TACLOBAN CITYThe second nominee of the party-list group An Waray has tendered his resignation from the group, which could mean giving up his congressional seat. This was confirmed by Rep. Neil Benedict Monte-
his decision and we accept his resignation with a heavy heart, Montejo, who is to serve his second term, said. Montejo said that the reason cited by Acidre for his resignation was due to pressing personal reason. In a text message, Acidre declined to be interviewed. He, however, said that he would issue a statement in time. The third nominee of the party-list group is lawyer Victoria Noel, who is the elder sister of outgoing Rep. Florencio Noel who ran but lost as mayor of Tacloban. Asked if there was a pressure exerted for Acidre to give way in favor the groups third nominee, Montejo denied this. No, there was no pressure. It was his personal decision to resign from the group. But he is still very much welcome if ever he decides to return to the group, Montejo said. Outgoing Rep. Noel re-

CAMP KANGEON, Palo, Leyte -- The ambush on a police patrol car on Thursday afternoon in Samar province is another cowardly and treacherous act by New Peoples Army (NPA) communists-terrorists and a clear violation of international humanitarian law on the use of landmines, said the regions top cop. This is clearly an evil and terroristic act! We will pursue these lawless elements and bring them to the bar of justice, said Police Regional Office 8 (PRO8) director PCSupt. Elmer Ragadio Soria as he ordered pursuit opera-
tions against the rebels who ambushed his men past 1:00 P.M. on Thursday. The police regional director informed that communist rebels set off a roadside bomb and opened fire on a police patrol car carrying members of Paranas Municipal Police Station along the Maharlika Highway in Brgy. Tagbayaon, Jiabong town in Samar. Paranas police chief Chief Insp. Doughlas Antonio Eloja, and his men PO3 Cayetano Abantao, PO2 Romulo Tabique and PO2 Rodrigo Agbon Jr, were to page 2

wherein 44 improvised landmines, blasting caps and detonators were seized. All of these (incidents) only prove the NPAs tenacity to use landmines in complete disregard of the safety of the innocent civilians. The Human Rights Office is already preparing to file criminal charges against the NPA rebels for these blatant violations of IHL provisions, the army general said. At press time, the NPA in Samar has not owned yet the Thursdays ambush on Paranas cops but earlier denied they have used landmines in their previous attacks to government forces. The NPA uses command-detonated explosives, which are manually set o against a defined target and thus allowed in war. The NPA did not and has never used anti-personnel land mines which automatically explode when triggered by the victim, and is thus banned under international humanitarian law for causing needless casualties, said Karlos Manuel, spokesman of EMC, in a statement.

Command of the New Peoples Army in Eastern Visayas owned the responsibility on the ambush and the use of landmines. All eight, including the town deputy police chief, died on the spot, some of them have lost their limbs due to the landmines. They were also shot one by one. Four months later, another landmine attacked by staged by the NPA Catubig town in Northern Samar against the elements of 63rd Infantry Battalion but which resulted to the death of a 9-year-old boy and a soldier. In July 2011, a soldier was killed when a group of 60 rebels ambushed a military convoy in Samars Paranas town using also improvised landmines that crippled the trucks that carries the soldiers. Last year, a simultaneous attacks staged by the rebels occurred in the various parts of Samar which resulted to the death of some troops and innocent civilians. It may also be recalled that on March 5, 2012, the 8th ID troops discovered the biggest production of improvised bombs in a secluded NPA explosives factory in Paranas town

students to have access in learning centers not owned by the government, she said. Ragrag admitted that with increasing fees in private schools, some students may transfer to public school, wherein education is free. This situation worsens the recurring concern of classroom and teacher shortage in public schools. In the last school year, enrollment in private Kin-
bush site, to attend a court hearing when undetermined number of communists-terrorists detonated an improvised explosive device (IED) and sprayed the vehicle with gunfire, Soria added.
dergarten, elementary and secondary schools was 64,347, a slight increase from the 63,015 enrollees in 2011. Last years enrollment in private school accounts only 5.51% of the 1,168,633 total enrollments for private and government schools.

The policemen were able to maneuver towards the Bureau of Jail Management and Penology (BJMP) facility at nearby Brgy. Lagundi, Catbalogan City, and escaped death. The patrol car was slightly damaged caused by shrapnel and bullet shots. Troops set up roadblocks and dispatched reinforcements to track down the assailants, said Soria. The incident occurred three days after an ambush carried out by NPA rebels in a far-flung village in Allacapan, Cagayan that left eight police commandos of the PNPs elite unit, the Special Action Force, dead and seven others wounded. While saddened with the treacherous attack on the law enforcers, Soria said government forces have heightened their pursuit operations against the perpetrators. In Eastern Visayas, the most notorious barbaric act staged by NPA terrorists in re-
cent years was on August 21, 2010 in a remote area of Sitio Elembo, Brgy. Imelda in Catarman, Northern Samar when eight policemen, now known as Catarman 8, were mercilessly executed by the communists. The lawmen were on their way to investigate the killing of a village official perpetrated by the rebels when their patrol car was hit by a landmine. After the explosion, the NPAs also peppered the policemen with bullets; most were shot on their head, ensuring their death. Not contented with the slaughter, the rebels also took the policemens personal belongings like wallets and even their uniforms, to include their service firearms. (INSP.

Social Security System (SSS) branches nationwide will open for business on four consecutive Saturdays in June to enable household employers and domestic workers or kasambahay, such as maids, nursemaids or yaya, gardeners, cooks and laundry women, to register with SSS. SSS President and Chief Executive Officer Emilio de Quiros, Jr. said all its branches will be open to issue social security (SS) numbers for domestic workers as well as household employer ID numbers on June 8, 15, 22 and 29 to facilitate their mandatory SSS membership as provided under the Kasambahay Law and the Social Security Law. As active SSS members, domestic workers realize the fruits of their hard work in the form of SSS benefits for sickness, maternity, disability, retirement and death. SSS also helps household employers from solely shouldering the burden when their househelp faces financial difficulties, he added. The Kasambahay Law, or Republic Act No. 10361, was signed into law on January 19, 2013 to ensure the social protection of household employees under various government agencies, which include the SSS, Philippine Health Insurance Corporation and Pag-IBIG Fund. To get an SS number, domestic workers, including family drivers who are considered household em-
in paying the contributions of their domestic workers will be given their Household Employer ID Number during their branch visit, via email or mail. Household employers reporting workers for SSS coverage must submit the Employment Report Form (SSS Form R1-A), the Specimen Signature Card (SSS Form L-501), and the SSS Form E-1 of household employees with no prior SSS coverage. De Quiros said the domestic workers eective date of coverage, which is the same as the date of employment, marks the start of the respective household employers obligation to remit monthly contributions for the household employee. If the eective date of coverage is earlier than the date of registration, the household employer must submit a Statement of Monthly Salaries received by the domestic worker starting from the date of employment indicated in the SSS Form R1-A, he said. This will be the basis for the computation of the accruing contributions that the household employer has to settle. Apart from registration services, SSS offices with branch tellering facilities will also accept contribution payments of household employers during the four selected Saturdays. SSS forms are available at SSS branches and may be downloaded from the SSS website (www. sss.gov.ph). (PR)

PPP & party-list org could answer lack of classrooms in Eastern Visayas
he lack of classrooms in Eastern Visayas as announced by the assistant regional director of the Department of Education is one of the problems that will curtail the mandate of the agency. The need for 1,848 more classrooms this coming school opening in June 2013 would affect the learning capacity of school children and the performance of schools and teachers. Added to this hitch are setbacks that the children themselves experience at home and in the community such as, family problems; poverty and environmental concerns. The government has to do something about this with possible public private partnerships. While it is intent on solving literacy concerns through the conditional cash transfer program, it has to look into the other side of the problem which is the lack of educational facilities especially on classrooms. A strong public-private partnership has to work in solving the problem. In Region 8, the
Tacloban Filipino Chinese Chamber of Commerce has been very prolific in donating classrooms even outside the city. Other civic organizations could be encouraged to do the same. But for all its intent and purposes, party-list organizations could also contribute in solving the problem. If these cannot be removed, they might as well be tasked in part to build school facilities. Its huge pork barrel of almost P1 billion in nine years would have covered up such shortage. It would have bridged the gap and could have made these party lists fruitful and no doubt, performing. Talking about party-lists organizations, this huge number of deficiency would not have reached this high if the party- list, An Waray started building classrooms in 2004. Its second advocacy which is on PAARALAN or SCHOOL whose document describes it as follows, An Waray party-list believes that eduto page 9

Rev. Fr. Oscar Lorenzo was the retreat master and the same person who solicited reaction from newsmen, instead of him being hurled with questions. As a former educator and in fact then rector of the Sacred Heart Seminary, he enlivened the retreat with getting comments from the participants while he discussed about the theme This is the Will of God, your holiness (the Diamond Jubilee theme). When it was my turn to convey my response, I opined contrariwise. Fully accepting the truth that Christ Jesus is abiding in wisdom, I supposed that Christ does not mean to exclude all rich men from entering Gods kingdom in a strict sense. For me, Lord Jesus made a generalization of the kind of person who could and could not enter the kingdom of God. Quoting part of the statement earlier imparted to me by Fr. Amadeo Saca Alvero, when your work or action leads people to praise God and make them holy, the Holy Spirit is at work. For me, the work of the Holy Spirit is Christ at work for ones sanctification that will somehow make him worthy of a place in the kingdom of heaven. Even if a person is wealthy, if he uses his wealth for Gods glory, as I stated, I do not see that as hindrance for that rich man to enter Gods kingdom. Conversely, if a poor person does not do anything to merit the kingdom of God, he also is barred from entering it. Fr. Oscar sought the media practitioners reactions as he tackled about the strata or aspects of developmental concerns of humans which he layered from one onwards that is: economic, social, cultural, political and finally spiritual. As he initially explained, the economic aspect affects all the rest including spiritual. Nevertheless as he unveiled his thoughts about this, he explained (let me state it in gist) that if a person allows his economic condition to influence all liked anyway, and the good fortune to run into the ones I doand the eyesight to tell the difference. Indeed, I squint when reading this prayer or looking at computer screens. When the eyes grow dim, / When the bones creak/ When the knees go bad/ I simply remember my favorite things/ And then I dont feel so bad,
A priest once asked newsmen about their view on these two schools of thought which although are generally incongruent could be analyzed altogether towards a common drift. Reciting a passage in the Bible, he elicited comment on this word of Jesus Christ, It is easier for a camel to pass through the eye of a needle than for a rich man to enter the kingdom of heaven, in contrast to or compared with the popular experience that one could better attain spiritual upliftment if he has more to spend or give for his spiritual obligations. Few took the challenge to task and shared their respective
opinion. In all due reverence to Christ Jesus, Whom they all said could never be wrong in any of His words, they articulated their thought corresponding to the teachings of the Roman Catholic Church or any Christian church at that. As Christ warned His disciples and the people milling around him while he was preaching in that part of Judea east of the Jordan River (in Mark 10 and Matthew 19), He emphatically said, It is terribly hard for rich people to get into the kingdom of heaven! In fact, its easier for a camel to go through the eye of a needle than for a rich person to get into
affects all others, the spiritual or moral dimension can equally affect all other aspects. Likening to corruption the control of the economic aspect of ones development over all others including the spiritual dimension, he exhorted to avoid doing wrong or committing sin, we do not dichotomize (separate) these aspects of our life. Finally leaving these words, he ended the retreat with this caveat, Be conscious that God is watching all the time.

al practice is poor, says PPI vice-chairman Vergel Santos. The new technology opened the practice to people altogether untrained for it, not to mention clueless about it, Journalism in the 21st century is evolution not extinction, Brian McNair wrote. The range from old fashioned sleaze among family dynasties, brutal slaying of newsmen and hunger. Plenty sits still. But hunger is a wanderer . These interlock with new challenges: Climategate ( sea levels are rising in a deforested Philippines ), the new biology, participatory culture and digital age communication. Those issues can wring the best of every journalist. Were in the youth of senility now. Our knees creak. Time brought the bifocals, grey hair and stoop. And why did those stairs turn steep all of a sudden?. Wheres that walking cane that a Malaysian colleague gave when we retired from United Nations. Was that a century ago? Instead, we stumbled across an old Senility Prayer. It reads: Grant me, Lord, the senility to forget the people I never
VISITATION
The Visitation of the Blessed Virgin Mary to Elizabeth was an ordinary event. It is not like events such as the Immaculate Conception or the Assumption. But through an ordinary event, extraordinary things happened. First of all, Elizabeth was filled with the Holy Spirit; secondly, she exclaimed the words, Blessed are you among women, and blessed is the fruit of your womb which form part of the Hail Mary. Thirdly, John the Baptist was also filled with the Holy Spirit. Fourthly, Mary uttered the hymn, the Magnificat which forms part of the liturgy of the hours in the evening prayer of the Church. Thus through ordinary events, extraordinary things can happen. This is true also in our own lives. Through our ordinary actions, we can bring grace, peace and help to others. One of the invocations in Marys litany is Ark of the Covenant. Like the Ark of the Covenant of old, Mary brings Gods presence into the lives of other people. As David danced before the Ark, John the Baptist leapt for joy. As the Ark helped to untie 12 tribes of Israel by being placed in Davids capital, so Mary has the power to unite all Christians in her Son. At times, devotion to Mary may have occasioned some divisiveness, but we can hope that authentic devotion will lead all to Christ and therefore to one another. (HIS WORD IS LIFE by Vima Dasan, S.J., published by Paulines. It would be to deprive oneself of Marys allpowerful entreaty; it would be to ignore the fact that, having once given Jesus Christ by means of Mary, God no longer changes his method, style or design. Mary generated the Head, Mary generates the members. Blessed James Alberione, SSP, S.Th.D., Founder of the Pauline Family
Youre skipping the Philippine Press Institutes conference this June? asked Daily Guardian of Iloilo editor Francis Allan Angelo.. Why? Barring martial law interruptions, weve attended such gatherings since 1964. The late publisher Joaquin Roces then summoned me to his Manila Times office . What do you know about press institutes?, Chino asked, twirling his trademark cigar. Nothing, we replied. Good. Next week, you fly to Columbia University in New York . At the American Press Institute there theyll teach you the ropes. See us when you get back. Who is us? , we asked before stepping out his office. All of metropolitan Manila publishers, Chino replied.. Weve agreed to set up a

But others are now gone: Chino and his brother, Don Ramon Roces, Philippine News Services Osmundo Abad Santos and Hans Menzi of Manila Bulletin. celebration will have a unified cultural parade where the Pintados, Kasadyaan Festivals have accepted or agreed to join in the Sangyaw Parade on the 29th, it was great news and meant an end to the squabbles and petty bickering. A lot of people were happy with the news. To most, it means hope for peace and love to reign over the city once more. Before the election, there were many people including pastors and priests who prayed for protection and blessings for the city and its people. God has answered the prayers; more than anything else He answered the prayer for unity and harmony. Everyone hopes for the peace and unity to last. It is hoped that all concerned groups will appreciate the new found calm. Nothing happens by accident, the newly elected leaders have been chosen to complement each other and become a team for a purpose. Only God knows His purpose but the people of God are drawn to it, they know who is at the helm. People expect that there will be no more bickering and squabbles.

Now the Kasadyaan Festival that stands for jubilation and euphoria can exude such during the festivities. The Pintados that symbolizes the beginnings of our people, their culture and body arts and color, will really be able to showcase the best, the most colorful and the most beautiful body arts that we were known for; finally, the Sangyaw festival that is anchored on the proclamation of our faith and our being Christians, will be able to show the light of Jesus and our goodness as Christians to everyone. With the three festival groups joining forces, let us hope for a merrier Fiesta celebration. We hope that each group will equally take charge of the responsibilities and obligations that come with any celebration. With the new found unity, may the groups also be sensitive enough to take on the responsibilities in helping the Church, and the expenses when sponsoring an event or throwing a party. May each group equally accept the responsibilities on peace and order; cleanliness and over-all management of the festivities so that the cooperation will bear fruits and
