Scope
This desk study was commissioned by Building Research Establishment Ltd (BRE), as
part of Task 2 of the DTLR (now ODPM) "Framework Project, for the implementation of
Eurocode 2 for the design of concrete structures in the UK. ts purpose was to prepare and
compare parallel designs of a typical reinforced concrete framed structure to EC2 and
BS 8110, in order to assess their differences in terms of economy of construction and
design process. This study will hopefully provide part of the calibration data required to
assist the committee preparing the UK National Annex to EC2.
The following sections are included in the main report:

general arrangement details for a section of a typical ten storey framed structure.
Design soIution
The plan chosen for the study was selected because it has a slightly irregular layout with
fairly typical spans of 8.4 and 7.2 m. As well as containing all of the elements necessary
for the study, there is a problematic long free edge span on the west side. This is the type
of layout regularly found in everyday practice, and was thought to be more representative
than a more regular arrangement.
Flat slab construction has been selected for the floors, as this is commonly the preferred
and most economic structural solution. However, two beams have been introduced within
the cantilevered area at the south-east corner, in order to limit deflections.
n order to provide a better comparison between the two design codes, conventional
basement retaining walls have been employed in preference to a contiguous piled wall
solution, and pad footings (at an unrealistic 600 kN/m
2
ground bearing pressure) have
been selected in preference to pilecaps.
Design parameters
The following general brief items were agreed, from discussion with Dr Richard Moss of
BRE and members of the CEG (Concrete ndustry Eurocode 2 Group):

Slabs and columns should have minimum sizes to relevant code requirements.
Any advantage to be gained from equations 6.10a and 6.10b in prEN 1990 should be

The following design software has been used in the preparation of the attached
calculations and quantities:

Loading
The gamma factors for design at ULS differ substantially between the two codes. The
familiar 1.4G

is used for BS 8110, but for the EC2 design 1.15G

(equation 6.10b in prEN 1990) is permitted, this being more onerous in this case than the
1.35G

derived from equation 6.10a. This reduction in ultimate loading compared
with BS 8110 can reduce reinforcement needed at ULS, thus increasing the importance of
checks at SLS, where deflection requirements can control.

The pattern of loading is also different in EC2. BS 8110 requires that the all spans loaded
and alternate spans loaded cases be considered, whereas EC2 requires that adjacent
spans and alternate spans loaded situations be checked. This has the effect of
significantly increasing peak support moments (and hence shears), although the design
moments at column faces are marginally less affected. Conversely, because EC2 does not
require dead load to be patterned, positive span moments are marginally reduced.
t should be noted that both designs are for an imposed loading of 4 (+1) kN/m
2
, whereas
the BS loading code calls for 2.5 kN/m
2
, and Eurocodes for 3 kN/m
2
.
SIabs
Mainly because of the irregular column layout, finite element analysis has been used. A
modified sub-frame approach could have been adopted, but this would have been less
time-efficient, and would not predict critical perimeter deflections. The plate design
software employed utilises iterative cracked-section analysis to arrive at separate stiffness
matrices for ULS and SLS. This method, as well as giving reasonable predictions of
deflections, effectively models cracking patterns around supports, thereby reducing edge
and corner column moments and eliminating the need to manually adjust for M
t,max
.
Modelling. The areas occupied by columns have been modelled as deeper regions (as
opposed to point supports) to give a better estimate of deflections. For the same reason,
after determining reinforcement required, the models were re-run with "applied
reinforcement.
As the deflections affecting the western perimeter cladding proved to be critical in
determining slab thickness, it was necessary to carry out three runs for each code with
varying creep factors:
a) under quasi-permanent loading, to compare with the L/250 limit,
b) under self weight at the application of cladding, and
c) under total load, long-term (c b to be compared with L/500).
For each of the above conditions, a composite creep factor was determined from the
magnitude and age at application of each relevant load component.
Sizing. The final slab depths, required to satisfy the perimeter deflection limit, were
260 mm for EC2 and 280 mm for BS 8110. There are several reasons for this difference;
the principal reasons being:

To EC2, tension stiffening increases with age, but to BS 8110 it reduces.
All of these tend to produce smaller displacements to EC2, although these effects are
partially offset by a greater density for concrete (25 kN/m
3
as opposed to 24), 5 mm more
bottom cover, and the slightly different relationship between support and span steel.
n everyday practice, the above selected slab depths may have been rounded up to the
nearest 25 mm, giving 275 mm and 300 mm respectively.

Detailing. From the attached drawings it can be seen that similar bar layouts have been
adopted for both codes. Although EC2 laps are slightly greater, main top steel curtailment
points have been maintained at a standard 0.3L, the amount of span top steel provided
being determined from that required at 0.25L. The principle of providing two-thirds of
column head steel within the central half of column strips has also been maintained.
Neither code shows a requirement for a great many links at column heads, as punching
shear is not really critical at the selected slab depths. The arrangements of links are,
however, very different, with rectangular perimeters to BS 8110 and with radial or beam
type spurs to EC2.

This is an extremely disappointing outcome, as it shows a reduction in slab construction
cost for the new code of only 1.1%. f equation 6.10 were to have been used instead of
equations 6.10a and 6.10b, the EC2 design would be the more expensive (see below).
The requirement to include the adjacent spans loading pattern, and the thinner slab, are
the principal reasons for the EC2 reinforcement quantities being higher.
The table below gives an indication of the different relationship between top and bottom
reinforcement.

Because costs between the two codes were so close, an estimate has been made of the
effects of using equation 6.10 as opposed to 6.10a and 6.10b, and of omitting the adjacent
spans load-case. These comparisons are summarised below.

Beams
The two beams do not have to work very hard. They do little more than provide extra
stiffness where required. As a result, reinforcement is more or less nominal to both codes.
CoIumns
Load take-down. Although the EC service loading for a single floor is around 5.8% less
than for BS (reference column D2), the accumulated service load at base level is 0.9%
more, because the BS imposed load reductions are far greater. Also, the EC accumulated
ULS load, which obviously governs reinforcement levels, is only 12.6% less than BS, in
spite of the single floor total being nearly 21% less. n a nutshell, the restrictive Eurocode
imposed load reduction method has eaten up nearly half of the advantage obtained from
lower factors, and can actually give more SLS load to foundations.
Sizing. n this building, column sizes are governed by the maximum amount of
vertical reinforcement permitted by each code. The BS 8110 upper limit of 6% (10% at
laps) has seemed to work well for many years, but to EC2 the general limit of only 4% has
been taken. This seems unfairly restrictive and, as a result, column sizes are extremely
similar in both solutions. The code does permit the 4% limit to be exceeded in certain
circumstances, but it is likely that designers will be very reluctant to exceed this limit
unless specific guidance is given in recognised publications.
Detailing. EC2 column laps are around 17% longer than in BS 8110. There is also a
requirement to reduce link spacing at laps and close to joints. Otherwise methods are very
similar.

This again is a disappointing outcome, as the difference in cost is only 3.6%.
Shear waIIs
Analysis. There are quite striking differences here. To BS 8110, horizontal forces are
taken as the maximum of wind load and 1.5% of dead load. However, with EC2, horizontal
loads to allow for imperfections are added to wind loads, both being modified by a

factor. Walls are 250 mm thick for both solutions, but because of this slightly increased
horizontal loading, and also because of slightly less dead load from the slabs, greater
tensions develop requiring more reinforcement at lower levels.

Here methods are very similar, differences being due mainly to intensity of vertical loading.
EC2 requires slightly less longitudinal steel, but this is more than offset by the increase in

Although the EC2 vertical loads at ULS are a little less than for BS 8110, pads tended to
be marginally more heavily reinforced. The reasons for this are quite complex and will
require further consideration.

This shows an overall EC2 saving of only 0.3%.

ConcIusions
1 The fact that overall construction costs are almost identical is felt to be very
disturbing; particularly as the advantages of using equations 6.10a and 6.10b have
been taken. For this structure, the use of Eurocode 2 would have been up to 2.5%
more expensive if equation 6.10 had been employed. The adoption of a new design
code should show a step forward in terms of economy.
2 t is felt to be imperative that the National Annex to EN1990 should permit the use of
equations 6.10a and 6.10b. These equations were surely compiled as a result of
extensive statistical research, so designers should be given the opportunity to take
advantage of them.
3 Another reason for the high cost of the EC2 slabs in this design study is the
increased amount of column head reinforcement generated by the inclusion of the
adjacent spans load-case. Notwithstanding my earlier views regarding pattern
loading, this study has now lead me to understand the importance of omitting the
requirement to include this load-case, except in unusual circumstances (eg very
high point or line loads), where a more detailed examination of relevant load
combinations may be required.
4 The National Annex to EC2 and technical guidance literature should ideally define
the circumstances in which the 4% main steel limit in columns may be exceeded,
and by how much.
