Police Department Report - Chief Brook

Month of December We received from CJIS today, Live Scan training confirmation for Sgt. Morris, Mr. Humphries and Officer Tucker. 8:30 AM - 4:00 PM on January IO,2OI3 at Restertown Road, Baltimore, MD. They wll be Live Scan Technicians. We should have another check coming from Addison and Sheriff Road. Approved repairs at last meeting that I was gong to get done for 5288.00. Labor would have been 5t0.00. Estimate would have been around $466.00 plus tax. They took it to Cheverly and it cost over SZSO.OO more. lt cost 57O4.O0. Recommended getting tre and front end repairs on the white charger. Mr. Michael D. Tucker, the State certified all of his credentials. He has been in law enforcement for 6 years. Graduated the Academy in 2OO7 and he also worked for Seat Pleasant for 2% years. Chief Brooks - stated that Mr. Tucker has met all the qualifications of the state. Councilmember Keith - while at a meeting with Chief Magaw a month and a half ago Mr. Tucker had a wonderful recommendation from the Assistant Chief of Patrol there, she said you have a good young man there. Mayor Martin - the attitude you bring to the community will be good, more than anything else you have to be a good community police officer. Councilmember Waiters - an email about a liquor store on Sheriff and Eastern Avenue was received concerning loitering. Councilmember Keith - we can contact the State's Attorney Office, so when renewal of license time come around, the liquor board will be aware of the problems. Attorney Deloach - when it's time for them to renew their liquor license they can be brought before the liquor license board, they would renew their license but they would ask them to remove A, B, C, D from their inventory. Councilmember Downing - we could start the letter writing now and get a file on them. Mayor Martin - when they do go up for review we can go down and make a presentation, they will send that information here to us. Oath of Office Swearing in of Officer Michael D. Tucker. Mayor Martin - we will check further with A-Plus and Walbert' Mayor Martin - 4 year term for Mayor and Council, contacted MML and they referred me to their website. We did a resolution and from there it went into a referendum in May. lf we decide to do this we will have to research it do that resolution in a Town Meeting. Councilmember Waiters - if passed and accepted it does not go into effect for the current Mayor and Council? Mayor Martin - it will be for the next setting group. in Councilmember Waiters - the next setting group is that the entire Council, those that come this year and those that come in on the off year. on a Former Mayor Saxton - if referendum is passed whoever is elected this election would be the benefit years. not lt would four year term. Mr. Ukkundo,Oohwaka - we have 5 council members that live on one street, is there any kind of way to amend that and divide Fairmount Heights into wards' Former Mayor Saxton -you would have to put that in a referendum' Councilmember Downing - repair of tractor, we need someone to come out and take a look at

Civic Association - Mrs. Daisy Capers Have some flyers here for the Annual Black History Celebration. lt will be February 23,2OI3We have selected 4 people to be our speaker. They are Steny Hoyer, Senator JoAnne Benson, Mayor Davis and Wayne Curry. Only one have responded so far and that was Senator Benson. The cost is S11.00 to attend Councilmember Waiters - has a surprise for us, she invited the original Clark sisters. Mayor Martin -there was an article in the Gazette about Mrs. Daisy Capers. Senator Benson was very impressed by the article'

Mr. Ukkundo'Oohwaka - 505 Eastern Avenue is a historical house and I don't want to see that house demolished. lf anyone can get a grant to put that house back together and put that house in the name of Fairmount Heights, would be greatly appreciated. Mrs. Capers - asked Councilmember Harrson about getting meters on Sheriff Road to make them pay for parking at flea market, but have not heard from her. Former Mayor Saxton - issue with Town Manager Mayor Martin - lt's about a year that we have been going without a Town Manager, the position not being filled. That's on our lst. Mrs. Syphax - would like to reinforce people coming in here.constructing whatever they want. I don't see any permits, the 2 houses on the 700 block of 60'n Place, they have been working on it since October. We need to get a committee together. Councilmember Downing - Mr. Vaughns has given them stop work orders on a few occasions. When you see those things you need to call the Town and leave an address, so we can follow
up.

For the Record I was informed, on last We{qsc!qy;!g{]-10th that I would no longer be serving as your police chief, and your Counil in E-xecutive Session on Tuesday night 9th of Aprit voted to bring in an outside agency which is the Maryland State Police to run the police department after they are here for 3 months then they are to report back their findings to what the police department need to improve safety of your community. LetItBe Known, that I've asked for the past2 or more months for help to hire reserve police offlrcers which for a bear minimal cost to the Town, which would be in-service annual training and fire arm training. Also they would be Maryland certified and they could combat the issue of the Town. I was told by one of the Councilmembers there wasn't going to be any hiring of additional offtcers until aftel the upcoming election. But on Tuesday April 9th the Council mnade a decision to run or oversee the police department to have an outside agency come into your Town. I have asked for months to get the police cals fixed and hire additional off,rcers and to date some of the cars have been worked on but we haven't hired anyone. I feel this is a slap in my face when I come to the Mayor and Council and ask for help to purchase equip and to hire additional offrcers and to be turned down, so the safety of you, the citizens, your visitors and visitors to Fairmount Heights will be on hold until after the election. I come to work daily, I do my very best with what the Council provide me with. Myself and Officer Tucker, there are calls for service in Fairmount Heights and the lack of coverage we respond to. I don't have adequate tools to have a chance to be successful as your chief of police. But the Council is quick to reach out to others to make it look like I am incompetent and don't know what I am doing. I feel like solne, not all want to see me fail and remember it took 4 votes in order for a decision to be aware. I would like to thank the Mayor and Council for giving me the opporlunity to serve you as your chief of police for the short time I've been. I've truly liked serving the Town of Fairmount Heights, have been serving you since 2003, it's like being at home. For the Record After informing you this information I hope there isn't any retaliation by tliis government or the next Council. It was only right as taxpaying citizens of any major changes to your community and public safety for your family, friends and visitors who come in to Fairmount Heights. Mr. Jordan - In order to rnake a justification of this nature to bring in state trooper, it has 'Who's the spoke person, who write justification? to be a written justification. Councilmember Keith - stated we basically have a gag orderwe cann't discuss what happened in Executive Session. Mrs. Syphax - we need a public safety committee. I say that Chief Morris be given favor, because of the work he has clone. Mr. Jordan - Civic Association want to establish a committee within our organization for Public Safety, anyone can sign up, give your email address and phone number. Need to have a police chief represent one of the major committees. This project will include Capitol Heights, Fairmount Heights and Seat Pleasant. The emergency room cost is around $3000.00. Council Reports Councilmember Dodson -had to leave Councilmember Keith - had no report Councilmember Ukkundo'Oohwaka - would like to bring clarity to citizens of Fairmount Heights. I myself was a member of the Civic Association for 3 years . Becarne a mernbel when Mayor Martin was the President, when she resigned it fall by the wayside until Mrs. Capers picked it up and Mr. Jordan joined us. I want to make it clear the Council does participate within the community. . I have also been working with the Civic Association trying to save the Pittman House.

Fairmount Heights Beautification Project, April 2I't at I :00 pm-4:00 p*, we will begin to do our clean up in Fairmount Heights, come in and register your homes. , There will be a Beautification Contest There will be a 1't,2nd and 3'd place prize. Our Town Manager, Code Enforcer and one of our citizens will do the judging. Councilmember Downing . Neighboring grant for $9,000 was left when Councilmember Waiters term was up, as a result I picked that up and saved on the light bill and made lighting inside and outside more energy efficient. . MayorMartin Welcomed new neighbors at 706 60th Place and thanked them for coming to the meeting tonight. Mr. Jordan - new contract with Comcast, have not got any feedback. Mayor Martin - attended meeting with them, will have to sit down and negotiate with Comcast, probably in20l4. Will keep you posted. Mr. Jordan - concerns about WSSC and V/ashington Gas digging and tearing up our streets. They are using substandard materials and the quality of their work is not up to standards. County inspectors are supposed to inspect their work and they should report when they are working in the Town. Mr. Vaughns - whenever WSSC is doing work in the Town, we do get letters telling the date and tirne they will be in Town.
