1. DOMESTIC MARKETING:

A. Marketing Event.
I. Craft Bazaar: Craft Bazaars are organized mainly in metropolitan cities/state capitals or places of tourist/ commercial interest with a view to provide direct marketing platform to the handicrafts artisans invited from various parts of the country. These Craft Bazaars will continue to be organized through NGOs etc., in addition to a roster based Craft Bazaar (known as Gandhi Shilp Bazaar) being organized at prominent cities/ historical places/places of tourist interest to ensure that such bazaar are organized atleast once a year on the same location at a fixed time. The dates may very to coincide with major festivals or due to some unavoideable reasons. This will enable craft lovers of that area to source their requirement through these Craft Bazaar organized at a fixed venue and time. Further craft bazaars will also be organized at other locations, which will be occasion specific/ theme specific Craft Bazaars. Such bazaars will be organized in conjunction with some major events planned by other bodies of Central/State Govt. For organizing such Craft Bazaar, this office will either acquire upto 50% of the space created subject to maximum of 150 stalls in such fairs or all will create its own infrastructure by setting up 150 stalls. The financial ceiling for Craft Bazaars will be upto Rs.13.50 lakh. Since, publicity in such events will be done by the host department/organizations, the expenditure on publicity will be merged with space rent, to meet the enhanced rentals, wherever necessary. In these events 150 artisans are expected to participate. II. Exhibitions: The NGOs/State/Central Handicrafts Corp. etc. who are working with artisans for their capacity building through training, design & technology upgradation etc. are considered assistance for organizing exhibitions in cities/towns to provide a marketing platform for the products developed by artisans. In exhibition, minimum 15 artisans shall participate. (11 Craftperson for sale + 4 craftperson for demonstration.) III. Sourcing Show: To provide a direct interface between producers

and potential buyers, Sourcing Show will be organized, where all producer groups like National Awardees/State Awardees and Artisans producer groups as Federations, Apex Cooperative Societies, representatives of cluster Entrepreneurs & Designers etc. will be invited to showcase their products and will be interacting with the exporters, wholesalers, retailers, buying agents invited to the programme for developing a long terms business relationship. This interaction will also provide them the required feedback on market intelligence besides providing an opportunity to look at similar crafts practiced in other areas. This will help them in adopting best raw materials, technology, processes & manufacturing techniques used elsewhere for improving their product quality & productivity. Upto 200 participants will be invited in this Show for showcasing their products for a period of 5-10 days. basis on completion of the event and on receipt of audited accounts and performance report etc. For organizing Sourcing Shows, the funds will be released in two installments, 50% with the sanction as first installment and balance as reimbursement on receipt of audited accounts and performance report etc. Departmental Activity: The Marketing Centers/Regional Offices/Hqrs. will also organize above marketing events departmentally in case of need as a special case and 100% funds will be sanctioned as advance from other charges head. The patterns of funding in such events shall be on need based. IV. Hiring of built up space in established important events organized by other organizations. To enable the artisans to display and sell their products in established fair organized by Department of Tourism of State and Central Governments and other such organizations like Nauchandi Mela etc., an enabling provision is made for acquiring space maximum 30 stalls in such fairs for allotment to the artisans. The rent/cost of the space being acquired will be met by the Office of D.C. (Handicrafts) on actual basis from other charge head. V. Service charges for implementing agencies organizing marketing events. The reimbursement of service charges to implementing agencies will also be considered to defray the expenditures incurred by them on putting up proposals, its follow up, finalization of venue and other activities including submission of audited accounts etc. relating to the events. A lump sum provision of 2% of the total admissible expenditure subject to a maximum of Rs.25,000/- towards service charges will be paid to the implementing agency organizing events like Craft Bazaar, Exhibition & Sourcing Shows etc. VI. Insurance cover for artisans participating in marketing events. At present there is no provision to provide insurance cover to protect the loss/damage caused

to the artisanal product displayed in the marketing events organized by this office due to theft, fire & riot etc. during the programme period. To make insurance of artisanal product compulsory for all events. The insurance premium for insurance of artisanal products upto the value of Rs.50.00 lakh will be borne by the implementing agency for which a provision has been kept in the enhanced ceiling proposed for such events.

B. Marketing Infrastructure:
I. Urban Haat. The objective of this component is to setup a permanent marketing infrastructure in big towns/ metropolitan cities to provide direct marketing facilities to the handicrafts artisans/handloom weavers to enable them to sell their products round the year. The another important features of the Haat is that there will be adequate number of stalls selling authentic Indian cuisine of various regions in the country by rotation. The Food & Craft Bazaar will provide leisure & recreational facilities for domestic as well as international tourist on the line of Dilli Haat, which has already attained a prominent status amongst important domestic & international buyers/ tourist. Under Urban Haat it is planed to have atleast 40 stalls where craftpersons will sell their artifacts directly to the consumer/buyers. The haat shall be constructed in an area of not less then 18,000 sq. mtrs. and will have a display gallery, food court etc. The stalls are allotted to artisans on rotational basis on a nominal rent. The Agencies like Handicrafts/Handloom Development Corporations, Tourism Development Corporations with sufficient financial resources and organizational capacity to implement such projects will be eligible for assistance under the scheme. II. Emporia Assistance for setting up Emporia at a commercially viable locations in their own/rented building will be permissible subject to financial ceiling shown in the table below. The scope of the assistance has been kept limited for Central/State Handicrafts Corporation/Apex Co-operative Societies & Handicraft Artisans Federations only. The financial parameters of Urban & Emporia components are also been proposed for enhancement

to offset the increase in cost of construction/ inputs. Mumbai, Kolkata, Chennai, Bangalore etc. on the concept of One Stop Shopping to provide a marketing platform to the wholesaler/retailers/ consumers and foreign buyers by showcasing the entire range of handicrafts products. These complexes will be setup on PPP mode. IV. Setting up of Sourcing hubs in clusters: It is proposed to setup Sourcing Hubs in major craft clusters to provide a marketing platform for the buyers, who can source their requirement from the producers of clusters of that area round the year. At present no such platform is available as a result buyers on the one hand are facing problem in sourcing their requirement for domestic/ international markets whereas on the other hand the producers are not aware of the markets where they may sell their products. This facility will enhance sale, production and generate productive employment in the respective areas in and around such hubs. These hubs will be setup on PPP mode.

Funding Pattern For Urban Haats, 70% of the above financial ceiling shall be borne by the O/o the Development Commissioner (Handicrafts) & DC (Handlooms) and balance 30% by the State Govt./Implementing Agencies. Any exclation of cost will be borne by State Govt./Implementing Agencies.

For Emporia, the fund is released in three installment, 20% on purchase of land/building for emporium, 40% on utilization of first installment and remaining as third installment on completion of the emporia and submission of audited statement of accounts, completion report etc. For emporium to be setup in rented building the funds are released in two installment, 50% as first installment as per sanction subject to submission of agreement of rent deed duly registered and remaining 50% as reimbursement on submission of audited statement of accounts of expenditure and utilization certificate for first installment. Eligibility: For setting up metro hubs, warehousing facility & sourcing hubs the agencies like Export Promotion Councils/COHANDS/Central/State Corporations/ Exporters Association/ Chamber of Commerce etc. will be eligible to implement either on their own or through an SPV to be setup for this purpose. Funding Pattern:

The Govt. of India will provide assistance upto 25% of the project cost subject to a ceiling of Rs.10.00 crores for metro hubs, Rs.5.00 crores for sourcing hubs and Rs.3.00 crores for warehousing facility. The above ceiling includes 90% on nonrecurring & 10% on recurring expenditure. The project cost will include cost of land/building, infrastructure including interior decoration etc., III. C. Marketing Services:
Marketing workshops will be organized at National/State/Local level by field offices of the DC (Handicrafts) to discuss various problems faced in handicrafts sector with artisans and experts in relevant fields like designer, technologist, exporters, buyers and financial institution etc. the financial parameters for such workshop will be as under:(Rs. in lakh)

2. INTERNATIONAL MARKETING:
OBJECTIVES The basic objectives of the scheme is to promote export of handicrafts including hand-knotted carpets and floor coverings from India. Therefore any

training in packaging and in export procedures/ Management etc. Eligibility : The Export Promotion Councils, Indian Institute of Foreign Trade (IIFT), Indian Institute of Packaging (IIP) and other similar institutions, IICT, State Handicrafts Corporations, NGOs having professional competence will be eligible to organize workshops/training programme. Funding Pattern and mode of payment Financial assistance will be permissible towards Air-fare in economy class, DA as per Govt. rules, local hospitality, space rent(if any) institutional/ consultant fee, TA/DA (within country), development of prototype, documentation/wage compensation to craftpersons, electricity & water etc. The financial assistance will be up to a maximum of Rs. 1.50 lakh per programme. 50% of funds will be released with sanction and balance as reimbursement on submission of audited statements of accounts and performance reports etc. and it acceptance by the competent authority.

B. Craft Exchange Programme :


Artisans/Mastercraftspersons/designers shall be sent on training in India and abroad on designs, product innovations, techniques, technology, processing, finishing etc. Similarly, craftpersons/ designers from abroad shall be invited to India for studying designs and products and for creating awareness of design and product concepts of international market and for dissemination of the latest production techniques, tools and equipments and technology being adopted by different countries. Wherever possible exchange of such trained artisans/designers/ technologists shall be encouraged between different craft clusters in India and abroad and from one craft pocket to another in the country

Workshop/seminar Abroad

Since foreign publicity through advertisements, electronic media etc. is very expensive and prohibitive, it is pertinent to organize workshop/ seminar where foreign designers/technologists, buyers, media persons, opinion makers as well as general public can be invited to participate. Such activities are covered through media and provide effective publicity by creating awareness among the visitors about the Indian Handicrafts besides interaction with trade representatives and buyers, Govt. officials which provide opportunity to discuss how to make improvements in the products, in policies and designs as per their taste and requirement. Eligibility EPCH, CEPC, Central/State Handicrafts Corporations shall be eligible under this component for financial assistance. D. International Marketing Events


a) Participation in International Fairs and Exhibition abroad With a view to promote exports of handicrafts and carpets the financial assistance will be provided to eligible organizations for participation in international fairs and exhibitions held in foreign countries. Eligibility The Export Promotion Councils, Trade Promotion Organization promoting exports of handicrafts, Central/State Handicrafts Corporations, Entrepreneurs, SHGs Federations, National Awardee Craftspersons, Shilp Guru will be eligible subject to fulfillment of following conditions: i. The Central/State Govt. Corporations/EPCs/ other trade promotion organizations promoting export of handicrafts etc. will also be eligible for assistance towards space rent, TA/DA of one officers as per Government Rules, boarding & lodging, to & fro air freight of exhibits, publicity/ directory entry/interpreters and other administrative expenditure for participation in international fairs subject to conditions that no assistance is being availed from MDA for the same event. To monitor the impact accessment of such participations, one officer of this office shall also visit. ii. Entrepreneurs/SHGs Federations/National Awardee craftpersons/ Shilp Gurus will be allowed to participate in Fairs where space has been booked by EPCH, CEPC or ITPO, provided their sales turnover is more than Rs.10.00 lakh per annum or have exported handicrafts goods worth minimum of Rs.2.00 lakh in the preceding year provided total exports effected in preceding year is not more than Rs.50.00 lakhs. entrepreneurs will be permitted participation in one event per year for two consecutive years and will be eligible to receive assistance towards TA/DA for one person and full assistance for space rent upto 12 sq. mtrs. in 1st year & 75% in the 2nd year. The SHGs Federations, National Awardee craftpersons/ Shilp Gurus will be allowed participation in two fairs per year for two consecutive years and will be eligible to receive assistance towards TA/DA & boarding/lodging for one person and full assistance for space rent upto 12 sq. mtrs. in 1st year & 75% in the 2nd year. In case, participants are more than 5 in number in an event, in addition an officer from EPCs, etc. will also be deputed to coordinate the event and thus would be entitled to TA/DA and Boarding/Lodging for participation in an international event. In this regard expenditure relating to publicity/ directory entry/interpreters/coordination and other administrative expenditure will be assigned to EPCs, etc. (b) Stand Alone Shows/Road Shows etc.: In addition to participation in regular international fairs, it is proposed to organize road shows/catalogue shows/thematic exhibitions/stand alone shows/special events/programmes to create a brand image for Indian handicrafts in international markets. Effective and well designed publicity drive create awareness amongst the potential buyers as to the strength of the products ranges being offered by India and also help in dissemination of National policies and information on other issues like Social Environmental, working conditions to educate buyers and consumers. It is, therefore, proposed to launch a systematic publicity campaign through audio-visual/printed publicity by making video film preparing posters, catalogues, folders, brochures on Indian Handicraft/Carpet, Road Shows, Catelogue Shows, fashion shows, live demonstration by crafts persons and such other methods as will create positive image of Indian Handicrafts in the foreign markets. Assistance will be provided for publicity through newspapers, periodicals, journals, directories, Catalogues on crafts, e-mail, CD Rom including development, launching & maintenance of web-sites etc. or through such media as may be considered useful in dissemination of the information. Funding pattern In case of proposals for printing brochures, Catalogue, Folders (Maps) for the products of Central/State Handicrafts Corporations, etc. assistance available to the implementing agencies would be 75% from the Government and the balance 25% share to be borne by the beneficiary organisation. To compensate the burden of 25% share, the Organisation will be allowed to sell the product produced out of 25% share of the Organisation or they may have another sponsorship to make up the expenditure borne by them. In case of the proposal for printing of Brochure, Folders/Maps, Catalogues etc. of products of RD&TDCs, BCDI etc. of the Office of the Development Commissioner (Handicrafts). 100% assistance would be available to the implementing agencies. In case of proposal of publicity using IT related medium through Website, Catalogue, Shows on the Internet, Publicity, Banner on the home pages of Websites, making of CD-ROM etc. 100% assistance would be available to the implementing agencies. The head-wise break up of components for financial assistance is indicated in Guidelines for the scheme.

Financial assistance will be permissible for printing, electronic publicity. The maximum limit of printing of 5,000 copies of catalogue: 10,000 copies each of Brochure & Folders: 5,000 copies of Maps on crafts for publicity will be Rs. 6.00 lakh, Rs .4.50 lakh, Rs. 3.00 lakh and Rs. 6.00 lakh respectively for printing on imported art paper towards paper Cost, printing, scanning, photography & TPs, binding etc. as per guidelines. Financial assistance towards production of 1015 minutes duration video films on Betacam format on crafts, web-site, internet, CD-Rom will be maximum upto Rs.15.00 lakhs for each component.
