1 General
In many process industries, factories, hospitals and other buildings where great emphasis is laid on energy supply continuity, Eaton-Holec's automatic mains change-over system guaranties an automatic change-over between transformer supply and emergency supply. The ATS system can be applied in both emergency supply systems and combined heat and power systems, or a combination of both. The number of transformers and generator sets applied varies depending on the application. Partly due to this, a modular design PLC was chosen. This type of PLC has a powerful programmable packet and a bread selection of I/O modules, so that for each change-over operation, an optimum solution can be found.

2 Apparatus for control and operation


The following main component is mounted in the ATS-panel: 1 x PLC make Allen Bradley

2.1 Located on the front of ATS-Panel


1 x Operation Control Switch - position: AUTO - position: LOCAL - position: REMOTE 1 x Trip Selector Switch - position: L1 - position: L/R - position: R1 1 x pushbutton - RESET

2.2 . Located near the Air Circuit Breaker


For manual switching (Operation Control Switch on the front of ATS-Panel is in "LOCAL" position) each ACB has an operating switch with positions OPEN 0 CLOSE. If this switch is operated to the CLOSE position the ATS will, after controlling the status, safely close the ACB. If this switch is operated in the OPEN position the ATS will open this circuit breaker.

2.3 . Indication near the Air Circuit Breaker


On the front of the panel 3 indication lamp give the status of the ACB. Red for close, green for open and white for healthy. The white indication lamp will flash if the control or status of the ACB is not correct.

3 Description ATS
3.1 Normal operation
In normal operation both transformer incomers will supply the switchgear in non-parallel operation and the generator is stand by. The status of the ACBs will be as follow incomer L1, R1 & buscoupler R/N are closed incomer generator N1 & buscoupler L/R are open.

3.2 Automatic operation


Operation Control Switch in "AUTO" position Starting under normal condition 3.2.1 Loss of transformer voltage of incomer L1 (or R1) Waiting time 3 sec Incomer L1 (or R1) will open Buscoupler L/R will close 3.2.2 Restoration of transformer voltage of incomer L1 (or R1) No action by ATS operator to restore normal operation 3.2.3 Loss of both transformer voltages Starting under normal condition Waiting time 3 sec Start command to the generator will close Generator voltage available and Generator permissive to close contact is closed Buscoupler R/N will open Generator Incomer will close 3.2.4 Restoration of transformer voltages No action by ATS operator to restore normal operation If one of the transformer voltage restores the ATS will switch over according 3.2.1

3.3 Manual operation


3.3.1 Local Operation Control Switch in "LOCAL" position In this manual situation the individual control switches located in the ACB panels can operate the ACB. ACB Control switch in the OPEN position. Opening the ACB can be done any time. ACB Control switch in the CLOSED position. Closing ACB to a dead busbar can be done without sync check. Closing ACB to a live busbar will be done via the sync check relay. An activated sync check relay can be cancelled by turning the ACB control switch in the OPEN position. Incomer ACBs can only be closed if the cable voltage is available. The following automatic actions will be executed in case of parallel operation If both transformer incomers and buscoupler L/R are closed at the same time, the ACB selected by the TRIP SELECTION SWITCH will open. If the selected switch fails to open the following action will be taken to prevent continuous parallel operation. o If the left ACB opening fails the buscoupler will open. o If the right ACB opening fails the buscoupler will open. o If the buscoupler ACB opening fails the left ACB will open. If both generator incomer and buscoupler R/N are closed at the same time, the ACB, most recently closed, will remain closed and the other ACB will open. When the emergency generator is started manually it is possible to operate it in parallel with the transformer R1. Synchronisation will be carried out at the generator synchronisation panel. In this mode the generator incomer and buscoupler R/N will both be closed. Therefore a contact from the generator control panel generator parallel operation will be closed. If the generator ACB is opened the start command to the generator will open 3.3.2 Remote Operation Control Switch in "REMOTE" position In this manual situation the ACBs can be operated by the PAS via the Profibus link except for generator incomer. The switching conditions are identical to situation described in section 3.3.1 Read for ACB Control Switch in OPEN position: PAS open command and CLOSED position: PAS close command.

4 Communication signals
(via potential-free contacts)

4.1 Generator
Start command to Generator START COMMAND: closed contact, indicates the SB101E1 requires generator supply. This contact will remain close until the generator ACB is opened, no cool down time is includes. Return to normal supply (start active synchronisation) command to Generator This contact closed after the transformer supply is restored and the ACB control switch of the buscoupler R/N is turned in the CLOSE position. In this situation the transformer ACB is closed Generator ACB permissive to close contact (from Generator control panel): PERMISSIVE: closed contact, indicates the generator is ready to take the switchboard load. (generator ACB permissive to close) Opening this contact if the generator ACB is closed, will not open the ACB. Generator ACB Healthy: (from Generator control panel): HEALTHY: closed contact, indicates the generator is ready (in auto-position, also if the generator is not running) Opening of the contact, will open the generator ACB (if closed) and block the ACB to close Generator parallel operation contact: (from Generator control panel): This function will allow parallel operation between generator and transformer R1. This contact will start sync check for closing of buscoupler R/N. 3 phase 400Vac voltage derived from the busbar of bussection R This voltage is required for active synchronisation

4.2 General
ATS healthy: This relay is energized when PLC is healthy (in run mode), and no fault occurs. The following condition will de-energize the relay: loss of aux supply failure of the PLC incorrect status of the CBs failure of closing or opening command of the CB operation of the protection relay of the CB The generator does not start or permissive contact not available within 1 minute The generator stops during operation The sync mode not occur within 3 minutes
