business for Fifteen Years!! ~ ~ = = = t I Lesson 7 ./ Our firs IN-Bas et Next Week 208 Arrests -Part One PL 145 Criminal Mischief and Offenses (Graffiti) www.nl.pdthekev. com 212-561-0122 HOW TO TAKE AN EXAM Many students are intimidated and/or fearful of the in-basket portion of the exam. When in reality, they should look at it as an opportunity to increase their score with less effort than is required in the technical portion of the exam. In-baskets are a skill that can be acquired by understanding the rules and then applying them by taking as many in-basket exams as possible. You must be systematic and organized. You will be given a Roll Call, Roll Call Adjustment Sheet, Command Roster, Command Log, Telephone Record, and several memos, directives and forms. To stay organized, you will need to INDEX and make ROLL CALL ADJUSTMENTS INDEX: We recommend keeping it simple; use the following headings: ITEM WHO WHERE COMMENTS/CROSS REFERENCES 1 PO mith N/A Saturday, May 4 2013, 3 Td Platoon (Example Only) What the item is about (be very general) Who is effected (Smith granted an E-Day) Is there a location in the item? Any comments or cross references should be brief Roll Call Adjustments: Make Roll Call changes but do not fully adjust the Roll Call After you read the Roll Call Adjustment Sheet, go to the Roll Call and line out PO Smith in sector Adam and then put him on the not present portion of the Roll Call. Remember you have to account for every member of the service who is scheduled to work that platoon. PO Smith Sector Adam 2000 meal RMP 2356 E-Day PO Jones Sector Adam 2000 meal RMP 2356 DO NOT PUT A UMOS INTO THAT SECTOR UNLESS SPECIFICALLY DIRECTED BY ANOTHER MEMO OR AFTER ANSWERING A QUESTION ON THE EXAM!! Example: Item 12 could be a CO's Memo directing that a particular cop, let's say PO Murphy, be assigned to sector Adam if one of the steady sector members becomes unavailable. If you filled the seat in Sector Adam now you'd have to go back and undo that when you come across Item 12. Then a Question on the exam will ask: Which MOS should be assigned to sector Adam? Once you chose PO Murphy, then go to your Roll Call and put PO Murphy into sector Adam. DO NOT adjust the roll call until directed by answering a question Your Roll Call may start out with 6 sectors, a robbery auto, and 2 anti-crime teams but after going through the items you may only have 2 full sectors, 3 sectors with one officer, and I sector with no officers assigned. Do not consolidate sectors or move anti-crime officers into sectors, even if ANOTHER memo states minimum manning is 5 sectors. You must let the answers to the questions make the changes. After you answer each question, you should then make the change. MANDATED ASSIGNMENTS Example: An item in your packet will direct that you must have a cell attendant, post 2, special post 3 covered on all platoons and a robbery auto only on the third platoon. You should go to your Roll Call and see if these assignments and officers are currently indicated on it. If they are not on your Roll Call enter them in as follows: PO Post 2 PO Cell Attendant Do not assign an officer to that assignment based on the memo. You must wait until a question on the exam asks you: Who should you assign to Post 2 or as the Cell Attendant? After you answer the question make the change on your Roll Call. By inserting the assignment on the Roll Call, it will ensure that you will not forget that there is a mandated assignment that has to be filled. This is extremely important when it comes time to answer that tough question. After making all the necessary assignments, what are the most sectors you can have on Patrol? To answer this question you should: ./ Count the total mandated assignments. There could be as many as 10 or more (fixers, TIS, 124 room, Cell Attendant, Robbery Auto, etc.) whatever the packet tells you is mandated. ./ Count the total number of MOS available at that time, then minus the mandated assignments and then figure out how many sectors you can turn out. It is that simple. Do not actually insert officers into these sectors, it was a hypothetical question. Note: If it is upon turnout (1520 hours) and an officer has a 1600 post change to AAB, that officer is available to be assigned to a sector. This is not real life. The question asked you how many sectors you can turn out at 1520 hours. CARDINAL RULES These are absolute rules that apply throughout the exam. If a memo from the CO states that Impact Zone Officers will NEVER be re-assigned to any other duties, then you cannot use them for sector car assignments even if you will fall below minimum manning. STEM OF THE QUESTION IS ALWAYS RIGHT When you get to a question stem that directs you to place PO Murphy in sector David and you put him into sector Adam in a prior question, then you made a mistake. Just go back and try to find your mistake. THERE IS ONLY ONE CORRECT ANSWER Each question has only one right answer and the other choices are wrong because the officer is not available, not qualified, or some other disqualifying reason. Example: Which officer should be assigned to SNEU for the tour? One officer will not be available (sick), the other because she has court (diary), and the third because he is not properly trained (command roster). The Command Roster usually indicates qualifications of MOS. Therefore, you can prove your answer right by identifying why the other choices are wrong. If you are down to (2) choices and you cannot rule out one, review your index because you probably missed something. Try to prove all other answer choices wrong. FORMS/REPORTS Do not read the entire form until a question is asked about it because the form can be long and time consuming. Know what the form is about, who is involved, and a location of occurrence. When a question is asked, then read the information necessary to answer it. Sometimes the question will direct you to the particular areas on the form. TIME MANAGEMENT The rule of thumb is 1/3 to read the items and 2/3 to complete the questions. Your exam will likely be six hours. You should give yourself approximately two hours for the in-basket portion of the exam. This is only a guide and you should do what feels right for yourself based on your performance on the practice in-baskets. However, remember that the in-basket portion of the exam is usually 20 questions out of 100. Do not take an excessive amount of time on only 20 questions that will negatively affect your performance on the technical portion of the exam. KNOW WHO AND WHERE YOU ARE ASSIGNED Write out who you are on top of your Roll Call: Sgt. Richter 3 rd Platoon Desk Officer, Saturday May 4, 2013, 2nd Pet. Patrol Borough Metro East HAND WRITTEN NOTES Occasionally, memos from the CO will have a handwritten note asking or directing you to do something in addition to the Memo. These notes must be followed and remember the note had to be written after the memo was typed so the note is the CO's final order to you. To do well on an in-basket you must stay organized, know the rules and practice. It is a skill that everyone can master. This is our first of three in-baskets. Although most students fear the in-basket the most, it is a section where you can make up the most points. The tips enumerated in the preceding pages are a compilation of ideas, short-cuts and time-savers utilized by your Key instructors. Use the ones that work best for you. We hope you enjoy today's in-basket and look forward to seeing you at our upcoming classes. Flynn) Command Discipline (P.O. Gunsher) ITEM 1 BACKGROUND INFORMATION Today is Saturday, May 4, 2013. You are Sgt. Richter, assigned to the 2 nd Precinct working a 1450 X 2347 tour of duty. It is 1445 hours and you have just signed in the Command Log. You are in uniform and ready to perform desk duty. Your assignment as the Desk Officer is to adjust the roll call and perform related duties in preparing the 3 rd platoon for duty. You may assume that while assigned as the Desk Officer, you are appropriately authorized and directed to act in that role, and there are no existing conflicts with other duties. The supervisor you are relieving, Sgt. Molina, has noted some preliminary changes on the Roll Call Adjustment Sheet which you will need to make. Sgt. Molina also tells you that Sgt. Perry has reported sick due to an accident, en route to work. As your tour of duty proceeds, you may also perform other tasks, such as reviewing forms and making supervisory decisions based on the information presented. Sgt. Molina also informs you that there are 8 prisoners lodged in the cells, and that you will need a Cell/Police Attendant tonight. Review the items in the in-basket test packet carefully. The items provide information which you will need to properly adjust the roll call in addition to answering other questions in the examination. In some cases, only portions of certain forms will be given. In these cases, you should answer the question(s) based only on the portion of the form that is provided. The 2 nd Precinct is a fictitious precinct created here for testing purposes. The precinct is located in Patrol Borough Metro East, bordered by the 3 rd Precinct to the North, the 4 th Precinct to the East and the 8 th Precinct to the South. The 2 nd Precinct is divided into eight sectors, has approximately 29,000 residents. There's one high school, one college and one hospital in the confines of the 2 nd Precinct. The NYCTA "X" subway line services approximately 8,500 commuters in the 2 nd Precinct on a daily basis. Desk Officers should endeavor to assign officers to steady sectors or patrol posts. It should be assumed that the assignments listed on the roll call reflect the member's steady assignments. ITEM 2 (pg. 1 of 2) 2nd PRECINCT ROSTER CAPTAIN Michael Malloy SGTS. Which one of the following statements from your memo is most grammatically correct? A) Most of the personal in my squad have adequate activity. B) A Detective from the Narcotics Division was involved In a vehicle accident and determined to be unfit for duty do to alcohol intoxication. C) I had the pleasure of meeting the principle of Harvard University. D) Despite the lack of a Union contract, the morale of the platoon is good. 1. (D) PG 202-38 step's 4, 5, 6, 7 and 9; the Telephone Record is maintained by the Desk Officer, 202-14 step 27, NOT the TIS Operator. 2. (D) PG 205-18 step 4; When a member is AWOL inside NYC you must have a boss respond to his residence; if they reside outside NYC we notify the ICCU to have a member of that department respond. Choices Band C kick in four hours after the start of the tour. It is only three hours and five minutes after McCormack's start time. 3. (B) PG 202-14 step 40; ground ball. This is a Desk Officer duty. 4. (e) Item #10 states that one of the MOS in sector "NB" must be SP-ll qualified. Choice A looks good because Amberger is qualified but he was granted an E-Day according to the Roll Call Adjustment Sheet, Item 16. This knocks out choice A. In choice B neither Members are qualified. The only two people qualified are Slevin and Gibbons, which one do we pick? As a supervisor you are going to make command decisions. Gibbons is Lt. Sung's operator, but the Lieutenant did a day tour. Slevin is assigned to Impact and does not start until 1730 hours, not the best choice. Gibbons is your best choice; now go make the change on your roll call. 5. (A) Item #6 mandates two Command Clerks on your tour, so we can immediately eliminate choice C). Choice B has Piercynski, who is at Cobra training; this knocks out choice B). P.A.A. Somraj is RDO on Saturday and this knocks out choice D). I hope you did not forget to add P.O. Donohue to your Roll Call as per Item #14, the Sick Report Return. Now give P.O. Donohue his new assignment on your roll call as a Command Clerk. 6. (B) PG 204-16 amended by 1.0. 12 s.10 and PG 204-17; Choice A is incorrect because the mourning band will be worn while attending the funeral services for an active Member who has died, not in the line of duty. Choice C is incorrect because according to 1.0. 16 s.08 ponytails are strictly prohibited while in uniform and Borsilli is assigned to sector FIG. Choice D is incorrect because goatees, designer beards or chin strap beards are strictly prohibited for medical reasons. Choice B, your answer, is a correct statement. MOS hired on or after January 1, 2007, must cover exposed tattoos. And 1.0.12 s.lO authorizes a Military breast bar to be worn by MOS who are currently active in any branch of the US Armed Forces or have been honorably discharged. 7. (B) PG 207-19 step 3; All other choices are the duties of the Commanding OfficerlDuty Captain. You can expect to see this procedure tested on your exam! 8. (A) PG 202-17 step 6; The Patrol Supervisor will report serious deficiencies in RMP seatbelts to the Lieutenant Platoon Commander or in his/her absence, direct to the Commanding Officer. The Platoon Commander, Lt. Sung, did a day tour so you notify the e.0., Capt. Malloy. And yes he is working; take a look at the 1545 entry in the Telephone Record. Ground Ball! ! 9. (C) The trend lately is that you will see some type of ability/judgment question or two on your exam. Don't get nervous; these are ground balls. Just answer by using common sense!!!! 10. (A) P.O. Amberger banged in for an E-Day as per Item #16, this knocks out choice B. P.O. Kavanagh, Patrol Post 3, must be covered as per Item #5, this knocks out choice C. In choice D, Perez and Roman are already assigned to a sector, this knocks out choice D. The only good choice left is A. Officer Chiles is already assigned to the SP-IO auto and Officer Farrell is available because Sgt. Perry, the Anti-Crime supervisor went sick. Now go make the change on your roll call. 11. (B) PG 205-37 step 4; this is done under the direction of O.E.E.O. NOT the Commanding Officer. All other choices are correct. Definitely know this procedure; you will see it on October 19!!!!!!! 12. (D) P.O. Kavanagh is assigned to Patrol Post 23. Item #11, the memo regarding the fund raising event, mandates he be on post between 1800 and 2000 hours. This makes the only good answer, choice D. Now write his meal time, 2030 hours, on your roll call. 13. (A) PG 205-05, this would be good if it was 1800 hours and we know that Sgt. Gregorio is actually working. It is 1600 hours so the desk officer, Sgt. Richter will complete part "A." Choice B is a correct statement and the duty of the "Investigating Supervisor," Sgt. Secular. Choices C and D are also correct statements, which are duties of the desk officer, Sgt. Richter. Know this procedure cold!!! 14. (C) PG 206-12 step 6; this is done by the precinct Commander/Duty Captain. All other choices are correct and the only actions you as a Sergeant will take!! 15. (B) PG 204-10 & 204-13 step 9; Choice A is incorrect because this is done by the desk officer. Choice C is incorrect because the Typed Letterhead is only required when a UMOS wants to sell or purchase a handgun to a person licensed by this Department. Here we are selling to another UMOS. And choice D is incorrect because this is done by the the clerical member. 16. (A) Item #21 indicates that P.O. Flynn has omitted Activity Log entries; as per PG 206-03 step 6, this is now a schedule "B" Command Discipline. Item #22 indicates that P.O. Gunsher was in an unlawfullocationiSmoke Shop, as per Item 18, the Integrity Monitoring File. This is a must suspend for any MOS ON or OFF DUTY. There was no CD needed in this case (PG 203-21 & 206-07). 17. (A) You can expect to see a math/compstat question on test day. This question deals with percentage changes, whether it is an increase or decrease the formula is still the same: ~ Find the difference ~ Divide by the older number ~ Multiple by 100 The percentages break down as follows: A = 45.5% Increase (Your Answer) B = 17.1% Increase C = 68.7% Decrease D = 21.1% Increase 18. (C) Choice A is incorrect because Fifth Avenue, 113th - 115 th Street is closed from 1530 hours to 2300 hours as per Item 7, the Telephone Record Log. Choice B is incorrect because you will be going the wrong way on Sixth Avenue which is a one way Eastbound street. Choice D is incorrect because you will be going the wrong way on East 112 th Street which is a one way Southbound street. 19. (C) This is another type of math question you may see on test day. You need to refer to Item #2 page 2, the precinct roster. There are 26 female police officers assigned to the precinct out of a total of 108 police officers. All you need to do for this type of question is: ~ Divide 26 by 108= .240 ~ Multiple .240 by 100= 24.0% Choice A is the percentage of female police officers out of all personnel (umos and civilian mos) assigned to the precinct. Choice B is the percentage of female police officers out of all UMOS (all ranks) assigned to the precinct. Choice D is the number of female police officers assigned to the precinct. 20. (D) Basic Grammar: Choice A is incorrect because "personal" should be "personnel." Choice B is incorrect because "do" should be "due." Choice C is incorrect because "principle" should be "principal."
