Dear Dr. Shaikh,
Jamie S. Gorelick
Slade Gorton I am a staff member of the National Commission on Terrorist Attacks Upon
the United States (better known as the 9-11 Commission). As you may be
Bob Kerrey aware, we are directed by statute to prepare a full and complete account of the
John F. Lehman
circumstances surrounding the September 11, 2001 terrorist attacks.
Timothy J. Roemer The Commission staff team of which I am the leader is focusing on the 9/11
plot. Our job, ultimately, is to prepare the most comprehensive and definitive
James R. Thompson
historical account possible of the 9/11 attacks - from the initial planning stage
right up to the actual plane crashes. This assignment is an enormous
Philip D. Zelikow challenge, particularly in light of the volume of inaccurate information
EXECUTIVE DIRECTOR
circulating in the media ever since the attacks occurred.
To fulfill our mission, we must learn all we can about the 9/11 hijackers,
including their backgrounds, their various paths towards radicalization and
terrorism, and their selection for participation in the plot. We are also very
interested in tracing their activities, particularly during the time they spent in
the United States.
We have had the opportunity to review records from the FBI's 9/11
investigation and to interview many of the key agents involved in the
investigation. However, we have found it even more beneficial in many cases
to speak with individuals, such as yourself, who actually had first-hand
contact with some of the hijackers. Accordingly, we would welcome the
opportunity to speak with you about your experiences with the two hijackers
who crossed your path during the year 2000.
Having the chance to hear from you directly will help us ensure that our narrative will be
as accurate as possible. Indeed, we expect that a meeting with you will enhance our
understanding in ways that could well help the country prevent this type of attack from
recurring in the future.
I very much hope you are willing to meet with us. We could travel to San Diego, have
you come to Washington, D.C. at the Commission's expense, or arrange a meeting in
some other mutually convenient location, depending on your preference.
Please let me know what you think. Feel free either to email me at
dsnell@9-l lcommission.gov or call me at (202) 331-4068. I look forward to hearing
from you.
Sincerely,
Dietrich L. Snell
