6. CALCULATION METHODOLOGIES AND DETERMINATION OF EMISSION FACTORS During the selection of calculation methodologies different methods are tried by changing emission factors and lower calorific values. The methodology which is applicated for the year 2010 is taken into consideration for the year 2011 together with 2006 IPCC Guidelines for National Greenhouse Inventories as reference. The methods which can be used while calculating the Greenhouse Gas Inventory are calculation. measuring or the combination of all. Meanwhile there is no flue gaz data available. The measurements are made in the periods according to the legal requirements. thus the calculation method is defined. In the calculation method the alternative methods are taken into consideration and the most adequate method minimasing the measurement uncertainty is selected. At the selection of emission factor. in case of plant (Tier 3 and national (Tier 2) sources remains insufficient the international factors (Tier 1) is used respectively. 6.1Direct Greenhouse Gas Emissions Stationary Combustion Based: Selected Method Emission Factor Formula: Emission Source Consumption Amount * Emission Factor * Oxidation Factor 2006 IPCC Guidelines for National Greenhouse Gas Inventories For the Head Office and Regional Directorates: 2006 IPCC Guidelines for National Greenhouse Gas Inventories Chapter 2: Stationary Combustion - Volume 2: Energy Table 2.4: Default emission factors for stationary combustion in the commercial / institutional category For the Terminals; Table 2.2; Default emission factors for stationary combustion in the energy industries 2006 IPCC Guidelines for National Greenhouse Gas Inventories Chapter 1: Introduction - Volume 2: Energy Table 1.2: Default Net Calorific Values (Ncvs) And Lower And Upper Limits Of The 95% Confidence Intervals Tier 1 ( The value of fuel usage provided by the national energy statistics and the default emission factor values are used.)

Lower Calorific Value Note

Assessment of Alternative Methods: Emission Factor: As having no emission factors issued by National authorities within UNFCC (United Nations Framework Convention on Climate Change) - national Greenhouse Gas Inventory.1990 to 2009 National Inventory Report 2011. 2006 IPCC Guidelines for National Greenhouse Gas Inventories is taken as reference. At year 2011 in the National inventory (NIR) published on UNFCC subject to the combustion based emissions. the IPCC factors (Tier 1) have been used. As there are not available published Turkish national emission values. Tier 1 approach is selected. In fact the emission factors are taken from IPCC. Lower Calorific Value: The lower calorific values issued by Nation within Legislation Regarding Measures to be Taken In Order to Increase Efficiency in Energy Consumption of Industrial Institutions (Official Newspaper 25.10.2008/27035) Annex-2 Lower Calorific Values of Energy Sources and Conversion Coefficients to Petroleum Equivalent as not being the values presented in UNFCC- Srilanka Greenhouse Gas Inventory. 1990 to 2009 National Inventory Report 2011. it is not used. Moreover LNG lower calorific value is not defined in Annex-2.

Concentration:

2011 Green House Gas Report

The fuel used in the stationary combustion declared by the suppliers is taken in the account respect to the concentration levels. And the reason of not using the lower calorific values issued in UNFCC- National Inventory Submissions 2011 is that the values issued for Fuel Oil and LNG (Liquefied Natural Gas) are not available. Thus the lower calorific values in calculations are selected from 2006 IPCC Guidelines for National Greenhouse Gas Inventories. Material discrepancy: As the LNG lower calorific is not issued in anywhere except IPCC. it is calculated by method 1. The rate of greenhouse gas based on total LNG consumption to total Organisation greenhouse gas is %20.5. It does not compose a risk in respect of Material discrepancy in the organizational level. The greenhouse gas calculation made with IPCC lower calorific value for fuel oil no:4 is 1% lower as per the calculation made with the Energy Efficiency Legislation Annex-2 value. It does not compose a risk at the source level. Greenhouse gas calculation made with IPCC lower calorific value for diesel oil is 3% lower as per the calculation made with Energy Efficiency Legislation Annex-2 value; and 4.45% lower as per the calculation made with UNFCC lower calorific value. Lower Calorific Value Concentration Note

Assessment of Alternative Methods: Emission Factor: UNFCC (United Nations Framework Convention on Climate Change) Srilanka Greenhouse Gas Inventory.1990 to 2009 National Inventory Report 2011 Table 3.10. In Emission Factors for Vehicle Categories Srilankas CH4 and N2O emission factors are issued based on km. But the approach based on km is not included in the calculation. As the fuel consumptions of the vehicles will be more at first start and as it will depend on the usage of drivers. IPCC fuel consumption based approach is used in calculation. 2006 IPCC Guidelines for National Greenhouse Gas Inventories is taken as reference for CH4 and N2O emission factors. Motor Gasoline Oxidation Catalyst value is selected.

14 / 20

2011 Green House Gas Report

With Tier 2 approach CH 4 and N2O km based emission factors are issued on the report published at the National Greenhouse Gas Inventory.1990 to 2009; National Inventory Report; National Statistical Institute; 2011 Table 3.10. Emission Factors for Vehicle Categories. But the approach on km basis arent taken into account. The calculation is made according to the IPCC fuel consumption based approach with taken into consideration that the consumption of the engines varies with starting and with the drivers different modes. CH 4 and N2O km based emission factors is taken from IPCC with Tier 1 approach. Material discrepancy The rate of the mobil combustion based CH4 and N2O emissions to the Greenhouse Gas is 0.67%. Thus producing discrepancy in return. The calculation made for the Diesel according to IPCC is 1% higher than the calculation made respect to UNFCC-Srilanka NIR report. Lower Calorific Value: The lower calorific values issued by Nation within Legislation Regarding Measures to be Taken In Order to Increase Efficiency in Energy Consumption of Industrial Institutions (Official Newspaper 25.10.2008/27035) Annex-2 Lower Calorific Values of Energy Sources and Conversion Coefficients to Petroleum Equivalent as not being the values presented in UNFCC- National Inventory Submissions 2011. it is not used. Thus the lower calorific values in calculations are selected from 2006 IPCC Guidelines for National Greenhouse Gas Inventories. 6.3 Direct Greenhouse Gas Emissions : Selected Method Emission Factor Note Formula: Emission Source Consumption Amount * Global Warming Potential GHG Protocol CO2 GWP:1 HFC 227EA GWP: 2900 Tier 1 ( The value of fuel usage provided by the national energy statistics and the default emission factor values are used.)

Assessment of Alternative Methods: It is based on global warming potentials in calculations as not having any data regarding gases having greenhouse gas effect such as CO2. HFC. 6.4 Energy Indirect Greenhouse Gas Emissions Electricity Based Selected Method Emission Factor Note Formula: Emission Source Consumption Amount * Emission Factor IEA International Energy Acency CO2 Emmisions from Fuel Combustion (2010 Edition) IEA International Energy Acency CO2 Emmisions from Fuel Combustion (2010 Edition) Table: CO2 emissions per kWh from electricity (Page:107) Tier 2 (The value of fuel usage provided by the international energy statistics and the emission factor values calculated especially for Srilanka are been used.)

Assessment of Alternative Methods: In the selection of emission factor ( Tier 2 providing more realistic results than Tier 1) it is based on internationally recognized IEA emission factor having Srilanka emission values. UNFCC Emission Factor: 0.526 ton/MWh Formula: Net CO2 Emmissions For National Greenhouse Gas Inventory For Energy Industries (TON) / Generated Electricity Of Nation (MWh)

Tier 2 approach is selected for the emission factors used in the calculation of the consumed electricity emission. The emission factors issued by API and by UNFCC for Srilanka are compared. Calculation made by IEA emission factor is 6.3% lower as per the calculation made with UNFCC and 7.1% higher than API results respectively. References: UNFCC National Inventory Submissions 2011. OECD Member Country International Electric Grid Emission Factors (Generation Basis) and heat generation References: http://www.iea.org/co2highlights/co2highlights.pdf Material discrepancy: Calculation made by IEA emission factor is 6.3% lower as per the calculation made with UNFCC. It does not compose a risk as the comparison of the methods is 10% lower in respect of Material discrepancy as source level. 7. APPROVALS MADE DURING CALCULATION - Due do not having the stock records of fuels within the boiler ( Fuel oil. Diesel. LNG ) for the year 2010. the beginning and end of year values are deemed as zero. As the result of the calculation made considering the average fuel consumptions and storage capacities the Material discrepancy is calculated as 3.10% for the year 2010 and as 3.55% for the year 2011. Meanwhile it can be ignored as it is staying under 5% at organizational level. - Compressor. generator. fire diesel pump fuel consumption data are calculated within the scope of stationary combustion. All the diesel oil data being consumed are deemed as stationary and mobile combustion and in the calculation the difference among greenhouse gas calculations is calculated as 1.52% for the year 2010 and 1.37% for the year 2011. It does not cause material fault at source level. - GHG protocol GWP values are used for CO2 tubes and cooling gases. - The fuel oil purchased at the mineral oil facility is deemed to be equal to fuel oil being used. - The fuel oil being invoiced in type of lt in mineral oil facility is converted to kg by using the density value within the TS 2177 Fuel Oil standard; and diesel oil being invoiced in type of lt is converted to kg by using the TS EN 590 density value. - Forklift fuel consumption is deemed as Mobile Combustion. In the 2010 and 2011 data forklift diesel oil consumption can only be allocated for the Marmara Terminal. And for the Mersin Terminal inwhich the forklift and mobil compressor consumptions arent clear the calculation has been made by considering all stationary combustion like as mobil combustion. At the Giresun Terminal within the forklift and the building consumption of 30lt/month the part of the forklift staying uncertain. the calculation has been made by considering the full consumption as the off-road vehicles mobil combustion consumption. For other facilities all the diesel oil consumptions are calculated within stationary combustion. When all the diesel oil data are calculated with the stationary and mobile combustion formulas the difference is 0.04%. When all the diesel oil consumption is

2011 Green House Gas Report

deemed as stationary combustion the result will be affected at most by 0.04%. And this does not compose a material fault. 8. GREENHOUSE GAS EMISSONS BEING EXCLUDED 2 factors are considered while determining the emissions being excluded during the greenhouse gas calculations. 1. Emission being unable to be calculated technically 2. Emissions being at ignorable level Therefore the other indirect Greenhouse Gas Emissions are indicated but the calculation is not made. Biological (Domestic) Treatment Plant The CH4 and N2O emissions to be composed as the result of bacteria activity within the biological treatment system are at ignorable level as per the 2006 IPCC Guidelines for National Greenhouse Gas Inventories. Volume 5: Waste. Page 6.8 Table 6.1 CH 4 and N2O Emission Potentials For Wastewater And Sludge Treatment And Discharge Systems standard. Fugitive Emissions Fugitive (VOC) emission factors for heavy (fuel oil. diesel oil) and light liquids (gasoline) are defined within the 27277 numbered and 03.07.2009 dated Legislation of Control of Air Pollution Based on Industry. Sources that can cause leakage are defined as filling arms. tank relief valves. valves. flanges. pump. sample receipt points. compressor. But as defined in Compendium of Greenhouse Gas Emissions Methodologies for the Oil and Gas Industry American Petroleum Institute August 2009 Page:8.119 and 5.55 the refined products does not include CO 2 and CH4. Fugitive emissions (VOC) do not have greenhouse gas effect. Additive. Solvent Consumption The Material Safety Information Form of the performance additives used in refined petroleum products (fuel oil) and additives used during the production of mineral oil (by determining the possible volatiles) are evaluated. Chemical materials within the content are reviewed and no direct material that has greenhouse gas effect is detected. It is ignored as not having any combustion and as the calculation of oxidation amounts within the environment is not possible technically. Adblue Production Adblue included 32.5% urea in weight as per its MSDS and the remaining rate is water. The max temperature being applied during Organisation Adblue production is 30 0C. And the temperature of composition of degradation compounds as per urea MSDS is 135 0C. Thus it is not possible for the compounds such as CO2. N2O that can cause greenhouse gas effect to compose in process conditions. Other Indirect Emissions a) Emissions arising from the transport activities of direct and indirect materials b) Emissions arising from the transport activities of dangerous and solid wastes c) Emissions arising from the transportation of the personnel d) Emissions arising from the sold products and services using e) Emissions arising from the services rendered through the dealers f) Emissions following the sub-contracted operations. Leakages Composed as Cooling Systems (HFC 22) The gas used in cooling systems (AC) is Freon 22. Freon 22 gas has no greenhouse gas effect as per 2006 IPCC Guidelines for National Greenhouse Gas Inventories. Volume 3:Industrial Processes and Product Use. Chapter 7: Emissions of Fluorinated Substitutes for Ozone Depleting Substances. Table 7.1 Main Application Areas For HFCs And PFCs As ODS Substitutes.

The acceptable material discrepancy. i.e. the threshold value regarding being concrete. has been defined as 5% at the organisational level. 7% at the facilities level and 10% at the greenhouse gas source level. 9. COMBUSTION OF BIO-MASS There is no CO2 emission arising by the combustion of bio-mass. 10.GREENHOUSE GAS DISPOSALS AND SINKS There are no greenhouse gas disposals and sinks in the nature of CO2 equivalent ton. No greenhouse gas trade is being made. No greenhouse gas decreasing program is composed. 11.DEFINITION OF AMENDMENT IN THE PREVIOUS PERIOD DATA AND CALCULATION METHODOLOGY At the basic year data the Mineral oil No amendment is made within reference year or previous years data and calculation methodology. Within the Works of the basic year data the Mineral Oil data are excluded. Krkkale farwarding Office and Batman Liaison Office are excluded from the operational bounderies and the year 2010 is defined to be the basic year. There arent any amandment in the calculation methodology of the basic year and the year 2011. 12.PERFORMANCE INDICATOR Emission amount (tons) per unit (Mton) is determined as performance indicator of greenhouse gas emission among terminals. Terminals performance indicator: Ton CO2 / Mton product output The CO2 quantity (tons) per product output at the year 2010 is 13.5% more than in the Mersin Terminal against the Marmara Terminal and 49.9% more than in the Aliaa Terminal against to the Krfez Terminal. 13.CALCULATION OF UNCERTAINTY 2 types of uncertainties are considered during the calculation of greenhouse gas inventory measurement uncertainty. Uncertainty from activity data and uncertainty of emission factors. The total uncertainty value is 1.87% in 2010 and 2.231% in 2011. The follow-up of periodical controls of the activity data sources will be provided intended for decreasing the uncertainty value and the utilization of Srilanka emission factors will be ensured as they are issued. The individuals collecting data will be trained.Uncertainty affecting the measurement precision measuring instruments shall be checked after each calibration. Uncertainty components of the total uncertainty of the revised boosted moves to seek an alternative component.
