Introduction-Background -Civil Rights The following is a background of Mr. Sam Tabet Alvarado, his experience, knowledge, accomplis- hments and other endeavors he has participated on. The Fed News wrote an article on Mr. Alvarado after he filed a class action lawsuit on behalf of Hispanic workers and won. The article referred To Mr. Alvarado as a "Dynamic Force in Texas". One high ranking Hispanic leader who was inter- viewed for the Fed News eloquently described Mr. Alvarado as "a person who epitomizes values, equality, pride and respectabi lity". The Fed News article stated "Mr. Alvarado is a relentless and tireless advocate of civil rights Issues". "He is thorough, always prepared, is methodical in his presentations, and always displays a strong logical sense of handling very delicate civil rights matters". Work History and Achievements: Mr. Alvarado has filed 9 class action comp- laints on behalf of Hispanic men and women. He has a 75 to 80% winning record on these cases. The following are the cases he has filed and won: 1. Fort Sam Houston-300 Hispanic employees.

City Public Service(CPS)-on behalf or 360 Hispanic employees . City of San Antonio, on behalf of 250 Hispanic women.(1993) Federal Reserve Bank on behalf of SO Hispanic women. (1991) Center for Health Care Services on behalf Of 25 Hispanic men and women.(1996) 6. Bexar County Hospital on behalf of 200 Hispanic men and women. 7. Wichita Falls Independent School District on behalf of 60 men and women. (2004) 8. Marfa Independent School District on behalf of 28 Native American (Humana Apache) men and Women. (2009) 9. Houston Police Dept. on behalf of 350 Hispanic Police Officers. (2010) All of the class action complaints have had a positive Impact for all of the Hispanic employees and their families. The rewards are displayed all over the state of Texas. The following are a brief summary of individual cases Mr. Alvarado has represented. 1. Represented public employees before Civil Service Commission on grievances, demotions and other employment problems. (Approximately 3,500 employees) 2. Represented over 200 cases of discrimination and other civil rights including disability violations before EEOC and other Federal Commissions. 3. Tutor and mentor college para-legal students. Mr. Alvarado has also lectured on many occasions at various colleges and high schools on civil rights and the 1964 Civil Rights Act. Sam Tabet Alvarado's Vision for LULAC Mr. Alvarado proposes to conduct civil rights training sessions, lectures, tutoring, and hold workshops for all District XV LULAC members. With these training tools, Mr. Alvarado feels that within a year, District XV will take the lead in nation regarding handling civil rights cases and educating the membership on civil rights issues. With Mr. Alvarado's experience and leadership, District XV will epitomize LULAC's guiding principal of "JUSTICE FOR ALL". His knowledge, expertise and track record regarding civil rights has prepared him to make LULAC what the founding fathers had envisioned in their struggle for equal rights. Mr. Alvarado's integrity and sense of justice and righteousness is above reproach. His goals and objectives are to make LULAC District XV are as follows:

power structures ear. 2. Moving LULAC from an individual helping organization to a people helping organization. 3. To Make District XV and San Antonio an example in successful civil rights programs generated and sponsored by LULAC District XV. 4. Organizing around people's experiences while remaining outside the influences of powerful people that control the system. 5. Initiate a program of economic justice using our economic power wisely and with dignity, honesty and integrity. Finally, Mr. Alvarados vision and leadership will strengthen the economic classes within the Hispanic community and become a part of the process of empowerment His vision will also be part of a program for the restoration and recognition of the Hispanic's equal standing in American society, respected and honored as a people and the dignity that our heritage has given us. Background and positions held 1. Federal employee-became one of the highest ranking Hispanics in the nation. 2. Assigned by the U.S. State Dept. as Special Advisor to Central and South America. He served 16 countries in this capacity for 12 years. 3. Founder and Director of the National Association of Government Employees. (N.A.G.E.) This organization was the largest independent labor union in TX. 4. Served as a National Vice President of N.A.G.E. 5. Elected to the largest union in the AFL- CIO Executive Board . (SEIU). He was the first Hispanic to ever sit on the SEIU Board. 6. Served as the LULAC Civil Rights Director for District XV, State LULAC and National Civil Rights Director LULAC. 7. Since 1995, Mr. Alvarado has advocated and represented Pro-Bono over 100 men and women. Awards Lifetime Achievement Award National Hispanic Sports- 2008 Texas State legislature Special Award- 1989 Contributions to the Labor Movement and Civil Rights for Hispanics. LULAC State Civil Right Award- 2000- 2001 Outstanding Civil Rights- HispanicsState of Texas. LULAC Outstanding Citizenship Award - 1985 United States Government- Special Act Award- Outstanding Mapping

Program- Vietnam War 1972. Country of Guatemala- Publication for the First Pictomap in History- 1969. Presented Paper at World-Wide Society of Photogramety Annual Convention 1968. Judged the Outstanding Mapping Publication for the year 1968. Country of Panama- Outstanding Award - Contribution to Mapping Program 1968. Country of Colombia- Award of Training Mapping Personnel on Cadastral Mapping Program- 1967. Country of Bolivia-Presidential Award for Assisting Bolivia in time of Military Crisis -1967. Department of Defense Special Act Award for Most Outstanding Pictomap Program in the nation - 1970 First Annual Zapatista Award 2001- Civil Rights Award in the Representation of Mexican Americans. LULAC Civil Rights Council for Representation of Hispanics in Discrimination and Civil Rights Award 1990.
