriental medicine tourism, said Gov. Kim. According to the Korea Institute for International Economic Policy (KIEP), the EXPO is likely to effect on KRW 295.5 billion-worth production inducement and KRW 132.5 billion-worth added value, creating a total 4,137 new job positions. In keeping with the rapid expansion of ate the globalization of Oriental medicine, Gov. Kim said, The world has already been moving to preventive medicine from past therapeutic medicine. Developing countries as well as advanced countries are increasingly using traditional medicines these days. Because of an increase in the aging population and infectious diseases, the study on herb medicine and alternative medicine has progressed. The volume of the worlds traditional medicine market is expected to snowball from USD 200 billion in 2008 to USD 5 trillion in 2050. As the traditional medicine has emerged as a new Blue Ocean, a competition between countries has been fiercer ever since. The market share of Koreas traditional medicine, however, reaches a mere 3 percent, falling short of 17 percent in China and 5 percent in Japan. Under such circumstances, the 2013 Sancheong EXPO can be a good turning point. In fact, we have had little chance to introduce the excellence of Oriental medicine to the world up to now. In accordance with that, if we introduce high-quality oriental medicine to foreign participants and let them have on-the-scene experience of the medicines excellent effect at the EXPO, oriental medicine can stir up a new wave like hallyu (Korean wave), he explained. Largely affected by a shift of modern medical science to preventive medicine from the past therapeutic medicine, a growing number of people are having keen interest in the well-being industry related to medicinal herbs to extend humans life span. There are 8,000 different kinds of plants in Korea. Among them, 2,100 kinds are medicinal herbs. In particular, 1,066 kinds of medicinal herbs spread out in Jiri Mountain, the treasure house of native medicinal resources. If Sancheong becomes the center of the Oriental herbs, it will greatly contribute to enhancing scientific development of Oriental medicines, Gov. Kim stressed. Ripple effects of Koreas medical tourism industry EXPO One of the key reasons that Sancheong was named as the site of the 2013 traditional medicine EXPO was its favorable geographical and environmental conditions. The government is planning to achieve USD 300 million in e-government exports. As the evaluation by the UN proves, exports of the e-government solution of Korea have been on a steady rise. We are setting this years export goal at USD 300 million as importing countries are expanding and exporting sectors are diversifying into customs procurement and integrated centers of the government. The export environment of the e-government of Korea is not all rosy. E-government projects are very risky and cost much money as multinational IT companies such as IBM and HP have already occupied overseas markets and development costs are high as levels and system of e-government of nations around the world are different, Dr. Chang added. The e-government of Korea won first place in the evaluation of e-governments by the UN in 2010 and 2012. Winning the prize in the evaluation of e-governments by the UN enhanced Koreas exporting egovernment solutions. In the first evaluation in 2003, Korea ranked 15th. Ten years later, Korea came in first while cememting its image as a world IT leader. VIPs from countries around the world have praised the e-government of Korea while saying, Korea has realized another miracle of the Han River in the e-government sector. But the Korean government is doing everything it can do such as formulating systematic plans in cooperation with related government units while developing and improving services in preparation for the 2012 evaluation. First, we improved the web site of the Korean government by forming a pan-government at task force team to prepare for the evaluation of e-governments by the UN in January 2011. Ten government units have been participating in the task force team, Dr. Chang explained. In addition, we are turning major e-government services into mobile services (917 services by 2015) by mapping out the Smart e-Government Plan launched in March 2011.

The year 2011 was an historic year for the informatization of Korea, said Dr. Chang Kwang-su, Assistant Minister at the Informatization Strategy Office of the Ministry of Public Administration and Security (MOPAS) when asked about the national informatization project of the organization. Koreas exports of e-government solutions surpassed USD 200 million on the basis of its number one position in the evaluation of e-governments by the UN and winning a public administration prize given by the UN. The United Nations Public Administration Programme has announced the launch of its E-Government Survey 2012: EGovernment for the People on 29 February 2012, and Korea maintains its position in the 1st place since 2010 as achieving the greatest e-government both in development and participation indices. This assessment conducted by UNDESA rates the e-government performance of countries relative to one another for the 193 member states of the United Nations, and identifies leading countries in e-government development since 2003. With its continuous endeavor in e-Government, the government also dealt with the smart era systematically by mapping out the Smart e-Government Plan in March 2011 along with the Mid-Long Term Mobile e-Government Plan in August 2011. Thats why the government is determined to test -drive the digital textbooks at few selected schools in 2014 to pave the way for a complete transition to smart learning by 2015. Eventually, Elementary, middle and high schools follow their lead. For the realization of the digital textbooks, MEST is currently talking with the Ministry of Culture, Sports and Tourism regarding the copyright policy that allows the transmission of conventional textbook content to digital textbooks. A revision of regulations on school textbooks is required to allow the use of the materials without cumbersome limitations. In doing so will enable the revision of the regulations on school textbooks in order for the digital ones to be used without any limitation. This can provide more ease in transferring workbook text for digital textbook production, technological development guidelines, and evaluation criteria for manufacturers. For a smooth transition, MEST is planning to run a feasibility test in schools to study, develop, and spread teaching models based on the digital textbooks. Once in place, the system should yield advancements in the field of software development to foster innovation and demand for Korean based platforms. The Korean government will pursue various policies to improve software competitiveness of Korean IT industry. The government plans to put strict regulations on participation in the public market by large companies and give more opportunities to software SMEs from 2013. An Advanced ordering system will be established and software cost will be decided by the market. The government will also improve regular software curriculum and establish Meister high school to train talented young people in software sector. New software R&D programs will be created, among them including deferred payment survival R&D in which only top candidates get paid for their project in an attempt to encourage youth creativity, Park Il-Jun, Director General for Electronics & IT Industries of Ministry of Knowledge Economy(MKE) told Korea IT Times. The government is also supporting open software platform driven by private initiatives to create open software ecosystem. For the convergence of key industries and software, various policies including next generation vehicle IT renovation center and the spread of evaluated R & D policy connected to the related companies will be pursued. In todays IT industry, companies with competitiveness in hardware and software convergence are rising as a strong player. As the focus of IT industry shifts to mobile, competition gets more intense in the smart phone market. Software industry also takes more initiatives as the increasing number of software companies takes over hardware firms and leading hardware companies began to decline. Instead, collapse and convergence of IT industries speed up and business competitiveness is created through the convergence. To increase global competitiveness of software industry, the government initiated World Best Software (WBS), a large scale software R&D project, in 2010. WBS project encourages SMEs participation and requires demand companies to participate in developing software to make sure it is utilized in the real industry. To develop quality software which meets global standards, the project implements quality management which quantitatively and systematically manages the overall process and outcomes. Even after development, exclusive copyright permission will be given to software firms for the continuous upgrade of software and fostering software specialized firms, Park said.

WBs project produces synergy as sW converges with HW


The South Korean government is focused on strengthening the local software industry to be globally competitive by creating a symbiotic ecosystem and promoting a culture infused with young talent. Designated as World Best Software (WBS), the Ministry of Knowledge Economy has taken measures to change the software landscape to promote its success in the global market. However, as global borderless online market economy has grown rapidly, the Korean government began to recognize the importance of software competitiveness and to understand that failing in local software markets means failing in the global export market. The WBS project, which began in 2010, is a series of twenty-seven projects promoting the established software development infrastructure and raising the overall competitiveness of the local software industry. In order to develop innovative software for the global market, policies are focused on promoting participation by small to mid-sized firms to meet market demands and be profitable. Over the past two years, the MKE has assigned these tasks to be researched and implemented by local firms over three stages in 2013. Since its inception, the project already has developed solutions in the areas of automated traffic toll systems and medical picture-image information solutions ready for exportation. Among the policy proposals by the MKE is allowing specialized small to medium size firms to flourish and compete with international brands by enhancing their influence in the market. An Interview with Park Il-jun, Director General for Electronics & IT Industries at MKE
World Best Software (WBS) is a Korean governmental project that shows the countrys ambition to nurture SW companies with global competence, as Korea is yet to show a software developer competing in the global market. In its third year, starting from 2010, WBS is currently promoting 27 projects in total including the seven projects launched during the first year, five during the second year, and additional 15 whose project consortium were selected last December. Before predicting the results of WBS projects, Korea IT Times decided to meet with Park Il-Jun, Director General at the MKE, to discuss how the overall project is going to unfold. Q : Will the WBs project likely leave a huge mark in development of korean sW?
A : unlike the relatively small-scale projects in the past, WBS project is promoted on a large scale, aiming to develop Korean SW that can compete with and gain ground on foreign products in both international and domestic markets. The government has already invested 24 billion won in 2010, 90 billion won in 2011, and about 60 billion won in 2012, with up to 6 billion won of budget for an individual project, so we are expecting good results accordingly.

With the rapid changes taking place in the field of IT, industry focus and public policy have shifted from hardware to software particularly in the mobile platform field. Raising the competition amongst firms stabilizes the industry by creating niche markets from firms to build upon. The MKE software R & D tries to focus its policy on human-friendly software, big data, and cloud computing. Particularly open system platforms, such as Android based software, have been the focus of local R&D with support for the development of a Seed configuration open platform. The establishment of such a system allows for sharing of source codes with the global community to create an information network among users and developers. The success of SW R&D will largely depend upon the creation of a diverse R&D program for manufacturers, researchers, educators and developers to benefit from and offer their feedback.

Q : Give us a big picture in terms of what the government is doing for the development of the korean sW industry?
A : The SW industry does not have any global Korean companies, in comparison to Samsung and LG in the hardware industry, and the small and medium SW companies are sharing the small pie in the limited domestic market. The government has been contemplating as to how we should develop Korean SW and came up with a strategy to establish SW ecosystem. SW ecosystem establishment strategy is about operating professional training program for the SW industry, which is not well structured yet, to provide human resources; support R&D through various projects including SW specialist certification program; while making efforts to create an organic relationship between SW companies and major corporations. In that respect, we are anticipating that the overall picture the government is working on at the moment will produce synergy in the long run as SW catches up and converges with HW.

Q : It is fair to say that korean sW has been focused on online games and domestic sW - mostly government institutions, banks, e-government system, etc. so far. and part of the reason seems to be the lack of globalization spirit (including language) of software developers. What do you think?
A : That is the reason we are promoting WBS project, so that we can encourage the developers to develop SW with the overseas markets in mind rather than limiting the target to Korea. I am sure we will eventually see globally competitive SW if the companies aim at the international markets from the beginning. Also, we are working on a quality management project that will steadily accommodate the technologies to international standards and management system.

any computer user, who shows even a minimal interest in virus vaccine, has probably heard of Virobot. The product was created by security solution provider Hauri in 1999, a year after the company launched. The vaccine was in rivalry with V3 in korea since the late 1990s. at the turn of the century, Hauri expanded its business models to provide vaccine for various servers, such as Linux and Unix, mobiles. korea IT Times recently met with kim Hee-chun, Chairman of Hauri and talked about the second leap of Hauri after the recent release of PC security solution Virobot Internet security 2011, mobile security solution Virobot mobile for android, server security operating system solution reDoWL, and server security solution Virobot server Protection 2011; Hauris 13-year-long know-how accumulated on security solution for operating systems; and, how to prevent damages caused by personal information theft and malicious codes.
Q: What is Virobot 2011, and other new products that recently went on sale?
A: First of all, ViRobot Internet Security 2011 is an evolution from ViRobot 5.5 which can be installed on up to 3 PCs by obtaining a license. It contains dual S3 engine which was developed exclusively by Hauri, and worldclass Bitdefender engine which enables significant improvement in inspection capability in terms of the resource utilization rate. kim Hee-chun, Chairman of Hauri More importantly, Hauris special Stealth Finder technology can effectively find and fix the elusive Rootkit file by its own unique way. ViRobot Server Protection 2011, which went on sale last year, was developed specially for server OS platform and is our main line for server vaccine program product. It is designed to execute large volume of file and network traffic on server with highest performance, and provides powerful function to deal with frequent DDos attacks. REDOWL SecuOS, which was launched by our subsidiary company TSonNet in 2008, is popular, not only in Korea but in other countries because it is a security maintenance system solution deals with various types of threats.

Q: Presently, local sW businesses are in poor surroundings. Do you, as a chairman of the worlds best software company, think the situation is improving?
A: Doing business in SW industry of Korea means taking the negative business environment into consideration. In reality, if we take a university in Seoul as an example, few students major in SW engineering at the undergraduate and graduate school, which shows how the software industry is undervalued in Korea. There were various government measures to nurture the SW industry, but the effort was fruitless since there is no policy to recognize proper value of software. Proper valuation of SW is more important than any government policy. The maintenance fee of the system is pretty important way to recognize SWs value and strengthen a companys competitiveness. It is necessary to raise maintenance fee to 15% to match the level set by advanced countries. But the maintenance fee of this country is mere 8% on average. In order for SW developing companies to keep their competitive edge, they need to have a steady income like the maintenance fee. Illegal copyright is also a problem. Although it is easy to copy, it shouldnt mean that the software is free, and people here simply think that only hardware needs to be maintained and they dont even think about software maintenance. It is very encouraging that the Ministry of Knowledge and Economy tried to raise the maintenance ratio.

Q: What are your major domestic markets?


A: Hauris domestic market share of security solutions is about 30% and we are responsible for security solutions of major corporations such as Samsung Heavy Industries, Hyundai Heavy Industries, and SK Telecom. As for the public sector, we provide our products to the Ministry of Knowledge and Economy, the National Police Aency, the Ministry of Public Administration and Security, the Supreme Prosecutors Office, Small and Medium Business Administration, the Public Procurement Service, the Ministry of welfare, and the Ministry of Employment and Labor. This year, there was a growing interest on cyber war and national security because of several security breach incidents. Hauri was selected to build the Defense Ministrys security system and supplied 6,000 units of ViRobot Server Protection 2011 and 260,000 units of ViRobot Internet Security 2011 for PCs, which could be one of our landmarks showing the excellence of our technology. Furthermore, we were selected as the lead business participant for projects in KISA malware analysis and vaccine for the public distribution.

In Japan, Taiwan, China and the u.S., we are providing our product through OEM under contract with local companies. Especially in Japan, we provide the product exclusively to Fujitsu and The Finance ministry of Japan and other major administration departments are using the REDOWL which is also selected by major commercial banks in the country. Moreover, we are in talks with Japans largest mobile phone service provider NTT Docomo, and expect to reach a sales agreement soon.

Q: you are the front-runner of the mobile vaccine business not only in domestic markets but abroad too, arent you?
A: yes, we are. We have raised the need for mobile security solution when we introduced ViRobot Sanne in 2010 which is exclusively for smart phones. Even though Apple showed some discomfort, we held open-demonstration showing smart phone is pretty vulnerable to hacking and tapping resulting a leakage of personal information. That induced a steep rise of the necessity of the security solutions among the smart phone users, We went on trial sale of ViRobot Mobile for Android and developed some 4,000 mobile malware vaccine samples. A: Currently, our research team is testing possibilities of automobile, refrigerator chip and memory turning into a zombie. For example, we are testing to see whether a car could drive itself to a military base and explode or if a TV could turn itself on and raise its volume to maximum level, electronic equipment could turn into a zombie. In that aspect, security solutions are very important. Zombi PC can be prevented only by raising the security level. It is important to update Windows to maintain PC security status and periodically update vaccine program for auto inspection to block malwares.

Identity technology developers and government decision makers at CARTES in Asia conference and exhibition on 28 and 29 March will be able to see and hear about new developments in this sector. On the second day of the exhibition, there will be a full day dedicated to ID Management and e-Government covering innovations, privacy and security issues. With a population that reaches nearly four billion, the biometric identity industry has been gaining strength in Asia Pacific. In the last couple of years countries in South East Asia such as Brunei, Cambodia, Indonesia, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam have embraced technologies such as ePassports, eIDs and eVisas in a bid to communicate with their people and protect their identities. Vietnam is due to issue its first electronic passport by the end of this year and by 2014 the Philippines is expected to be the worlds sixthlargest issuer of ePassports, behind India, the US, Brazil, and Britain. In order to facilitate interoperability across countries, the ICAO (International Civil Aviation Organization) has introduced e-passport standards: Basic Access Control (BAC) and then Supplemental Access Control (SAC). Mobile World Congress, the worlds largest mobile phone trade show, kicked off on February 27 and will finish on March 1. Around 1,400 companies participated in this exhibition to show cutting-edge technologies and new products. The exhibition hosted by GSMA aims to celebrate the current state of mobile and offer a glimpse into where mobile might go next. The most buzzed-about trend of the exhibition was super phone. Most mobile companies except for Samsung and Nokia showed off their quod-core products, smartphones whose mobile processor contains four cores. As core increases, the speed to process information will be faster to enable users to use various applications at the same time at fast speed. Even though they did not implement optimal performance because of heating and battery consumption problems, they were way superior to dual core. LG Electronics unveiled Optimus 4X HD, and later starters like Huawei and Fujitsu also launched quad-core products boasting about their advanced technology. The most outstanding of the exhibition was Chinese firms. The comparatively little known Chinese manufacturer ZTE has launched a veritable armada of new phones, the most noteworthy of which is the ZTE Era. The well-specified phone packs the lightning-quick Nvidia Tegra 3 quad core processor while still managing to come in at 7.8mm thick. A bid screen was another hot issue for smart phone. LG was the first out of the gate with a competitor to Samsungs oversized Galaxy Note, showing Optimus Vu, which has a 5-inch screen in the 4:3 format. LG said its screen will enable users to read more information at a glance as its screen ratio is the same with web documents. Samsung unveiled Galaxy note 10.1, a tablet with stylus that can be used to draw and write on the screen. Galaxy note 10.1 is a product mixed with a book and a notebook. The GSMA Mobile World Congress is the worlds largest mobile phone trade show. This annual exhibition currently takes place in Barcelona, Spain in February and will finish in March. The attendance is generally between 50,000-60,000 people, with representation from more than 200 countries across the globe. The excitement from momentum that started to return from last year surfaced for this years MWC, when brands like LG, Microsoft and Samsung introduced their new products. Some of the cutting-edge new gadgets are featured. LG Electronics (LG) successfully demonstrated the worlds first voice-to-video conversion over a LTE network at the Mobile World Congress (MWC) 2012. The demonstration, which was based on LGs proprietary technology, enabled users to switch back and forth between high quality voice and high resolution video call modes during an ongoing telephone conversation. Also demonstrated was a video sharing service, which enables real-time sharing of videos over a LTE network, as they are being recorded. LGs LTE voice-to-video conversion process adheres to the IP Multimedia Subsystem (IMS) Profile for Conversational Video Service, the industry standard established by the GSMA to govern the delivery of both video and voice data over LTE. Youth Internship in Public Sector

The government has been working on the Public institution youth internship program since 2008 in order to provide young men with job opportunities to enhance their abilities. The number of youth interns in public institutions has increased tremendously from 2,845 persons in the first year to 13,417 in 2011. Since last year, the government has taken action to improve the efficiency of the internship program. For example, the government recommends that 20 percent of new employees are allocated to interns, or reflect the result of internship in business performance evaluation system. It scored 1 point at the government-recommended policy which is one of the indicators in the leadership/responsible management category. In addition to the context of Open Society Employment Campaign announced on September in 2011, public institutions have been expanding high school graduates internship in numbers and paths to full-time employment. As a result, more than 13,000 youth interns have been employed in public institutions since 2011 which was 34 percent higher than estimated. It seems that the public institution youth internship is operating well in quantitative performance, but as seen in figure 1, more than half of interns failed to get into regular positions. Furthermore, the proportion of the high school graduates in total interns was only around 5 percent. In order to design a better internship program in 2012, The Ministry of Strategy and Finance will examine and analyze the performance of each public institutions internship system such as the number of employment, transition to permanent position ratio and the issues of high school graduates. According to internship schemes of 285 public institutions, around 12,000 interns are going to be employed during 2012 and the 20 percent of them will be allocated to high school graduates. enterprises (SOEs) are planning to hire 4,830 interns. Quasi-Governmental institutions and Non-Classified public institutions are going to employ 3,729 and 3,523 interns respectively. The term of internship contract varies from 5 to 12 months and a salary structure can be flexible between 800,000 and 1,100,000 won a month (based on 30 ~ 40 working hours a month). This is a clear and detailed task, but not a responsible task for security reasons, is given during the internship program. A compulsory onboard training will be introduced to help new interns adjust to the jobs, and several
