Reflection Paper for Module 1 (Understanding the Roles/Function and Education Environment of the District Supervisor) Allan S. Pancho, Jr.
Reflection Question:

What are my realizations about my roles and responsibilities as District Supervisor and how can I best contribute in attaining the objectives of my Region and Division?
It was very enlightening to finish Module 1 of the District Supervisors Leadership (DSL) Program entitled Understanding the Roles/Function and Education Environment of the District Supervisor. The said module emphasized the specific roles and functions as well as the Education Environment of the District Supervisor which I did not exactly understand since I was designated as the District Officer-In-Charge of North District 2 of DepEd, Cebu City Division last June 2008 until the present. Before learning about this particular module, my only understanding of the roles and functions of the District Supervisor were usually focused on the following, to wit; a. to disseminate the division, regional and DepEd memorandums to the school principals through a district conference; b. make a district consolidation on the reports submitted by the principal and sees to it that the reports are submitted on time; 3. Conduct school visitations and classroom observations to the teachers in the elementary levels and seldom in the secondary schools; and 4. to ensure that the INSET for teachers shall be conducted every year during the month of October including the other trainings required by the division office during the school year. After learning Module I, I realized that the district supervisors have specific and significant roles to play in ensuring high academic performance of our children not only in the elementary level but in the secondary schools as well.

Section 5.1 of the Implementing Rules and Regulations of Republic Act No. 9155, otherwise known as the "Governance of Basic Education Act of 2001", specifically provides that: Xxx >The schools district supervisor shall primarily perform staff functions and shall not exercise administrative supervision over school principals, unless specifically authorized by the proper authorities. > The main focus of his/her functions shall be instructional and curricula supervision aimed at raising academic standards at the school level. > The schools district supervisors shall be specifically responsible for: 1. Providing professional and instructional advice and support to the school heads and teachers/facilitators of schools and learning centers in the district or cluster thereof; 2. Curricula supervisions; and 3. Performing such other functions as may be assigned by the Secretary, Regional Directors and Schools Division Superintendents where they belong. xxx The other duties and responsibilities of the district supervisors were also stated in the Department Order No. 24, s. 2005 re: Rationalizing the Roles and Functions of District Supervisors; Department Order No. 332, s. 2006 re: Additional Functions of District Supervisors; and Department Order No. 2, s. 2008 re: Responsibilities of Public Schools District Supervisors Relative to CSCA Programs and Projects at the Elementary Level. The knowledge gained in Module 1 of the DSL Program helped me understand better the position, responsibilities, and the education environment of the District Supervisors in its proper perspective. That district supervisors have vital roles to play in the implementation of the programs and projects both in the basic education and Alternative Learning System. It is therefore imperative that I should apply what I learned in this particular module of the DSL Program by performing the duties and responsibilities of the District Supervisor as embodied in R.A. 9155 and in the Orders and Memorandums issued by the department, which I consider as my best contribution in the realization of the goals and objectives of my Region and Division including the EFA goals as well. This may not be an easy tasked because now I realized that the function of a District Supervisor is a very challenging one; but with the help of the DSL Program I know I will make it.
