Alzheimers Day Care to Suffer Crucial Cuts


DEERFIELD BEACH For more than 27 years many in Northeast Broward County have been sending their loved ones with Alzheimers disease to the N.E. Focal Point Alzheimers Day Care Center. This community gem offers a long list of programs that improve the quality of life for individuals who are suffering from such devastating diseases like Alzheimers and other forms of Dementia. This program has given caregivers peace of mind and the option of keeping their spouses, mothers, fathers, and grandparents at home in the community, thereby delaying the need for long-term nursing homes. N.E. Focal Point has served as a home away from home for ages 2 102. This center helps keeps me sane and my husband comfortable, said 81-year-old Marilyn Bonanno who is her husbands caregiver. We have learned that the State Senate has proposed a massive cut to the funds that keep the day care center functional. Officials are planning to cut $195,150, which is half of the total budget for the Alzheimers Center. This cut will negatively impact dozens of Broward families who utilize our services for their family members who suffer from memory-related disorders.

Hello Mayor Robb, As a relative newcomer to the commission meetings, I want to express to you that I fullysupported your candidacy for mayor, and I am very much appreciative of the good job you are doing for the residents of our city. I think you contribute a strong presence, and you have a lot of extremely valuable experience in your capacity as mayor. Based on what I have observed at the commission meetings, I would generally assume that more often than not, we would agree on most issues from a political standpoint. However, there is a matter that I hope you will considerregarding your relationship with Commissioner Ganz. I believe it would be in the best interest of all involved if the two of you were to try to mutually mend your relationship. I understand that you do not see eye to eye on mostissues, but there is a personal component to the hostilitythatis quite detrimental to the meetings.Both of you are doing a disservice to yourselves because you each diminish your status in the eyes of those who attend the commission meetings with overly harsh words, retorts,and dismissive conduct. I am uncertain about the genesis of the problem or the history between you both, but I sincerely hope that you might consider trying to achieve a more cordial professional relationship. You both ran and now serve because you want to improve our city, and you are both to be commended for your service. You and I may notagree with some of the stances he takes on issues, but I do believe that he also provides a valid, analytical counterpoint to many of the discussions at the meetings and his motivation is of genuine concern for the betterment of the city. I urge you to reach out to him and try to build a better working relationship, so that the meetings will go more smoothly and more will be accomplished. I understand that he may have done things in the past that served to deteriorate the relationship, such as when he abruptly addressed the issues regarding your conversations with the sheriff or the employment status of city workers. If you make the first step in reaching out to him to address your concerns with regard to your relationship and attempt to make amends, I am hopeful that it will lead to a better, more professional relationship. It will further buildyour status in the eyes of your fellow citizens, and you can take the high road and reap the rewards of that action. I am not sure if it is better to do it publicly at a meeting or privately between you both. I am only hopeful that you will try to mend the relationship for everyone involved. Jean pardon my sarcasm but do they even know that outside has a capacity separate from inside and do they know what it is and third when are they monitoring this and how. The 120 is everyone on the patio dock and outside bar anything out there ,I would assume that means the boats also all patrons. I don'tmindwhen people don't check or check at 4:00 o'clock or after 10pm but please don't allow them to insult the good paying taxpayers who drive or walk by there to think there not over 120 people on a Friday night. Just go look at the bar video. I would love for whoever is feeding you this to put it in writing time ,date ,and count. then we will run the video and have them explain there counting method . I doubt with today's technology they really want to stick to that.

Jean the patio deck is built out of concrete and is very strong and well built that will not cave in. The issue there is that they have an outdoor occupancy for 120 approved during the third variance. I thought there was going to some enforcement of that outside that does not appear to have happened and also that over crowding directly effects the cove parking and every other tax paying business. The occupancy was supposed to be looked into also during the variances were the bathrooms increased ever to accommodate more people. The major issue with the over capacity is if someone actually gets pushed or falls into the water when so many people are there on a Friday you could still havea Shuckers like incident , where over capacity would be the problem. The noise has been a little less with the first Friday being better and gradually increasing along with the boat music increasing. I feel like a parent dealing with kids who each week will try to see how much they can get away with before people will complain, that's the feeling on this side

We have all been down this road and it gets old policing someone business its not our job and really wonder why the fire department doesn't enforce the occupancy which would squash most of the noise issues with the boat music but we can only ask so many times we are not the ones paying the details and wonder if that's what wags the tail.

This vehicle was previously observed in Lighthouse Point as evidenced by the images captured on their License Plate Reader cameras. I followed the same pattern with Mayor Robb's photo in the Commission Chambers as with photos of past mayors that had time gaps between their multiple terms. Mayor Robb's photo is one of five where there is a gap between terms. William Johnson, George Schott, Richard Mowry, and Oren Woodward are the other mayors with this same trend. Ex. Richard Mowry was mayor from 1969-1970 and then again from 1972-1973. Robert Dugdale was mayor from 1971-1972. Mr. Mowry has only one photo on the wall and it proceeds Mr. Dugdale's along the photo timeline. Although Mr. Mowry was mayor before Mr. Dugdale, the timeline places mayors based on their final term. This example is identical to the rest of the mayors mentioned above. That is why I placed only one photo of Mayor Robb on the wall and why it proceeds Mayor Noland as opposed to having two photos of Mayor Robb. I do have the original photo of Mayor Robb and name plate in my office. I did however use the original frame to mount the new photo of the Mayor. I hope I didn't confuse anyone. Thank you,

Dear Mayor Robb, Your recommendation for your availability for Thursday the 20th coincided great with our plans and I was very much looking forward to it, I was very disappointed to hear you will be unavailable today. Mayor Robb, I have done my outmost best to give the project my heart and soul and do something that the City of Deerfield Beach would be proud of since it is their only LEED certified building and needs to be a high class achievement for the City. However, for the reining Mayor not to be a part of this that the entire City and residents are looking forward to, leaves doubts. I would like to know what I have done wrong in your eyes that you do not honor the project with your presence, if that is the case. I sincerely hope you will reconsider and please come. Everyone was looking forward to having you there, giving a speech, and reunification of the good and influential minds of the City is very much needed and we were looking forward to you, a Mayor that does just that. It was your gracious gesture to yield the ribbon cutting to the previous Mayor that left everyone with the impression that you are a unifying force for the City regardless of the politics and that you are there with the best intentions to serve the residents and the good of the City. You have such a long history that continues. It will be good for all if you please come. Why would you yield your top position and your rightful place at the forefront of every City building project? Would you please reconsider??

SOMAT SYSTEM: I was in Chicago last week and I met with a Representative of the Somat Company. Steve Eno is flying down for one more demonstration of the Waste Compost System, this Wednesday, June 5th at 9 AM. They have agreed to stay and help us videotape our own demonstration of how to use the machine for employee training purposes. Please let the City Employees know, those who wish to participate at this meeting. 2. FORMAL REQUEST FOR AWNINGS : We are hereby requesting permission to install permanent awnings as it being the only solution for the use of the exterior patio. We have exhausted all other options and deemed them non feasible and there are no alternatives other than full awnings same as the surrounding restaurants have. Reason: we are in the corner and on the beach and subject to gusts of high winds even without stormy conditions, and there is no umbrella rating to meet those standards. We met with 7 different companies to discuss weather protection for the patio. Poggesi umbrellas representatives, considered the best for Florida Beaches and the only ones with the highest wind rating told us "It would be unethical to take your money because you would only be able to use them 20% of the time. We installed at Wyndham Hotel and you will rarely see them open".

Companies with retractable awnings also refused because the sensor would not pick up wind gusts fast enough to close on their own and they would not guarantee them. Only regular awnings with side panels would work, same as the other restaurants next door have with a footing on the pavers and cemented in according to code. We are very humbly and urgently wish that you would consider our request as being the only choice for the use of the patio , else we will be loosing 40% of the seating capacity every time it rains. In the RFP the rendering showed the vague outline of chairs and it would have been wonderful if the observation deck was built directly above this patio, but there are still some very elegant solutions. 3. Opening Date: We are targeting June 19th or before , provided that all approvals are in place. This is extremely late as compared to what we had planned for, but we had to carefully re-draft architectural plans around unforeseen as-built conditions that we had not anticipated and we were unaware of. We also went overboard on custom finishes with natural stone and special wood that complies with the LEED certification among other details of which we all got a great education. 4. Two Parking Spaces : Please let us know the location of those. On Saturday I got my second Parking ticket on the loading zone as I had parked there with the blinkers on after I unloaded the computers. I am always happy to contribute to the City but in a better way... LOL 5. Deerfield Beach Employee Frank Cristiano : Special comments and reference should be made here for Frank Cristiano as his knowledge of the building and every detail of the restaurant has been very valuable and was extremely helpful to us.

As an aid to residents, I am asking every condo association President/board to prepare a list of those residents in their building who will need assistance in evacuating their unit should it be necessary to do so. This included trimming the hedges and mowing the grass. This work was done by the City. However, with a change in administration, the City claimed it was our Village responsibility and not theirs. The appearance was terrible. Master Management has been fighting the City about this for some time. Please see Donna Capobianco's article in the June issue of the Reporter. In 2009, then former Mayor Jean Robb brought it to the Citys attention. She claimed that the City had agreed to install the landscaping and perform the maintenance of the area in question. Jean Robb also stated that the Village (CVE) should not have to pay for this work. This was covered in the minutes of April 20, 1982 and other

CVE Phone Directory At the Joint COOCVE Executive Committee meeting on June 12th I brought up the concept of having a CVE phone directory listing all CVE residents and their addresses and phone numbers. Mayor Robb, We understand the vehicle towing services bid is due May 1, and we are not a local tow provider. With that in mind, Dispatch & Tracking Solutions (DTS), is providing the following proposal. For more than 18 years Dispatch & Tracking Solutions has been providing management solutions to the municipal towing community serving over 100 law enforcement agencies in 11 states. In a typical year we will capture in excess of 260,000 tows. The DTS solution we are proposing was developed in 1997 in conjunction with a large metropolitan police department. Thus we have the only system of its kind which was developed with law enforcement, for law enforcement. With this history the DTS team has evolved into subject matter experts on issues related to non-consent towing. We are aware of no firm that can match this experience. While we understand that the bid is targeted to local tow providers, DTS is proposing an alternate, all-encompassing solution to the Departments towing life cycle. The DTS solution outlined below meets or exceeds all of the requirements and provides a myriad of other features to add efficiencies, cost savings, and transparency to the entire towing process. All of these peripheral benefits will be provided at no cost to the municipality. The most used funding model is a small user fee paid for by the vehicle owner or tow provider at vehicle retrieval or vehicle disposal. DTS operates well with one or an infinite number of tow providers on behalf of the Department. From the Departments perspective, the dispatch will be a single request to DTS which, using our cutting-edge software is then leveraged to select the appropriate tow provider with the appropriate equipment. With this approach, the Department achieves maximum, redundant towing coverage. Additionally, it enables the participation of smaller tow providers, who would otherwise be excluded because of the lack of sufficient personnel, equipment, and facilities. The result will likely improve the municipalitys MWBE objectives now or in the future. In addition to satisfying all of the requirements, the DTS solution will yield the following benefits to the Department: One, some, or all of the features can be used. It is up to the municipal customer. Single contact point. With the LETS / TMS system, OCSO will enjoy the efficiency of a single point of contact. All-in pricing. All of the features and benefits outlined herein are provided at no additional cost other than the approved impound fees. And with the Software as a Service (SaaS) model, there is no additional hardware or software required. Integration with the Municipalitys CAD system and MDTs in the officers vehicles is available. Additionally, DTS provides all upgrades, training, technical support, and implementation at no charge. Softer Towing Boundaries. With the DTS approach, our unique dispatch software will provide a more

efficient system for meeting the Departments arrival objectives. Such system will provide additional back-up and redundancy, along with quicker response times reducing officer time both in dispatch and in the field. o Voiceless Tow Dispatch. The entire request, dispatch, impound, hold and release process is computerized. Hundreds of keystrokes will be eliminated from each and every impound. Double and triple data entry, together with the associated human errors, will disappear. Hold / Release / Auction. OCSO hold and release functions can be managed in real time via the internet. Similarly, approvals for auction / scrap can be handled in the same manner. Law enforcement has real time information as to whom the vehicle was released, when it was released, and what was charged. This will reduce OCSO work load and save citizens time in reclaiming their vehicles. o Tow Charges. All towing fees are established and controlled in the system by OCSO. Accountability of funds collected and due to the Departments Office is transparent and easily accessible. o Transparency. Key Municipality Department personnel can have log-in credentials for real-time audit, management, and reporting capabilities. Secure Data. All tow data is secure (https:), fully protected, and the property of the Departments Office. No data is shared or sold to anyone. Reporting. With a relational database as its heart, the LETS / TMS solution can generate infinite reports. There is no limit to the variety of ways our towing data can be parsed, packaged, analyzed and displayed. Reports are in real time and thus display the most current data. While we reference the captured data as Reports, each is really a template a template for a discrete set of data. As such, an endless variety of views can be created through each template. Infinite reporting options provide a real time look at any segment or component of the tow cycle. Currently 240 regular reports in 7 categories are available on an ad hoc basis or can be routinely generated and sent to the appropriate party. Audit Trail. Every key stroke in our dispatch software is captured in a real time audit trail (Event Log) indicating the origin of the change and description of that change. o Customer Service. Customer service begins with real-time access to vehicle location, applicable fees, and release requirements. I have previously outlined my opposition to the current certification requirements for building department employees currently and historically mandated by the Broward County Board of Rules and Appeals (BORA). I have raised these concerns and objections, both legal and factual, with BORA. Our City Commission passed unanimously a resolution calling on BORA to amend the certification requirements, which restrict our ability to hire. I have even provided a draft of amendments to BORA for their consideration. I have attached both for your consideration. After the City of Sunrise passed the resolution opposing the certification process, and I began raising the issues with my fellow elected colleagues throughout the County, BORA convened a Certification Committee to review the certification requirements. This is not the first time such a committee has been convened; last time a similar committee initiated few meaningful changes. Over the past few months, the Certification Committee of BORA has been meeting. On May 15, 2012 at 9:00 AM, the BORA Certification Committee will conduct a public hearing. We are permitted to make a presentation of up to 5 minutes in length to be followed by committee questions and answers. This is a general public hearing and all are invited to speak whether or not written suggestions have already been submitted. Meeting Location: Emergency Management Division Emergency Operations Center, Room 332A 201 NW 84th Avenue Plantation, Florida 33324 I strongly encourage every City to send someone (or multiple people) to oppose the current certification process. If you are unable to attend, I encourage you to make your voice heard through correspondence directed to BORA. In addition, I hope the Broward League of Cities will take an official position in this regard. Good Morning MayorUnfortunately, I will not be able to attend your meeting tomorrow night. I know you are gathering some thoughts on couple of subjects, so if you don't mind, I will give them to you on an email. First, I want to thank you for your work on the Kingfisher Canal. I don't live on that canal, but the one on SE 13th Ave and we appreciate any help that you can give to make our waterways cleaner. I can only hope that some clean up will extend to our canal at some point. I am really upset about the talk on abolishing the beach stickers for residents. I understand the need to appease the residents of Century Village and to increase revenue, but can we come up with some kind of hybrid? Most of the other beach cities have some kind of consideration for their residents. I really hope you can reconsider this. Lastly, there is talk about increasing the millage rate to bolster the reserve and lowering the utility tax. I am not sure what the gain is here- other than helping renters and penalizing homeowners in Deerfield Beach. I do not feel we should be paying a higher millage rate that Boca Raton or Lighthouse Point and that seems where we are headed. This really doesn't seem fair and I feel will deter people from buying homes here in our city. Again, I hope you reconsider your stance on this. CRAmoney can only be spent in the boundaires provided for the CRA which are mostly from the beach to Federal Highway most of which is encompassed in District 1. There has been no expenditure of CRA money anywhere else in any district in the city. CRA money is supposed to be used to upgrade blighted areas, and the discussion you heard was because the former commissions chose the district 1 parameters for the CRA. Most of the decision was based on the amount of money that could come from the increased value from the properties in that district. I learned today that the money for that project that was approved came from the 40 million dollar bond issue that was borrowed from the municipal bond fund. When that issue was sold to the voters, it wwas supposed to be for the financing of our older bonds so they could be financed at a lower rate. The remainder of the money was supposed to be used for roads, infrastructure and streets as needed. When or who allowed the CRA to borrow 6 million of that money is a question that needs answers since CRA money can only be spent in district 1, and this would have been an opportunity to do those things that would improve the other 3 districts. Thank you for your suggestions. I am waiting until Budget time to see what the manager is going to suggest in order to increase the undesignated reserve. We had 33 million there in 2005 when Wima hit. The former commission ran it down to 7 million which is what we have now. The finance director says we should have at least 15 million in reserve. The new parking system being proposed allows forspecific purchases. The elimination of the paper beach parking stickers is part of this new system being proposed. Jean the patio deck is built out of concrete and is very strong and well built that will not cave in. The issue there is that they have an outdoor occupancy for 120 approved during the third variance. I thought there was going to some enforcement of that outside that does not appear to have happened and also that over crowding directly effects the cove parking and every other tax paying business. The occupancy was supposed to be looked into also during the variances were the bathrooms increased ever to accommodate more people. The major issue with the over capacity is if someone actually gets pushed or falls into the water when so many people are there on a Friday you could still havea Shuckers like incident , where over capacity would be the problem. The noise has been a little less with the first Friday being better and gradually increasing along with the boat music increasing. I feel like a parent dealing with kids who each week will try to see how much they can get away with before people will complain, that's the feeling on this side speaking with other people . We have all been down this road and it gets old policing someone business its not our job and really wonder why the fire department doesn't enforce the occupancy which would squash most of the noise issues with the boat music but we can only ask so many times we are not the ones paying the details and wonder if that's what wags the tail.

Dear Mayor Robb, I spoke with Matt Mitchell of the Chappelle Group this morning. The earliest they can meet is July 8, the owner of their company is on vacation until then. Matt Mitchell told me that he worked for another firm in 2000 and actually did some of the chemical analysis that was included in the Kingfisher report done by the B.C. Environmental Department. THe man is Tyler Chappell and his phone number is 954-782-1908. Make an appointment with him and show him what you need done and he will let you know what steps have to be taken to secure the permit. He'll tell you how long it will take and how much it woulkd cost. Find out before the next commission meeting on July 1st and I'll make sure that you are on the agenda. I did find out that it was Snyder Dredging that had blanket permits for all the canals; however, they have since gone out of business.I am deaaling with the commission that thinks I interfere. I say I investigate and do a lot of research.

There is language in the above bills that would authorize the FDOT to issue permits to FEC and other railroads for the construction of "communication facilities" - or cell towers -along railroad tracks and to lease such cell towers to private providers, without complying with local land use and zoning regulations. The FEC sought to install a cell tower in Wilton Manors, and in many other cities along its rail lines. However, when we said FEC would have to comply with our land use regulations, it withdrew the request. Apparently, it is now seeking state legislation to preempt such local regulations. Railroads have authority under federal law to construct communications facilities necessary for rail operations, without obtaining local or state permits. (There is a federal agency that oversees and approves such railroad facilities). However, local land use and zoning regulations apply to railroads that seek to install cell towers for purposes unrelated to railroad operations. This broad language relating to wireless communication towers (cell towers) needs to be removed from the bills or at a minimum, should be amended to provide that such towers would be subject to FDOT permit only if they relate directly to railroad operations. In Wilton Manors situation, FEC's rail lines are adjacent to residential neighborhoods and developments, including the Wilton Station condominium complex, and is also close to school facilities. The installation of a 100' cell tower or taller, adjacent to such residents would have created many issues, and threaten the health, safety and welfare of our residents. Typically such cell towers are required to be set back at least by their height from such areas, and there are also rf emissions that require that such towers be set sufficiently far away from where people live, work and attend schools. FDOT will not be in a position to understand where and how such towers need to be installed. Local regulations have, for years, addressed such issues. As you know, I have worked for many years on such communications issues. This legislation is not consistent with current federal or state law in any state or practices in the industry. I am copying the Broward and Florida Leagues of Cities so they can share this with other cities in your jurisdictions and along rail corridors. Today is a day of action Yesterday's are the past. They can be forgotten or revered.

Tomorrow's are the future. You can do nothing as it will surely come or you can plan for it. Years ago a local benefactor, Mrs. Alice Butler, left in her estate plan a trust fund to provide scholarships for Deerfield Beach high school students to further their education. She also left her 1923 home in Hillsboro Blvd. to the Deerfield Beach Historical Society. This property is known as the "Butler House" and is on the National Registry. However very little thought was given to how the Butler House expenses such as maintenance, insurance and utilities would be paid. Previous City Commissions recognized the importance of this piece of Deerfield Beach history and provided funds for the society. Many municipalities have historical societies which they fund in their budgets. Deerfield Beach has some interesting history and it's 70+ thousand residents should be proud of our accomplishments. A dollar per resident would be enough each year to maintain and restore the Butler House and Kester Cottage. Currently membership dues, donations and the support of several families cannot provide the funds to achieve the societies goals and objectives. Good Morning Jean, You know Budgets so I think you will find this interesting. This is part of a school project as you know I study Local Government at FAU. This is the result of my review of the Fire Department from the 10 years of data That is available on the website. I noticed that Risk Management is used as a Dumping ground if you will of Fire Department related costs that they wanted reported Elsewhere for whatever reason..so I included the Risk Managers budget as well. I believe it tells the story of how the merger occurred and how current budget reporting Practices have eliminated accountability, transparency, and meaningful public participation. Section 4, POWERS, of the County's Proposed Draft MSTU states: The E-911 MSTU shall have the power to levy and collect taxes, borrow and expend money, and issue bonds, revenue certifications and other obligations of indebtedness , which power shall be exercised in such manner, and subject to such limitations, as may be provided by general law. (emphasis added) Why would the County Commission be given the unlimited right in a Consolidated System focused on operational costs only EVER be given the right to issue bonds or other obligations of indebtedness? Considering the current ILA proposal does NOT provide any participating municipality an actual vote in any budgetary decision impacting the future MSTU costs, including the decision to incur unlimited future debt, agreeing to the MSTU as drafted means municipalities would be agreeing to unlimited financial exposure in the future without any control over those decisions.

Good morning Mayor Robb, I just wanted to thank you for having the city manager look into the No Thru Truck ordinance on our street(SE 10th Street-East of Federal to SE 12th Ave) and getting the signs posted on both ends of the street.We still havecommercial trucks coming through here (yesterday a huge Sysco Commercial truck, breadtrucks,etc.) but hopefully they will eventually see the signs andstop. At least the signs are there... and that's a huge step. Thank you! Thank you! Thankyou! The speeding continues here - hopefully the city manager (or the appropriate staff)will address this long standing issue soon. We had utility out herethis week.... I believe they cleaned the drain pipes, which we are grateful for - Thank you! We did not have flooding this past rain cycle but maybe its due to breaks in the rain flow that allowed for the pooled water to drain.It's the same problem thatthe west side had/has... the street is too high fromyears of repaving. Hopefully the budgetwill allow for theeventual addressing of this (Ibelieve we're last on the schedule of the city-wide repaving project). The cleaning of the drains is definitely a huge help. Please let me know how the drainage problem acted with all this rain, and give me the exact location of the proble if the problem still exists, also I have asked for an update on the speed bump. The fire department gave me enough background to give me a hernia, so I told them I just want an answer. Can we give the residents the speed bump they requested and which they agreed to help pay for.? Will let you know what the reply is that I get. As long as I have the support of residents like you, they can't get me down.
