PURPOSE The purpose of this plan is to document key items of site logistics for the Yanbu Export Refinery Project, prior to mobilization of the EPC Contractors. It is the responsibility of the Contractors to prepare detailed logistics plans for their site scope of services.

ConocoPhillips (COP) ConocoPhillips as used in this procedure shall mean ConocoPhillips Company and its affiliated companies, including but not limited to ConocoPhillips Yanbu Ltd.

Yanbu Export Refinery Project Management Team (PMT) The Yanbu Export Refinery Project Management Team (PMT) is the group responsible for the management of the entire project and is dedicated to the overall success, development and execution of the work and to ensure alignment across the numerous project interfaces. The PMT consists of Aramco Services Company and ConocoPhillips team members, partner(s), agency personnel, and contractors. These project management resources will form a cohesive, seamless team responsible for the project execution.

Yanbu Export Refinery Project The Yanbu Export Refinery Project (YERP) as used in this procedure, shall also mean the Yanbu Export Refinery Company and its affiliated companies. It is also named as the COMPANY.

Contractor or Contractors Any design, construction or service contractor(s), manufacturer(s), vendor(s), government agencies, and other similar organization(s) having a contractual relationship or a prospective contractual relationship with the Company.

POINTS OF LOGISTICS This section discusses the major centers of logistics, that is, the major facilities where logistics occur on YERP.

Off-Site Logistics Points The following are the off-site major points of logistics for YERP: Camps Camps for project staff and labor have been initially sized and scoped during FEED period. Locations of camps have not been established at this writing. Existing camps in the Yanbu area are within 20 km of YERP. Borrow Pit The borrow pit for furnishing fill for civil work is located 35 km south of YERP. See section 8.1.1 for more details. Concrete Batch Plants The four (4) existing concrete batch plants are located north and east of YERP. The batch plants are within 6 km - 22 km of YERP. See section 8.1.4 for more details. Remote Laydown area The remote Laydown area for the major Contractors for YERP is assumed to be located east of YERP, approximately 1 km from YERP, across the TAMA Highway. See Section 8.1.5 for more details. 5.2 Entrance Gates There are four (4) construction entrances/access gates planned for the YERP site during construction. See overall Plot Plan, 100-YER-PE-P10-0001 for location. Three access entrances will be installed along the east property line. The plan currently includes the middle entrance to connect with a new access road to the TAMA highway. One access entrance is planned for the west property line. 7.0 PLAN BASIS

Responsibility Matrix

The following are general items which form the basis of YERP site logistics. Specific items of the logistics basis can be found in Section 8.0. The Remote Laydown area is assumed to be located east of the TAMA Highway. Space will be assigned to the Contractors. This area will access the planned east/west road leading to the YERP site. Laydown areas and warehousing inside the YERP facilities will be limited. Main, Perimeter and Heavy Haul roads/access ways will be developed early for use by construction. Contractors are responsible for receiving equipment and materials and storing in segregated warehouses & areas within the Remote Laydown area. Overall Site Security is by the YERP PMT. The Contractors will have individual security responsibility for their scope and their portion of the Remote Laydown area.

The project work schedule basis is one day shift. Lunch time is one (1) hour per shift.

TRAFFIC PLAN The traffic plan for this document is discussed in two (2) categories below. These categories are Off-site and On-site Traffic Plan. All quantities stated in this section are preliminary and will be updated through the FEED period.

8.1

Off-Site Traffic Plan The Off-site Traffic Plan was developed and is evolving during the Project FEED phase. This plan includes studying, updating, and simulating traffic routes, vehicles and quantities based on the project schedule. The traffic simulations address: Transportation of Borrow Fill Transportation Services for Contractors Personnel to and from camps. Transportation of Ready Mix Concrete Transportation of goods, equipment, and bulks from ports to the Remote Laydown area or the site. Transportation of goods, equipment, and bulks from the Remote Laydown area to the site.

The following subsections discuss the above Off-site Traffic Plan. The last subsection (8.1.6) summarizes the quantities and data associated with the traffic study data. 8.1.1 Transportation of Borrow Fill The project has an earth moving activity during the site preparation phase requiring selected fill delivered by haul units to the site from an outside borrow pit. Fill material is also required to bring the site to final elevation during the main construction phase by the EPC Phase Contractors. The following is the logistics basis for this item: Haul unit is expected to be tractor & trailer type with 25 m3 average capacity. The borrow pit is 35 km south of YERP. Cycle time for a haul unit to load, dump, and return is over two hours. Site preparation work week is expected to be 10 hours per day, 6 days per week and includes 3 prayer times per shift for all personnel including drivers and gate operators.

8.1.2

Haul units are planned to be parked overnight at the borrow pit or off-site. Contractors are responsible for maintenance (including cleanliness) of the haul route from the borrow pit to the site including on-site roads.

Transportation Services for Contractors Personnel Most project personnel will be transported from the camps to the project. See Section 6.0 for the responsible project entity for transporting personnel. Types of project personnel to be provided busing are: HVE on the Project Management Team. Labor force for the Contractors. Lower tier staff & vendor reps. for the Contractors.

The following is the logistics basis for this item: 8.1.3 Multiple entrance gates are planned to ease entry/exit congestion. See Section 5.2, Entrance Gates. Staggered Contractors work schedules are planned to also ease entry/exit congestion. This will be developed at the time of Contract Award. After drop-off of project personnel at the beginning of the work day, buses shall be parked in a designated area on-site or close to YERP. At the end of the work day, drop-off of personnel. Buses are planned to be parked at the camps. Final decision is by the bus owner. Typical bus size is 50 passengers. All buses shall be cleared at check points.

Transportation Vehicles Vehicles will be provided to the senior staff. It is expected to include the following project personnel: Upper management on the PMT. Upper management staff for the Contractors.

Limited parking facilities are included on-site in the temporary facilities and infrastructure plan. 8.1.4 Transportation of Ready Mix Concrete The project is expected to make use of existing off-site commercial batch plants, designated as ready mix concrete suppliers for the project. There are at least four (4) plants operating in the Yanbu area in close proximity of YERP (6 km - 22 km ).

See procedure 100-YER-CM-C06-0029, Ready Mix Concrete Supply Strategy for more details. The following is the logistics basis for concrete trucks required on the project: 8.1.5 Major concrete placement will occur over an eighteen (18) month schedule. Average capacity of a truck is 8 cm. Assume that the supply is evenly split up between the batch plants.

Transportation of Goods Contractors are responsible for implementing an effective on-carriage system of material handling and transporting of goods and equipment from the Port-of-Entry to point of delivery at the YERP jobsite or Remote Laydown area. The process shall be designed to move cargo away from the port dock in an expeditious manner to meet the project schedule. The following is the logistics basis for transportation of goods to the YERP jobsite: Vessels, equipment, and break bulk cargo are planned to be off-loaded at the King Fahd Industrial Port, Yanbu and transferred to the YERP jobsite or the Remote Laydown area via an acceptable haul route. This port is 14 km from the jobsite. Containerized cargo is expected to be off-loaded at the Jeddah Islamic Port and transferred to the YERP jobsite or Remote Laydown area. This port is 300 km (186 miles) from the jobsite. Unloading at the ports is the responsibility of the Contractors via the port authority. Heavy/oversized cargo vessels and equipment are planned to be delivered directly to the jobsite without interim storage at the laydown area. Heavy items are defined as over 100 metric tons. Oversized items are defined as items larger than transportable by truck without a permit. Since there is limited space on-site, most cargo, minor equipment, and bulk material is planned to be delivered to the Remote Laydown Area, assumed to be one (1) km from the jobsite. Contractors deliveries from the Remote Laydown Area to the site will be during an off shift, i.e. not on the normal day shift. Contractors are responsible to maintain 24-hour security of all project goods which are under their care and custody. The haul unit basis for delivery of goods is flatbed trucks and tractor trailers. The average truck size used in the traffic study is 20 metric tons.

8.2 On-Site Transportation Plan

Summary Data

The YERP is an extremely large site. YERP plans to provide the project PMT/CMT with an internal bus system for movement of selected personnel within the site. Buses are expected to be fifty (50) passengers size. The system will include bus stops at the following locations: Main Entrance gate PMT administration offices PMT field offices Contractors administration offices Contractors field office Medical Treatment Facilities PMT cafeteria Parking lot Remote Laydown Area

The Contractors will be responsible for movement of their personnel within the site.
