198 Non Paper (translated from English as nonexistent paper) is a type of the document which is widely used in modern diplomacy. It is a kind of impersonal aide-memoire with stated matter of the fact and suggested formulation of the document discussed. Usually such a document has no title and signature, but it may consist of the technical subtitles. Usage of this variety of documents allows fixing suggested proposals and the situation arose during the negotiations in rather free way and carrying out the new elements for the consideration of the opposite side. As a rule, similar documents shall not be considered as official, only serve as working material. Referring to the provisions of the Non Paper is possible only without mentioning the author of the document. In many cases Non Paper is not intended for citing or promulgation. Ass. 202 22. The first step of Ukraine in this direction must be getting the status of the observer in this organization with thorough cooperation within the framework of the organization being important strategically for integration into EU. 23. This question is very problematic as states solve it not always definitely with the most unanimous decision usually observed in the sphere of the realization of human rights and freedoms formulated in the international law and being obligatory concerning compliance in each lawful state. 24. The peril of the uncontrolled circulation and accumulation of ordinary weapons indicates the intention of Ukraine to be elected to the composition of the Members of the UN Security Council with Ukraine nominating its candidature for the first time as an independent state. 30. This method is named a transformation with the norms of the international law not converted, but saved in the pure shape, i.d. having their legal status of the international norms which act in the system of the national law. They also agreed to provide regular informal meetings for the exchange of views relating to the main tendencies of the world and European development, the discussion of the current state and prospects of bilateral relations. 20. The two sides reaffirmed the obligation to keep in their goodneighbourly partner realtions of friendly states principles of sovereign equality, refraining from the threat or use of force, inviolability of frontiers, territorial integrity, peaceful settlement of disputes, non-intervention in internal affairs, respect for human rights and fundamental freedoms, voluntary compliance with international obligations and norms contained in the documents of the CSCE. 23. The Presidents expressed the satisfaction about the harmonic and dynamic development of the relations between their states and reaffirmed the desire to strengthen and deepen them in future. 24. The two sides highly estimated the results of the visit which was held in the atmosphere of friendship, openness and mutual understanding typical for the relations between our states and people. 25. The President of Ukraine expressed the appreciation for the warm welcome of the Ukrainian delegation and invited the President to make an official visit to Ukraine at a mutually convenient time.
