Life saving actions recognized


The softball game on May 22 between Long Prairie-Grey Eagle and Minnewaska began like any other, but soon a life would hang in the balance. Long Prairie Police Officer Ryan Hanson, who was off duty, LPGE bus driver Gary Bentz and a firefighter from Minnewaska, were quick to jump to action when umpire Dan Wessel fell face first and lay motionless between innings. The three of them immediately rushed out onto the field and turned Wessel over and saw that he was unresponsive, turning blue and not breathing. Officer Hanson immediately called 911 to get an ambulance to their location and they immediately started CPR. Hanson cleared Wessels mouth area and administered breaths to Wessel, Wessel began to breath on his own for about five seconds and then stopped breathing again. They started CPR again, giving breaths to Wessel and he started breathing on his own. As the ambulance arrived, Wessel stopped breathing again and they continued to administer CPR and breaths for the third time. The ambulance crew took over chest compressions and Hanson continued to administer air to Wessel with a bag mask. The ambulance crew hooked up the defibrillator and Wessel was shocked twice. After the second shock, Wessel started to move and become responsive. He told the rescuers that he was ok and wanted to finish the game. Wessel was taken by ambulance to Tri-County Hospital in Wadena and later received a successful triple by-pass surgery. With officer Ryan Hanson and Gary Bentzs quick actions and skills they were able to save Mr. Wessels life, said Long Prairie Police Chief Kevin Langer during an award presentation at the Monday Long Prairie City Council meeting. Multiple agencies respond to high-speed chase


On June 19 Randall Police conducted a traffic stop on Morrison County Highway 14, one mile west of Randall. Police spoke with the male driver and observed a female passenger in the front seat and two small children in the rear seat. Randall Police obtained a name from the driver that did not match State Records. Information was then obtained from the female passenger that showed a false name was given. Police learned that the drivers real name was Terry Lee Bryant. Mr. Bryant is 30 years of age and was living in the Little Falls area but had arrest warrants from the State of Georgia and was considered armed and dangerous. Randall Police then asked for assistance from the Minnesota State Patrol and the Morrison County Sheriff s Department in the immediate apprehension of Mr. Terry Bryant while keeping in mind the safety of the children and female passengers. Upon arrival of other agencies an attempt was made to have Mr. Bryant come out of the vehicle. Mr. Bryant then fled from police in the vehicle. The female passenger and two small children were still in the car. An immediate attempt to put out stop sticks failed as Mr. Bryant went around the sticks and into the ditch. Law Enforcement agencies then followed the vehicle west bound on County Road 14 with speeds in excess of 120 mph. Officers backed off a distance so as to allow the Mr. Bryant to slow down for the safety of the children and female passenger while also calling for assistance from Todd County Deputies and Long Prairie Police. Mr. Bryant was then followed into Browerville with squad cars from several departments. Mr. Bryant then fled north bound on Todd County 21. Staples Police then gave their assistance and made several attempts at stopping the vehicle with stop sticks but again without success. Mr. Bryant continued Northbound on Todd County 21 across State Highway 210 where the front left tire then ruptured and began to disintegrate. Mr. Bryant continued on three tires at a slower speed. He then turned West onto U.S. Highway 10. Contact was made from Todd County Dispatch to the cell phone of the female passenger. Mr. Bryant began issuing demands to police to end the high speed pursuit. Police wanted an end to the chase that would be the safest route for the children and female passenger; that meant Mr. Bryant would need to stop the vehicle and surrender. Todd County Dispatch then informed law enforcement that Mr. Bryant would stop the vehicle, get out on his knees and surrender. The vehicle stopped and Bryant was taken into custody without further incident. Randall Police then transported Terry Bryant to the Morrison County Jail where he is being held pending formal charges for fleeing police in a motor vehicle. The City of Randall and its Police Department would like to thank Deputies in Morrison, Todd, and Wadena Counties, the Minnesota State Patrol, Little Falls, Long Prairie, and Staples Police Departments. We would also like to thank the Dispatchers from Morrison and Todd Counties. It was very nice to see all the agencies work together in the apprehension of a dangerous wanted felon while keeping in mind the safety of two young children and a female passenger.

Mitch Heid voted Class A baseball Player of the Year


By Coach Middendorf Browerville senior Mitch Heid was voted the 2013 Class A baseball Player of the Year by the Minnesota State High School Baseball Coaches Association at the 39th annual Play Ball MN High School All-Star Series Thursday night in Chaska. Heid finished the 2013 season with a .531 batting average including 13 doubles, four home runs, and 18 RBIs. On the mound Heid went 5-3 with 37 strikeouts in 40 innings pitched. During the All-Star series Heid finished 2-for4 at the plate including a double and a 3-run home run to finish with 5 RBIs on the weekend. Heid led the North team to a 1-1 finish at the series that showcased the 80 best senior baseball players in the state. Matt Fiedler of St. Paul Academy was the Class AA player of the year and recent Minnesota Twins draftee Logan Shore of Coon Rapids was voted the Class AAA player of the year. In addition to being named the Class A player of the year, Heid also took home the Prairie Conference MVP as well as All-State recognition. Ulik, Anthony Tony Loving Husband, Dad & Grandpa August 2, 1932 May 30, 2013 Tony, who was born on a farm outside of Browerville, passed away peacefully at home on May 30, 2013 at the age of 80 after a five year battle with pancreatic cancer. He was preceded in death by parents, Agatha and Albert, brothers, Peter, Ray & Clarence. Tony is survived by his loving wife of 55 years, Bernice; daughters, Cheryl (David) Videen and Cindy (Peter) Kaczanowski; grandchildren, Janelle and Brian Videen, and Tim and Daniel Kaczanowski; brother, Tom (Evelyn); sisters-inlaw, Lauraine and Delores Ulik; and many nieces, nephews & friends. Memorial Mass was held on Tue., June 4, 2013 at the Church of St. Joseph in West St. Paul. Interment was at Ft. Snelling National Cemetery.

Phyllis Murphy Davis Phyllis Murphy Davis, 90, a resident of Anaheim, CA, passed away June 16, 2013, at St. Joseph Hospital in Orange, CA. Phyllis was born on November 5, 1922 in Clarissa, MN to Asa and Ruth (Nutting) Murphy. She was born at Grandma and Grandpa Nutting's home and was delivered by her great uncle, Dr. Martin Murphy of Browerville. She grew up and attended school in Browerville, graduating as Co-Salutatorian of her class. She then went on to school in Minneapolis. Phyllis enlisted in the Women Marines during WWII. She went to Camp LeJeune, NC, for Officers Candidate School and was stationed at Camp Pendleton, CA. She was a First Lieutenant when the war ended. She returned to Minnesota and worked for the telephone company in Minneapolis. Phyllis was united in marriage to Leon T. Davis in Minneapolis on December 23, 1948. They moved to California in 1951, living first in

DNR designates new wildlife lands for public use


The expansion of 28 wildlife management areas (WMAs) and the addition of seven new ones has added 4,405 acres in 24 counties to the Minnesota Department of Natural Resources (DNR) 1.4 million acre WMA system during the past year. These newly designated lands now are open for public use. Not all lands may be posted now but should be by fall hunting season. WMAs are open to public hunting and trapping and other compatible uses such as hiking, bird watching and cross country skiing. Pheasants Forever, the Martin County Conservation Club, the Swan Lake Wildlife Association, Pelican River Watershed District and Cass County were instrumental in helping DNR acquire more than 1,000 of these acres. Partners are very important to our natural accomplishing resource goals, said DNR Commissioner Tom Landwehr. We appreciate the help of these groups and our outdoors people for helping to acquire these critical lands for future generations of hunters and wildlife enthusiasts to enjoy. More than 1,800 acres were purchased with funding from the Outdoor Heritage Fund, one of four funds created by the Clean Water, Land and Legacy Amendment, which receives onethird of the money from a state sales tax of three-eighths of one percent that Minnesota voters approved in 2008. Other major funding sources were the Reinvest in Minnesota (RIM) critical habitat matching program and the $6.50 surcharge on the small game license that all small game hunters pay. Most of the RIM matching dollars came from the sale of the critical habitat license plates. The $30 per year charge for these colorful plates generates more than $3 million a year that can be used to equally match private donations to acquire or develop critical habitat in the state, said Kim Hennings, wildlife land acquisition coordinator. Most of the designated lands are additions to existing WMAs, complementing DNRs previous investment in wildlife habitat.

Bull riding and Mutton Busting will thrill spectators of all ages
A new event added to the already exciting line-up for Browerville Days 2013 is the addition of professional bull riding and Mutton Busting. Beginning at 2:00 p.m. on Saturday, June 29th, the event will be held in the festival area where the music stage has been located in the past. The bull riding event is being brought to us by M.T. Bucking Bulls & Rodeo Company from Long Prairie and Rice, and the Bull Riding Company from Princeton. Portable sets of bleachers will be available for spectators use, and a professional rodeo clown will be sure to entertain, as well as help assure the safety of the riders that are participating. Mutton Busting will give children under 55 pounds the The seven new WMAs will expand opportunities for hunting and trapping. Existing public hunting, fishing and trail opportunities are available by clicking the recreation compass feature at www.mndnr.gov. In addition, DNR Public Recreation Information Maps (PRIM) can assist people in finding land open to public recreation. The set of 51 separate PRIM maps identify a wide variety of federal, state and county lands available for public recreation activities such as hunting, camping, hiking and boating. PRIM maps, which cost $5.95, are available from the DNR gift shop, Minnesota's Bookstore, and several sporting goods and map stores around the state. PRIM maps may also be purchased online at www.comm.media.state.mn. us/bookstore/mnbookstore.asp?pa ge=mnprim. The gates for both events will open at 12, noon, and the cost for admission is $10.00, $5.00 for those 12 and under. Dont forget the Grand Parade at 7:00 p.m. on Saturday, with music by Dustin Evans and Goodtimes. Admission for the concert is $5.00 with children 12 and under free.

Todd County Land Use Permits


Todd County Land Use permits are required outside city limits for buildings and structures greater than 32 square feet in size. These permits provide a mechanism to facilitate orderly development within the county. Our comprehensive plan articulates clearly the desire by most citizens to both protect natural resources and to allow for development of structures and business sites. Todd County Land Use Ordinances and the Planning and Zoning Department were established with this in mind. Completing a land use permit application is fairly straight forward but might be a bit intimidating for people more accustomed to using construction tools than a pen and paper during their work day. That is why Planning and Zoning office staff are available to work through the process with you in advance or at the time of your application over the counter. The application will document what you intend to build and where on the property it will be located. It will consider the land use zone your property is located in and what allowed setbacks must be met. All necessary forms and instructions related to applying for a land use permit can be found on the county web site or at the Planning and Zoning office, located in the remodeled Historic Courthouse Building. Failure to obtain a land use permit prior to construction can lead to one or more violations of Todd County Ordinances. These situations are difficult and time consuming to resolve so please plan ahead and obtain county land use permits before starting your next project. DNR QUESTION OF THE WEEK


Q: What is the purpose of native aquatic plants along a shoreline? A: Aquatic plants are essential components of most freshwater ecosystems. Many of Minnesotas most sought-after fish species depend heavily on aquatic vegetation for food, protection from predators and reproduction. In addition to fish, many wildlife species depend on aquatic plants for food and nesting sites. Aquatic plants not eaten by waterfowl support many insects and other aquatic invertebrates that serve as important food sources for migratory birds and their young. Emergent aquatic vegetation also provides nesting cover for a variety of waterfowl, wading birds, shorebirds and songbirds. The reproductive success of ducks nesting near lakes, for example, is closely tied to the availability of aquatic plants. Beyond providing food and shelter for fish and wildlife, aquatic vegetation maintains water clarity, prevents suspension of bottom sediments and limits shoreline erosion by moderating the effects of wave and ice erosion. A healthy native plant community also prevents non-native invasive aquatic plants from establishing. Defeat of Farm Bill


The Minnesota Farm Bureau Federation was highly disappointed that the House of Representatives failed to pass the Federal Agricultural Reform and Risk Management Act of 2013. It was very disappointing to see a fiscally responsible, bi-partisan farm bill fail on the floor of the House of Representatives, said Minnesota Farm Bureau Federation President Kevin Paap. Agriculture knows how to do their chores and that they need to get done. This is no exception. Minnesota farmers need the certainty that comes with a five-year bill, and we will continue to work to make sure that this gets brought back up in order that we have legislation signed into law by the time the current farm bill expires in September. We were thankful for Ranking Member Collin Petersons leadership and dedication to working towards passage of a long-term farm bill. Minnesota Representatives Tim Walz, John Kline and Erik Paulsen joined Congressman Peterson in taking a stand for Minnesota farmers by voting in favor of the bill. While we would have liked to see support from the full Minnesota delegation, we look forward to moving forward together in finding a solution.

Maryland designated the Smith Island Cake (A layer cake with 8-12 layers) as Maryland's Official State Dessert in 2008.. The saying "You can't have you cake and eat it" (originally "eat your cake and have it") is first seen in print in 1562 in John Heywood's 'Proverbs and Epigrams.' The word 'cake' comes from the Old Norse 'kaka'. Not exactly the sort of word you would expect the Vikings to contribute to the English language. There are two basic cake types: those made with fats and those containing little or no fats. Butter cakes, also called creamed cakes, contain butter, margarine or vegetable shortening, which contribute to a finely textured, tender and moist cake. Cakes that do not contain fat, such as sponge, angel food and chiffon cakes, are often referred to as foam cakes. These have a larger proportion of egg than butter cakes. Both butter cakes and foam cakes lend themselves to limitless variations, depending on the flavorings added to the basic ingredients, the shapes of the pans used in baking, and fillings, icings and decorations used. Cakes come in all sizes and shapes, from layer cakes to jelly rolls to miniature cakes and cupcakes. The Only Yellow Cake Recipe You'll Ever Need


Cake 1 stick butter, softened, 1 tablespoon baking powder 1 1/2 cups granulated sugar 3 eggs, room temperature Frosting 1 stick butter, softened 5 cups confectioner's sugar 1/4 cup whole milk 2 cups flour 1/2 teaspoon salt 1 cup whole milk 1 teaspoon vanilla extract 4 oz. cream cheese, softened 1/4 teaspoon fine salt 1/2 teaspoon vanilla extract

Preheat oven to 350 degrees. Butter two 8-inch round cake pans and line bottoms with parchment; butter parchment as well. Whisk together flour, baking powder, and salt. Beat together butter and granulated sugar with a mixer on medium speed until combined. Add eggs and beat well, scraping down sides of bowl as necessary. Reduce speed to low and gradually add flour mixture, beating until combined. Add milk and vanilla and beat until just combined. Divide batter between pans Bake until golden and a toothpick inserted into centers comes out clean, 33 to 35 minutes. Cool in pans on wire racks 15 minutes. Turn out cakes onto racks to cool completely. Frosting: Beat together butter and cream cheese with a mixer on medium-high speed until pale and creamy, about 1 minute. Reduce speed to medium. Add confectioner's sugar, 1 cup at a time, beating well after each addition. Add salt, milk, and vanilla and beat until fluffy, about 3 minutes.

Sheriffs Report
On June 17, at 10:08 pm, Berdina Parks, Eagle Bend, was hit by a deer on County 1. Parks was not injured, the vehicle sustained moderate to heavy damage. At approx. 6:07 pm, June 19, the sheriff s office responded to a one vehicle roll over on County 12, near Flicker Road, Bruce Township. A Ford Escort, driven by Angela Techam, Flensburg, rolled after entering the ditch. Techam was extricated from the vehicle by Long Prairie Fire and Rescue and was transported by Long Prairie Ambulance to CentraCare Hospital in Long Prairie. Court Report
Court appearances are First Appearance, RU8 (second appearance), and Omnibus (third appearance) June 10: Jay J. Holmgren, Garfield, made his first appearance on third degree possession of a controlled substance and fifth degree possession of marijuana charges. His next court date is June 24. Dillon T. Harlow, Swanville, was found in violation of his probation. Adjudication of his sentence was stayed and he was placed on supervised probation for five years, sentenced to 30 days, ordered to update his chemical dependency evaluation and is subject to random testing. Rexanne M. Block, Wadena, appeared for an omnibus hearing on two counts of fourth degree assault charges. An August 12 settlement conference was set. Donald A. Bittner, Staples, appeared for an omnibus hearing on charges of interfering with a 911 call, domestic assault and violation of a restraining order. A settlement conference was scheduled for July 22. Michael S.Campbell, Staples, admitted violation of his probation at a plea hearing. He was sentenced to 365 days. Campbell also pled guilty to domestic assault and was sentenced to 365 days and fined $160. Gabrielle C. Billman, Motley, was sentenced for fifth degree assault. She was fined $585, ordered to pay $699.57 restitution, sentenced to 455 days, with 451 days stayed for two years, placed on formal supervised probation for two years, must complete anger therapy and be subject to random testing. Her case will be reviewed in six months. Anthony J. Fossland, Long Prairie, appeared for an RU8 hearing on two counts of domestic assault charges. A July 22 omnibus hearing was set. June 11: Candace K. Dik, Crosby, admitted violation of her probation and was sentenced to seven days and reinstated on the terms of her probation. June 12: Bryan M. Condos, St. Cloud, appeared in court on charges of second degree assault, fifth degree assault, disorderly conduct, and giving a false name to a police officer. His next court date is June 24. Scott C. Proell, Long Prairie, appeared for a settlement conference on fifth degree possession of a controlled substance. He requested an attorney and an omnibus hearing was set for July 22. Patchrick b. Szathmary, Cottage Grove, was ordered to pay $5358.89 restitution at a restitution hearing. He is subject to a six month review. June 17: Jennifer V. Johnson, Wadena, appeared for an RU8 hearing on charges of fifth degree controlled substance possession, DWI, and driving after revocation. An omnibus hearing was scheduled for July 8. Phillip M. On motion by Kneisl and second by Kircher, the following resolution was introduced and adopted by unanimous vote: MnDOT GRANT AGREMENT #03563 FOR SAP 077-623-005 WHEREAS, Todd County has applied to the Commissioner of Transportation for a grant from the Minnesota State Transportation Fund for construction of Bridge No.77J81. RESOLVED, be it resolved that Todd County does hereby agree to the terms and conditions of the grant consistent with Minnesota Statutes, section 174.50, subdivision 5, clause (3), and will pay any additional amount by which the cost exceeds the estimate, and will return to the Minnesota State Transportation Fund any amount appropriated for the bridge but not required. The proper county officers are authorized to execute a grant agreement with the Commissioner of Transportation concerning the above-referenced grant. Legislative Update Representatives Mark Anderson, Ron Kresha and Senator Paul Gazelka were present and gave an update of the 2013 Session. Commissioners Report Kneisl announced he will be having a District Meeting June 20, 2013 at 7:00 pm at the Clarissa City Hall. Erickson reported about the Todd County Expo Building. The roof panels have been installed and the Hockey Association has left the facility in good order and the final payment for rent has been paid. Neumann announced there will be an AMC District 4 Meeting Friday June 7, 2013 at 8:00 am at the Douglas County Public Works Building. Todd Board hears clean opinion from auditors


By Rin Porter At the June 18 board meeting, Todd County Commissioners heard from the firm of Clifton Larson Allen, CPAs, that the financial procedures and practices of the county in 2012 were sound. Although Clifton Larson Allen partner Doug Host did not bring a copy of the letter with him, he told commissioners he had submitted a letter offering a clean opinion of the countys financial practices. This means there is nothing substantially wrong with the way the county does its accounting. Host reminded commissioners of three material weaknesses that are long-standing, and very typical for small counties: insufficient segregation of duties, a few needed audit adjustments, and minor lack of controls over financial reporting. These have been around for a few years, Host said. When going through a sample of the thousands of financial transactions that take place every year in county offices, Host reported that his team found that 1 of 40 disbursements lacked the approval of the department head, 1 of 23 applications for financial support lacked documentation of income verification, 1 of 23 applications for financial support had no documentation of an employment plan, etc. These findings are small an error rate of 4% or less- but indicate that more care needs to be taken to reduce the errors even further. Host also pointed out that Todd County fund balances continue to fall below the states minimum recommendations. Only one of the five funds has a reserve balance equal to five months of expenses. Others had between two and four months reserve balance. One had an operating loss for 2012. Host was not overly concerned about this, because most of the low fund balances could be explained by unusual events. For example, the Road and Bridge Funds low balance was caused by Todd County having to act as a fiscal agent for the large Staples railroad overpass project during the last six years. Now that the project is completed, Host said he expected the Road and Bridge Fund would return to customary fund balance levels. In other business, the board: --Accepted the resignation of public works employee Paul Vanhavermaet, and hired Aaron Gabler to replace him. --Approved the hiring of Josh Winter as a full-time Sheriff s Deputy. Winter has worked parttime for the county since 2006. --Approved a Conditional Use Permit for the Gerald Messer property in Sec. 19 of Kandota Township in the AF-2 zoning district, for a Temporary Housing Permit to bring a mobile home onto the property for a family member. --Heard a report from Minnesota EMS Central Region Coordinator Marion Larson, about the activities and plans of the organization during 2012 and 2013. --Heard an update on the renovation project of Annex I and Annex II county buildings, from architect Stephanie Howe and construction manager Earl Fuechtmann. --Approved payment of $3,900 to Studio E Architects for additional planning and design work done as part of the renovation project on Annex II.

Fresh Peach Dessert


16 whole graham crackers, crushed 3/4 cup butter, melted 1/2 cup white sugar 4 1/2 cups miniature marshmallows 1/4 cup milk 1 pint heavy cream 1/3 cup white sugar 6 large fresh peaches Combine graham cracker crumbs, melted butter, and 1/2 cup sugar in a mixing bowl. Mix until evenly moistened, reserve 1/4 cup of the mixture for the topping. Press the remaining mixture into 9x13-inch baking dish. Heat marshmallows and milk in a large saucepan over low heat and stir until the marshmallows are completely melted. Remove from heat and cool. Whip cream in a large bowl until soft peaks form. Beat in 1/3 cup sugar until the cream forms stiff peaks. Fold the whipped cream into the cooled marshmallow mixture. Spread 1/2 the cream mixture over the crust, arrange sliced peaches on top of the cream, then spread the remaining cream mixture over the peaches. Sprinkle the reserved crumb mixture over the cream. Refrigerate.

Heavy rain, high winds rip through Todd County

Wind speeds up to 70mph and torrential rains were part of the storm system that ripped through Todd County and much of the state on June 20th. The storm left areas heavily flooded and numerous trees uprooted around the area. Above: Hillig Auto Center, Long Prairie, lost a large section of their roof to the heavy winds.

Browerville High School Baseball Coach Matt Middendorf and Mitchell Heid Iten. Earning honorable mention All-Conference were senior Chris Buhl, senior Brad Dreher, and junior Trent Johnson. While the Tigers collected a number of individual awards the team was awarded Academic All-State Gold while finishing the year with a 3.51 grade point average.
