DepED increases subsidy to private secondary schools


PALO, Leyte The Department of Education has increased its subsidy to private secondary schools to prevent the transfer of students to public schools, an ocial said.
From 250,896 slots last school year under the education service contracting scheme, slots for freshmen secondary students has been increased to 310,709 slots for school year 2013-2014 nationwide. Slots for Region 8 will depend on request and qualification of schools to avail this subsidy, said DepEd Assistant Regional Director Rebecca Ragrag. In the last school year, 28,783 private school students and teachers enrolled in 96 schools avail the subsidy. The total funding assistance is P143.91 million. The scheme is under the Government Assistance to Students and Teachers in Private Education. The subsidy is P6,500 per student in participating schools outside the National Capital Region (NCR) and P10,000 per student in private schools in the NCR. The parents shoulder the balance in excess of the P6,500 subsidy. We have increased the tuition fee subsidy to private schools this year. The purpose is for to page 2

All of these (incidents) only prove the NPAs tenacity to use landmines in complete disregard of the safety of the innocent civilians. The Human Rights Office is already preparing to file criminal charges against the NPA rebels for these blatant violations of IHL provisions, the army general said. At press time, the NPA in Samar has not owned yet the Thursdays ambush on Paranas cops but earlier denied they have used landmines in their previous attacks to government forces. The NPA uses command-detonated explosives, which are manually set o against a defined target and thus allowed in war. The NPA did not and has never used anti-personnel land mines which automatically explode when triggered by the victim, and is thus banned under international humanitarian law for causing needless casualties, said Karlos Manuel, spokesman of EMC, in a statement.

4 policemen survive NPA-staged ambush in Samar town


CATBALOGAN CITY -- The chief of police of the Paranas municipal police station and his three police officers were able to escape death from a broad day light ambush staged by undetermined number of New Peoples Army in the vicinity of Jiabong town, some 11 kilometers from this city, Thursday afternoon. Army and police authorities identified the survivors as Police Chief Inspector Doughlas Antonio Eloja, the chief of police, and his men PO3 Cayetano Abantao, PO2 Romulo Tabique Jr and PO2 Rodrigo Agbon Jr who were on board a Hilux patrol vehicle of Paranas MPS on their way to Catbalogan City. Reports reaching the Samar Police Provincial Office (SPPO) here said the group was traversing the Maharlika Highway along Tagbayaon village when ambushed past 1p.m. by the armed rebels using improvised bombs planted in the national highway. Samar police provincial director Superintendent Eusebio Mejos said the patrol vehicle was partly hit and the policemen were simultaneously peppered with volleys of fire coming from a hill where the ambushers took position. The four cops was unhurt and managed to fire back at the insurgents. Their service vehicle however was slightly damaged with its front shields broken and two tires blown up. Police response teams from neighboring towns were unable to proceed early to the scene of incident for fear that a blocking force had also been set up against possible reinforcements. Joined by the scout rangers from the 8th Infantry Division (8ID), a group of specially trained policemen is now tracking the escape route of the rebels who immediately fled after the failed assassination to policemen in Samar province. A hot pursuit operation is now ongoing while an investigation is being conducted by the Jiabong police Scene of the Crime Operatives and the Samar Police Provincial Office (SPPO). The attack was the second major oensive launched by the NPAs three days after their successful killing of seven commandos of the elite Philippine National Police Special Action Force and wounded seven others in an ambush in Allacapan, May 27 morning. Earlier, the military condemned the continued use of landmines by the New Peoples Army (NPA). Brig. General Gerardo Layug, commander of the Armys 8ID, said the use of landmines is a violation of Republic Act 9851 otherwise known as Crime Against International Law. He said this is a clear violation of the paragraph 15, article II of the Comprehensive Agreement on the Respect for Human Rights and International Humanitarian Law (CARHIHL). It is prohibited because such attack will cause incidental loss of life or injury to civilians. I call on everyone to condemn this senseless act of violence against our troops and our people, Layug said in an earlier statement. The lawmen were on their way to investigate the killing of a village official perpetrated by the rebels when their patrol car was hit by a landmine. After the explosion, the NPAs also peppered the policemen with bullets; most were shot on their head, ensuring their death. Social Security System (SSS) branches nationwide will open for business on four consecutive Saturdays in June to enable household employers and domestic workers or kasambahay, such as maids, nursemaids or yaya, gardeners, cooks and laundry women, to register with SSS. SSS President and Chief Executive Officer Emilio de Quiros, Jr. said all its branches will be open to issue social security (SS) numbers for domestic workers as well as household employer ID numbers on June 8, 15, 22 and 29 to facilitate their mandatory SSS membership as provided under the Kasambahay Law and the Social Security Law. As active SSS members, domestic workers realize the fruits of their hard work in the form of SSS benefits for sickness, maternity, disability, retirement and death. SSS also helps household employers from solely shouldering the burden when their househelp faces financial difficulties, he added. The Kasambahay Law, or Republic Act No. 10361, was signed into law on January 19, 2013 to ensure the social protection of household employees under various government agencies, which include the SSS, Philippine Health Insurance Corporation and Pag-IBIG Fund. ployees under the SSS charter, must fill out and submit the Personal Record Form (SSS Form E-1) to any SSS branch, along with a photocopy of any of the primary documents such as the birth or baptismal certificate, drivers license, passport, Professional Regulation Commission card or seamans book. Those without any primary document can give two secondary documents, both citing their name and at least one indicating their birthdate. SSS branches provide a comprehensive list of accepted secondary documents such as the ATM card, bank passbook, marriage contract, NBI or police clearance, voters ID or postal ID card. Only the Form E-1 and a photocopy of the supporting documents need to be submitted, but they should present to us the original copy for authentication purposes, de Quiros said. Without the documents, they will be issued a number that may be used for paying contributions and reporting for SSS coverage but not for availment of benefits and loans. They will attain permanent SSS membership status upon submission of these required documents. Palo NHS implements its special program in journalism


TACLOBAN CITY Thye Palo National High School (Palo NHS) in Palo, Leyte is one of the 15 regional pilot high schools in the country to implement its Special Program in Journalism (SPJ) starting next school year. Palo NHS is the only school tapped in the region and one of the three schools in the Visayas region as SPJ pilot learning centers. This is a big challenge for the school. I am sure the school and students is ready for this challenge. There will be special training for teachers involved in this curriculum, although we are waiting for the details of this program, said regional director Luisa Yu of the Department of Education (DepEd) in a phone interview. Palo NHS is the first high school in the municipality of Palo. It was established during the term of Representative Cirilo Roy Montejo in 1993. Based on the DepEd directive of the trainingworkshop for teachers and principal of the chosen schools, it sought to equip the educator-participants with functional understanding of the SPJ curriculum documents; establish concrete knowledge on how the SPJ Curriculum Guide and Teaching Guide can be best utilized during the course implementation, and identify potential problems and/or issues which need to be addressed that may have an eect on the enforcement of the program. During the National Schools Press Conference Montejo admitted that the resignation of Acidre, who was an original member of the An Waray organized more than nine years ago, put them in a quandary. PPP & party-list org could answer lack of classrooms in Eastern Visayas
he lack of classrooms in Eastern Visayas as announced by the assistant regional director of the Department of Education is one of the problems that will curtail the mandate of the agency. The need for 1,848 more classrooms this coming school opening in June 2013 would affect the learning capacity of school children and the performance of schools and teachers. Added to this hitch are setbacks that the children themselves experience at home and in the community such as, family problems; poverty and environmental concerns. The government has to do something about this with possible public private partnerships. While it is intent on solving literacy concerns through the conditional cash transfer program, it has to look into the other side of the problem which is the lack of educational facilities especially on classrooms. A strong public-private partnership has to work in solving the problem. In Region 8, the

Tacloban Filipino Chinese Chamber of Commerce has been very prolific in donating classrooms even outside the city. Other civic organizations could be encouraged to do the same. But for all its intent and purposes, party-list organizations could also contribute in solving the problem. If these cannot be removed, they might as well be tasked in part to build school facilities. Its huge pork barrel of almost P1 billion in nine years would have covered up such shortage. It would have bridged the gap and could have made these party lists fruitful and no doubt, performing. Talking about party-lists organizations, this huge number of deficiency would not have reached this high if the party- list, An Waray started building classrooms in 2004. One of the best definitions I learned on peace comes from the internet that says, peace is a state of harmony characterized by the lack of violence, conflict behaviors and the freedom from fear of violence. Commonly understood as the absence of hostility, peace also suggests the existence of healthy or newly healed interpersonal or international relationships, prosperity in matters of social or economic welfare, the establishment of equality, and a working political order that serves the true interests of all. I remember such definition because today is the first day of June, the month of the Sangyaw and the Pintados and things that could be bought at cheaper prices. We remember farmhands coming to the city with their small children going to these baratillos and carnival and peryahan. We envy them as they are free to roam around and see the longest civic parade of the year; coming back to the house with balloons and small toys and trinkets. Later, these usual sights and scenes turned chaotic and frenzied where everyone insists on their own, neglecting the need to listen, to respect, to understand and be friendly. Rev. Fr. Oscar Lorenzo was the retreat master and the same person who solicited reaction from newsmen, instead of him being hurled with questions. As a former educator and in fact then rector of the Sacred Heart Seminary, he enlivened the retreat with getting comments from the participants while he discussed about the theme This is the Will of God, your holiness (the Diamond Jubilee theme). When it was my turn to convey my response, I opined contrariwise. Fully accepting the truth that Christ Jesus is abiding in wisdom, I supposed that Christ does not mean to exclude all rich men from entering Gods kingdom in a strict sense. For me, Lord Jesus made a generalization of the kind of person who could and could not enter the kingdom of God. Quoting part of the statement earlier imparted to me by Fr. Amadeo Saca Alvero, when your work or action leads people to praise God and make them holy, the Holy Spirit is at work. For me, the work of the Holy Spirit is Christ at work for ones sanctification that will somehow make him worthy of a place in the kingdom of heaven. Even if a person is wealthy, if he uses his wealth for Gods glory, as I stated, I do not see that as hindrance for that rich man to enter Gods kingdom. Conversely, if a poor person does not do anything to merit the kingdom of God, he also is barred from entering it. Fr. Oscar sought the media practitioners reactions as he tackled about the strata or aspects of developmental concerns of humans which he layered from one onwards that is: economic, social, cultural, political and finally spiritual. As he initially explained, the economic aspect affects all the rest including spiritual. Nevertheless as he unveiled his thoughts about this, he explained (let me state it in gist) that if a person allows his economic condition to influence all liked anyway, and the good fortune to run into the ones I doand the eyesight to tell the difference. This discussion in truth happened during the Holy Retreat of the Media held on May 26 at the Palo Chancery held in line with the Jubilee of Mass Media and Social Communications in the whole month of May as a part of the year-long celebration of the Diamond Jubilee of the Diocese of Palo.

As the Ark helped to untie 12 tribes of Israel by being placed in Davids capital, so Mary has the power to unite all Christians in her Son. At times, devotion to Mary may have occasioned some divisiveness, but we can hope that authentic devotion will lead all to Christ and therefore to one another. celebration will have a unified cultural parade where the Pintados, Kasadyaan Festivals have accepted or agreed to join in the Sangyaw Parade on the 29th, it was great news and meant an end to the squabbles and petty bickering. A lot of people were happy with the news. To most, it means hope for peace and love to reign over the city once more. Before the election, there were many people including pastors and priests who prayed for protection and blessings for the city and its people. God has answered the prayers; more than anything else He answered the prayer for unity and harmony. Everyone hopes for the peace and unity to last. It is hoped that all concerned groups will appreciate the new found calm. Nothing happens by accident, the newly elected leaders have been chosen to complement each other and become a team for a purpose. Only God knows His purpose but the people of God are drawn to it, they know who is at the helm. People expect that there will be no more bickering and squabbles.

Now the Kasadyaan Festival that stands for jubilation and euphoria can exude such during the festivities. The Pintados that symbolizes the beginnings of our people, their culture and body arts and color, will really be able to showcase the best, the most colorful and the most beautiful body arts that we were known for; finally, the Sangyaw festival that is anchored on the proclamation of our faith and our being Christians, will be able to show the light of Jesus and our goodness as Christians to everyone. With the three festival groups joining forces, let us hope for a merrier Fiesta celebration. We hope that each group will equally take charge of the responsibilities and obligations that come with any celebration. With the new found unity, may the groups also be sensitive enough to take on the responsibilities in helping the Church, and the expenses when sponsoring an event or throwing a party. 375 farmers graduate from UoA on rice postharvest, mechanization


TACLOBAN CITY At least 375 farmers graduated from the University-on-the-Air on Rice Postharvest and Mechanization, a strategy of the Department of Agriculture to curb rice production losses. The graduation rites held at the Leyte Park Gymnassium on Wednesday was joined by graduating farmer students from Leyte, Samar and Eastern Samar. Class valedictorian Felipe Agero from Tacloban City said that open learning in radio is very convenient for farmers since they can learn something right in their place for free. We can attend classes while working or lying down and without spending money for transportation. I am hoping to pass all this knowledge on postharvest and mechanization to the younger generation, Agero said. The agriculture expects that new graduates will be able to reduce postharvest losses by a minimum of 5% starting this month. Graduates are from Babatngon, Burauen,
