SCOPE

This specification details the procedure for the testing and inspection of MV equipment, switchgear and circuit breakers, power transformers, protection relays, tripping systems, earthing and lightning protection, NEC/NERs, pilot protection systems including skid mounted transformers and switchgear for open pits. 2.0 TECHNICAL REQUIREMENTS TO BE SPECIFIED BY THE ENGINEER The Contractor shall acquaint himself with the relevant codes of practice, procedures and safety rules pertaining to each mine. Particular attention should be paid to the following: Permit to work systems Switching and testing procedures Earthing procedures Lock-out procedures

The Contractor will be held responsible for carrying out work in accordance with good engineering practice and the procedures/standards which are in force at the mine. The Contractor will have to sign for the procedures verifying that he has read same and he fully understands the contents and implications. While carrying out work on the mine, the Contractor will be subject to the rules and regulations of the Mine Health and Safety Act No. 29 of 1996 subsequent amendments and regulations in force. The Contractor will be responsible for familiarising himself with the contents of the Act and Regulations. The Contractor may be required on certain mines to obtain a special driver's licence pertaining to the mine. The following terms are defined in the AngloGold General Conditions of Contract: AngloGold, Company, Contractor, Engineer. 4.0 REQUIREMENTS

4.1

Reports The Contract or part thereof shall not be deemed to be complete and payment will not be made until three copies of the written report are in the possession of the Engineering Manager of the respective mine. The Contractor will be responsible for ensuring that the report is signed by the Responsible Engineer before the final report is distributed. The complete report must be submitted within one (1) calendar month of the tests and assessments having been carried out.

4.2

Programme The Contractor will be responsible for negotiating with mine representatives a mutually acceptable programme to cover the work required to be done by the mine. The programme, once agreed to both parties, should not be deviated from unless agreed to by both parties. Failure by the Contractor to adhere to the agreed dates and times may result in the cancellation of the Contract and/or non payment for work partially completed. In the instances where equipment cannot be taken out of service during normal working hours, the Contractor shall perform the required work at times agreed to with the mine. It is envisaged that a large portion of the work will take place on Sundays. The Contractor must negotiate with mine personnel with regard to the length of time required to do the job. The Contractor shall give the mine representative fair warning of any anticipated extensions to the scheduled time required to complete the work.

4.3

Spare parts The cost of the spares will be charged at a negotiated mark-up rate and the "cost plus" principle will be used. The Contractor shall endeavour to ensure that he has a spares holding on site of the spares recommended by the original manufacturer. Installation of spares can only be done once authorisation has been given from the mine representative.

4.4

Company representatives The Company reserves the right to have a representative accompany the Contractor at all times during the testing and checking.

4.5

Liaison The Contractor shall communicate verbally with the Responsible Engineer within 24 hours of each inspection, thereby giving the engineer a verbal report highlighting all anomalies and detailing the unsafe conditions rectified during the inspection and testing.

4.6

Safety No potentially dangerous situation or condition may be left unremedied. These conditions must be rectified on site at the time of discovery. When such a condition is found, the responsible engineer and/or his representative shall be notified immediately and the necessary steps taken to rectify the anomaly.

4.7

Call outs The Contractor shall make a representative available to handle call outs, at any time during the contract specifically to handle and rectify problems arising from the re-commissioning and testing of the equipment. A complete list of names and telephone numbers shall be submitted to the engineering manager before commencement of the work on site.

4.8

Training and competency The Contractor shall ensure that the persons designated to carry out the work are competent and have received adequate training related to any operations they are required to carry out within the scope of the contract.

4.9

Technical drawings The mine will endeavour to supply drawings of the applicable equipment. Cognisance of the fact that drawings will not be available in all cases must be realised.

5.0

QUALITY ASSURANCE PROCEDURES AngloGold QSP 100 shall apply.

TEST AND INSPECTION METHODS

Scope of work for testing switchgear panels and circuit breakers, including skid mounted open pit units The scope of work designated is the minimum to be carried out. If in the Contractors opinion or experience other tests and/or inspections should be carried out, he should advise the designated mine Engineer.

6.1.1

Oil filled Circuit Breakers Open oil tank and inspect the following items: Seal between tank and carriage body. Oil level. Switching contacts. Signs of heating. Contact surfaces for pitting and arcing.

Misalignment.

Internal mechanism and connecting levers and bushes.

Repair as required. Decant an oil sample and have the sample analysed by an approved Company. The analysis shall conform to the requirements of SABS 555, BS148 and IEC Recommendation Publication 422. The dielectric strength of the oil shall be tested - including that of new oil. Should the results of the analysis not meet the standards laid down in the above specification this must be clearly stated in the report. Replace the oil in the breaker as required, first testing the new oil to the above standards. NOTE: Regenerated oil may be used. 6.1.20 Mechanical Inspection and Testing General Inspect housing for general condition including fixing studs, security of covers, external earthing, proof against ingress of vermin etc. Rectify as necessary. Operating mechanism inspection and service: 0 Inspect operating mechanism to ensure correct operation and setting of linkages in accordance with the manufacturer's specifications. Lubricate using approved lubricants all the bearings, bushes and sliding surfaces as recommended by the manufacturer. Test strength of closing and opening springs where practical. Test and record breaker opening times. Inspect all mechanism damper/dashpot mechanisms to ensure proper operation paying special attention to those using neoprene seals. Replace parts as required.

Check the operation of the position selector gate mechanism where fitted. Lubricate according to the manufacturer's recommendations.

6.1.30 Electrical Testing and Inspection Carry out ductor tests on the three power circuits, to ensure proper contact of surfaces. Compare results with the manufacturer's specification or recommendations.

Check for contact wear and ensure correct operating clearances as detailed by the manufacturer's specification.

Inspect insulators and bushings for: 0 Cracks. Misalignment. Signs of damage and/or overheating.

Check operation of carriage interlock system specific to the particular breaker. Inspect the connection faces on the spouts and roses to ensure proper contact pressure and surface contact. Check and test the free operation of busbar and cable shutter mechanisms. Check auxiliary contact condition and associated operating mechanism. Special attention to be paid to fleeting contact time, where fitted. Check that the integral earthing connections internal to the cubicle are tight and solidly connected to the main earth bar of the switchgear. Check all control fuses on the: Tripping systems. Alarm systems. Voltage supply systems. Relay supply systems.

Inspect and determine the rating of the installed fuses and assess suitability. Change fuses where required. 0 Check wiring connections to terminals and relays for tightness. Remove the earth connection on the secondary control wiring and test insulation resistance to earth. Record findings. Should low readings be encountered the problem must be rectified immediately. Trace and record all disconnected wires and report findings to the responsible Engineer or his designated representative before handing back the equipment. Check tripping operation of all HT circuit breakers and where applicable, repair anomalies immediately. Check operation of all indicating lamps and replace blown lamps where required.

Perform the following checks on the voltage transformer: Check oil level where applicable.

Check HT and LT fuses and inspect connection faces to ensure proper contact. Clean HT connection spouts and check proper operation of the busbar shutters. Confirm availability of a locking facility.

Open rear cable access panel and inspect cable connections. Special attention should be paid to the termination of XLPE cables for signs of deterioration due to corona discharge. Where pilot wire connections are made for use with the earth continuity monitoring systems, check that the auxiliary wiring is kept physically as far away from the high voltage conductors as possible. Check that all CTs are correctly earthed and if not, rectify immediately. Check isolation and earthing mechanisms on the incoming 33/22 kV system isolators. Check the mechanical and/or electrical interlocking arrangement between earth switch and incoming isolator. Measure and record the resistance of the tripping and closing coils. Carry out insulation resistance tests at the voltage as recommended by the manufacturer. Check local and remote closing and tripping operations and record findings. Check for correct operation of the anti pumping relay. Check and record the functionality of the auto re-close relay, where fitted. Record the following information: Manufacturer. Breaker type. Serial number of the breaker.

Check the SF6 gas pressure on the applicable circuit breakers in relation to the manufacturers figures and note anomalies marking the relevant breaker. Check gaps on vacuum circuit breakers to manufacturers recommendation.

6.2 6.2.1

Scope of work for power transformers including skid mounted open pit transformers Auxiliary Protection Equipment Check correct calibration of the oil and winding temperature indicators. Check that the thermometer pockets are filled with oil to ensure proper heat transfer to the instrument.

Check alarm and trip settings on the winding and oil temperature relays. Remove the sensors from the pocket and test by actual immersion in hot fluid. Settings Alarm Trip Oil 85 95 Winding 95 105

Test Buccholz relay by means of injection of inert gas into the relay. Check operation of alarm and trip contacts. Test explosion vent trip circuit (where installed). Check oil level alarms and trips. 6.2.20 External Inspection Inspect for oil leaks, paying special attention to: Radiator valves. Bushings. Sampling device on Buccholz. Drain valves. Tap changer. Sight glass level indication. CT bushings.

Inspect primary and secondary bushings and surge arrestors for cracks, damage and signs of corona discharge damage. Remove dust and pollution from bushings and surge arrestors and polish porcelain. Check level of oil in the conservator tank. Take note of the ambient temperature. Check tap change mechanism to ensure that the handwheel is locked. Check radiator shut off valves are in the open position. Take an oil sample and analyse the sample for: Dielectric strength (> 25 kV 2.5 mm for 1 minute) Acidity (KOH) less than 0.25 mg KOH/gram oil Karl Fischer test for moisture (< 30 ppm)

Compare results with the standards set in SABS 555, BS 148 and IEC Recommendation Publication 422. Inspect tank earthing and check continuity with the main earth. Check desiccator: Silica gel - replace as required. Oil bath - fill or renew oil as required.

Inspect transformer holding down bolts and check for correct torque on the bolts. Inspect primary and secondary incoming conductors to ensure that undue tension is not placed on the bushings. Visually inspect at close range the electrical connections between conductors and bushings, to ensure that no loose connections exist. Using a 5 000 V Meggar test the primary and secondary insulation resistance. Record the results and compare to previous values. Value should exceed 100 meg ohms. Decant an oil sample and have the sample analysed by an approved company. The analysis shall conform to the requirements of SABS 555 and BS 148. Should the results of the analysis not meet the standards laid down in the above specification, this must be clearly stated in the report. Check clearance between conductors (phase to phase) and clearances between phase and ground on all overhead conductors paying special attention to the following: Connections to overhead line 22/33 kV. Connections from transformer skid to splitter skid. Connections to NEC/NER.

Check availability of spare HT fuses for the VT. Check proper earthing of the secondary winding of the VT. Confirm proper operation of the over temperature alarm and trip relays. Check external CT, oil levels and secondary winding insulation levels. Test winding temperature CT by means of injection testing. NOTE: All bushing oil leaks should where possible be repaired on site or failing that alternative arrangements should be made with the responsible engineer for another shutdown. Check the height of the overhead line between the transformer and splitter skid by actual measurement once the equipment has been isolated. Record minimum height and compare to the requirements of the mine and works act. Report accordingly. 6.3 6.3.1 Scope of work for testing and inspection protection and indication relays Initial Inspection

Clean external cover and relay housing internally and externally. Remove relay from the case and inspect visually for: 0 Damage to casing. Broken or damaged parts. Evidence of moisture or chemical attack. Excessive heat generation.

Record substation data: Mine. Date. Skid type : Transformer/s/Splitter/Breaker. Skid identification number. Substation location and designation.

Record relay data: Manufacture. Relay type. Serial number. Overcurrent element details. Type of curve. Settings.

Instantaneous overcurrent. Setting. Time delay.

Earth fault element details. Type of curve. Settings.

Output relay settings (electronic relays only). CT ratios and class.

Compare the above settings with the schedule of recommended settings and report anomalies.

6.3.20 "As Found" Tests Test the relay by means of secondary injection testing with the relay in the as found condition in accordance with the schedule of tests detailed below. Record the results and compare to the manufacturer's tolerances. 6.3.30 Maintenance Clean relay in accordance with the manufacturer's recommendations, removing all dirt and dust. Check relay tripping contacts and clean as recommended by the manufacturer. Check the following where applicable: 0 Bearing clearances (where applicable). Electrical connections.

Make minor adjustments to the equipment so that the final calibration is within the required tolerances.

6.3.40 Schedule of Tests Check the minimum "pick-up" and "drop-off" currents and compare to manufacturers tolerances. Check at least three timing points by testing at: 0 2 times tap setting. 4 times tap setting. 10 times tap setting.

Check instantaneous setting "pick-up" current. Check operation of flags and indications.

Where electro-mechanical relays are used, check the reset time of the relay. Where necessary, minor adjustments and calibration must be done on site. Check operation direct acting trip circuit breakers and direct acting trip coils. Record the following: 0 type of miniature circuit breaker in use. Time lag at 10 times CT secondary current.

Check correct operation of "inter" tripping as indicated on the schematic drawings. Special attention is to be paid to the following areas: NEC/NER protection intertrip with 6.6 kV breaker or 33/22 kV breaker. Check that all relays are correctly earthed and that the chassis and/or doors on which they are mounted are also earthed. From the schematic diagrams, check that all the initiating contacts and associated relays operate and indicate correctly. Check correct operation of the "trips circuit healthy" indication where fitted. Check that the polarity of the DC supply to the relays is correct. Check to see if precautions have been taken on the battery tripping unit infeed to ensure correct relay polarity regardless of cable connection. Carry out functional tests on all protection relays, indication relays, control relays, controls and interlocks. Update existing drawings as supplied by the mine. These drawings shall be legibly marked up and passed to the responsible engineer. Where no drawings exist, the tenderer shall quote for the tracing of existing wiring and the provision of new schematic drawings to AngloGold Electrical Engineering Standards. NOTE: This quote shall be submitted as part of the report and is not regarded as part of the contract.

6.4 6.4.1

Scope of work for DC tripping supplies on switchgear panels (battery systems and capacitor storage systems) General Check electrolyte level and report. Should topping up be necessary, notify the mine representative immediately. Check specific gravity of electrolyte in all cells. Check inter connection conductors between cells, clean corrosion deposits and tighten connections. Check power take-off points. Clean and check tightness of lugs. Replace wrap around take-off connections with correct size lugs. Report on battery compartment condition.

Treat battery compartment with anti-corrosive paint after having first prepared the surface. Check and measure for any leakage to earth on the battery system. 6.4.20 Control Compartment and Tests Check all fuse gear in the following areas: 0 Incoming AC supply fuses. Outgoing AC supply fuses to tripping circuit. Outgoing DC supply fuses to relays. Replace fuses where necessary.

Check and clean out electronic control board. Check operation of the following (where fitted): Ammeter. Voltmeter. On/off indication lamps. Alarm relays and indication lamps/LEDs. Low voltage. High voltage. Mains failure.

Switch off the supply voltage source to the battery charger and observe the behaviour of the DC voltage over a period of half an hour. Verify the correct calibration of the voltmeter and ammeter and record results. Check operation of float/boost facility measuring current and voltage in both conditions. Comparison to be made with maker's specification. Check proper identification of output fuses from the DC supply. If identification of fuses does not exist install temporary identification stick-on labels and report anomalies.

Where tripping and indication relays are fed off the same fuse, modify the system by either: Installing an additional set of fuses for the tripping supply and an additional supply cable to the control panel.

Connecting existing spare fuse facility to an additional supply cable feeding the tripping circuit.

Load test the batteries in accordance with the maker's specification using an approved load. Carry out a batch test trip by tripping the maximum number of breakers fed from the skid or at least four breakers. Observe the reaction of the battery or capacitive storage unit. Calculate the load drawn by the tripping coils and ensure that the VA rating of the battery is adequately sized. Assess the necessity to undertake the following: Chemical analysis of electrolyte. Controlled discharge of cells. Complete replacement of electrolyte. Special boost charge of all cells.

0 6.5 6.5.1

Assess the minimum tripping voltage required to allow the shunt trip coils to operate correctly. Compare this with the manufacturer's specification and report. Scope of work for earthing and lightning protection General Earthing Requirements Check equipment earth straps are properly connected to the main earth bar. Check continuity and condition of main earth bar and take off points. Check insulation resistance reading of insulated earths and insulated gland plates. Check earthing bonding of fences, gates, transformers, control cubicles, CTs and VTs. Conduct earthing test to determine the value of resistance of the earthing mat/spikes. The maximum value of resistance should not exceed 1 ohm. Check that earthing has been done as per the standard and schedule applicable to that mine, including any special requirements applicable to open pit transformer or circuit breaker skid earthing.

6.6 6.6.1

Scope of work for NEC/NERs Neutral Earthing Equipment Carry out the following tests and inspections on the neutral earthing resistor or NEC: Physical inspection of grid resistance (as applicable). Insulation resistance test with respect to earth. Ohmic value of the resistance. Compare with nameplate details, record and report any anomalies.

Check the earth fault protection relays in accordance with the schedule supplied. In the case of oil filled equipment, carry out the following inspections and tests. Check correct calibration of the oil and winding temperature indicators. Check that the thermometer pockets are filled with oil to ensure proper heat transfer to the instrument. Check alarm and trip settings on the winding and oil temperature relays. Remove the sensors from the pocket and test by actual immersion in hot fluid. Settings Alarm Trip Oil 85 95 Winding 95 105

6.7

Scope of work for pilot supervision relays Pilot Supervision Equipment Carry out trip testing of the pilot supervision relay by simulating the following faults: Open circuit on pilot or earth path. Short circuit on pilot or earth path.

Check pilot cores and earth return path resistance by measurement using an avometer or fluke. Verify the presence of the 100 ohm resistor in the circuit. Test the interlocking arrangement with the circuit breaker to check that the breaker trips when the pilot supervision unit is withdrawn. Check external wiring to the pilot core connection on the plugs and note the grade of insulation used on the connecting wiring. Report accordingly. Check and note the trip setting resistance. The maximum value of resistance setting should not exceed 10 ohms.

6.8

Scope of work for earth continuity monitor relays Earth continuity monitors should be calibrated by reference to the manufacturers specifications. Site tests should be carried out to check: Physical condition including fuses and wiring. Alarm and trip settings, including tripping of the circuit breaker. Settings should be adjusted to the mine standard values for individual units.

Any anomalies such as resistance readings above the mines designated settings should be recorded and reported to the responsible Engineer.
