Carmen, Malot deny proclamation document


BAYBAY CITY- The document showing that she was proclaimed by the Comelec (Commission on Elections) in Manila did not come from her but was just a ruse she claimed to have originated from her political enemy. Thus said Marilou Malot Galenzoga, reacting to a document that circulated in Facebook this week, stating her proclamation as mayor of Baybay purportedly issued by the Comelec sitting as the National Board of Canvassers (NBOC). It did not come from us but from the camp of (Mayor Carmen) Cari. It was meant to mislead the people of Baybay, Galenzoga said in an interview. The purported document issued by the Comelec acting as NBOC was signed by seven commissioners of the Comelec led by its chair, Sixto Brillantes, Jr. It was said to have been issued on June 5, 2013. TACLOBAN CITYHundreds of devotees of Senior Santo Nio de Tacloban witnessed and rejoiced on His return yesterday to the city, after His two days stay in a chapel in Basey town, Samar. The return of the image of the Santo Nio de Tacloban, patron saint of Tacloban, signaled the Balyuan Rites between the two images of the Santo Nio between the people of Basey and Tacloban, once a village of said Samar town. The Holy Child Jesus coming home to Tacloban was witnessed by hundreds of devotees led by Mayor Alfred Romualdez and priests of the Santo Nio Church led by its parish priest, Monsignor Alex Opiniano. The Holy Image, which was just a replica of the Santo Nio de Tacloban enshrined at the Santo Nio Church, arrived at the Balyuan Amphitheatre in a flotilla yesterday at 9:36 a.m. from Barangay Buscada, Basey.

DPWH-8 reactivates quick response teams this rainy season


PALO, Leyte - The Department of Public Works and Highways (DPWH) in Eastern Visayas is bracing for rainy days by reactivating its Oplan Quick Response teams in all field offices. DPWH Regional Director Rolando Asis has ordered all district engineers to be prepared for disaster response round the clock as the state weather bureau projects moderate to heavy rainfall starting this month. Quick response teams should be reactivated, particularly in the flood-prone areas, to ensure immediate response in case of any calamity, Asis said. District engineering offices in Maasin City, Southern Leyte, Baybay City, Catarman Northern Samar, Tacloban City and Leyte first engineering districts were specifically instructed to provide heavy equipment like dump trucks, pay loaders and excavators. TACLOBAN CITY Senseless deaths during an amok incident in a detachment in Burauen, Leyte prompted the Philippine Armys (PA) 8th Infantry Division (ID) to reiterate the no drinking policy for soldiers and militiamen on duty. Captain Amado Gutierriez, spokesman of the Philippine Armys 8th ID said Brigadier Gen. Gerardo Layug, PA 8th IDs commanding general issued an order to strictly observe the policy in all of the regions army camps and detachments. Eastern Visayas has 5,000 soldiers and nearly 2,000 Cafgu(Civilian Armed Forces Geographical Unit)members assigned in 10 battalions

Another Cafgu member Abner Tolibas was injured during the incident and hes now recuperating in a hospital in Tacloban City. Manidlangan also shot to death by comrade Genes Cabidog to prevent him from shooting others inside the camp. The incident occurred inside the Army detachment in Barangay Anonang in Burauen town, 47 kilometers south from this city. The suspect violated the policy prohibiting military and Cafgu members from drinking alcoholic beverages while on duty.

We have been calling those firearm holders to renew their expired licenses as we resume our Oplan Katok campaign, along with invigorated police operations, to reduce the number of loose firearms to an insignificant figure in the soonest possible time, said PCSupt. PALO, Leyte The Regional Development Council (RDC) is now on the process of selecting private sector representatives (PSRs) that will participate in the highest policy-making bodys deliberation until 2016. National Economic Development Authority Regional Director Bonifacio Uy, acting RDC chair, said they are now updating list of accredited PSOs that will nominate PSRs, which comprises 25% of the RDC membership. We have agreed to select a regional representative for all sectors since all concerns should be represented in the regional level, Uy said. Working hands
pushes the graduate to abandon his chosen career and try to fit in whatever job is available. Only a few of the graduates could actually be absorbed in the world of work. At times, graduates are found incompetent in many areas to qualify as a functional and competent worker. The mismatch between education and jobs is one primary cause why graduates are found unfit in various fields of work. We are moving into the future where the country would be producing export quality technically skilled manpower whose capabilities had been predestined to be blue collar because of being deprived from pursuing academic courses that can mold them into competent managers. But the trend is paying good returns as more and more skilled workers are landing in offshore and overseas employment than those with academic degrees. This may be the reason why most of our graduates are lining up to take vocational courses that fit the

ollege graduation had been the passage of the young graduated to unemployment. This reality is a continuing cycle as graduation turns out great numbers beyond the employment opportunities. The number of unemployed is a growing figure as graduates keep on piling every year even before the previous graduates could find jobs. No one cares to solve the problem? Who is to be blamed for the delay? On Election Day teachers risked their lives to serve for honest choosing of leaders in the government. However, when it comes to their honoraria the government neglected them. It seems teachers serving the Board of Election Inspectors (BEI) are often required to shed tears before receiving the hard earned honoraria. Serving BEI is not an easy job. Imagine rendering service from the early hours of Election Day up to the last hour of sending the election results of unspecified end is very tedious. Is your millennial kid grown-up?


tered. All my girls are born between 1982 and 1999, and may be called Millenial Girls. According to market researchers, this cohort is less likely to follow tradition like courting and parenting. While they declare financial independence, attend training programs and travel and adventure, buy things on their own they do zigzag once in a while or come home for any failed decisions. But mind you, the sense of identity and self-esteem remains and this is admirable. I proposed to Vida that I may build her own at next year, but was told there was no need because she and fiance are planning to settle down. Shocked, sad, happy? Till now, I am sorting my feelings. Neither is she rushing to detach from the family, she shares her budget with the others, shopping, and staying connected. This way, it helps the family feel closer. Today is the 7th and final game of the 2013 NBA Finals that will decide who will be the 2013 NBA Champion between 2 great teams, the Miami Heat and the San Antonio Spurs. But the 6th game was one __ of a game. It was the best performance of the 2 NBA champions. 30 seconds were left on the __ and the San Antonio Spurs were already expecting their title, their 5th since 1999. But lo and behold the sweetshouting Ray Allen made a 3 points trying Adulthood for my children as I surmise is gaining independence and doing what they love. For them, it is a defining experience to see the consequences come to fruition. I do hope too that we will once again be free, this time not from the choking hold of a tyrant but from our own biases and prejudices.

What a game!

Four of my six girls are grown up. I like to believe. While young, I could make them wear dresses, matching socks and ribbons. Now, that habit is gone. They all assert that they have grown up. It was indeed a game worth watching again and again.

ASPA Just when we thought our National Bureau of Investigation will reek of bias when it brings down the gavel insofar as their investigation of the death of a Taiwanese fisherman is concerned, it proved us wrong. Just when I thought the bureau has since been labouring from prejudices, it proved me wrong. Now they are saying our coast guards who fired their arms should be properly charged. They are saying that to our own. That came really as a surprise, what with our penchant to protect our own, come hell or high water. It was precisely the reason why I thought the Philippines, other than protecting its competence and integrity in conducting criminal investigations, insisted not on a joint but on a cooperative, or to put it in Leila De Limas words parallel, investigation. Taiwan, even way before it could start its own investigation of the farce, was already predisposed in its stand that their citizen was murdered, not died. A joint investigation would definitely not sit well on that proclivity. I thought that after having decided on what kind of investigation to conduct and who should do it, it was only a matter of time that the NBI would issue its findings exonerating the involved coast guards. I thought it was an investigation headed one way but not the other. I thought it was an investigation of formality, done to guise an already pre-ordained result. As it turned out, all of that were thought wrong. Which then made me labour between two impressions: whether to feel proud because we have the balls to damn our own or be sorry to the coast guards whose fate has been sealed by their Filipino comrades? Quite ironically, news of the said developments in the investigation came out in the papers on Inde-

pendence Day, celebrated to supposedly commemorate the bravery and valour of our heroes who fought sweat and blood to free us from Spanish tyranny. I thought it ironic because treading on free from bias and prejudice is bravery and valour in itself. To act with damning repercussions when what to be expected from one is only predisposition and nothing else is bravery and valour in itself. Our NBIs boldness in damning its own is bravery and valour in itself. With that show of nerve, our government has indeed come a long way in dealing with matters of unusually controversial proportion. When the least it could do in vindication of the show of distastefulness of Taiwan and its citizens is to show that they are wrong, it showed polish. When the best it could do to give justice to our citizens who suffered a lot from Taiwans biases and prejudices is to be itself biased and prejudiced, it showed sophistication. We chose the truth from bias and prejudice. We chose not to be biased and prejudiced. What of our poor coast guards who has to carry the burden of our show of candour? I say they stand as sacrifice, a necessary one. Like the rudimentary

If it were coursed through the regional, provincial or municipal Comelec office, then there could have been no problem in releasing them to the BEIs, Would it not be better if the money for the honoraria of teachers serving as members of the BEIs be sent directly by money transfer through LBC or similar commercial offices? That is, if the teacher has no Land Bank ATM account. How come there were teachers who were in the list who did not serve the election, yet received the amount not intended for them? Are there many teachers who are dishonest that they have to receive the honoraria though having rendered no services? If the report is true, then, those teachers should be kicked out of the service for being dishonest. I disagree with the statement of Atty. Petalcorin that: xxx Those who did not serve but received the money will have to refund it, because we expect honest teachers to teach our children the moral values our educators in the past have thought us to be. Hence, they should be charged administratively for violation of the civil service rules. They are dishonest. Less than three years more to come, the presidential election will be held, the present problem of teachers not receiving on time their honoraria should be given attention to make this country great again. This educational institution was founded in 1918 as the Catarman Farm School from a proposal of then Samar Governor Clodualdo Lucero . Over the years, its name underwent changes corollary to the changes in its funding schemes. In 1920, as the Catarman Agricultural School; 1930, Catarman Agricultural High School and the Catarman National Agricultural High School in 1950. It became the Samar Institute of Technology on June 14, 1956 by virtue of RA 1434, from a bill authored by Congressman Eladio T. Balite of Bobon, supported by Senator Decoroso Rosales of Calbayog and Congressmen Marciano Lim and Felipe Abrigo. Eight years later, Congressman Eladio T. Balite again filed a bill that became Republic Act No.4126 which elevated SIT to university status- The University of Eastern Philippines. For this, Congressman Balite was supported again by Congressmen Felipe Abrigo and Fernando Veloso of Catbalogan. Week-long Celebration The week-long celebration of the 95th Founding Anniversary showcased projects, services and product outputs of the different colleges and units/offices in many different ways. The Open House enabled new and old students alike to be acquainted with the many programs and projects of the university. Highlights include: MOA signing with different municipalities of the College of Agriculture fisheries & Natural Resources; Inter-school Debate, Poetry Reading, and video presentation of the historical development of the College of Arts & Communication; Trade Fair and Symposium in the College of Business Administration; Pasiklaban 2013 (a multi-disciplinary contest on skills, academic expertise, literary and musical powers) in the college of Education; Product Standards Seminar in the College of Engineering in collaboration with the Department of Trade and Industry; Product Exhibit in the College of Science; Medical and Dental Misof the employees prepare for the parade around the university town to end at the UEP gymnatorium where the grand program and luncheon will be held. Atty Mar P. De Asis, UEP President, will deliver his anniversary message, which is expected to lay down the thrust and direction towards the centennial of the university. President de Asis, described by the Vice President for External Affairs, Dr. Mindanilla B. Broto, as the quintessence of man has, for six (6) years now, steered this institution in shaping character, providing leaders, and transforming lives and who has the capacity to rally men and women to a common purpose, the intensity to turn their lives around and the character which inspires confidence. Highlighting the anniversary program is the giving of cash awards and recognition to LET and board exam topnotchers, researchers whose papers were published in refereed journals, faculty members who presented papers/researches in international conferences, and the Award of Merit for for High-Performing Colleges. Further giving color and spirit to the anniversary celebration is the one-act play contest that shall capture the essence of this years anniversary theme. The students, on the other hand, will have their general acquaintance party, 7:00 oclock tonight at the RAB Amphitheater. Later in the afternoon (June 19) was the signing of MOA and contract between UEP, represented by Dean Romeo Atencio, PME of the College of Engineering, and the Department of Agrarian Reform-Eastern Samar, represented by Ms. Teresita Alde, Senior Agrarian Reform Program Officer, and with notice to proceed, to conduct the Organization Enterprise Needs Assessment and Design Assessment (OE-NADA) of the Agrarian Reform Community Connectivity and Economic Support Services (ARCCESS) Project in Eastern Samar. Four (4) agrarian reform communities in Eastern Samar will be assessed by the UEP Consultancy Team. UEP Alumni General Assembly and Election On June 21, 2013 is the General Assembly of the members of the UEP (Main Campus) Alumni Association, Inc. (UEPAAI) at the Farmers Training Center where they will elect the associations new set of officers and Board of Directors. City PESO holds MEGA jobs fair


TACLOBAN CITY The Public Employment Service Office (PESO) has conducted a Mayors Employment Generation Activity (MEGA) Jobs Fair for overseas and local job seekers. This was sponsored by the city government of Tacloban through the PESO in coordination with the Department of Labor and Employment (DOLE) and other agencies. The one- day job fair held at the Balyuan Convention Center was attended by many job seekers from different parts of the region. This MEGA Job Fair is conducted usually twice a year. We conduct this on January and June , said Emilia A. Cruz, PESO manager. The said fair has invited employment offices such as Overseas Workers Welfare Administration (OWWA), Philippine Overseas Employment Administration (POEA), Technical Education and Skills Development Authority (TESDA), National Maritime Polytechnic (NMP), Department of Foreign Affairs (DFA) and Professional Regulation Commission (PRC) to address all the needs of the job hunters. PESO has also invited local establishments and some recruitment agencies. The fair did not only give opportunities for job seekers but also for matter of concerns for Overseas Filipino Workers (OFWs) and offered scholarships in TESDA. If the applicants are not yet qualified due to lack of qualifications, TESDA is here. We can ask for programs and services and available scholarships. Regarding also about concerns like you have relative or parents OFW and they have problems or concerns with their job, the OWWA is here to respond, Cruz added. PESO encouraged job seekers to participate in the job fair because this is already a one stop shop where they can apply and express their concerns to the authority.

TACLOBAN CITY About 500 beach lovers scampered for safety after a buhawi (mini-tornado) was spotted near the island of Canigao, 15minutes off the mainland of Matalom, Leyte last June 15. TACLOBAN CITYTree planting activities are to fill the day of June 25 as the Department of Environment and Natural Resources Regional Office (DENR-8) joins the national celebration of the Arbor Day. Arbor Day which comes from the Latin word arbor,that means tree, is an occasion originated in Nebraska, United States wherein individuals and organizations are encouraged to plant trees. The Philippine Arbor Day however is celebrated tin the country every 25th of June by planting trees and ornamental plants and holding of other forms of relevant activities. The necessity to promote a healthier ecosystem for the people through the rehabilitation and regreening of the environment was stated in Proclamation No. 643 that amended Proclamation No. 396 of June 2, 2003. Proclamation No. 396 enjoined the active participation of government agencies including government-owned and controlled corporations, private sector, schools, civil society groups of the citizenry in tree planting activity. Early morning on June 25, a tree planting activity will kick off at Brgy. Caibaan Tacloban City being one of DENR-8s Community Based Forest Management (CBFM) areas in the region. This will be participated in by the DENR-8 employees, Provincial Environment and Natural Resources Office (PENRO) and Community Environment and Natural Resources Office (CENRO) officials and staff, as well as the barangay officials and members of the Caibaan Upland Farmers Association. There are these designated areas wherein we can have our tree planting activity and Brgy. Caibaan is one of them. These designated areas are the ones which have been surveyed and which have undergone mapping already. Therefore, our seedlings are already computed and planned for these specific areas. These seedlings include narra, mahogany, fruit trees and the like, says Purificacion Daloos, the chief of the DENR-8 Regional Public Affairs Office. She added that those seedlings that will be given to anyone who want to ask are only the additional stock of seedlings they have. It is already the responsibility of the family to plant trees around their house or anywhere. They can have those seedlings from the seeds of the fruits that they eat. This means that they should not only depend on the seedlings that the office has, because the seedlings that we have are allocated to different designated areas that have been surveyed already, Daloos added. She further explained that the Department of Interior and Local Government (DILG)

and other agencies being part of the National Greening Program also mandate the barangays to produce seedlings so that by the time that tree planting activities like the Arbor Day will be held, they can also supply seedlings. We encourage the families to help us nurture the environment by producing seedlings so that they will no longer request for seedlings in the office, she stated. DENR-8 also encourages the students and other organizations to participate in the upcoming tree planting activities not only in Brgy. Caibaan but also in other communities in the province having a CENR office namely Palo, Albuera and Baybay in line with the Arbor Day celebration. This activity serves as a reminder to the public to always care and protect the environment by means of planting trees.
