It has been organised with the collaboration of Entrepreneurship Development Institute of India (EDII) , Bhubaneswar and extremely support from Mission Shakti, State Govt. of Orissa. In this first phase, BISWA will train eighty-five participants from two districts, Bargarh and Sambalpur. In the present course module three months have been covered so far. Micro Finance: Micro finance is the most important aspect of the training programme designed for Shakti Sahayikas. It also covers information on government schemes, model of micro finance, concept of SHG, objectives of SHG, advantages of SHG, why Women in SHG, rules of SHG, how to form a new group, how to organize a meeting & how to write a proceeding of a meeting. The training also imparts knowledge on how to maintain records, meeting register, individual ledger, prepare instalment schedules, calculation of interest (flat as well as reducing balance) while managing micro finance. The spirit of eagerness shown by the participants in the present batch is praiseworthy. They have also lodged noticeable improvement in their personality as well as attitude in these three months of their training.

Empowering Human Resources
progress and development are two sides of the same coin. A nation, a state or a society only can develop with its available or acquired resources. Further the resources are to be refined and groomed for ultimate uses. Human resources could be identified as the most important among all resources. As a matter of fact, the capability of human resources of a nation or society is the measurable parameter of its development. So there is always a thrust on developing human resources. Capacity building is a part of Human Resources Development (HRD) Exercises. Thus it is always need based and target oriented. We may say that it as good as redefining the HRD. We select a group of people to get performed an assigned work. It may be for a short term or a long term work. But the basis of selection obviously depends on nature of the work. Then the selected lot is oriented and empowered for the assigned target. This preparatory process is nothing but empowerment or building up capacity of that selected lot. This exercise is known as capacity building or training. Education and training are two different things but very often people used to confuse in differentiating them. Education is the primary layer on which the secondary layer of capacity building is applicable. So education is an integral part of human resource development, which could be furthered with any specialised training. Even if the training part is over and the assigned work is prolonged then there may be a need of further orientation to achieve the target.
CWC Meeting
The monthly meeting of Child Welfare Committee (CWC) of Sambalpur district took place at Red Cross Bhawan on 17th September 2009 in the chairmanship of its chairperson Sri Goparanjan Dubey. He was flanked b y other two members of CWC, Dr Diptibala Patnaik, Consultant to BISWA and Sri Shiv Prasad Meher, Manager Public Relations BISWA. The Chairperson welcomed the members and the invited guests comprising Sri. Mochiram Majhi, Dist. Probation Officer, Sri. Prasant Kumar Kanoongo, SANYOG, Cuttack, foster parents Sri. Subash Naik & Mrs. Mamata Pattnaik with their child Sumedha, foster parents Sri Ananta Argal & Mrs.Dolendri Argal with their child Subhra, foster parents Dr. Kedar Nath Majhi and Dr. Ramamani Dalai with their child Abinash, Sri Bipin Bihari Behera, Secretary Rukmani Lath Bal Niketan, Chhachanpali Mr. A.K. Mahapatra, Senior Assistant, DSWO, Ms Lalita Chhura, Superintendent of SWADHAR and Ms. Bani Mahapatra, Counsellor, BISWA. The Committee found all the three children apparently happy with their foster parents. The foster parents were also found satisfied with their foster children. After observing all formalities under the JJ Amendment Act 2006 and Model Central Rule, 2007, these children were declared legally free for adoption. These orders were recorded formally in form no XIV signed by all the three members present there on

that day. Copies of these orders alongwith other required documents were supplied to the foster parents and to the Adoption agencies with whom the foster parents may choose to register themselves for adopting their foster children with forwarding letters. The foster parents signed undertakings to that effect in form no. IX before the Chairperson & members of CWC. The meeting came to its end with vote of thanks from the chair.

Bhargava, Minister for Panchayat and Rural Development of Madhya Pradesh, inaugurated the workshop. He emphasized the need for developing specific market systems for rural products in opened up economies so that they can compete with the products of mega companies. He said that the participation of the rural poor community is possible only when mixed economy promotes pro-poor markets. The public-privatecommunity partnership (PPCP) can make the task easier. Among the other dignitaries attended the workshop and deliberated their views were; Shri R. Parsuram, Principal Secretary Rural Development, Sri M.L. Mehta, former Chief Secretary of Rajasthan , Ms Ruchi Pant, Programme Officer UNDP, Dr. J. Shettiger, Chairperson of India Centre for Public Policy New Delhi.
