10/29/PMC/BM-2009 Ministry of New and Renewable Energy Project Management Cell REQUEST FOR PROPOSAL FOR PUBLICATION OF QUARTERLY MAGAZINE - BIOENERGY INDIA The Ministry of New and Renewable Energy, Government of India, is implementing a MNRE - UNDP / GEF assisted Project on Removal of Barriers to Biomass Power Generation in India. The aim of the Project is to accelerate the adoption of environmentally sustainable biomass power technologies by removing the barriers identified, thereby laying the foundation for the large scale commercialization of biomass power through increased access to financing. The Biomass Conversion Technologies that are proposed to be deployed in establishment of Model Investment Projects (MIPs) are Combustion, Gasification and Cogeneration using different type of captive and distributed biomass resources. 2. One of the key objectives of the Project is to Enhanced Capacities and Confidence of various stakeholders and project promoters through effective information development and dissemination program. As part of this activity, a quarterly magazine Bioenergy India focusing activities and issues related to biomass power sector including bagasse cogeneration is proposed to be published under the project. The articles would cover theoretical & technical insights, sectoral initiatives, practical stories from the field and any other issue that may be of relevance to the stakeholders in biomass sector. 3. The Ministry invites sealed offers under two bids system (Part I : TechnoCommercial Bid & Part II : Price Bid) from the Organisations / Institutions/NGOs having experience and expertise in publishing magazines / technical journals in the area of renewable energy/environment/power/sector preferably in biomass power sector for development and publication of above - mentioned magazine. Interested organisations may submit their proposal to the Project Management Cell (PMC) established in the Ministry of New and Renewable Energy, B-14, CGO Complex, Lodi Road, New Delhi 110003, Telefax: 011-24369788, Email: jainvk@nic.in. Last date for submission of the proposal is 25th June 2013. 4. The Ministry reserves the right to reject all or any of the proposals without assigning any reason thereof.

Background The Ministry of New and Renewable Energy, being the nodal Ministry of Govt. of India, is responsible for development, deployment and promotion of renewable energy in the country. The Ministry has a wide range of programmes for harnessing energy as well as grid interactive and off grid power from various renewable sources. Biomass which is renewable in nature, carbon neutral and has the potential to provide large productive employment in rural areas is considered as one of the promising source for generation of power / energy using commercially available thermal and biological conversion technologies. About 155 biomass power projects with an aggregate capacity of 1265 MW had been installed so far in the country under the Programme on Generation of Grid Interactive Power from Biomass implemented by the Ministry. These plants are mainly based on surplus agro residues such as rice husk, cotton & arhar stalk, mustard stalk, and other agro and agro industrial residues. In addition to the Biomass Power Programme, Ministry is also implementing a MNRE - UNDP / GEF assisted Project on Removal of Barriers to Biomass Power Generation in India. The aim of the Project is to accelerate the adoption of environmentally sustainable biomass power technologies by removing the barriers identified, thereby laying the foundation for the large scale commercialization of biomass power through increased access to financing. As part of this activity, a quarterly magazine Bioenergy India focusing on activities and issues related to biomass power sector including bagasse cogeneration was being published under the above mentioned project and 10 issues of the same were published by December 2011 which may be viewed at http://mnre.gov.in/missionand-vision-2/publications/bioenergy-india-undpgef/ to have an idea of its content and quality. It is proposed to restart the publication of this magazine which was considered as an excellent tool for providing information related to biomass sector The contents to be covered in the magazine would include information on potential, achievement, sectoral initiatives, success stories from the field, case studies, policy, regulatory and financing framework, technology updates, related events (National and International), news and any other information that may be of relevance to the stakeholders in biomass sector. The magazine will be mailed to a wide ranging audience including 2

Independent Power Producers, Sugar Mills, Relevant Associations, Financial Institutions, Technology and Equipment Suppliers, Academic and Research Institutions, Central Ministries and State Govt. Deptts., Multilateral / Bilateral Agencies, besides uploading on the Ministrys as well as UNDP website. 2. Objective The main objective of the assignment is to engage an agency who could be entrusted with the responsibility to bring out this quarterly magazine on behalf of the Ministry. Thematic areas to be covered for articles and other related information are Thermal Conversion Technologies (viz. Pyrolysis, Gasification, Combustions & Cogeneration) for Generation of Energy/Power; Biomass Resource Assessment including Dedicated Energy Plantation; Fuel Management and Processing; Policy, Regulatory and Financing Frameworks for the Sector, etc. 3. Scope of Work The work under this involves total responsibility of the contracted agency for timely publication of the Magazine (i.e. content generation, manuscript development, designing & printing, and dispatch) with specified quality and contents. The brief Scope of Work (which is only illustrative and is meant to indicate the nature of work and efforts required for production of the magazine) is as under -: Manuscript Development Identification of authors / organizations working in the field and writing to them for articles including scanning of National and International magazines for relevant, contemporary and interesting articles for reprinting with the due permission from the authors or to write for a new article; Collection of all relevant articles / information related to Generation of Energy / Power (both grid interactive as well as off grid) based on Biomass, Biomass Resource Assessment including Dedicated Energy Plantation, Fuel Management and Processing from various stakeholders of the sector both with in the country and abroad; Carry out desk research on recent advances in technological development / applied research on biomass conversion technologies; success stories, case studies on demonstration projects; update on policy, regulatory, financing and institutional mechanism; briefs on petitions filed/ pending with state regulators and other related issues; Development of articles / information based on available surplus resource potential, summary of policies, tariff orders and other support by various States/SERCs to promote deployment of bio-energy projects; 3

It should not have articles based on basic research; rather it should be focused on articles useful for potential beneficiaries, equipment manufacturers, policy and regulatory agencies and other stakeholders involved in the development of biomass power in the country, Interviews of subject experts and prominent personalities in the sector; Undertake atleast one field visits every quarter to develop case studies on successful projects; Each issue of the magazine shall have fixed features such highlights of the forthcoming National and International events, consolidation of relevant & important news snippets, book reviews and websites of interest etc.; Seeking regular feedback from the readers and wherever possible incorporate useful suggestions of the readers; Editing of collected articles / material for the Technical Content and English, Digitization, Layout Design and Typesetting to make ready to print document and obtain approval of PMC/ MNRE before publishing.

Technical Specifications for Printing of the Magazine Published magazine should be of size 21x28 cm/ 8.25x11inch and total no of 40 pages. It is required to be printed in 4 colours throughout (text and pictures / photographs / graphs) and on best quality paper having thickness not less than 150 gsm. The front and back cover pages will required to be printed on paper thickness of more than 170 gsm; It should not carry more than two advertisement(s) in any issue. The price of the advertisement/ space will be decided by the Editorial Board constituted by PMC /MNRE; Other standard guidelines/ norms in respect of printing such magazines such as font type & size, resolution of the coloured photographs, favourable printing technologies etc. are to be followed

Updation of Recipient Database and Mailing of the Magazine Regular updation of the database of about 400 recipients, developed by PMC/MNRE, before mailing each issue of the magazine as per mailing list approved by PMC/MNRE.

Deliverables :

Publish 700 copies of the Bioenergy India magazine (which involves development of manuscript, designing & printing and dispatch of the magazine) on quarterly basis for a period of one year (4 issues) initially, to be continued thereafter for one more year based on satisfactory performance. 5. Format for the Proposal

Proposals for the assignment against the above-mentioned scope of work should include the following aspects -: i) ii) iii) iv) Company Profile in narrative form (not exceeding one page) with supporting documents for its registration, AoA / MoA and annual turnover of last 3 years. Capability statement giving details about the Experience and Expertise of the organization in the related area of work including the work done in the past; Outlines of the Magazines / Journals / assignments of similar nature executed in the last 3 years indicating contract cost and brief description as per Annexure I; Composition and involvement of the Core Team including experts responsible for editing Technical content and English (permanent employees) and the team leader responsible for completing the assignment as per Annexure II; Brief CV (not exceeding two pages per CV) of the key experts involved in the assignment highlighting qualifications, experience and expertise, involvement, and tasks to be assigned in respect of the each member as per format given at Annexure III; Detailed description of the Approach / Methodology proposed to be followed for the assignment; and

vii) Activity - wise Time Schedule. 6. Qualifying Criteria:

The bidders interested in submitting their proposals should meet the following qualifying criteria -: i) ii) Should be a registered profit making company with an average annual turnover of atleast INR 100 lakh or an academic /research institution/ NGO of repute; Should have past experience in publishing technical magazines/ journals /books in the area of renewable energy / environment / power sector in general, preferable in biomass power and had done atleast 3 assignments of similar nature in past 3 5

years. Experience of publishing such documents for the Central / State Govts. and Multilateral / Bilateral Organizations will be an added advantage; iii) The technical team proposed to be involved in the publishing the magazine should have requisite expertise and experience in the area including regulatory matters; and Excellent planning and organizational skills and ability to deliver services even in difficult situations; Period of Publication

One year, during which 4 issue of the magazine will be required to be published on quarterly basis. The period is extendable by one more year at the discretion of the PMC/MNRE. Each issue of the magazine will be published in the first month following the concerned quarter. For example, for the quarter January to March, the magazine is required to be published in April and so on further quarters. The Ready to Print version of the manuscript/magazine is required to be submitted to PMC/MNRE for review and approval in the third week of the month in which it is due. 8. Financial Proposal / Budget

All costs associated with the preparation and submission of the proposal and also the cost towards visits to MNRE for attending meetings shall be borne by the bidders. Price for publication of each issue of the magazine should be indicated in the format given in the Annexure IV which has following two sections a) Fixed Cost : Professional Cost for Development of Manuscript and ready to print Document

b) Variable Cost : Cost for Printing, Travel and Postage 9. Terms of Payment Proposed Terms of Payment are as under -: i) 50% of the total approved fixed cost for 2 issues can be released as advance against submission of Bank Guarantee (BG) of equivalent amount valid for a period 12 months along with the work order / sanction;

ii) Another 50% of the total approved fixed cost for remaining 2 issues can be released as advance on satisfactory completion of first 2 issues of the magazine; and

iii) Advance will be adjusted towards fixed cost and payment for variable cost will be released for each issue of the magazine after its actual publication and dispatch and submission of requisite documents 10. Penalty Clause

A penalty of 2% of the amount claimed per issue will be imposed for every week of delay from the stipulated schedule for submission and / or publication of the magazine subject to the maximum of 4 weeks. The delays beyond 4 weeks will not be accepted and a suitable penalty over and above stipulated herein will be decided by PMC/MNRE and will be binding to the agency. 11. Instructions to Bidder (S) for Preparation and Submission of Proposals

The bidders are expected to examine all terms and conditions and instructions included in the document. Failure to provide all requested information will be at the bidders risk and may result in rejection of their proposal. Further, the bidders are requested to submit technical and financial proposals separately. 11.1 Preparation of Technical Proposal The Technical Proposal for the assignment should give a detailed description of each of the sub heading mentioned in the para 5. Steps involved in carrying out the assignment including the sources for collection of relevant articles / information and methodology to be followed for developing the manuscript with in the stipulated time schedule may be described as part of the approach and methodology which should not exceed more than two pages including other details such as work plan etc. 11.2 Preparation of Financial Proposal The Financial Proposal should be as per break up indicated in the format given in the Annexure IV. 11.3 Evaluation of Technical and Financial Proposals for Selection of the Bidder An Evaluation Committee will be constituted by the PMC/ MNRE to evaluate the technical and financial proposals and recommend the successful bidder for award of the assignment. ii) Financial proposals will be opened only for those bidders who obtain more than 70 points on the technical proposal. Eligible bidders will be invited to the opening of financial bids. iii) 70% weightage will be assigned to technical bids and 30% to financial bids. iv) The combined score of the technical and financial evaluation will be used to recommend the award of the consultancy assignment. 11.4 GENERAL INSTRUCTIONS

11.4.1 Bids that are incomplete in any respect, or those that are not consistent with the requirements as specified in this Request for Proposal (RFP), or those that do not adhere to formats, wherever specified, may be considered non-responsive and may be liable for rejection. 11.4.2 All communication and information should be provided in writing. 11.4.3 No change in proposal or supplementary information to a Bid, shall be accepted once submitted. However, the PMC reserves the right to seek additional information from the Bidder(s), if found necessary, during the course of evaluation of the Bid. Non-submission, incomplete submission or delayed submission of such additional information or clarifications sought by the PMC, may be a ground for rejecting the Bid. 11.4.4 The PMC reserves the right to reject any or all the Bids submitted in response to this Request for Proposals at any stage without assigning any reasons whatsoever. 11.4.6 The PMC reserves the right to change any or all of the provisions of the RFP Document. Such changes would be intimated to all parties. 11.4.7 An Irrevocable Bank Guarantee (BG) of Rs 1,00,000/ issued by a Scheduled Bank in favour of UNDP/GEF Biomass Power Project is required to be submitted by the bidders towards Earnest Money Deposit (EMD) along with the Technical Proposal. This BG will be replaced by another Bank Guarantee (BG) of equivalent amount towards Security Deposit by the successful bidder within 7 days of issue of Work Order. In case of others EMD will be returned on award of contract. A format for Bank Guarantee (BG) is given at Annexure - V for reference. This security deposit shall be released only after successful completion of the assignment.

Submission of Proposal Interested Consultancy Organizations / Institutions / NGOs may submit one Original and one Copy of the Technical proposal in one envelope, which must be sealed and clearly marked Technical Proposal. The Financial proposal must be kept in a separate envelope, which must be sealed and clearly marked Financial Proposal. Both these envelopes must then be placed in a single outer envelope, which must be sealed and addressed to the Project Management Cell (PMC), Biomass Power Project, Ministry of New and Renewable Energy, Govt. of India, Block No. 14, C.G.O. Complex, Lodi Road, New Delhi, India 110003, Telefax: 011-24369788, Email: jainvk@nic.in by 25th June 2013. The Outer Envelope must further be clearly marked: Bid for Publication of Quarterly Magazine Bioenergy India under UNDP-GEF Project on Removal of Barriers to Biomass Power Generation in India. The outer envelope should also clearly indicate the name of the bidders full address. 13. Other Conditions i) ii) The proposals can be sent by Registered Post / Courier or in Person, so as to reach the Ministry by the time and date stipulated by the Ministry; and The Ministry shall not be responsible for any delay in submission of the proposal. Any proposal received by the Ministry after the deadline may not be accepted by the Ministry.
