Small description of the match (extra-ordinary incidents etc.): Matchday 2 of Group B in the FIFA Under 20 World Cup 2013, played at an almost empty Kayseri stadium. Cuba were facing a Nigerian team that played well under most of the aspects and were efficient in their attacks. They scored two early goals which created an easy-going match, scoring the third goal in the second half. Cuba never found a certain level of football abilities trying to compensate this circumstance by rough challenges and a hard fashion of defensive play. The referee had to cope with challenging situations due to that, but unfortunately did not appropiately deal with the Cuban players and thus failed to protect Nigerian players. The match difficulty selected by me is thus challenging.

Crucial Decisions (refer to penalty kicks, sending-off situations etc.) Minute and Description of the Scene / Assessment of the referees decision Very hard foul by CUB #18 (Martinez) who slightly touched the ball, but took on his opponent by jumping into the duel with one stretched foot and studs-up. He had luck that he did not fully hit his opponent and also touched the ball a bit, 12 otherwise it would have been a mandatory sending-off. The referee only issued a yellow card, which was acceptable. However he should made him clear that this was at the borderline to red. The referee missed a reckless challenge by CUB #18 who had already been cautioned. He went into the challenge with scissors, touched also the ball which 40 was however no excuse for the mistimed challenge. Mandatory 2 nd yellow card missed. The referee only cautioned Nigerian player #15 with a yellow card. He went into the challenge with stretched feet, studs-up and no chance to play the ball. The offender severely hit his opponents shinbones. Serious foul play. Missed red card 75 which is in the sum considered as an important mistake that has however to be regarded in a bigger context (see below). It led to a reducement of the referee s mark. It was again CUB #18 who committed a foul in the penalty area correctly resulting in a penalty in favour of Nigeria. The referee took the correct call, but again 87 missed to issue a mandatory 2nd yellow card to CUB #18, since the Nigerian forward would have had a good goal-scoring opportunity.

Basic Observations (refer to the general application of the LotG, highlight the referees tactical approach, personality, match control, management of the teams and players, teamwork etc.). Please deploy short but precise and detailed sentences! Positive Points 1. 2. 3. Excellent fitness and stamina. He followed the game all match long. Good and flexible movement. He never turned his back to play but convinced with a very good reverse movement and good footwork. Good relation to the players, he was respected and an authority on the pitch, while he never shouted but achieved this high level of superficial match control with kind of natural authority and charisma.

Interpretation of fouls (card management, etc.). Poor or non-existing awareness for serious foul play. Inappropiate dealing with mistimed challenges and missing concentration or alertness in midfield duels. Incapability of adapting his leniency to the requirements of the match. The referee did not realize the hard defensive play by Cuba or at least did not punish it accordingly (70). The referee totally failed in protecting the players by proactive decisions with the aim to combat serious foul play in the game (40) Unnecessary and not understandable protection of players who repeatedly infringed the Laws of the Game in a serious manner (CUB #18).

Further observations (peculiarities of the referee revealing his character) Kassai was on a blindflight between a too lenient approach and a missing protection of the players from serious challenges. It seemed as if he was not mentally ready for this match. Perhaps he underestimated it.

Assistant Referee 1
Please assess the first assistant referees performance. Minute and Description of the Scene / Assessment of the ARs behaviour 60, 67 Good onside decisions, also and specially before Nigerias 0:3 goal. He was mentally alert and took some decisions correctly, such as throw-ins or full time free-kicks close to his position.

Assistant Referee 2
Please assess the second assistant referees performance. Minute and Description of the Scene / Assessment of the ARs behaviour NO offside before Nigerias first goal, correct. Apart from that he conveyed a good 19 impression, although he did not face challenging or demanding situations.

Fourth Official
