CENTRAL Luzon Librarians regional council paved the way for the organization of the fifteen (15) regional councils in the country. The council was spearheaded by the following convenors: Mrs. Africa R. Castillo (Angeles University Foundation), Ms. Elaine E. Joshi (Philippine Rice Research Institute) Fifty (50) licensed librarians in the region participated and elected the Interim council Board of Directors and the Interim NOMELEC.
