Wiley Consulting, LLC (Wiley) was formed in 2001 to continue the mining consulting practice of Marcus A. Wiley. The mining engineering consulting firm, Wiley Engineering, Inc provided professional services to the mining industry for over 27 years. The company was established in 1981 by Marcus A. Wiley to provide clients with professional services in mineral research, exploration, geologic mapping, reserve evaluation, mine engineering, permitting, operations review, feasibility studies, market analysis, bid evaluations, contract evaluations, project management, contract mining, contract reclamation and litigation support. These services are provided by professionals who have technical expertise, direct knowledge, and worldwide experience in various mineral commodities. Wiley offers project management, registered professional engineering and consulting services, which include all phases of mineral development. The involvement of our professionals in various exploration projects and mine operations provides a broad experience base from which these services are provided. Our extensive library contains published materials, which allow for quick research of various mineral commodities. We maintain contact with contractors for support services such as drilling, geophysical logging, surveying, mapping and analytical labs. Regular communication with state, federal, and local government agencies keeps us up to date with continuing changes in regulation and permitting requirements. Another service that Wiley offers to the mining industry is contract mining and reclamation. Because of the extensive operations experience of Wiley personnel, companies have asked us to provide the equipment, labor and supervision to mine and/or reclaim their properties. We have moved millions of cubic yards of overburden in our contract mining and reclamation assignments. Because of educational and background experience, Wiley is able to provide expert witness and other litigation support to mineral industry clients. Mapping, backup calculations, operations review, document review, deposition support, graphic exhibits, settlement negotiations and damage calculations are some of the services provided in this area. PRIMARY CAPABILITIES
FEASIBILITY STUDIES If your company desires to evaluate a mineral property, Wiley has the expertise to do complete feasibility studies from grass roots exploration to calculation of a selling price required to earn a Discounted Cash Flow Return on Investment (DCF-ROI.) From this information, Wiley will design a mine plan, select and price the mining equipment to properly and efficiently mine the reserves, prepare a manning table, calculate the drilling requirements, explosive costs, loading and haulage costs, power costs, maintenance and supply costs, beneficiation costs, taxes, depreciation, depletion, liability insurance and all other applicable operating costs. These economics can be used for several purposes, including: (1) determining the fair market value for a property or reserve; (2) determining whether the current economics of a property will justify developing and operating the property; (3) to support a prospectus designed to raise the capital funds required to develop, expand or retool the property; (4) to assist in sales contract negotiations or re-negotiations. If your property is already in operation, Wiley can simulate the economics to determine whether or not you are receiving a fair price, on a discounted cash flow basis, for your mineral products. GEOLOGY If your company is looking for a specific mineral commodity, Wiley can conduct complete geologic programs from field mapping to defining open-pit and underground design sectors. Some of the specific services performed include: exploration drilling and logging programs, geochemical and geophysical surveys, geologic mapping, excavation, sampling and logging of exploratory pits and trenches, aquifer tests, interpretation of aerial photography and other remote sensing imagery, evaluate slope stabilitys and roof/floor characteristics and define an optimum mining plan with required ore grade and waste control. PERMITTING Should your company need assistance with the permit phase of your project, Wiley will confirm property ownership, develop baseline data, prepare all pertinent state and federal documents, apply for operating permits (including air, water, NPDES, etc.), meet with appropriate government agencies and do any follow up required. In addition, Wiley will conduct ongoing field monitoring during the permit acquisition stage and continue into the mining phase.

LITIGATION SUPPORT
Wiley is experienced in negotiating settlements, calculating damage estimates, preparing exhibits, giving and reviewing depositions and providing expert witness testimony. Professional consulting services have also been provided for potential arbitration or litigation matters. A specialty of the company is litigation graphics for presentation of complex technical subjects in an easy-tounderstand format.

PROPERTY ACQUISITION
Wiley can assist in the evaluation of an acquisition target by inspecting properties, auditing operations, reviewing data, mapping, calculating reserves, reviewing contracts, estimating liabilities, etc. In addition to evaluating properties and reserves, Wiley will serve as an agent to negotiate for and acquire properties, thereby protecting your company's identity.

CONTRACT MINING AND RECLAMATION


Along with permitting and engineering assistance, Wiley also provides contract mining and reclamation services to the industry. Wiley maintains contacts with equipment leasing and sales companies to provide suitable equipment for contract mining operations. Wiley also has operators and other mining personnel available to fully construct, operate and reclaim your mine.

CONSTRUCTION
Wiley provides mining related construction services including conveyor belt systems and shop, office, warehouse/bath-house buildings. Because of our mining operational background we are able to work closely with owners to meet their expectations. We will mobilize quickly to conform to your strict time schedules.

COMPUTER CAPABILITIES
Wiley uses PC workstations with mining software for mine planning, geology, mapping and economic analysis. Three-dimensional orebody modeling and mine plans can be produced. AutoCad Map 3D, SurvCADD, Solid Works, Quicksurf, Geokit, Spatial Explorer, Slicer-Dicer and Rockworks provide geologic and other mapping. Microsoft Office (Word, Excel, PowerPoint, Access), Micro Soft Project, Suretrak Project Manager, Word Perfect, Lotus, Adobe Photoshop, Adobe Illustrator, are some of the fully licensed software packages that Wiley has available to serve the clients needs. For mine planning and economic model simulation the Carlson Software Mining Package SurvCADD including Civil, Survey, Geology, Surface Mining and Underground Mining is used. For economic modeling Wiley uses XERAS financial modeling software provided by the Runge Group. Wiley has digitizing capacity, flat bed color scanners, laser printers, color inkjet printers, and large format printing. Wiley has the capability to do computer aided drafting, desktop publishing, project management, financial spreadsheets, data bases, reserve evaluation, mine planning and web site design, and multi-medial presentations. Prior to starting the consulting firm of Wiley Engineering, Inc. in 1981, worked for Consolidation Coal Company in progressively responsible engineering and management roles covering many phases of mine exploration, planning, permitting, supervision and construction for operations located in four major coal fields in the United States. Served as President of Ranchers Coal, Inc., an independent Oklahoma coal company. Special abilities in management of mining projects from inception to completion. As president of Mid-America Mining & Development, Inc. supervised in the development of an underground coal mine in Arkansas.
