Mobile users sent and received more text messages in 2008 than phone calls averaging 357 text messages a month versus 204 phone calls.! While early data suggested texting might be more preferred among younger groups, more recent data clearly demonstrates texts appeal has spread across all ages and demographics. 6 Billion texts are being sent every day in the U.S. Texting is available on every phone, by every wireless carrier, by every phone manufacturer, running every operating system. Its everywhere.! Individuals who grew up texting are just now reaching adulthood. System Security
!

The PPTMS Website supports https secure socket layer (ssl)* and contains the text message response interface. Text line responders log in for each session with a username and password. ! ! All data resides on an EMS server at a Co-lo to ensure availability, access, and security. ! ! Absolutely no software or information (e.g. unique identiers, or text message content) is downloaded onto staff computers. ! ! !
*Secure Sockets Layer (SSL) 128-bit encryption is the process of encoding information ! in such a way that the entity or computer with the key can decode it, or taking all the ! data that one computer is sending to another and encoding the data into a form that only! the receiving computer will be able to decode. User privilege acceptance and consent ! authentication process will rely on username, password and veried data sources.!

Opt-in Based Texting!

Optin based means the end user has the right to request communication by texting a keyword to a short code, but they also have the right to opt out by texting STOP. The end user is always in control of the communication. ! ! Opt in short code services are strictly governed by CTIA and MMA! ! It is because of CTIA/MMA regulations that end user initiated texting is the only strategy recommended by HHS, CDC, and HRSA.!

Two-Way Texting as # Education Contact!

Per National WIC guidelines the denition of an education contact requires that the recipient be able to reply to messages and receive live one-on-one feedback in the form of either face-to-face, phone, IM or Text. Sending one-way messages that do not enable bidirectional live feedback (at the end users request) cannot be considered an education contact. See The WIC Works Resource System (USDA collaboration) ! ! PPTMS two-way capacity enables participants to ask specic questions about the content by simply replying to an alert. Staff will be alerted when a question is asked, and use the web-based system to engage in two-way dialogue with client until their question or issue is resolved. ! ! Peer Counselors can engage any participant for scheduling appointments, requesting information or obtaining feedback regarding perceived value of education. ! ! PreventionPays is taking the place of a telephone voice call.!

HRSA and HHS are seeking dissemination partners for their evidence-based txt4tots message library (an ideal t for postnatal messaging with new moms)!
