TACLOBAN CITY At least 441 passengers were stranded in Allen, Northern Samar port yesterday as the Philippine Coast Guard (PCG) cancelled sea travel due to tropical depression Gorio. Petty Officer 1 Norberto Montuya, PCG de-
tachment commander in Allen, said that as early as 5:00 a.m. yesterday, they have declared cancellation of trips as the state weather bureau placed the entire Samar Island under public storm signal number one. As of noontime, 441 passengers are in Allen port on board in eight passenger buses, 41 trucks, and 15 light cars heading to Luzon, Monto page 9

aclobanons, balikbayans and Leyteos will have a eld day today. It is the rst time ever that they will be treated to a day where they will witness parades from morning till night. What makes it special is the feeling of piety, ease and gaiety at the thought that there is a sort of understanding between the groups behind the Pintados, Kasadyaan and Sangyaw Festivals. In previous esta celebrations, tension could not be prevented as the city gets divided and people get embroiled in intrigues and strain. The pressure could not be avoided as both camps asserted their rights and presumptions regarding the staging of parade alone. The Church got caught in the middle trying to patch things up. No one could probably deny that the seeming reconciliation is a result of the prayers and novena intentions in both camps and the Church asking for enlightenment and grace of humility to set in for both groups. With the grant of the Grace of Reconcilia-
tion, it is hoped that the parties concerned will work further to commit deeper understanding, humility and sincerity to co-exist and work hand in hand in fostering peace and love among the Sto. Nio devotees and others who are non-devotees but nonetheless believe in the Christ, Jesus. The divine beings in heaven must be happy and satised at the turn of events. It cannot be denied that indeed, Tacloban and Leyte are truly blessed. Many a time, the place has been affected by the wrath of nature but it is always spared from massive destruction from calamities and disasters. If only for this reason, both Taclobanons and Leyteos must exercise diplomacy and good judgment in dealing with each other, their neighbors and fellowmen. Pride, arrogance and the false sense of selfimportance must give way to affability, subtlety and sincerity. There is no substitute for peaceful co-existence and diplomacy. People

when I was told earlier that a certain block time commentator harangued me one night in his radio program. I told the one who informed me to let him be, saying, let him earn his keep. He needs it for his sustenance It is quite funny that the commentator talked
on reconciliation but could not be sincere himself. True reconciliation always entails sincerity on both parties. I want to believe that Engr. Ganggang Villasin is sincere in his efforts to bring water to the city of Tacloban when he mentioned that the water problem will become a

these so-called social excesses rather than the religious fervor. It is more of the tradition or get-together rather than devotion. Although they have no testimonies of great miracles that the Sr. Sto. Nio has done in their lives or their family, the church teems with communicants during the Fiesta (nine-day) novena masses and the Fiesta Day masses. Msgr. Opiniano, on this aspect, replied, People come to participate in the esta celebration for many and varied reasons. Some comes only to give praise to Sr. Sto. Nio, being our God and heavenly protector. Others ask favor from him for special petitions believing that He is generous enough to respond to their needs. For as long as these things are done in the spirit of goodwill, friendship, building good relationships, I dont think we should not prevent them from doing it, pertaining to some peoples penchant for these kind of gatherings. Yet again, Msgr. Opiniano stressed, Fiesta is a celebration of life and faith. We acknowledge what a great gift life is and that we have to live it in the spirit and context of our faith. Another tradition that is creating a little puzzlement among historians is the historicity of the Balyu-an Rites as one worthy of being given a liturgical importance. There is this unpopular school of thought that the Balyu-an (exchange of images of the Sto. Nio of SNP of Tacloban and that of Brgy. Buscada of Basey, Samar held on June 20th) has no historical basis but just a gment of the imagination of a renowned poet sometime in 1939. Albeit valid argument and an issue that is debatable, for Msgr. Opiniano the tradition lives on, mooring his stand on the common adage if there is smoke, there is re. He said, Its historicity might be questionable, but the fact that the story emerged, brings to our mind that something akin to it must have happened. It is not impossible that it (the Balyu-an or exchange of the two images of the heavenly patron) really happened, he said. During the recent presbyterium of the clergy in the Archdiocese of Palo, Rev. Fr. Gilbert Urbina, the Archdiocesan Liturgist and parish priest of Sts. Peter and Paul Parish in Ormoc City, broached this assertion with a bold challenge, What we celebrate in
History, tradition and devotion: Sr. Sto. Nio yesterday, today and forever
He said that although basically religious, the esta celebration is an opportunity for people to meet friends and do some other social activities and gatherings this should not go beyond bounds and no become an occasion of gossips and all other conversations which are not reective of the true spirit of this spiritual celebration. This is the same breadth of comment conveyed by Luis Antonio Cardinal Tagle when he presided the pontical mass in celebration of a feast in Manila. Man as a social being has this propensity to put accent on the trimmings rather than what matters the spirit during esta celebration. This brings into an observers mind that some who visitors who come for this occasion come only for
It will always be the same Sr. Sto. Nio yesterday, today and forever, thus Rev. Msgr. Alex Opiniano said in gist in an interview with LSDE at the Sto. Nio Parish conference room on Thursday. Underscoring the main drift of the esta celebration, he said this religious event is in fact a celebration of life and faith. Msgr. Opiniano, the parish priest or pastor of Sto. Nio Parish of Taclo-
ban City expressed his view that although there are individuals who fete this occasion with pomp, these are just trimmings which are just secondary being simply a human expression of ones fondness. He stressed that celebrating the esta, which is the faithfuls communal way of giving praise, honor and thanks to our heavenly patron and protector Sto. Nio, has nothing to do with drinking, eating and coming together.
the image of the Holy Child safely kept by the Order of St. Augustine Recoletos. Narrating the history of the Taclobanons devotion to the Sto. Nio in a phone interview with this writer, he stated that per recorded history, the devotion started way back in 1770 when the Augustinians established a visita (barrio with a chapel) in Tacloban and named the Tacloban mission Dulce Nombre de Jesus. This was after the Jesuits were expelled from Leyte during the Spanish era in 1768. He said that the image of the Sto. Nio that was venerated during the Augustinian time came from Cebu, which at that time

and Chinese tourists visiting our country. In short, a furore with Taiwan will bring harm to the Philippines more than it will do it any good because, to quote a columnist, we need Taiwan more than it needs us. Such apprehensions are, to be sure, not far-fetched Taiwan having shown the possible havoc it could wreck had we chosen not to adhere to their pre-conceived notion of the truth. While it chose to rectify its previous haste, Taiwan and its President Ma Ying-jeou, at least during the initial stages of the friction, called for a freeze in the hiring of Filipinos and for the stoppage of visits by Taiwanese tourists to our shores. As expected, numerous booked ights to the Philippines were cancelled. Surely, our fates would have made a sharp turn short of overturning had we decided to save the asses of our coast guards by a nding that they merely acted in defense of themselves when they chose to riddle the Taiwanese boat with bullets. We would not have antagonized only Taiwan but also the superpower China (note that with our adherence to the one-China policy, the two are one and the same) and our grim

apprehensions would have tripled. But true to our commitment to the truth, we chose reason over sentiments, we chose rationality over emotions, we chose to save the asses of many over those of a few. And so, by our show of nerve, we may not have touched the heart of China for it to cease its bullying us but we sure did earned their respect. Hell we may not have even earned that for it to nally come to its senses but we denitely averted what an otherwise would have been consequences of cataclysmic proportions. We may not have put our foot down and made China run like a cowering little girl but we sure did make a resounding statement that

we are a bunch who does not abuse its power because it can. That puny as we may seem, we have our own ideals to uphold, and uphold it no matter the ramications I am not saying though that we should swallow what China is trying to shove down our throats. The seal we have stamped on the fates of our own should not mean that we should give in to their desires, of giving up territory that is rightfully ours. It should not mean that we should give up our ght for something we believe belongs to us. At least it should not mean that we should give up without a ght, like a scrawny little kid helplessly giving his candy to a bigger kid. At least we should put up a ght. As for the Philippines, way to dodge that bullet.

was called Holy Name of Jesus. The feast of which was on the third Sunday of January each year. In the interim, nothing substantial was written on history books about the Roman Catholic faith in Tacloban, until 1888 when plans called for a very elaborate celebration of the town esta in 1889. For this, the image of the Sto. Nio has to be brought to Manila for repair, especially the cracks on its face. However, the sculptor who worked on the new vestment and other repair of the image of the Sto. Nio failed to repair the cracks on the Holy images face. The ship that was bringing the image back to Tacloban early of January 1889 was gutted by re off the seas of Semirara forcing the crew to jettison the cargoes overboard including the mission box bearing the image of the Sto. Nio and six candelarias. The image was never returned soon to Tacloban in time for the celebration of its feast. In the 2006 Souvenir Program of the Sr. Sto. Nio de Tacloban 117th Fiesta Celebration, a historical account printed thereon stated, As the date for the town esta observance approached, the people held their usual nine-day novena. With a borrowed image, the esta was celebrated as scheduled. Meanwhile, the Hermanidad bought a new image of the Sto. Nio as replacement of the missing image. This is now known as the El Teniente. It added, Sometime in May 1889, Don Jose Gil de Avalle, military governor of Leyte, recxeivedd a letter from the governor of Mindoro, informing the Leyte military governor that a box labeled Sto. Nio Patron of Tacloban was found oating on the sea by two shermnan just off the island of Semirara. Tales about it tell that the shermen saw the box with a child (a little boy) above it as it he was waving to them. Because of cu-

be in public service must be armed with sincerity and integrity. No less than Douglas Adams, an English writer, said that to give service you must add something which cannot be bought or measured with money, and that is sincerity and integrity. People who pledge empty promises are people who cannot be trusted. The LMWD manager himself said that the water may be available in August, so it was not immediate. The photo-op was more of an election ploy. With regard the radio commentator he may be apprehensive he might loss his work if he will not look for anything intriguing; but surely if reconciliation will actually happen between camps and all other groups that are swept into the mess well, he has reason to be having tantrum and throw his bullets at anyone he fancies. He is the one barking at the wrong tree, the one out of tune. Taclobanons and Leyteos are now happy with the turn of events; it is not a long way off to real reconciliation. So he must brace himself, instead.

can sleep better, live better and work best in a friendly environment, they can work better in their relationship with God when they are reconciled with their fellowmen. There is a great feeling of void when we have enemies and life becomes hard and stiff when one knows that you cannot see eye to eye with your neighbor. With this new development between the city and provincial governments, there is no reason for the rest of the region to become more progressive and developed.

TACLOBAN CITY -The improvement of the water district solely for Tacloban concessionaires could have been more speedy had it not been due to meticulous government processes, said LMWD general manager Nestor Ganggang Villasin. Last June 22, Villasin toured members of the local media to its on going new water facilities in Binahaan River at Brgy. San Agustin, Jaro Leyte, and its new water treatment facility at the connecting river of Brgy. Tingib,Pastrana Leyte. According to Villasin, based on Commission On Audit regulations, they are only allowed for shopping of materials and equipment, without going thru a meticulous procedure, up to P100,000, but on a higher amount it must go

through COA processes. Villasin further explained that when they need, for example, an equipment to be used in the construction, amounting to P500,000 and up, the process would last up to 3 months-which he said, causes so much delay on the project. Villasin, who was once a bank manager, said that he discussed it with concerned COA officials for a possibility of fast tracking the process other than what is required in the books of the commission. But the COA officials only told him that while they understand his predicament, they cant do anything but follow the COA procedures, said Villasin. The LMWDs Water Supply Expansion Project

es to brace for impact of the storm. OCD Regional Director Rey Gozon said governors and mayors were reminded to convene their respective local disaster risk reduction and management councils (LDRRMCs) to plan out rescue efforts and declare early cancellation of classes. Weather bulletins have been sent to local government units regu-
larly since yesterday to ensure that they are aware of current forecasts. They have to carry out preemptive evacuation for those living along the coast and low lying areas if necessary, Gozon said in a phone interview. Gorio, the seventh tropical cyclone to enter the country this year, may bring rainfall of 5-15 millimeters per hour (moderate - heavy) within the 500-kilometer diameter, according to the Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa).
In yesterdays noon forecast Pagasa said the tropical depression was located 420 kilometers east of Surigao City with maximum sustained winds of 55 kilometers per hour. It was moving west northwest at nine kilometer per hour. Today, the storms center is expected to be 320 kilometers east of Maasin City in Southern Leyte. According to Pagasa, Gorio will enhance the southwest monsoon, which will bring moderate to occasionally heavy rains and thunderstorms over Vi-
sayas and Mindanao. Residents living in low lying and mountainous areas under storm signal number one were alerted against possible flashfloods and landslides. Potential impacts include twigs and branches of trees may be broken, some banana plants may tilt or land flat on the ground, rice in flowering stage may suffer significant damage and some nipa and cogon houses may be partially unroofed.
