On 042099 at approx.1239 hrs.I arrived at LPDand was informed that SWAT was
beingactivatedto assistthe Jefferson County Sheriff's Department at Columbine
High Schoolwith regard to a shooting incident.
On South PierceStreet, just north ofthe High School command officers and
vehicles from various agencies were present. LittletonPD's Crisis Negotiation
Team was presentand had alreadyprepared their throw phone equipment for
deliveryand had designated a primary and secondary negotiator. Officers were
collecting information fromteachers and students who had barricaded themselves
in the school. Littleton PD had also established a TOC (tactical operatious center)
for data collection. Corporal Mike Kelly, the supervisor for Littleton PD's CNT,
was presentwith four members of their unit. I placed myselfand Agent Ebeling
under Cpl. Kelly's command. Cpl, Kelly laterreceivednoticefrom JCSD Dan
Sittner(supervisorfor JCSD's CNT unit) that the Littletongroup assembled under
Cpl. Kelly was the onlyCNT unit available for negotiation functions.

Other's lateradded to the CNTrrOC wereFBI S/A Mark J!4 J , and two or three
members ofthe Arapahoe CountySO. FBI SSIA Dwane Fuselier was also present
and was an advisor to the group.
The TOC was moved twice, once from the side ofa Littleton PD vehicle then to an
open area outside the JCSD Command vehicle, then to the interiorofthe Arapahoe
County Sheriff's command vehicle.
I advised Sgt. Sittner that should the needarise for crisis negotiations using
bullhorns a~ the school that both Ebeling and I would be available.
Following the return of the LPD Tactical SWAT to the command area the CNT
and TOC functions werediscontinued. Cpl, Kelly took charge of all of the
prepared cQat'ts and data for delivery to lCSD.

OBSERVATION/INVESTIGATION:
On Tuesday, 04/20/99, at about 1245 hours I responded to the Lakewood
Police Department regarding a SWAT call-out. I met Agents Hitchens and
Kraemer at the station and I was instructed to drive the department's
property van to Columbine High School, 6201 South Pierce Street. Agent
Kraemer told me the van would be used as a rescue vehicle. Agent Kraemer
drove a marked Lakewood police car to the area of Bowles Avenue and Pierce
Street and I followed him in the van. We arrived in the area at about 1330
hours.
Opon arrival, Agents Hitchens, Kraemer and I contacted Lakewood Police Sgt.
Hinkle at Leawood and pierce. Sgt. Hinkle told us that we would be the
next "reaction team" to be sent to the school. At about 1350 hours we
relocated to the Littleton Police Department's Command Post at Fair Avenue
and Pierce Street. Sgt. Hinkle told us that our mission was to locate
two suspect vehicles in the school's south parking lot. He described the
vehicles as a black Honda coupe with a "Ramstein" bumper sticker in the
back window and an older model black Mercedes with a "NIN" bumper sticker
in the back window.
At about ~408 hours Sgt. Hinkle, Agents Hitchens, Kraemer and I left the
command post with a "Loomis" armored truck. Sgt. Hinkle was inside the
truck and Agents Hitchens, Kraemer and I walked behind the truck to the
school's south parking lot. We traveled west through the lot and at about
1416 hours I saw a black Honda parked in the first row, directly south of
the school. The Honda was about 75 yards west of Pierce and about 30 yards
south of the building. I ran over to the Honda and saw a "Ramstein"
bumper sticker in the back window. Agent Kraemer put a "Stinger" stop
stick behind the car's rear tires. I looked into the car and saw a blue
blanket in the backseat. I saw a bulge under the blanket but I wasn't able
to discern what the bulge was. Agent Kraemer reached into the car through
the driver's door and lifted a corner of the blanket. He said he didn't
see anybody under the blanket and the bulge appeared to be a propane
bottle. Agent Kraemer and I returned to the rear of the armored truck and
we traveled about 20 yards to the west before stopping in the south parking
lot.
Agent Hitchens and I watched the school's south facing windows and, at
about 1422 hours, Agent Hitchens told me he saw movement through a ground
level glass door. Agent Hitchens said he saw a person moving near the
door and a short time later he said he was moving to the door to remove a

hostage from the building. I covered Agents Hitchens and Kraemer as they
approached the building and they escorted two white males to the armored
truck. One male was crying and was unable to speak. He later identified
himself as "Louis· and said he was a Columbine student. The other male
appeared to be about 55 years old. The older male climbed into the rear
of the armored truck and Louis stayed outside of the truck with Agents
Hitchens, Kraemer and me.
We maintained our position in the school'S south lot and were eventually
joined by sgt. Romaniec, Agent Wilson and Agent sawyer. Agent Hitchens
and I then moved north towarde the school and watched the school's main,
south entrance. I noticed a window on the ground floor level had been
shattered and tbere was a large amount of glass on the sidewalk near this
window. I also noticed a window on the school's second floor, southwest
corner had been shattered and most of the glass was missing from the pane.
I also saw a white female lying on the sidewalk near the southwest corner
of the building. This female, who was wearing blue jeans and a light
colored top, was not moving.
At about 1440 hours I saw a white male lean out of the shattered
southwest, second story window. It looked like he was going to jump out
the window and Agent Hitchens and I yelled at him to stay where he was.
The armored truck moved north towards the school and Agent Wilson and I
climbed into the back of the truok. I watched the school's ground level
windows as the truok moved under the shattered window. Agent Wilson and I
watohed the windows until the male was removed from the window and oarried
to the hack of the truok. This male, who identified himself as Richard,
told Agent Wilson and I that he had been shot. He was bleeding from his
head/neok area and he had difficulty answering our questions. It appeared
Richard was going to go to sleep and Agent Wilson and I spoke to him and
shook him to keep him awake. The armored truck was backed away from the
building to the south lot where Agent Wilson and I got out of the vehicle.
I assumed a "cover" position behind a car until the truck returned with
Sgt. Loar, Agent Beattie and Agent Kimmey.
Sgt. Loar told me that we were going to follow the truck north to the
school's main, south entrance and that we were going to search the
school's southeast, ground floor. We, as a team, moved to the school and
entered the building. We initially entered the cafeteria and I noticed
that the sprinkler system had been activated and the floor was covered
with about 1" of standing water. I also noticed backpacks on the cafeteria
floor and on the room's tables.
Sgt. Loar, Agent Hitchens and I formed a three man search team and, along
with Agent Kraemer, Sgt. Hinkle, Sgt. Romaniec, Agent Beattie and Agent
Kimmey searched the southeastern portion of the ground floor. We did not
find any hostages nor did we find any suspects. We then re-searched the
same area, doing a "micro search". Once again we did not find anybody Lr
that section of the building. Agents Kraemer, Hitchens, Sawyer and I .
eventually moved up to the second floor library area. I saw three people
lying on the library floor: two females and one male. None of these
people moved. I then moved downstairs and searched the cafeteria with
Ig
Agent Wilson. We didn't find anybody in that section of the'building. o=•

and I searched the southwest area of the school's south parking lot for the
second suspect vehicle, the black Mercedes. We found a black BMW about
100 yards southwest of the school. The BMW, Colorado license plate
GBZ-2636, had a "NIN° bumper sticker on the window. I looked into the car
and saw two clear bottles in the front passenger compartment. One bottle
was on the driver's seat and the other was on the floorboard between the
seats. Both containers contained a yellow/orange liquid and I noticed
bundles of matches had been taped to the top of the containers. These
items appeared to be "Molotov Cocktails". I also saw two plastic gas
containers in the back seat of the car. I told Agent Marcus Motte of the
Bureau of Alcohol, Tobacco and Firearms about the car and where it was
located.
At about 1700 hours we left the building'S south side and the Lakewood SWAT
team returned to the area of Laewood and Pierce.

ADDITIONAL INFORMATION:
I saw a black, plastic bottle on the stairs leading from the
cafeteria to the second floor. I also saw what appeared to be the remains
of an exploded metallic pipe bomb on the landing. There were several
nails on the stairs and floor.
I also saw a white male, lying on his back in a room just to the east of
the library. This male was not wearing a shirt and did not move. He
appeared to be in his sa's •

AND SAID. "LET'S GET HIM. TOO." HOWEVER, A SWAT OPERATOR FROM
ANOTHER JURISDICTION WAVED US OFF, TELLING US THAT THE STUDENT WAS
DEAD. (HE WAS A MALE, TEENAGED. WITH BROWN MEDJ:UtvI-CUT HAIR.

70WARDS THE NORTH. THE ARMORED TRlJCK CAME BACK AND THE TEAM FELL L'I BEHIND
IT AS WE APPROACHED THE LUNCH ROOM DOORS. WE ENTERED THE BUILDING AND
CONDUCTED A SEARCH ON THE FIRST FLOOR S/E. WE DID NOT LOCATE ANY STUDENTS
AND THE ONLY INCIDENT WAS AGENT KRAEMER USING HIS SHOTGUN TO SHOT-LOCK A
DOOR THAT WAS LOCKED. WE ENTERED THE LUNCH ROOM. THE SPRINKLER/ FIRE
SYSTEM WAS ACTIVATED AND THERE WAS A COUPLE INCHES OF WATER ON THE FLOOR.
ON THE STEPS LEADING UP TO THE LIBRARY, THERE WERE SEVERAL SPEND SHELL
CASINGS AND AN UNEXPLODED PROl?ANE CANISTER. IN THE LUNCH ROOM ITSELF,
THERE WERE SEVERAL PIPE BOMBS THAT ll:AD DETONATED. WE WERE CALLED UP TO
ASSIST DENVER SWAT ON THE SECOND FLOOR. AGENT DEWHURST AND I WENT lJPSTAIRS
AND WERE TOLD TO COVER DOWN THE HALLWAY TO THE EAST. WE TOOK UP A POSITION
NEXT TO THE LIBRARY. I COULD SEE SEVERAL BODIES ON THE GROUND INSIDE THE
ROOM. THEY WERE UNDER CHAIRS AND DESKS. IT APPEARED THAT THEY HAD BEEN
SHOT IN THE HEAD. WE WERE CALLED BACK TO OUR STAGING AREA IN THE LUNCH
ROOM. WE WERE TOLD TO CONDUCT A MICRO SEARCH ON THE FIRST FLOOR. AFTER
THAT SEARCH WAS COMPLETED, WE LEFT THE BUILDING. ATF ARRIVED AND I TOOK
ONE OF THEIR AGENTS TO THE CAR THAT ll:AD THE EXPLOSIVE IN THE BACK SEAT. HE
TOLD ME THAT THE JEFFCO BOMB UNIT WOULD BE TAKING CHARGE OF THE SCENE BUT
HE WOULD PASS THE INFORMATION ALONG. I TOOK ANOTHER ATF AGENT INSIDE AND
SHOWED HIM THE UNEXPLODED UNIT AS WELL AS THE PIPE BOMBS. WE WERE THEN
RELIEVED Aml SENT BACK TO THE COMMAND POST.

ON 042099 AT ABOUT 1351 HOURS SERGEANT LOAR AND I ADVISED DISPATCH THAT WE
WElRE ENROUTE TO THE COMMAND POST ON S PIERCE ST, SOUTH OF W BOWLES AVENUE.
WEI ARRIVED AT THE I.l?D SWAT VAN ABOUT 20 TO 25 MINUTES LATER. ABOUT ~O
MINUTES LATER WEI WALKED UP TO THE AREA ON THE EAST SIDE. I REMAINED AT
THAT LOCATION FOR APPROXIMATELY as TO 2S MINUTES. DURING THAT TIME PART OF
THE LPD TEAM HAD MADE ENTRY FROM THESE EAST DOORS AND I OBSERVED AS GROUPS
OF STUDENTS WERE ESCORTED OUT OF THE BUILDING.
I NOTED A DENVER SWAT OFFICER (GRAY) ON THE STAIRS FROM THE CAFETERIA TO
THE SECOND FLOOR. I WAS TEAMED UP WITH AGT BEATTIE AND ALONG WITH OTHER
TEAM MEMEERS WEI BEGAN TO CLEAR ROOMS OFF OF THE FIRST TWO HALLWAYS TO THE
EAST OF THE ENTRANCE TO THE CAFETERIA. AFTER THIS WAS ACCOMPLISHED, WE
RETURNED TO THE CAFETERIA TO AKAIT ADDITIONAL ORDERS.
WHILE IN THE CAFETERIA, I NOTICED BURN MARKS IN AT LEAST THREE SPOTS ON THE
FLOOR WHERE SOME SORT OF EXPLOSION HAD OCCURRED. I SAW THE REMAINS OF PIPE:
BOMBS (pIPES, PIPE CAPS, NAILS) AND A PROPANE: CYLINDER WITH DUCT TAPE:
WRAPPED AROUND IT. I ALSO SAW WHAT APpEARED TO BE 9MM CASINGS ON THE:
LANDING BETWEEN THE FIRST AND SECOND FLOORS. THE FIRE ALARM WAS SOUNDING
AND THE FLOOR WAS FLOODED FROM THE FIRE SPRINKLERS.
A SHORT WHILE LATER I WAS ASSIGNED TO ASSIST WITH DOING A MICRO SEARCH OF
THE KITCHEN AREA OF THE CAFETERIA. AGENT BEATTIE AND I WERE AGAIN PAIRED
UP AND WE CLEARED ALL OF THE KITCHEN AREA. WE MADE NOTE OF ONE DOOR IN
THE REAR OF THE KITCHEN THAT WE COULD NOT ENTER. WE LATER RETURNED WITH
AGT KRAEMER TO SHOCK LOCK THE DOOR SO THE ROOM COULD BE CLEARED. IT WAS
CLEAR.
DURING THIS KITCHEN CLEARANCE, I NOTICED A BODY OUTSIDE THE WEST SIDE OF
THE CAFETERIA. IT WAS MOSTLY COVERED WITH A WHITE: SHRET. AGT SWAINSON,
AGT BEATTIE AND SGT ROMANIEC AND I ALSO CLEARED IN THE CEILING OF THE
TEACHER' S LOUNGE.
AFTER THIS CLEARANCE I WENT OUTSIDE WITH THE REST OF THE TEAM. SHORTLY
AFTER THAT, SGT LOAR ASSIGNED AGT BEATTIE AND ME TO LOOK IN THE PARKING
LOT TO THE SOUTH AND EAST OF THE CAFETERIA ENTRANCE. WE WElRE TO LOOK FOR

OBSERVATION/INVESTIGATION: ON 04-20 99 I WAS INSTRUCTING LPD POLICE
ACADEMY RECRUITS AT THE RANGE ON PISTOL SHOOTING TECHNIQUES. OTHER RANGE
STAFF MEMBERS AND I MONITORED THE SITUATION AT COLUV~INE HIGH SCqOOL AND
THAT ON-DUTY S.W.A.T. TEAM PERSONNEL HAD BEEN DIRECTED TO RESPONl) THERE TO
ASSIST. I CONFIRMED WITH LT. BRENNAN HIS NEED FOR .a.DDITIONAL TACTICAL
AGENTS AND THEN RESPONDED TO LPD WITH AGTS. HITCHENS AND DEWdURST.
AT LPD THE 3 OF US DONNED TACTICAL GEAR AND LOADED OUR EQUIPMENT INTO A
MARKED PATROL CAR AND THE PROPERTY VAN (THE LATTER FOR USE AS A RESCUE
VEHICLE). WE RESPOi\tl)ED TO COLUMBINE: HIGH SCHOOL, PARKED OUR VEEICLES, AND
REPORTED TO THE LPD S.W.AT. VAN/COMMAND POST. SOT. HINKLE SHORT"Y
THEREAFTER DIRECTED US TO GET A SET OF "ROAD-SPIKE" TIRE DEFLATORS WHICH WE
LOADED ONTO A VOLUNTEERED "LOOMIS ARMORED CAR SERVICE" TRUCK. WITH SOT.
HINKLE IN THE PASSENGER SEAT AND AOTS. HITCHENS, DE~~ST, AND MYSELF
WALKING/RIDING BEHIND ON FOOT, WE WENT TO LOCATE TWO POSSIBLE SUSPECT CARS
IN THE S. PARKING LOT OF THE SCHOOL. WE SOON FOUND THE DESCRIBED CAR. A
BLK, 2-DooR HONDA WITH A "RAMSTEIN" STrCKER ON THE BACK WINDSHIELD. WITH
COVER FROM AGT. DEWHURST, I DEPLOYED THE TIRE DEFLATORS BEHIND THE SUSPECT
VEHICLE. I THEN LOOKED IN AND DISCOVERED AN OBJECT ON THE BACK RIGHT-SIDE
SEAT, COVERED WITH A BLANKET. VIA THE OPEN DRIVER'S WINDOW, I MOVED THE
BLANKET SLOWLY AND SLIGHTLY ASIDE AN~ THEREUPON SAW WHAT APPEARED TO BE A
SPHERICAL PROPANE TANK OR SIMILAR CONTAINER. BASED UPON EARLIER RADIOED
REPORTS OF PIPE-BOMBS, I PRESUMED TRAT THIS TANK MIGHT BE BOOBY-TRAPPED OR
SIMILARLY RIGGED TO EXPLODE, I TOLD AGT. DEWHURST AND WE RETURNED TO
TIfE TRUCK, THEREBY ADVI SING SGT. HINKLE.
WE CONTlbiUED DRIVING SLOWLY W/B THROUGH THE S. PARKING LOT OF THE SCHOOL,
LOOKING FOR THE OTHER SUSPECT CAR. WE OBSERVED SO~lE STUDENTS WAVING AT US
FROM A SECOND-FLOOR E. WING WINDOW. WE INDICATED TO THEM TO ST.a.Y WHERE
THEY WERE AND THEY GAVE US A "THUMllS UP", INDICATING THEIR ASSENT. WE NEXT
OBSERVED A HAND-MADE SIGN IN A SECOND-FLOOR WINDOW W. OF THE STDuENTS NEAR
THE MAIN S. ENTRANCE. IT sxm "HELP I' M BLEEDING TO DEATH". RELAYING THIS
INFORMATION TO THE COMMAND POST, WE WERE ADVISEO THAT DPD S.W.A.T. UNITS
WERE ON THAT FLOOR AND WOULD HANDLE THAT SITUATION.
AGT. HITCHENS OBSERVED A DOOR OPENING SLIGHTLY ON TEE GROUND FLOOR JUST
BELOW THE "HELP" SIGN. HE WENT TO THE DOOR AND DIRECTED ME TO JOIN HIM TO
ASSIST. I TOOK A ¥OUNG WElTE MALE, LOUrS SCILIPEPPI, 030981, BACK TO THE
SAFET¥ OF THE ARMORED TRUCK, AND AGT. HITCHENS FOLLOWED WITH AN OLDER WHITE
MALE ADULT. AT THIS POINT, A CHANNEL 4 NEWS HELICOPTER SWOOPED IN VER¥
LOW FOR A CAMERA SHOT, KICKING UP LOTS OF DUST/DEBRIS. I ASKED SGT. HINKLE
TO RADIO THE COMMAND POST TO RAVE THE COPTER BACK OFF BECAUSE IT WAS ,

EXPLOSIVE DETONATION. ))''EARBY WAS THE LOWER PART OF WHAT APPEARED TO BE A
PIPE-SOMB FILLED WITH NAILS; A PIPE END-CAP WAS ON THE STAIRS NEARBY,
ALONG WITH ANOTHER SIMILAR DISCOLORATION AND A SMALL PROPANE BOTTLE WITH
DUCT TAPE REMNANTS. THERE WERE NAILS AND 9MM SHELLS CASINGS ON THE
LANDING.
AT SGT. HINKLE'S DIRECTION, THE S.W.A.T. TEAMS PROCEEDED E/B INTO THE
ASSIGNED AREA, CLEARING ROOMS AND OFFICES. MOST OF T'dE DOORS WE FOUND HAD
THE WIRE-MESH-REINFORCED GLASS BROKEN OUT, GIVING ACCESS TO THE INTERIOR
DOOR HANDLE. SOME OTHER DOORS WERE EITHER UNLOCKED OR OPEN. ONE SOLm
WOOD DOOR WAS LOCKED AND HAD OBVIOUS SIGNS OF AN ATTEMPTED AND FAILED
MECHANICAL BREACH TO ITS HANDLE. I WAS DIRECTED TO DEFEAT THE LOCK WITH
MY SHOTGUN. I FIRED 2 FRANGIBLE SLUG BREACHING ROUNDS WHICH SHEARED THE
LOCK MECRANISM, GIVING ACCESS INTO A SMALL JANITORIAL CLOSET WHICH WAS
UNOCCUPIED. THE TEAM THEN CONTINUED THROUGH THE WING, CHECKING FOR
ADDITIONAL VICTIMS, SUSPECTS, ORDINANCE, AND WEAPONS. IN ONE AREA, ALONG
THE LENGTH OF A WALL AND JUST ABOVE THE FLOOR, WAS A 3-4 FOOT LONG GOUGE
INDICATIVE OF A POSSIBLE EXPLOSIVE DEVICE'S IMPACT.
SUBSEQUENT TO THIS, WHILE STANDING ON THE STAIRS FROM THE GROUND FLOOR TO

OFFICER IF WE COULD TAKE OVER A PORTION OF THE HALLWAY AT THE TOP OF
THESES STAIRS. SGT. ROMANIEC CONSENTED, AND AGT. WILSON AND I POSITIONED

INVESTIGATION/OBSERVATION
SHORTLY AFTER ARRIVING AT THE COMMAND POST, SEVERAL STUDENTS EXITED TEE
SCHOOL (EAST SIDE, AND RAN TOWARDS OUR LOCATION. I ASSISTED WITH USHERING
THE KIDS FROM THE SCHOOL TO A STAGING AREA WHERE THEY WERE SEARCHED AND
FUU~ED OFF TO ANOTHER TEAM FOR DEBRIEFING. I HELPED WITH THREE SEPARATE
GROUPS OF STUDENTS BEFORE BEING ASSIGNED ANOTEER MISSION.
'<>.KEWOOO SWAT MEMBERS HAD RADIOED THAT THEY HAD JUST PERFORMED A RESCUE OF
A STUDENT AND WERE ENROOTE TO OUR LOCATION. THE TEAM MEMBERS ARRIVED AT TEE
COMMAND POST IN A ARMORED VEHICLE. UPON THEIR ARRIVAL, I HELPED WITH THE
WOllliDED STUDENT AND TWO OTHER COMPANIONS.
I ACCOMPANIED MEMBERS OF THE TEAM BACK TO THE SCHOOL WHERE WE MADE ENTRY
INTO THE SOOTH DOORS, WE WERE TASKED WITH CLEARING THE SOUTHEAST WING,
CAFETERIA, AND AUDITORIUM. DURING THE SEARCH, TWO LOCKED DOORS HAD TO BE
BREECHED BY SHOTGUN. AS IDE FROM THOSE TWO SHOTS, NO OTHER ROllliDS WERE
FIRED.
ONCE THOSE SEARCHES WERE DONE, WE REAMlNED IN THE CAFETERIA AREA AND
AWAITED FURTHER INSTRUCTION. WE WERE TOLD TO "MICRO SEARCH" THE SA.'lE AREA
AGAIN BEFORE DECLARING IT SAFE. WE PERFORMED THAT FUNCTION I\NIJ THEN
REMAINED NEAR THE MAIN (SOUTH) ENTRANCE.
AT THE REQUEST OF THE COMMAND POST, I GATHERED A TEAM OF FOUR SWAT MEMBERS
AND BEGAN TO SEARCH THE SOUTH PARKING LOT FOR ANY SUSPECT VEHICLE(S).
AGENTS KIMMEY AND BEATTY CHECKED THE SOUTHEAST LOT WHILE AGENT DEWHURST I\NIJ
I CHECKED THE SOUTHWEST. WE LOCATED A BLUE NISSAN SENTRA NEAR THE SPOT
WHERE ONE OF THE DECEASED STUDENTS LAY. THE CAR HAD STlKERS ON IT THAT READ
"NIN", "I HATE EVERYBODY", AND A PICTURE OF BORIS YELTSIN. APPROXIMATELY
100 FEET SOUTHWEST OF THAT VEHICLE WE FOllliD WHAT APPEARED TO BE ONE OF THE
SUSPECT VEHICLES. IT WAS A BLACK BMW WITH SIMILAIR BUMPER STICKERS ON IT.
INSIDE WE COULD CLEARLY SEE A HOMEMADE MOLITOV COCKTAIL, LIVE AMMUNITION,

nd Sawyer and I departed from che command post on fooc co the south
.,>arkins lot. Sergeant atreecer ana the remaining SWAT personnel stayed at
the command post for another mission. See Sergeant Streeter's report for
details of that assignment. While enroute co the souch parking lot, I
observed the Channel 4< helicopter hovering very Iowan the west side of the
high school, by the glass rotund section which was identified as the
cafeteria, with the library locsced above on the second floor. The
hovering heliCOPter was ~icking up dust and debris and the noise made it
difficult to hear radio transmissions.
When I arrived at the armored car, I was briefed by Agent Kraemer who
indicated they had located the Honda and had placed "stop sticks" behind
the wheels. A larsre propane type t~ had been found in chs Honda and it
was believed the t.ank may be an explosive deVice. Agent Kraemer also
informed me that he had observed a handprinted sign in a second floor
window which said, "I'm bleeding to death."
At approximately 1430 hours, a student was Observed leaning out a second
story window. The window was shattered and the opening was about 3 'X4' .
Agents were shouting to the student not to jump and to hang on. We were
aware that SWAT Teams had been moving inside the high school, although we
did not ~ow exact locations for the teams. Information regarding the
student was radioed, however, at this point in the operation radio
batteries were low and it is not ~oWn if the transmission was received.
It was evident by watching this student that he was determined to remove
himself from the library. It was deoided that a rescue attempt would be
ade by using the armored car. With Sergeant Hinkle directing the armored
car driver, SWAT agents, using the cover of the armored car, moved toward
the southwest side of the high school. The SWAT agents consisted of
Agents Kraemer, Dewhurst, Hitchens, and sawyer. The armored car came to a
step along side the building directly below the stUdent. It was evident
the student was badly injured and would need help. Agent Kl;aemer ascended
to the roof of the armored car and called for assistance. I went up onto
the armored car's roof. The student's arms were grabbed and he kicked
himself to the outside. Agent Kl;a.emer and r held onto him as he fell to
the outside. His momeIltum swung his body down and he slammed against the
armored car. The student was lowered to Agent Hitchens. I climbed off the
armored car and assisted Agent Hitchens in placing the student into the
back of the armored oar. The armored car was guided back out to the
parking lot. Agent Dewhurst was inside the back of the armored car and he
talked to the student, who appeared to be losing consciousness.
Information was radioed to the command post that a student had been
evacuated and he was in need of immediate medical attention.
Once the armored car departed the parking lot, Agents Hitchens, Sawyer,
Wilson and I sought cover behind carS.
Sergeant Hinkle returned a short time later with Sergeant Loar, Agent
Kimmey and Agent Beattie. Sergeant Hinkle briefed team members reference a
mission to assist SWAT Teams inside the high school in clearing the school.
Once again, the armored car was used to make the approacl:\ to the high
-::hool. Entry to the school was made at approximately 1456 hours, per
~mmunications recording.
Once inside the high school, contact was made with slone DPD SWAT off;~~~

'hoindicated that the lower level had already been cleared by DPD SWAT. It
Jas decided that the lower level, which consisted of the cafeteria, an
auditorium, and a pod of classrooms would be searched again. During the
search, two locked doors were found. One was a classroom door and the
second was a dOOr to a storage room located in the kitchen. Both of the
doors were shoe loc'd to allow entry. The entry into the storage room
occurred at the end of the micro-search.
While clearing the lower level of the high school, I observed the
following: The sprinkler heads in the cafeteria had been activated and
water was covering the floor, up to 3 inches in certain areas. Several
hundred backpacks were strewn along the floor in the cafeteria. Ceiling
tile had come down from the ceiling and light fixtures had been damaged.
TWo pipe bomb type devices were found on the floor in the cafeteria.
Evidence of some type of explosion was apparent from possible gun powder
residue on the floor. Also several large windows had been damaged
probably as a result of the blast. Along the east west hallway leading to
the lower classroom area, a large 4 foot gash was noted at the base of the
south wall, most probably as a result of shrapnel from a blast. On the
stairs which led to the main level of the high school, a small propane
bottle with duct tape wrapped about the top was observed. Nails were also
observed at various locations on the floor. In the teacher's lounge,
several sections of ceiling tile were down. It was later learned that some
teachers and/or students had attempted to hide in the ceiling and had
apparently fallen through the ceiling. Although I did not specifically
look for projectiles, I did observe one copper jacketed projectile embedded
n a wall just outside the teacher's lounge.
Once the FBI SWAT Team secured the outside perimeter and ATF agents had
been briefed and given a tour of the inside of the lower level of high
school, the scene was released at approximately 1700 hours.
ADDITIONAL:
During the time LPD SWAT personnel were assisting DPD SWAT on the northwest
side of the high school, several groups of students were evacuated from the
school. Once these groups of 20 to 30 students reached SWAT personnel,
they were searched for weapons. Information had been received that the
suspects had possibly changed clothing and may attempt to escape the area
by joining with the evacuated students.

SIDE OF THE SCHOOL. THERE I ASSISTED WITH THE EVACUATION OF NUMEROUS
S~JDENTS FROM THE SCHOOL. NOT KNOWING IF THE SUSPECTS ~~ COME OUT WITH
OTHER STU~ENTS ALL STUDENTS WHO CAM OUT OF THE SCHOOL WERE PATTED DOWN ~~
CHECKED FOR WEAFONS. AT ONE POINT IT WAS DECIDED THAT ALL LAKEWOOO SWAT
MEMBERS SHOULD MEET AT A CO~~ POST WHICH HAP BEEN SET UP IN FRONT OF THE
SCHOOL.
THE TEAM WAS TEEN ASSIGNED TO START CHECKING ROOMS ON THE FIRST STORY
OF THE SCHOOL. ALL ROOMS WERE FOUND TO BE CLEAR. AT ONE POINT DENVER SWAT
REPORTED THAT THE HAP FOUND SEVERAL DEAD STUDENTS AND THE SUSPECTS IN THE
LrBRARY. AT THAT TIME WE AGAIN CHECK ROOM, THIS TIME MORE THOROUGHLY.
AFTER SOME TIME IT WAS DETERMINED THAT THE SCENE WAS CLEAR AND IT WAS
TURNED OVER INVESTIGATORS.

On Tuesday, 04-~-99 at approximately 1251 hrs., I arrived at a
staging area near West Bowles Ave. and South Pierce St. with other members
of the Lakewood Police Department SWAT Team to assist the Jefferson County
Sheriff's Department on a shooting incident at Columbine High School. Upon
our arrival, I was assigned to be a member of a seven man reaction/rescue
team and instructed to stand by for a deployment.
At approximately 1252 hrs., the reaction/rescue team I was assigned to
was instructed to meet up with Denver Police Department Metro SWAT
personnel on the southwest side of the school. Our reaction/rescue team
moved aut and arrived at our position at approximately 1306 hrs. Our
reaction/resuce team immediately conferred with Denver Metro SWAT
personnel and began providing cover and assistance in hostage rescues.
Those rescues were being initiated from the cafeteria area of Colurr~ine
High School. Lakewood Police K9 Agent Roy Capp and I took a position near
a Littleton Fire Department fire truck where we provided cover for hostages
that were being rescued and moved to a position of safeey. Once the
students were removed from that area, Agent Capp and I, and the other
members of the reaction/rescue team, were instructed to return to an
alternative command post for an immediate deployment into the school.
Our reaction/rescue team arrived at the alternative command post
located in front of the school at approximately 1420 hrs. and were advised
stand by for an immediate deployment into the school. Lakewood Police Sgt.
Jeff Streeter instructed myself, Agent Capp, Agent Swainson , Detective W~ay
and ! that our mission was to enter the school from the east side and
begin to effect hostage rescues and attempt to locate the suspect(s). At
apprOXimately 1438 hrs, our team made our approach to the east side of the
school and married up with a Littleton Police Department SWAT Officer who
advised assistance was needed in locating/rescuing!hostages. The Littleton
officer also stated that shots had been heard from the gym area and that he
had two officers covering the hallway leading to the gym.
As our team made entry into the school, I passed a number of live 9 MM
rounds scattered on the floor leading to the gym. I do not know the exact
location of that area. After passing the information on about the rounes
to the other team rne~~ers, our reaction/rescue team took a position outside
a corridor leading to a hallway in what I believe to be the southeast area
of the school. Entry was made into that hallway and several rescues were

made. Approximately 20 students were rescued from that area. As
mentioned earlier, I do not know the identification of that hallway, but
would be able to identify it if seen again.
From ~he hallway just mentioned, Agent Capp and I, along with
Littleton Police Department SWAT Officer Chet Neil land other Littleton
SWAT Officers whose names I don't know!, moved to the math/science wing of
the school where we were told through communications that reports of
numerous hostages with suspects were being reported. At one time, we were
advised one suspect was holding several hostages in an unspecified location
somewhere in the math/science area. In addition, that same information
indicated that one of the hostages was injured and hostages were preforming
CPR on the injured hostage. I did not, and still do not know, where that
information came from or what agency was airing that information.
Once at the math/science area, our reaction/rescue team married up
with several Denver Metro SWAT Officers and two Jefferson County Sheriff's
Department SWAT Officers and made numerous rescues. Approximately SO or
more students were rescued along with several teachers. We did not locate
any suspects or injured parties at that time.
From the math/science area, I continued to assist in clearing rooms
and checking for hostages/victims/suspects. While working my way to the
south west area of the upper level of the school, I came across a small
room that appeared to me to be a storage like area. This room was south of
the library and appeared to me to be in the math/science area. In that
room, where the door was open, I observed an older white male with no shirt
obviously dead. 1 continued to move towards the library where I came in
contact with an unknown Denver Police Officer. AS I began tc enter the
library, the Denver Officer stated the library had just been cleared.
While in that area, I observed numerous bodies on the south side of the ,
library, under tables. These bodies appeared to me to be bodies of young
teen aged kids and all appeared to be dead.
From the library, I was received information that the "macro" search
of the school for hostages/suspects had been completed. I was subsequently
ordered to meet outside the cafeteria area on the lower level of the school
for a new mission. Once 1 arrived at the cafeteria, members of the
Lakewood Police Department SWAT Team were divided into groups to conduct a
"micro" search of the lower level. Detective Wilson and I formed a
"point-wing" team and re-entered the cafeteria are<i and began the search.
During our search, we remained in the cafeteria area and found no
bodies/hostages/suspects. However,! d1d see a great deal of damage to
the cafeteria area that included broken ceiling tiles, black darken areas
on the cafeteria floor, blood stained carpeting and a great deal of
flooding due to the over head sprinkler system which was pouring water into
the cafeteria area. I also noted numerous back packs strewn allover the
cafeteria and numerous purses and shoes.
At the conclusicn of the "micro" search, our SWAT Team was relieved by
the FBI SWAT Team who provided scene security. Our SWAT Team returned to
the command post Where we down loaded our equipment and were relieved of
any additional SWAT duties.
After a minor de-briefing of the incident, ! returned to the scene at

approximately 1830 hrs. Up until approximately 2100 hrs., I remained at
the scene awaiting an investigative assignment. Sgt. Dan McCasky of the
Department contacted me and requested I respond to

Littleton, CO to assist in tne execution of a searcn
a residence. When I arrived on scene of South Reed St., I
checked in'with the scene security officer (a Jefferson County Deputy
Sheriff motor man) and entered the home. Inside the home, I met Sgt.
McCasky, Lakewood Police Department Detectives Co~~ally, Greenwell and

and CSl. Sgt. McCasky told me is the home of Eric
Harris, a suspect in this incid .
As I approached the house to enter, I detected a strong odor of what I
believed to be gasoline. Entering the house, that odor became stronger, I
waS told by Sgt. McCasky that when he arrived, several gas canisters had
been located in the house or garage iI don't recall which) and that the
fumes were extremely strong then, Due to the fear of an explosion, Sgt,
McCasky stated the power to the house was turned off and the canisters were
removed.
While at I assisted in searching Harris' basement
bedroom and th garage. During e search of the garage with an unknowll
AT" Agent, I located a roll of "duck tape" and a box containing numerous
batteries of different voltage. Also located in the box with the batteries
was a voltage meter. In addition, I located two black colored o~l
canisters which the ATF Agent advised me that those were similar to the
canisters found near the school. The ATF Agent stated the canisters were
not found physically on the school property, but were found down the street
and evidently detonated as a diversion prior to the shooting rampage in the
school, Those items previously mentioned were subsequently collected by
me and placed in a clear plastic evidence bag.
In Harris' bedroom, I assisted in searching a "tv" area outside
Harris' bedroom. I specifically searched through miscellaneous papers
located on top of a desk and inside the drawers of the desk. I placed a
number of papers and video capes in an evidence bag.
At approximately 2400 hrs. on 04-20-99, I assisted in moving items
seized as a result of the search warrant to Investigator Schottsky's
unmarked police car. I then left Harris' house.

Johnson, ~~d learned Mike was in surgery. Mr. and Mrs. Johnson stated they
had no information to provide and stated Mike had sustained gun shot wounds
to the left arm, right knee and the right side of his jaw.

Patrick Ireland, but was informed by a nurse Patrick's parents had just
been put to bed and were sleeping.

OBSERVATION/INVESTIGATION
On 04-22-99, I prepared a report describing my responsibilities and
actions during the Columbine High School incident. In the opening
paragraph of my supplemental report, I indicated I arrived on scene on
Tuesday 04-06-~9. That is mistake on my part. I arrived on scene on
Tuesday 04-20-99.
This case remains administratively cleared.

I GATHERED MY GEAR, AND ACCOMPANIED DETECTIVE JOE WRAY IN A MARKED
LAKEWOOD POLICE DEPARTMENT VEHICLE TO THE AREA JUST SOUTH OF COLUMBINE HIG~
SCHOOL IN UNINCOR?ORATED JEFFERSON COUNTY.
MYSE:'F AND SEVERAL OTHERS FROM THE LAKEWOOD POLICE DEPARTMENT SWAT TEAM
Vl'ERE THEN SENT TO THE NORTH Vl'ES'I' COR..'lER OF THE HIGH SCHOOL, WHERE WE MET U;;:
WITH THE DENVER POLICE DEPARTMENT SWAT T~~.
I WAS FIRST ASSIGNED TO PROVIDE COVER ON AN OPEN DOOR ON THE WEST SIDE OF
THE SCHOOL. THIS COVER WAS REQUIRED FOR STUDENTS WHO WERE BEING EVACUATED
OUT OF THE CAFETERIA AREA.
I WAS THEN ASSIGNED TO GO UP ONTO Tr'..E ROOF AND PROVIDE COVEI'. W!'!H MY MP-S
SUB MACHINE GUN. AFTER ONLY A FEW MI~JTES ON THE ROOF I WAS TOLD TO
!. THEN STAGED NEAR A COMMAND POST JUST EAST OF THE SCHOOL. I WAS THEN SENT
WITH r.~~EE OTHER LAKEWOOD SWAT MEMBERS TO MEET UP WITH OTHER LAKEWOOD SWAT
MEMBERS ON Th"E SOUTH SIDE OF TIlE SCSOOL.
ON THE SOUTH SIDE OF THE SCHOOL, I MET UP WITH THESE OTHER TEAM MEMBERS WHC
WERE STATIONED BEHIND AN ARMORED CAR.

BACK OF THE ~~ORED CAR AS WE RESCUED A MAlE STUDENT FROM THE SECOND FLOOR

SECURED TK~T AREA. I THEN ASSISTED IN SECURING A WING OF CLASSRoOMS TO THE

I THEN WENT TO THE SECOND LEVEL TO ASSIST THE D~IER SWAT TEAM THAT WAS
CLEARING THAT AREA.
I NOTICED AN ADULT MAlE VICTIM IN WHAT APPEARED TO BE AN AUDIO VISUAL TYPE
