USCIS Reaches 2014 H-1B Cap
WASHINGTON For the first time since
2008, U.S. Ci t i zenshi p and I mmi grat i on
Services (USCIS) has reached the statutory
H-1B cap of 65,000 for fiscal year 2014 within
the first week of the filing period. USCIS has
also received more than 20,000 H-1B petitions
filed on behalf of persons exempt from the cap
under the advanced degree exemption.
USCIS received approximately 124,000 H-1B
petitions during the filing period, including
pet i t i ons f i l ed f or t he advanced degree
exemption. On April 7, 2013, USCIS used a
computer-generated random selection process
(commonly known as a lottery) to select a
sufficient number of petitions needed to meet
the caps of 65,000 for the general category
and 20, 000 under the advanced degree
exemption limit. For cap-subject petitions not
randomly selected, USCIS will reject and
return the petition with filing fees, unless it is
found to be a duplicate filing.
Temporary Protected Status
Extended for Hondurans &
Nicaraguans
WASHINGTON Secretary of Homel and
Security has extended Temporary Protected
Status for eligible nationals of Nicaragua and
Hondur ans for an addi ti onal 18 months,
beginning July 6, 2013, and ending Jan. 5,

Shams Tabrez paid homage to the departed
leaders who made freedom a reality. Mrs.
Nuzhath Khan lamented the current scenario
and hoped for a better and peaceful future
back home. Mr. Ejaz Hussain Bhatti fluency in
Punjabi poetry is as beautiful as Kunhar and
as preci ous as Chenab. He goaded the
audience to remember the sacrifices of our
forefathers and lend a hand in development of
Pakistan. Dr. Asim Raja, Vice President was

Allama Iqbal' s dream and Quaid-i-Azam' s
iron-will resulted in the "Resolution "on March
23, 1940 that eventually led to the formation of
Pakistan as an independent state for the
Muslims of British India. This game-changer
event also known as Resolution Day was
commemorated by a Flag Raising Ceremony
under the leadership of Mr. Akbar Khan,
President of the Pakistan Association New
York Capital District on March 23rd at the
West Hall of RPI, in Troy, New York. This
landmark occasion was marked in this land
with fervor, faith and future of Pakistan.
Territory, Destiny and Identity for Muslims as
envisioned by the leaders was fulfilled by the
creation of Pakistan and reinforced at this
forum by area community leaders. Mr. Akbar
Khan emphasized to the applause of the
audience that the PakNYcap was neither a
political forum nor a religious platform. The
Association welcomed all shades of opinions
with no fear or favor towards any school of
thought. Mr. Khan appealed to the community
member s t o i ncrease membershi p and
involvement of families to widen its social
connectivity.

DHAKA - U.S. Vice Admiral Scott H. Swift,
Commander, U.S. Seventh Fleet, has arrived
here on a three-day visit.
During his stay in Bangladesh, Vice Admiral
Swift will meet with Bangladesh Chief of Naval
Staff, Vice Admiral M. Farid Habib and other
Bangladesh military and government officials
to discuss a range of maritime issues, said an
embassy press release.
Seventh Fleet's area of responsibility includes
over 124 million square kilometers and
extends from the Kuril Islands in the north to
the Antarctic in the south, and from the
International Date Line to the 68th meridian
east, which runs down from the India-Pakistan
border.
At any given time, there are 60-100 ships,
200-300 aircraft and 40,000 Navy and Marine
Corps personnel assigned to Seventh Fleet.
Vice Admiral Swift has been recognized as the
Commander, Naval Air Forces, U.S. Pacific
Fleet Landing Signal Officer of the Year,
presented the Commander Michael G. Hoff
Award as the U.S. Pacific Fleet Attack Aviator

Defense Superior Service Medal, Legion of

unveiled a sculpture at the residence of the
British High Commissioner here celebrating
Queen Elizabeth II's Diamond Jubilee and 60
years as Head of the Commonwealth. The
Prime Minister unveiled the sculpture titled
"Mother" on the premises of the British High
Commissioner's residence.
Eminent artist Hamiduzzaman Khan built the
sculpture paying tribute to the Queen's role as
the mother figure of the Commonwealth.

taking preparation to host the ICC T20 World
Cup 2014. On the occasion, trophy of the T20
World Cup was unveiled during the launching
ceremony of the ICC World Twenty20 2014 at
the Sher-e-Bangla National Cricket Stadium at
Mirpur.

Initiatives of Change A Matter of Conscience

Professor Rajmohan Gandhi is a grandson of
Mahatma Gandhi. Some time ago, he read my
book, The Punjab Bloodied, Partitioned and
Cleansed. He sent an email to me saying that
although I had very graphically portrayed the
stark reality of the Punjab tragedy, the book
i tsel f served as a heal er and t hus as a
therapeutic intellectual endeavour. He invited
me t o t ake part i n t he f i ve-day annual
conference of the Initiatives of Change, an
organisation founded originally in 1938 under
the name Moral Re-Armament (MRA) by an
Amer i can, Fr ank Buchman, who was
convinced that military rearmament alone
would not resolve the crisis that was emerging
in the west. Buchman asserted, The crisis is
fundamentally a moral one. The nations must
re-arm morally. Moral recovery is essentially
the forerunner of economic recovery. Moral
recovery creates not crisis but confidence and
unity in every phase of life. MRA became
known as t he Oxf or d Group; i t set up
headquarters at Caux, Switzerland.
The movement originally had Christian roots,
but grew into an informal, international network
of people of all faiths and backgrounds. It was
based ar ound what i t cal l ed t he Four
Absolutes (absolute honesty, absolute purity,
absolute unselfishness and absolute love), and
encouraged i t s members t o be acti vel y
involved in political and social issues. One of
the movements core ideas was that changing
the world starts with changing oneself.
In 2001 MRA was renamed Ini tiati ves of
Change. Its mission was reiterated as building
trust across the worlds divides of culture,
nationality, belief, and background. Emphasis
on changing individual lives and relationships
as a prerequisite to transformi ng soci ety
remained a major premise of the Initiatives of
of change.
For a long time I have been battling with my
own pol i ti cal and moral commi tment s. I
became a searcher for the truth when still an
adolescent. Initially, it took me to religious
sermons of the leadi ng ul ema of Lahore
(mostly Deobandis), followed by a period of
association with the Chishtia Sufi Order, and
then at university I was attracted to Marxism.
Marxism seemed to provide far more rational
and logical answers to the harsh reality of the
haves and have-nots; the apathy of the ruling
class to those less fortunate; the brutality of
t he pol i ce; and t he rampant corrupt i on
prevalent in society. It predicated that such
injustices derived from economic conditions
and such conditions could be transcended by
building socialism.
I was a committed Marxist for years, though I
found most depressing the sectarianism and
hierarchy and a culture of intrigue and gossip
pervading Marxist groups in Pakistan and
abroad. The disintegration of the Soviet Union,
and particularly, the restoration of capitalism in
China were the shocks that liberated me from
the last orthodoxy and dogma. I now consider
communism the last of the great religions,
perhaps the best religion, but like all religions
ultimately only a hope and a promise.
I deol ogi cal l y, I consi der mysel f a l ef t
Social -Democrat. I believe that a strong,
i nt er v eni ng st at e can best pr omot e
development and welfare, while the market
must have a l eadi ng rol e i n st i mul at i ng
production. I am fully committed to an open,
democratic system that keeps the politicians in
check and holds them accountable. For me,
the Universal Declaration of Human Rights
and other UN conventions on human rights,
women rights and minority and special group
rights for historically disadvantaged peoples
such as the Dalits are a part of the great
worldwide movement for the li beration of
humankind from all forms and types of tyranny.
Of late I have been deeply interested in the
gr eat pl ur al i st her i t age of t he I ndi an
subcontinent. I find myself in debt to the sages
who down the ages have fought the Hindu
caste system and Islamic fanaticism and stood
for the equality of all human beings, while
si mul t aneousl y uphol di ng t he r i ght of
indivi duals to fi nd sol ace and comfort i n
different spiritual and religious traditions.
Gorakhnatha, Bhagat Kabir, Guru Nanak,
Bulleh Shah, Mian Muhammad Bakhsh, the list
can be very long.
I consider Ghalib my mentor in doubting all
dogma while Manto, Krishan Chander, Bedi,
Amrita Pritam, Faiz, Sahir, Habib Jalib and
many others have helped me identify and
protest i nj usti ces and i nhumani ty i n our
immediate surroundings. Bhagat Singh is the
ultimate rebel whose iconic station will always
fascinate idealists. I am, however, convinced
that Mahatma Gandhis emphasis on means
and ends being in harmony, and peaceful
resistance to tyranny bei ng the preferred
strategy to challenge the state and to mobilise
public opinion and civil society, as enduring
ways to advance a humane political agenda of
change.
Above all, my professional training as a social
and political scientist has intellectually armed
me to critically analyse all modes of thinking
and behav i our and nev er t o mak e
compromi ses in the search for the truth.
Nothing is predestined or predetermined.
Social phenomena have a material basis and
there is no truth higher than what the sense
perceptions can deliver, which means that
such truth can always beimproved upon in the

The Election Conundrum in Pakistan

The scrutiny of ex-President Pervez Musharraf
would decide his role in any future political
dispensation. With hi s papers rejected in
Kasur, he faces an uncertain future and an
uphill task with far-reaching consequences.
Deprived of presidential immunity, the scrutiny
would ultimately disqualify President Zardari as
a candidate with Faryal Talpur remaining the
obvious choice.
Against this backdrop, the caretakers backed
by t he presi dency, seem i n no hurry t o
commence a stabilization process against
terrorism. This means prolonging and fanning
discontent and fractures, depriving the next
government to take a head start on the three
critical issues mentioned above.
The biggest fear is that if there are no settled
elections in Pakistan, the downturn would
continue and plunge the state into chaos and a
fierce internal conflict with an overhang of
US-l ed wi thdrawal from Afghani stan. To
overcome this scary scenario, the interim
option would present itself as the most logical
in a carefully crafted but dangerous situation.
In case the above scenario is possible, the
flurry of recent diplomacy between London,
Dubai, Qatar, Saudi Arabia, Bonn and Ankara
indicates awareness of the fallouts of the
cont empl at ed exi t f rom Af ghani st an on
Pakistan. In this context, probabilities lead to
possibilities. Otherwise, what explanation
could one offer on the return of ex-President
Musharraf and the silence of PML-N and PPP
on the development? It appears that within
Obamas new political direction, the USA
wants to give Pakistan a chance to bring
prosperity and peace within and the region.
However, the complexity of a government that
lacks capacity, a wait and see establishment,
self-serving politicians and an expected split
mandate may lack the combined will to put
Paki stan on that elusive road. Si nce the
arguments in this article are based on an
overhang, nothing would be complete without
factorizing Afghani stan. President Hami d
Karzai is running towards the end of his two
term tenure in 2014. Given the traditional and
primordi al Afghan tendencies, he wi ll be
t empt ed t o shi f t hi s f ocus t o t he l ower
trajectories of rhetoric and tirades against
Pakistan.
One of the effects of such a U-turn in Afghan
politics will be their traditional propensity to
ignore all suggesti ons and do thi ngs the
Afghan way. This would put the Pak-Afghan
relations on a downward trend till such time a
new President is chosen. Though expediency
would demand a return of a Pashtun face,
there remains a strong possibility of men like
Abdullah Abdullah to return to power, if a
similar electoral drama is also enacted across
the Durand Line.
To continue exerting pressure on Pakistan and
Afghanistan with weak coalitions, the dreaded
AfPak variant could melt further converting
bot h si des of t he l i ne i n one unst abl e
geogr aphi cal zone t o t he det er ment of
Pakistans interests. It appears that there are
some elements who wish the Pakistan Army to
undertake fight to the finish strategy. This
school feels that such a fierce and prolonged
engagement would serve the ends of the
memo strategy and cause the demise of a
military-led establishment.It is in the overhang
of s uc h i nt er nat i onal and r egi onal
environments that Pakistan is passing through
the electoral process, which could take many
twist and turns in the days to come. Yet, all
poli tical parti es are focused on el ectoral
issues, rather than what lies in wait for them.
Though constitutionalists would wish that the
democratic process shoul d continue, the
anathema lies in the very transparent term of
free, fair and credible elections. The process of
qualifications under the constitution would
invalid at many old and familiar faces with the
possibility of violent reactions.
To get over this hill and continue with the
evolution of democratic norms should be the
concern of all political leaders. Once in power,
they can debate and bring changes to Articles
62 and 63 that give sweeping powers to the
ECP.
It is also in the interests of Pakistanis across
all divides to continue the debate between the
Lahore Resolution and ideology of Pakistan in
line with the dynamics of Pakistan Movement.
The key to restoring democratic stability is,
therefore, in the hands of those who are most
likely to be penalized under the qualification
clauses."Que Sera Sera!" What will be, will be!

comprehend external factors that may affect
the ultimate outcome in this mother of all
el ect i ons. Though t he car et aker s ar e
excl usi vel y requi red to conduct credi bl e
elections and hand over power to the elected
g o v e r n me n t , P a k i s t a n s p e c u l i a r
circumstances warrant immediate action on
three counts to arrest the rot. If not, any new
government particularly parties thriving on
anti-US rhetoric will default on its election
promi ses. As t he budgetary year cl oses,
Pakistans debt trap is the biggest source of
concern. So far, no economic team has been
sel ect ed t o pr epar e t he f r amewor k of
negotiations with the IMF and the draft of the
2013-14 budget. This factor alone would put
the newly-elected government in a weak
bargaining position.
Endemic institutional corruption continues to
run beyond the scrut i ny of t he el ect i on
candi dates. In order to forestall the Nab
inquiries into the PSO affairs where annual
corruption runs into trillions, an effort is at hand
to palm off Chairman PSO Sohail Wajahat
Siddiqui to the federal cabinet. His position as
minister will prevent the Nab from investigating
President Asif Ali Zardari
into the mega scandal during the course of the
el ect i on campai gn. Control of vi ol ence,
particularly in Karachi, has been left to the
directives of the Supreme Court. Punjab once
again became the ugly scene of communal
violence at Gujranwala. Balochistan is already
on a boil.
The methods of scrutiny through Articles 62
and 63 have opened a Pandora s Box of
contradictions in Pakistans politic body. In
case Ayaz Ami r s di squal i fi cati on i s not
overturned in appeals, it will set a precedence
to deny space to the moderate and educated
elements that tend to see Pakistan in the light
of the Lahore Resolution, rather than the
ideology of Paki stan imposed by mil itary
dictators. It appears that some segments of
this confused and inconsistent scrutiny will
impact on social harmony in Pakistan and
political aspirants of the future will be reluctant
to debat e quest i ons t hat pert ai n t o t he
difference between Jinnah ka Pakistan and
Dictators ka Pakistan. In contrast, those
involved in planning, abetting and promoting
violence have gone scot-free. The fake degree
cases being handled by session judges will
also result in a high rate of convictions. It
appears that in this game fiercely contested by
President Asif Ali Zardari, judiciary, Election
President Barak Obama
Commi ssi on of Paki st an (ECP) and the
establishment, the die has been cast and the
fami l i ar narrati ve of regi me change has
morphed to a new methodology. Odds now
are against the President and his NRO allies.
The high attrition of mainstream politicians
presents two scenarios.
First, the parties may still go ahead by trusting
reins in the hand of second and third tier
leadership.
Secondly, the casualties may force some
parties to boycott the elections. The rider
clause is that all disqualified candidates will be
automatically debarred from holding party
positions under the Political Parties Act and
lose it forever. This may lead these parties into
agitation and lawlessness on the streets that
may run berserk. The logical outcomes thence
are elections on schedule or extension in the
caretakers morphing into a technocrat interim
government for a fixed period under orders of
the Supreme Court of Pakistan.
Alternatively, if elections go as scheduled,
Pakistan Tehrik-i-Insaaf with a major part of its
top leadership intact could turn out to be the
most winnable group to contest and lead a
future coalition. However, its lack of homework
in Sindh, Southern Punjab and Balochistan
may depr i ve i t of a r ul i ng maj or i t y.

STILL NOT IN A CLASS OF THEIR OWN

Much attention has recently been given to
international rankings for assessing the quality
of Indian universities, especially in relation to
t hei r count er par t s acr oss t he wor l d.
Regardless of the ranking list considered, it
remains clear that we have a long way to go.
The most important question that we need to
ask is this - what future do Indian universities
have?
The five major challenges facing
Indian universities are listed below:
Cramped institutional vision: Indian universities
are not yet fully absorbed the contemporary
global realities of knowledge creation and their
relevance for social transformation. With over
50% of its population being below the age of
25, it is critical for the country to acquire a
vision that is transformative for its youth. To
face the global chal lenges of knowl edge
creation, problem solving and employment
generat i on, Indi a s young need not j ust
education, they also need empowerment. It is
time that the Indian universities placed an
emphasi s on i nterdi sci pl i nary educati on,
recognizing the symbiotic relationship between
the natural sciences, medicine and other
disciplines.
Lack of innovation: While a large quantitative
leap has resulted in the establishment of 650
degree-awarding institutions in India, quality
and excellence seems to have suffered greatly
i n t he pr ocess. Medi ocr i t y has been
institutionalized, leading to a complete lack of
creativity and innovation. The mere celebration
of a f ew i sl ands of excel l ence, most l y
specialized single discipline institutions, is not
going to address larger problems. The quality
of Indian universities has to be significantly
enhanced and the best global practices need
to be contextualized for an Indian audience.
We need to understand and appreciate the
remarkable transformation in higher education
that has taken place in other Asian countries
such as Japan, Singapore, and China. Like
them, we must also transform our curriculum,
cour ses, t eachi ng pedagogy, f acul t y
recruitment and student admission processes.
Indifference to research: Research in any and
every discipline can have a profound impact
on our society. Because of their indifference to
research, universities have been unable to
provide solutions to social, economic and
political problems that affect India. Indian
universities ought to become fertile ground for
the generation of ideas. Research produces
knowledge that offers clarity and a more
informed understanding of the subject at hand.
Scholarships and publications help create a
platform for scholars to reflect upon issues in a
critical and coherent manner. Only by giving
credit to the history of ideas, will we able to
challenge existing patterns of thought.
One-size-fits-all funding: The question of
funding for Indian universities is inevitably
connected to the role of State and regulatory
bodies. Major reforms ought to address the
acute shortage of funds and availability of
resources. The Indian university landscape
has a range of actors: state government-
- f unded publ i c uni v er si t i es, cent r al
government-funded public universities; state
private universities, deemed universities and
many other colleges in the form of degree
awarding institutions. The current system of a
one-size-fits-all policy for funding and resource
allocation needs examination. Every aspect of
funding and resource allocation tuition fee,
scholarships, infrastructure, faculty salaries,
research funding, endowments, etc needs
to be thoroughly analyzed.
Myopic leadership: Leadership is central not
only for providing an institutional vision, but
also to reflect upon the larger role of the Indian
universities that connect it to professions, the
government, intergovernmental organizations,
think tanks and NGOs. Leadership is about
taking responsibility and being accountable for
ones decisions. Unfortunately, leadership of
an Indian university continues to be seen as a
nat ur al car eer pr ogr essi on f or seni or
academics who regard a leadership role as
their pinnacle of success, when they have but
few years left and very little to give. This
pr act i ce needs a consci ous r ev i ew.
The future of Indian universities will clearly
depend upon our abi l i t y t o c r eat e
transformational institutions that will inspire
young minds with the spirit of enquiry and
i nsti l l i n them t he fl ame of i magi nat i on.

It is rare in today's political landscape that a
politician keeps his word and commitment. No
less than an i ndustri ali st of Ratan Tata' s
emi nence has pai d t ri but e t o Narendra
Damodardas Modi (62) as a man of promise
and performance. Modi's steal of the "Nano"
project from the jaws of West Bengal and
bowels of Andhra Pradesh is a testimony to his
political acumen, economi c foresight and
soci al equi t y. At t he "Vi brant Guj arat "
convention, Anil Ambani addressed Modi as
King of Kings. While there may be views of all
shades about his persona there is no doubt
about Modi's effectiveness in raising the bar
for evaluating a Chief Minister. Hailing from a
poor family in Mehsana, he is in-touch with the
pain and agony of those enveloped in poverty.
His policies have endeared him to the masses
and his appeal is across the social spectrum.
In fact Modi presents a credible challenge to
the Prime Minister's position as a role model
Chief Minister. Poll after poll positions Modi
ahead of his challenger Rahul Gandhi if they
were pitted against each other. Suave, savvy
and smooth in his talks, Modi is the message
and the messenger. In his train-ride from
Ahmedabad t o Del hi vi a Godhra wi l l he
"unstain" the alleged stains of his detractors
and be an inclusive leader is yet to be seen
and sealed. There are many plusses on Modi's
side as a regional hero and his supporters
hope that the minuses will not be a factor in
his transition to be a national icon.
In the context of great American leaders it is
believed that Abraham Lincoln possessed
(humility+solution orientation) which led to his
game-changing personality during the Civil
War. With the country cascading into declining
growth stats it is in the department of (humility)
Modi scores low and hence the asterisk on his
stature as a national leader of cohesiveness.
Even on t he i nt ernat i onal scene bei ng
uninvited by Wharton, denial of diplomatic visa
by the US or a flashing point with human rights
and women's' groups are warts and moles that
need a political surgery for an emergence of a
clean face. The astute Chanakya, Modi is,
these irritants may just be water bubbles that
will pass with passage of time. The Modi
magic that landed him a third consecutive term
(115 BJP seats versus 61 Congress) i s
convincing and confirms his undiminished
popularity. Amongst the many Gujarati friends
of mine in the US, Modi-bhai commands fierce
l oyal ty. I know of a Patel whose el derl y
grandmother flew to India just to vote for Modi
in the last elections. Saffron is not just a color
but a spi ce for progress i n Guj arat and
attributed to the digital-happy Chief Minister.
Modi is now on the Parliamentary Board of
BJP inching towards a significant role on the
national scene, making speeches in Hindi and
speaking to the youth vote-bank. Uday
Mahurkar a senior journalist from Ahmedabad
says, "Modi is a man of great ideas and
missionary zeal. Those qualities will help him
overcome any negatives at an all-India level."
General Elections in India are due in 2014. It is
to be seen who the electorate wi ll marry
between the two bachelors.Modi Bhai or

Don't Arrest Musharraf: SC of Pakistan
ISLAMABAD - The Supreme Court of Pakistan
has rejected the plea seeking the arrest of
former Presi dent General (ret d) Pervez
Musharraf.

stated that no stay order regarding political
activity had been issued. Musharraf's lawyer,
Ahmed Kasuri argued that the case was being
pursued hurriedly and hastily to which Justice
Jawwad S Khawaja replied that it had been

As proceedings continued, Kasuri sought
additional time to submit the reply of Musharraf
and said if Pandora's Box was opened several

James Carville -- The chief strategist of Bill

WASHINGTON -- President Barack Obama
made three nominations to the National Labor
Relations Board this week, hoping to bring
some stability to an agency that's been thrown
into limbo by congressional gridlock and a
recent appellate court ruling that found the
board's current recess appointments to be
unconstitutional.
The president's nominees are Mark Gaston
Pearce, who's currently the board's chairman
and whose appointment is set to expire in
August, along with Harry I. Johnson III and
Philip A. Miscimarra. In February, the president
resubmitted two nominees, Sharon Block and
Ri chard Gri f fi n, meani ng a ful l board of
nominees will now go before the Senate.
Boehner Rejects Obama's Offer
To Cut Social Security
WASHI NGTON - House Speaker John
Boehner (R- OH) pr eempt i vel y rej ect ed
President Barack Obama's upcoming budget
proposal Friday, slamming the President' s
offer to cut Social Security as only modest
entitlement savings.
President Obama's budget plan, will reportedly
seek $1.8 trillion in deficit reduction through a
combination of new revenues and spending
cuts, including the use of chained CPI, which
woul d r educ e annual cost - of - l i v i ng
adjustments for Social Security beneficiaries.
But Speaker Boehner quickly made it clear
that he's not ready to compromise.
