An Algerian court in Blida sentenced British- based Algerian businessman
AbdeLmoumen Khalifa to life in prison in absentia on Thursday in a $1 billion fraud
that over the country's worst financial scandal. Khalifa, the main defendant in a long-
awaited-mass trial of officials Involved in the collapse of Algeria's largest private firm
in 2003, was convicted of criminal association, corruption, abuse of trust, forgery and
falsification, Judge Fatiha Brahimi said in passing sentence.
The court sentenced six other defendants including former central bank
governor Abdelouahab Keraman to 20 years in prison in absentia for offences related
to the collapse of Khalifa Bank, one of a string of companies run by Khalifa. Khalifa
has lived in Britain since 2003 and Algeria is seeking his extradition. Keraman, who is
believed to be in France, was convicted of participation in forming a criminal
association and abuse of trust, Brahimi Said. A further defendant was sentenced to
15 years in prison in absentia and three were jailed for 10 years in absentia.
Brahimi ordered the seizure of at! Assets in Algeria belonging to Khalifa and the
other 10 defendants sentenced in absentia, including villas and apartments. Khalifa's
Khalifa Group, assembled in a mere five years, included the bank, an airline, two
television channels and companies operating in sectors such as car hire,
construction, graphic design and catering. It employed about 20,000 people.
Billions of dinars were placed in the Khalifa Bank by nearly aft public
organizations and large companies and by thousands of ordinary private citizens
attracted by generous savings rates.
Authorities estimate more than $1 billion (508 million pounds) was lost through
what they allege was misappropriation by several Khalifa officials.
The authorities liquidated the bank in 2003 after three employees were arrested
trying to board a Pans-bound jet with suitcases stuffed with 2 million Euros (1.4
million pounds).
