COMPLAINT
To Whom it May Concern...
I am writing this document to inIorm the Internal AIIairs Department oI an extraordinary incident and incursion
that occurred during the month oI March that involved:
NatureCann

Date oI Raid / Incursion: March 21, 2012
Time: 4:41 pm
NatureCann is a registered 'Non-ProIit Mutual BeneIit Corporation in Iull compliance with the Secretary oI
State' requirements Ior corporations. Additionally, NatureCann is compliant with all provisions oI CaliIornia
State Law; Proposition 15 & SB420.
NatureCann is registered, permitted and bonded with the CaliIornia Board oI Equalization, and pays taxes oI
which a portion is dispensed to the City oI Long Beach.
NatureCann is also, 100 compliant with the 'spirit oI the Long Beach City Ordinance 5.87 in that we are
1000 Ieet away Irom all schools and park. Additionally, we are compliant with other provisions oI the now
deIunct ordinance. Nonetheless, under the present ordinance 5.89* 18 collectives have been part oI an
exclusivity program known as an exemption. NatureCann is as compliant as any collective on the City's list oI
exempt collectives.
*NOTE: On July 2, 2012; Long Beach Ordinance 5.89 has been rendered unenIorceable and illegal under the
decisions rendered by the Second District Court oI Appeals.
On the above date at the time described, a group oI armed men, non-uniIormed arrived at the location in what
appeared to be non-city vehicles. The vehicles utilized were oI the nature oI 'personal vehicles, not typical
Ford Crown Victoria unmarked cars. Soon, black & white police cars arrived on the scene.
The men approaching the Iront door oI the establishment, encountered a Security Guard outsourced by the
collective and an employee oI S & L Security oI Signal Hill.
They did not engage in conversation with the Security Guard nor did they show badges, warrants or
identiIication. The leader oI the group (later identiIied as LBPD Detective David Strohmann) demanded that the
door be opened. The volunteer controlling the Iront door Ilipped the switch to allow the men she saw at the Iront
door inside the lobby.

The men, without hesitation utilized special ramming equipment to destroy the interior security doors. Once
entering the main patient room, they pointed Iirearms with Iingers on the trigger in the direction oI all the
occupants in the building, asked them to lay down on the Iloor.
The men then commenced to do damage to the Iacility structure and items inside completely unrelated to an
search that may have been the objective. This damage was unnecessary to IulIill whatever duties they may have
been required to IulIill. The damage is also consistent with vandalism, since the damage to the Iacilities and
equipment were not associated with any barriers or containers requiring Iorce to be used.
They then proceeded to grab the patient medicine and through a damaging process, combined them all in several
grocery store bags.
Noticing the security cameras, they proceeded deeper into the Iacility to locate the Electronic Surveillance
Equipment and the Digital Video Recorder. Once they Iound this, they cut the cables to the cameras and
removed the DVR, and placed the DVR in one oI the black & white cars outside.
BeIore removing the DVR, the police grabbed brooms and Ilashlights and destroyed all the cameras in the
Iacility.
Upon completing their mission, the men had Iour young volunteers handcuIIed and arrested on misdemeanor
violations oI Ordinance 5.89.
They remained in jail Ior approximately 12 hours and were released approximately at 3am the next day.
SUMMARY
For a time these men were unidentiIied to us, and Ior all intents and purposes could have been robbing the
collective.
Additionally, NO WARRANT was obtained or shown to us at the Iacility.
The tactics used by these men were brutal and the vandalism to the Iacilities was unnecessary.
NatureCann operates within Iull compliance oI State Law and is a good neighbor.
The total damage to the Iacility and the medicine and equipment taken on this incursion is astounding.
Further, our attorneys have attempted to get the equipment and medicine returned, but on at least one occasion
the LBPD has denied the raid ever happened and that the property is in their possession.
