he University of Kashmir is committed to furthering such knowledge as is diverse, useful and universal so that every step forward ignites thought and necessitates fresh inquiry. It aims at individuals emancipation while showing respect to the values of goodness, efficiency and excellence tempered by vigorous pursuit of truth. Universities are nerve centres of creative thinking innovation and learning. Being the highest seat of learning, it helps in the development of powers of mind, cultivation of positive attitudes and promotion of moral and intellectual values. I visualize University of Kashmir as a great school of human dynamism and a vibrant centre for promoting a rational outlook and nurturing scientific temper among the youth. The basic objective of University education is to build a vibrant knowledge society. In the process of rebuilding the University of Kashmir into a keenly sought-after institution of higher learning everybody associated with it has to demonstrate an attitude of concern. We are committed to the creation of a system that would provide the right platform where new ideas would flourish, so that an inquisitive distance learner finds the right ambience to have a mind that is opened by wonder rather than one that is closed by belief. A system which encourages superficial approach will take us nowhere as it only finds sustenance in a culture of entrenched mediocrity which has no place in the contemporary scheme of things where nothing counts but individual merit, in-depth study and professional competence. Let us all join hands to put the University of Kashmir on the growth trajectory. There has been a huge expansion of higher education. However, the rise in the number of aspirants for higher education has not been in tune with the available resources. In order to meet this challenge, Distance and Open Mode of learning has emerged as an alternative and cost effective mode of education. Distance Education as an important organ of University of Kashmir provides vast opportunities of higher education to the knowledge seekers and to those who wish to enhance their qualifications. Thousands of students belonging to far flung areas are taking advantage of this system of education. In addition to the conventional courses, our Directorate of Distance Education is offering a wide range of professional and job oriented courses. I am glad to learn that the Directorate of Distance Education has taken quality measures by way of introducing single window information student services, e-governance initiatives, strengthening student support services and increasing access, equity and excellence by reaching geographically challenged areas through a network of well equipped 13 study-cum-information centres. It gives me immense pleasure to intimate you that the Directorate is announcing admissions for B.Ed/M.Ed & DPPTT programmes for the academic year 2013. welcome you to the family of learners in Directorate of Distance Education which was established in the year 1976 with the objective to reach the unreached and provide quality education at the door steps of the aspiring learners. Without the constraints of space and time, DDE, University of Kashmir has established its quality and has reached geographically challenged areas of the state and beyond. The programmes that are relevant to the society are offered on cost effective basis with full support of information and communication technology. Accessibility, quality, flexibility and relevance are the major strengths of DDE, where creation, management and dissemination of knowledge are its main objectives. In order to achieve these objectives the Directorate has well established 13 study-cum-information centres which are linked with IT centres. The Directorate provides excellent library support- services to its learners. We have strengthened the e-governance initiatives by launching online- admissions, online-examinations, ICT backed single window information student services, online-registration and creation of electronic database for future security and ease for retrieval of data. As a part of student support- services and as per UGC guidelines Lecture on Demand scheme the Directorate organised a series of extension lectures by eminent scholars. For the capacity building of the faculty involved in ODL system the Directorate organized a series of seminars, workshops, conferences and orientation programmes. The Directorate has the distinction of being a forerunner in maintaining the quality assurance in Distance Education in the state. I am grateful to my team of colleagues for their extra ordinary support to the learners at all times. Entrepreneurship and IT have proven to be the backbone of our country, in this context Directorate of Distance Education has conducted many Entrepreneurship Development activities which have yielded positive results. I am happy to share with you that many of our pass outs are not only serving in very high positions in the public and private sectors of the state but also are working as successful entrepreneurs. I wish that our students of distance learning get special attention and cooperation from not only the staff of the Directorate but also from the other institutions on whom they need to bank upon for sorting out their problems from time to time. It is situated on the outskirts of Srinagar city at Hazratbal, spread over a sprawling campus of 250 acres of land, flanked by the world famous Dal-Lake on one side and Nageen lake on the other and situated amidst delightful natural surroundings with the Himalayan mountain range in the background. At present the University has come a long way from the conventional outlook to the modern technology and IT world and has really developed into multi faculty University by imparting instructions in various domains in the field of Humanities, Natural sciences, Social sciences, Education, Law, Medicine, Engineering and Music and Fine Arts. It also caters to the needs of the downtrodden and underprivileged sections of the society through the NonFormal Mode of Education. The University genuinely focuses on the execution of high quality academics; research and extension work and thus develops the frontiers of knowledge as are relevant to students, practitioners, public institutions and the society at large. The University has made the mark in publishing a large number of books, papers and research oriented journals. Various implicative projects regarding the academic field have been undertaken by the faculty members who add the feather of success to the University in making serious investigations and deliberations. On the basis of its credentials and high quality work the University was placed in the group of Grade A Institutions by the National Assessment and Accreditation Council (NAAC) India. At present the University is marching ahead with the process of evolving e-governance in the University Administration to bring out efficiency and effectiveness in the day to day working of university administration and examination system.

he University of Kashmir established the Directorate of Distance Education in the year 1976 with the view to impart education in different disciplines through Open and Distance Learning (ODL) mode. The Directorate has been offering many academic courses/programmes and undertakes a diverse range of activities. The Directorate is housed in a multi-storied building with well-equipped library, excellent student support services, audio-visual lab, conference hall, well furnished classrooms, and a computer lab with latest Information and Communication Technology (lCT) facilities.

Note: There will be also reservation for the wards of university employees over and above the intake capacity as per the notification number F(Adm-UG/PG.DDE/Acad/KU/O8 dated 13-9-2008. The eligibility for admission and the procedure of selection would be the same as prescribed for open category. The authority for issuing the eligibility certificate shall be Registrar, University of Kashmir. For students falling under Reserved Category (i) Persons from outside the Jammu and Kashmir State include foreign nationals the minimum eligibility shall be same as that for the open merit category.

B.Ed Programme

Teacher Education is an integral component of the educational system. It produces the competent and professionally trained teachers with a view to perform their roles effectively with respect to the social and educational needs. The professional training leads the trainees to develop in them a sense of commitment and credibility. In the present world it is also acknowledged that the training is necessary for becoming a good teacher by the attainment of teaching competency to sharpen the communication skills and commitment to a code of conduct. It is with this vision the Directorate of Distance Education offers the B. Ed Programme to the fresh Graduate, Post- graduate and in-service candidates to strengthen the attributes of a profession in the form of the systematic theory, rigorous training over a specified duration, to attain proficiency. By providing such training the Directorate intends to expose the trainees to the present day challenges in the field of education and teaching The programme has high placement records.

Admission Procedure

Eligibility

Bachelors Degree in any discipline with (10+2+3) or above from any recognized university by UGC and Association of Indian University (AIU) with 45% marks for open and 40% for reserved categories.

The admission to the B.Ed. programme shall be based on the merit obtained by the candidate in the qualifying examination i.e., at the graduation level No entrance test shall be conducted for admission to the B.Ed. programme. The course structure for B.Ed. programme through Distance mode is a UGC based Model approved curriculum by Board of Studies.

Master of Education (M.Ed) is an advanced level professional course offered by the Directorate with the objective to provide opportunity of pursuing higher education to the in-service teachers and / or people who are not able to join the formal department for their professional growth

Eligibility :
i) B.Ed with minimum 55% marks (50% for Reserved Category).

Admission Procedure

The admission to the M.Ed programme shall be based on the merit obtained by the candidate in the B.Ed examination. No entrance test shall be conducted for admission to the M.Ed programme.

Admission to Diploma in Pre- Primary Teachers Training (DPPTT)


Pre-Primary Education is educational pyramid of the future of the child. Here the foundations are laid for future citizens of the nation. Though it is true that parents are best educators of their children, the importance of teachers in pre-school teaching cannot be ignored. The role of the teacher is changing so fast that pre-service or in- service teacher education cannot probably cope with expectations of the society. A specialized kind of training is required for dealing intelligently with children en- rolled at pre-primary level. In the course of past few years pre-primary education has assumed tremendous significance all over the country. Indian Education Commission recommends that the staff of the nursery should be trained as per the principles of Child Psychology. A number of such institutes are already in existence but their number is very meager. Teachers training programme should aim at helping the trainees to develop a positive self confidence and professional identity to provide an environment where a child will feel happy and secure so that over- all development takes place in the right perspective. The main objective of this course is to provide an alternative method of training to Pre-Service and In-Service teachers for blending Pedagogical theory with practice. The facility will be extended even to the freshers who are desirous to attain this professional degree. Eligibility: The in-service teachers having passed 10+2 examination with minimum 40% marks and having put in at least two years continuous service in the Government or private, Govt. recognized school/institution at the time of submitting application form are eligible. or A candidate having secured 45% marks or above in aggregate in 10+2 examination shall also be eligible for seeking admission to the course. The admission will be open for both freshers and in-service teachers.

The course will extend over a period of 1 Year which includes intensive lectures; practical (Lab Work) A/V inputs cassettes etc. Personal contact programme shall supplement the lecture scripts (study material) and the supervised practice of teaching. 60% attendance in Contact Class, delivery of supervised lessons and completion of project work, shall make the candidate eligible for examination.

Note:

Result is not declared on the basis of Enrollment Number. If a candidate completes all the programmes formalities, but does not submit the examination form in the enrolled session, he is eligible to appear when the notification for late college/ Backlog is issued by examination wing. His sessionals, POT Marks shall be forwarded / carried against the University Roll which shall be allotted to him. If a candidate does not appear in sessionals or misses Internal POT or has attended less than 60% of the contact classes, he is not eligible to submit the examination form. In case a candidate misses External POT, he shall be required to submit a Examination form, with requisite fee for registration and against the new Roll No allotted to him, he shall appear for External POT, and his result will be declared. He shall be required to attach PMA (Previous Marks Card) with the examination form.

In view of the change of socio-economic structure of the country, there has been growing desire among the people belonging to different walks of life to know more and more about special branches of law and therefore, there is a great demand for specialization in different fields. Moreover, specialization makes a person perfect in the field opening up a wide horizon of job and employment opportunities. Last part of the 20th Century witnessed growth of new type of commerce popularly called as E-commerce. The businessmen in India, like other parts of the globe executed transactions electronically much before the enactment of any legislation on the subject. The flexibility, speed and efficiency of this new technology digital technology has made it the most important vehicle for executing all types of business and official transactions. This new found medium has impacted upon different branches of law. Most of the laws in India were enacted keeping in view tangible documents. This technology is paperless as well as borderless, so the present laws are not flexible to encompass this new technology. The importance of this new technology necessitated enactment of new laws which cover many facets of E-commerce, Cyber Crimes, Digital Signatures, Copyright, Domain Names and Regulatory Appellate Tribunals. The laws governing Digital Technology are recent in origin and therefore are not studied in traditional legal education. Keeping in view importance of this technology and the non-availability of courses on this subject in the law institutions of our state, it will be highly beneficial for the students especially to budding lawyers, IT professionals, employees working in various Government Departments / Public/ Private Sector undertakings and for other students who want to build their career in this field. In view of the above facts the Directorate of Distance Education launched P.G. Diploma in Cyber Law.

Objectives:

Examination Scheme for PG, LLB and PG Diploma Programmes


Internal Assessment Tests
The students enrolled with the Directorate for PG, LLB and PG Diploma programmes shall have to appear in the Internal Assessment Tests in each course during the contact programmes according to the following scheme: Internal Assessment = 16 Marks Attendance in contact programmes = 04 Marks Total number of marks for each subject. = 20 Marks Note: Candidates failing to qualify the internal assessment tests shall not be eligible to appear in the final examination.

For Pg Programmes

Viva Voce

The students of M.Com programme shall have to appear for the Viva Voce in Com 406 before a Board of Examiners comprising of the concerned teachers which shall test his/her knowledge and understanding of the subjects taught to him/her in the programme. The coordinator concerned shall coordinate the comprehensive Viva.

For Other Programmes

The examination for other programmes like LL.B (Academic), PGDHS, PGDCA, PGDBA, PGDBE,DPPTT, PGDCL, PGDWB and PGDTM shall be held at the end of the academic session on annual pattern basis.

Programme Administration
The main components of the programme administration shall comprise of self-learning print material, assignments, personal contact programmes, optional contact programmes, extension lectures, individual/group counseling, radio counselling and multimedia programmes.

Self Learning Print Material (SLPM) Personal Contact Programme

The students shall be provided with the quality self-learning print material and other relevant reading material well in advance.

The personal contact programmes shall extend over a period of around 40 working days in each academic year divided into two phases of equal duration. The first contact programme shall be conducted at the beginning of the session and the other before the final examination. The students are expected to come prepared in the class in order to discuss their problems. During the counseling sessions students can seek clarifications regarding the print material and other related difficulties through face to face interaction with faculty. 60% attendance in the personal contact programme is mandatory.

Optional Contact Programme

As and when need arises, the Directorate may organise, Optional Contact Programme for at least ten days for the benefit of the students. Each day of the Optional Contact Programme (OCP) shall comprise several sessions devoted to lectures, discussions, small group work and workshop activities.

Extension Lectures

The Directorate organizes extension lectures on current trends in education by eminent scholars of national repute from time to time. The Directorate has, launched a scheme Lectures on Demand in which sufficient number of students of a particular programme submit an application to the Director for organizing lectures on various particular topics.

Counseling and Guidance

The Students can visit Directorate, and seek individual guidance and counselling from concerned faculty. Besides students can seek guidance from counsellors engaged by the Directorate in various programmes.

Multi-media Programmes

The Directorate organizes various multi-media programmes on different subjects from time to time about which students are informed well in advance. Continuous Evaluation Schemes

Directorate of Distance Education

The performance of students is evaluated on the basis of various parameters like sessionals/Internal Assessment Tests and participation in face-to face contact-cum-counseling programmes. At the end of each academic session students are required to appear in annual examination conducted by the office of the Controller Examinations. In addition to the result gazettes the results are also uploaded on the website of the Directorate: www.ddeku.edu.in

Internal Assessment Tests

Under continuous and comprehensive evaluation scheme, a formative evaluative exercise is conducted by the Directorate in which students are required to appear in the Internal Assessment Tests in each course during the contact programme and due weight age is also given to attendance of the student in contact classes. Candidates failing to qualify the internal assessment tests are not eligible to appear in the final examination.

Workshop Activities

The Directorate organizes various National workshops, for the capacity building of the faculty working in Open & Distance Learning mode. This exercise sensitizes the resource personnel regarding the new trends and approaches in open and distance learning.

Since the Directorate has started online submission of admission forms, the selected candidates can deposit the admission fee for various programmes through any branch of the J&K Bank.

The Directorate has website http://www.ddeku.edu.in . Syllabus, Notices, Results and other vital information is floated on the website. The complete database of each student is maintained.

Library

The Directorate has a well equipped library having up-to-date reference material, text books and journals on the various programmes offered by the Directorate. The library support services cater to the needs of teaching faculty, resource personnel and students enrolled with the Directorate. The Directorate has created a Career Corner in the library which is equipped with general awareness books that help our students to prepare them for various competitive examinations like NET/SET/KAS & IAS. Some of the books in the library are supplemented with CDs. The library has been linked with http://www.egyankosh.ac.in, the biggest source of open-access knowledge resources.

Information Communication Technology (ICT)

The Directorate is fully computerized with latest Information and Communication Technology (lCT). The students enrolled with the Directorate, can use the ICT facilities provided by the Directorate at its headquarters and as can avail the facility like online Submission of Forms, Downloading of Results, at IT Centers located in various Degree Colleges of the Valley.

Audio Visual Lab

The Directorate is developing its own A/V lab with various types of electronic and IT gadgets to supplement the print materials. It has been recently equipped with ICT backed-interactive-boards. The distance learner grasps some concepts/ideas given in visual form more clearly with the help of this facility. The learners may also have the satisfaction of learning through media mix that sustains their motivation in the programme. Efforts are on to equip the lab with latest audio-visual facilities, important Educational CD procured form National Universities is available in A.V Lab.

Conference / Seminar Hall

The Directorate has a spacious conference hall equipped with the state-of-the-art facilities wherein the presentation capabilities of the students are developed and enhanced through conferences, seminars, group discussions etc. The hall is equipped with modern communication aids like electronic board, overhead projectors, LCD projectors, wide screen TVs, and central audio system to conduct conferences, seminars and workshops in an academic ambience.

Departmental Internal Quality Assurance Cell (DIQAC)
In tune with its pursuit of mission through a continual process of introspection, analysis, integration, innovation and improvement the Directorate has effective and functional Departmental Internal Quality Assurance Cell (DIQAC) as envisaged by the National Assessment and Accreditation Council (NAAC), Banglore. The feedback on various curricular and co-curricular activities can be generated from the primary stake holders (students of DDE.) either on online feedback forum of University website or on the prescribed format available in the departmental library. In our quest for excellence, the DIQAC seeks cooperation of all stake holders, particularly our students in identifying strengths and weakness in the programme administration. In order to provide individualized support services to its learners, the Directorate has envisaged a strong network of study-cuminformation centres located at district Headquarters. At the study centres, the learners can interact with academic counsellors and other learners, watch/ listen to audio/ video cassettes. They also interact with the concerned liaison officers for necessary relevant information pertaining to their programme. How to Apply

a)

Candidates interested in seeking admission in any programme offered by Directorate are advised to read the e-prospectus thoroughly before deciding about the programmes/courses they want to apply for admission. The students have to submit the form online as per the instruction given in the admission notice and deposit prescribed fee in any finacle branch of Jammu and Kashmir Bank on the slip which shall be automatically generated with the form. The Candidates, whose form is displayed Verified, need not to submit the hard-copy , but can check the status of their form, 7 days after depositing the requisite fee. The candidate whose form is displayed Not Verified and candidates who apply under any category other than open Merit, shall submit the hard copy of the form at their respective division as under: a) Main Headquarter, Directorate of Distance Education, University of Kashmir b) Study-Cum-Information Center, DIET Leh. c) Study-Cum-Information Center, Govt Degree College, Kargil. d) Study-Cum-Information Center, 172 A/D Gandhi-Nagar, Jammu The Candidates who apply under any reserved category shall attach the Category Certificate with the Hard-Copy.

Rules And Regulations

The candidates are advised to study the rules and regulations of the Directorate thoroughly before applying for admission. Once the application form is submitted it would for all purposes mean the candidates consent to abide by the rules and regulations of the Directorate.
1. 2. 3. 4. Refund / Transfer of admission fee is not permissible under rules in any case. All correspondence with the Directorate should be made in English / Urdu. The medium of instruction for all the courses is English except M.A. Urdu. If, at any stage, it is found or it comes in the notice of the University that a candidate has made false or incorrect statement (s) or used fraudulent means for admission or does not fulfill the eligibility requirements, his/her admission will stand cancelled at any stage without assigning any reason thereof. The candidates selected for admission shall be required to produce all the original certificates at the time of admission failing which the admission of the candidate shall stand cancelled and no further correspondence in this regard shall be entertained. The Highest and Lowest cut-point, Category Wise, shall be displayed on Notice Board and detailed list floated on the Kashmir University website. No separate information regarding selection shall be given to the candidates individually. The candidates therefore must remain in touch with the Enquiry Cell of the Directorate. Candidates not reporting for admission by the date and time given in the selection list/notification will forfeit their admission and the offer of admission will be given to the next candidate in order of merit. The candidates must note that the Directorate has not authorized any agency / institution to deal with the candidates for admission to any courses conducted by the Directorate. The Directorate/University reserves the right to make amendments in admission policy, number of seats, fee structure or any other matter related to admission/ conducting of programmes reflected in this prospectus. Ragging is strictly prohibited. Candidates failing to appear in Internal Assessment Tests are not eligible to appear in the final examination. 60 per cent attendance is a statutory requirement in contact programes for becoming eligible for final examination. Backlog/ Late College Candidates shall be required to get registered by submitting examination form and fee. Once the notification is issued by office of Controller of Examinations. Fresh University Roll No shall be allotted to them against which their result will be declared. Result is not declared on the basis of enrollment number. Each course will be governed by its respective statutes. The admission of candidate shall be provisional subjected to verification of testimonials from Academic/Examination/Registration section(s) of the University of Kashmir. All the category certificates should be issued by the competent authorities as reflected in this prospectus, and are to be submitted at the time of completion of admission formalities for verification by the University and issuing authority.A copy of the Category Certificate shall be sent to the issuing authority, for authentication. There shall be no separate admission for Kashmir, Leh, Jammu and Kargil Chapter. A Reservation shall be allotted as per the university policy. Separate Merit List shall be prepared (category wise) as per the University Reservation Policy. Vacant seats falling in any category shall be transferred to Open Merit.
