2.0 The purpose of this document is to set forth the technical requirements and provide general information and minimum instructions for the supply of electric equipment and components included in the mechanical equipment supply scope . 3.0 CODES AND STANDARDS

tween the requirements of any applicable standards, codes, regulations and recommendations, the most stringent requirement shall prevail. ABNTs graphical symbols shall be used when preparing drawings and diagrams. If any specific symbol is not available from ABNT, ANSI and/or IEEE symbols may be used. 2.1 DOCUMENTATION LANGUAGE

All drawings and documents to be submitted by Bidders, Vendors and Sub-Suppliers, including bids, correspondence, literature, technical descriptions, manuals, catalogs, and supplementary data, shall be in Portuguese. 2.2 MEASUREMENT SYSTEM

Units of measurement shall be those of the International System of Units (SI), except where other units are customarily used, such as Imperial units for bolt diameter and length, plate thickness, and plumbing connection diameters. 4.0 3.1 TECHNICAL REQUIREMENTS GENERAL

Specific characteristics of the Facility where the mechanical equipment is to be installed will be described in the equipments Data Sheet. Every electric equipment, component and material shall be designed and manufactured to comply with the latest engineering standards and to meet the service requirements of this specification. Every electric equipment, component and device shall be identified as specified by CVRDs applicable standards. Such identification shall also be used in the appropriate equipment drawings and lists. 3.2 POWER SUPPLY

Depending on the type of mechanical equipment, process or system, supply of conventional or intelligent Local Control Panels and protection panels may be required. All components shall be mounted on these panels that are used for actuating and implementing the equipment operation logic. In such cases, the Vendor will receive from CVRD a three-phase feeder at one of the distribution voltages listed below, which will be specified in the Data Sheet.

From the voltage supplied by the Client, the Vendor shall supply all other voltages to be used to power its equipment (control, lighting, heating, motor power supply, etc), which shall conform to CVRDs standard. The equipment data sheet shall indicate whether supply of protection and local control panels are required. With respect to mechanical equipment for which no power, protection or control panels are required, the Vendor shall assume that its equipment shall be operated directly from the Motor Control Center in the nearest substation, and that the equipment operation logic will be executed by CVRDs Automation System. 3.3 STANDARD VOLTAGES

The following CVRDs standard voltages, available from substation busbars, shall be used by Vendor: 13.8 kV (34.5 kV in special cases), 3-phase, 60 Hz, neutral grounded by a resistor limiting current to 100 A, 10s. Short circuit current across the bar as specified in the Data Sheet. 4.16 kV, 3-phase, 60 Hz, neutral grounded by a resistor limiting ground fault current to 100 A, 10s (industrial area), Short circuit current across the bar as specified in the Data Sheet. 4.16 kV, 3-phase, 60 Hz, neutral grounded by a resistor limiting ground fault current to 25 A, 10s (movable mine machinery), Short circuit current across the bar as specified in the Data Sheet. 480 V, 3-phase, 60 Hz, neutral grounded by a resistor limiting ground fault current to 3 to 5 A, with ground fault supervision system, Short circuit current across the bar as specified in the Data Sheet.

380 /220V, 3-phase + neutral, 60 Hz. Light fixtures, heating resistances and single-phase outlets will be connected between phase and neutral + ground.

3.5 3.5.1

ELECTRIC MOTORS Standard Motor Voltages

The following CVRDs standard voltages shall be used by Vendor: 3.5.2 Motors rated 150 kW and over: 4,000 V, 3-phase, 60 Hz. Motors rated less than 150 kW and driven by frequency inverters up to 560 kW: 440 V, 3-phase, 60 Hz.

General Motor Supply Requirements

Motors shall be induction type, fully enclosed, external ventilation, IPW-55 protected (ABNT), class F insulation, class B temperature rise, and service factor of 1.10, designed to work continuously at 10% overvoltage. Induction motors shall be 3-phase, squirrel cage, high-efficiency type, connected to the voltages listed in item 3.5.1. Starting current shall not exceed the limits specified by ABNT. Induction motors fed by frequency inverters shall be designed and supplied to meet the requirements contained in items 30 and 31, Section IV, of NEMA MG-1 standard, dated 1998. Induction motors shall be insulated to withstand inverter voltage surges , assuming dv/dt = 6,500 V/s, with inverter rise time of 0,1 s, and intervals between pulses of not less than 6 s. Data Sheet shall indicate when Vendor must supply an ENCODER connected to the motor for high-precision control of motor speeds. Vendor shall determine whether external fans must be used when motors operate at low speeds, based on anticipated loading.

Motors rated over 30kW shall be equipped with heat resistance elements, for stopping purposes, energized at 220 V, 60 Hz, and shall have their leads connected to the power supply leads in a terminal box. Motors rated from 15 kW to 90 kW shall be equipped with PTC thermal protectors, 2 per phase. Motors rated 150 kW and over and all motors driven by a frequency inverter shall be equipped with PT-100 thermal protectors (2 per phase and 1 per bearing), and their leads shall be connected to power supply leads in an auxiliary terminal box beside the main terminal box. Motors shall have ground leads in their housing and in the terminal box. Vendor shall fill out the Data Sheet Electric Induction Motor attached to the mechanical equipment specification. If other motor types (ring rotor, direct current, etc.) are required, the appropriate Data Sheets will be attached to the mechanical equipment specification. Vendor shall fill out a Data Sheet for each motor included in its supply scope. 3.6 3.6.1 ELECTRIC PANELS General

Low and medium voltage panels shall be at least IP-5X protected (as specified in the Data Sheet) if installed indoors and IP-55 if installed outdoors. Particular emphasis shall be placed on safety, as required by the Ministry of Labors Regulatory Standards. Safe access shall be provided to all components, including those at the rear of the panel, to allow measuring temperature on connections using the thermo-vision method. Electric panels shall be internal arc resistant type, as certified by a recognized organization (CEPEL, KHENA or other qualified organization). Testing shall be as specified by NBR-6975, IEC-60298 standards or, alternately, IEEEC37.20.07. 3.6.2 13.8 kV Distribution Boards

They shall be constructed as specified in ABNTs NBR-6979 standards, for Metal-Enclosed Switch and Control Gears rated more than 1 kV up to 32 kV. They shall be metal-enclosed type and meet all safety criteria specified in the Regulatory Standards 10 and 22 and in NBR14039 standards (medium voltage applications from 1 to 36 kV).

The rear part of each cubicle shall be covered with a bolted metal plate divided into at least two parts. Power and control cable entry and exit shall be preferably through the panel bottom. The distribution board control system shall consist of an auxiliary control transformer and a power storage device (if no battery bank is available at the substation). The circuit breaker trip coils will be energized from the power storage device. Spring loading motors will be directly fed by the auxiliary transformer. Microprocessor-based meters having capability of measuring at least V, A, COS , kW, kVAr, kWh and kVAr shall be provided at the entry of each distribution board. Although heat resistance elements and lighting circuits are powered from an external source, provision must be made by the Vendor for distribution of such voltages across the panelboard cubicles. A terminal shall be provided in the panelboards terminal block for supply of such auxiliary voltage. Circuit breakers shall be miniature construction, 3-phase, draw-out type, fitted with wheels for easy removal and with a mechanism to cause them to move through inserted, testing and removed positions, and vice-versa, and self-aligning and self-connecting power terminals. Other requirements shall be as specified in the equipment Data Sheet. Circuit breaker closing and trip coils shall be energized at 115 Vac or 125 Vdc, depending on the methodology used at CVRDs facility where the panelboard will be installed and as specified in the appropriate Data Sheet. The panelboards medium-voltage disconnecting switches shall be three-pole, quick make and break type, irrespective of the force applied by the operator. Switches shall be appropriate for on-load operation. Where in combination with fuses, switches shall be used for power ratings of up to 300 kVA. If one or more fuses blow, the disconnecting switch shall break automatically. Fuses shall be current limiting type, mounted on appropriate pads allowing for easy removal. They shall have a blown fuse indicator pin acting on an auxiliary micro-switch to actuate alarm and warning light on cubicle door. 3.6.3 4.16 kV Motor Control Center

Motor Control Centers shall be either metal-enclosed type, as per ANSI-IEEE /IEC, or nonenclosed type, as per NBR-6779, NEMA 12. Relays shall be microprocessor based. For motor protection, at the least the following protection functions shall be provided by a multiple-function relay: overload, current unbalancing with negative sequence sensor, ground fault and locked rotor. breakers are used, the relays shall also incorporate phase time and instantaneous overcurrent functions. The communications protocol for these relays shall be as specified in the Data Sheet. Signal inputs shall be provided for PT 1000 temperature sensors on motor windings and bearings. An entry section shall be provided consisting of a draw-out circuit breaker including the inserted, removed and metering positions, and a microprocessor-based meter providing current, voltage, frequency, active power, reactive power, and power factor readouts for periods of at least 60 minutes on non-volatile memory. The metering systems shall not be incorporated to the microprocessor-based protective relays. Motors or other loads fed by the MCC may be started using draw-out vacuum contactors, fitted with either current-limiting fuses, E2 class, as specified in NEMA ICS 2-324, or draw-out circuit breakers, for high power ratings. Those intended for use with capacitor or harmonic filter banks shall be NBR-7118 compliant. The use of disconnecting switches in combination with current-limiting fuses will be permitted for systems rated 300 kVA and less. They shall be three-pole switches with quick make and break capability under load. The contactor or circuit breaker control circuit shall be powered at 115 Vac, with grounded neutral. The command voltage shall be supplied by a transformer with a no-break power supply, mounted on the MCC. 3.6.4 Low-Voltage Distribution Board

Low-voltage distribution boards shall be modular type with access from the front and rear sides and other features as specified in NBR-IEC-60439-1. They shall consist of a panel with molded case or puffer (forcibly operated) type circuit breakers, depending on the rated current, and shall incorporate the LSI and GS protection functions, metering and protection capabilities, with input connected to the secondary of the power transformer and as many output terminals as required for feeding MCCs. 3.6.5 480V Motor Control Center

Safe access shall be provided to all components, including those at the rear of the panel, to allow measuring temperature on connections using the therm-ovision method.

The MCC shall be certified for safety as specified in NBR-6146 and comply with NBR IEC 60439-1 recommendations. Short-circuit and temperature rise test reports shall be submitted by Vendor. The MCC shall be provided with front access means and terminal blocks located beside each of the drawers. The MCC may be designed to suit either of two different control approaches that may be in use at the CVRDs facility where the MCC will be installed and as specified in the appropriate Data Sheet: Typical control approach, using contactor, bimetallic thermal relay and magnetic circuit breaker drawers. Under this option, the drawer and central control interface shall be through dry contacts and 4-20 mA signals. Intelligent control approach, using contactor, magnetic circuit breaker drawers, and microprocessor-based magnetic circuit breaker drawers. The microprocessor-based relays shall have their input supervised and outputs controlled via a network whose protocol shall be as specified in the Data Sheet, and shall incorporate motor protection (overload, phase fault, phase-ground fault, locked rotor, etc.) functions. The protocol for communication between relays and the central control system shall be as specified in the equipment Data Sheet.

Contactors shall be suitable for starting 3-phase induction motors and capable of withstanding rated voltage drops of 30% without breaking. Whenever practicable removable drawers shall be used with MCCs rated up to 75 kW. For higher ratings, drawers shall be fixed. Inverters of the same size shall be interchangeable; inverters of different sizes shall not be interchangeable for safety reasons. The entry section shall have a microprocessor-based meter providing current, voltage, frequency, active power, reactive power, power factor and demand readouts. The MCCs input circuit breakers shall be three-pole, molded case or puffer (forcibly operated) type, rated at 600 V. The circuit breaker shall be motorized, with command voltage as specified in the Data Sheet, and shall incorporate adjustable LSI protection functions, the instantaneous function to be capable of being locked, and be provided with minimum voltage coil. An auxiliary transformer shall be mounted inside the MCC to power spring loading motors for open type circuit breakers.

Transformers mounted on electric panels shall comply with ABNTs NBR-6855 and NBR6856 standards. They shall be dry type and have insulation appropriate for the panels rated voltage. 3.7 3.7.1 POWER TRANSFORMERS Oil-Immersed Transformers

Power transformers shall be constructed as specified by ABNTs NBR-5356 standard. They shall be oil-immersed type rated for outdoor installation , average temperature rise in windings not greater than 55C above ambient temperature and temperature rise at the hottest point not greater than 65C. Transformer insulation material shall be at least Class A temperature, or 105 C. Special requirements shall be as specified in the Data Sheet. Transformer shall be star-delta connected, with accessible neutral, Dyn1 angular displacement, neutral to be grounded as described in 3.3 hereof. Primary and secondary bushings shall be mounted on the side of the transformer, protected by a metal case, with flanges on the upper and lower sides for egress of cables. All transformer protective relay contacts shall be grouped together in a single terminal box. At least the accessories required by NBR-5356 shall be provided. 3.7.2 DryType Transformer

Dry transformers shall be 3-phase, constructed in compliance with NBR-10.295, with primary and secondary coils encapsulated with epoxy resin, class F temperature (155 C). To facilitate installation, transformer shall be mounted on smooth wheels, in a IP-23 protection metal enclosure. Ingress and egress of cables shall be through the bottom of the enclosure. Considering that the transformer will be cooled by natural ventilation, vendor-recommended installation clearances shall be observed. For overload protection, transformer shall have a winding temperature meter, with two adjustable output relays. 3.8 FREQUENCY INVERTERS

Frequency inverter shall be digital, microprocessor-based type, using vectorial PWM modulation or other advanced technology, with IGBT thyristors. As the analysis point is considered to be the first busbar before the inverter, bidder shall include provisions to ensure that individual harmonic currents and that voltage and current harmonic distortions meet the requirements of IEEE-519 standard. If filters or other devices are needed for control of harmonics, cooling, control of motor noise levels or overvoltage, such devices shall form part of the supply scope. In applications where the inverter is intended to act as a brake or where the equipment is regenerative, devices shall be provided to protect the frequency inverter from the energy generated by the driven motor during regeneration periods. A non-volatile memory shall be used for storing inverter parameterization information to ensure such information will not be lost in the case of a power failure. The communication between the inverter and the plants control system shall be preferably via a network. In this case, the protocol shall be the same as used at the CVRDs facility where the inverter will be installed, and the use of gateways will be permitted. The communications protocol shall be as specified in the Data Sheet. Troubleshooting shall be possible using the keyboard and the digital display incorporated to the inverter panel. SPDT dry contacts shall be available corresponding to the sum of the inverter faults. In the case of simultaneous faults, information concerning the first three faults shall be written to memory and retained even during power failures. The logic and power circuits shall be isolated from each other and shall preferably be located in separate compartments. The power components shall be designed for easy access through a draw-out rack to minimize servicing time and maximize safety during maintenance. The inverter shall be capable of working at an overload of 150% for at least 1 out of every 10 minutes. The programming keyboard and display shall be incorporated to the inverter and mounted to the panel door so that the equipment can be programmed without needing to open the panel. LV inverters rated up to 37 kW may be mounted inside MCCs; inverter with higher power ratings shall be supplied in separate panels.

The inverter shall have a dedicated maintenance software having troubleshooting capabilities. Such software shall be capable of indicating possible causes of faults and signaling/indicating, through the display mounted on the front side of the panel, significant equipment signal values or the status of equipment points or modules to assist with troubleshooting. All programming (start/stop, reference speed, etc) parameters, as well as all inverter status (power-on, overload, actuated protection device, short circuit, undervoltage, overvoltage, etc) readouts, shall be accessible via a network. If the inverter is mounted in a 480V (or 460V?) MCC drawer, the drawer shall be fitted with exhaust fan(s) mounted on the door in such number and with such power rating as required to ensure perfect air circulation. To allow ingress of clean air and provide required protection, vanes with good quality, recoverable filters shall be provided. 3.9 GROUNDING RESISTORS

Medium-voltage grounding resistor shall consist of a resistor bank mounted in a metal enclosure suitable for installation at the transformer enclosure, with cover. The low-voltage grounding resistor shall consist of two independent modules: the grounding resistor module and the ground fault troubleshooting and supervision panel. The resistor shall limit the ground fault current passing through the secondary of the star-connected lowvoltage transformer (with accessible neutral) by means of a set of limiters. The supervisory panel shall allow for phase-ground fault troubleshooting, with alarm indications being provided locally and on the supervisory and control system. Resistors shall meet the requirements of IEEE STD. 32 standard. Resistor elements shall be made of stainless steel. 3.10 ELECTRIC ROOM

Where included in the supply scope, electric rooms shall meet the following requirements: Electric rooms shall meet such safety requirements as specified in the Ministry of Labors NR 10, NR 22 and other Regulatory Standards. The area substation shall be configured as unattended, digitalized, or ready to be digitalized. They shall be housed in a separate masonry building in compliance with the following basic requirements:

Power transformers and grounding resistors shall be installed in appropriate compartments separated by protective barriers and provided with insulating oil containment basins as specified by NBR 13231. Electric panels shall be installed in appropriate unattended air-conditioned rooms, having at least two fire doors that quickly open outwards. Panels shall be arranged inside rooms in a way to ensure that minimum panel-panel and panel-wall clearances are maintained. Clearance shall be at least 1,500mm from front face and 800 from rear face and sides. MV and LV panels shall preferably be installed in separate rooms. Whether a special room will be required for housing cabling or channel-type trays shall be determined based on the number of cables connecting panels, equipment units and the outside area. If a special cabling room is provided, it shall be located at a level below the panel room, but above the ground level. Ingress and egress of cabling shall be through bottom of panels. Batteries and chargers shall be installed in a separate room that is appropriate for this purpose, as specified by NBR 14198 and NBR 14201 standards. A fire detection, alarm and fighting system shall be available at yards and all Control Room floors, as specified in NBR 13859, 13231 and other applicable standards, if so required in the Data Sheet. Such system shall be interconnected via optical fiber or RF to the fire control panel in the Property Security Room and/or the Control/Operation Room, as specified in the Data Sheet. Rooms shall be of the Electric Center (Eletrocentro) type, constructed with steel frame and fully erected and commissioned at Vendors factory, subject to previous approval by CVRD. The electric rooms shall be located and their equipment engineered to allow for future expansions.

Power supply cables shall meet the following minimum requirements: For 4.16 kV and 13.8 kV feeders, single-conductor, EPR insulated and PVC sheathed cables, suitable for continuous use at 90 C. Minimum cross-section shall be 35 mm2. For moving machinery feeders, special flexible cables of the SHGGC (Pirelli reference) type, with three power conductors, two ground conductors and one ground continuity check conductor. For low-voltage (480 V) circuits, cables shall be copper core, 0.6 /1 kV class voltage, PVC sheathed, minimum 2.5mm2 gauge, fourpole, and single-conductor, as specified in the Data Sheet .

3.11.2

Lighting Circuit Cables

For use in wet areas or inside trays, lighting circuit cables shall be single-conductor, 750V insulated, PVC sheathed, class 2 stranded, 70 temperature rise, minimum gauge of 2,5 mm2. For use in dry areas, lighting circuit cables shall be single copper core cables, 600V PVC insulated, 70 C temperature rise and other ratings as above. 3.11.3 Control Circuit Cables

Control circuit cables shall be cables having multiple cooper conductors (standard 2, 3, 4, 5, 7, 9 and 12-conductor cables), 1 kV insulated, PVC sheathed, class 2 stranded, conductors identified by numbers, minimum gauge of 1.5 mm 2. Secondary cable sizes shall be 4 mm2 for Medium-Voltage Control Transformers and 2.5 mm2 for Potential Transformers. 3.12 CABLE TRAYS

Cable trays shall be semi-heavy duty, ventilated, outside flange trays, manufactured in hot dip galvanized steel, 3000mm in length, 100 mm in height, and standard widths of 200, 400, 600 and 800 mm. For use in corrosive atmospheres, cable trays shall be manufactured from fiberglass. Cable trays shall be installed in dry and, preferably, enclosed areas. They shall be installed in upright position where material buildup is possible.

Protective covers shall be used if trays are installed outdoors or are subject to mechanical damage. Separate, properly identified trays shall be provided for 13.,8kV, 4.16kV, 460V, Control (120 Vdc, 120 Vac), and instrumentation (4-20 mA) cables. Optical fiber shall be installed separately inside galvanized conduits.

3.13

CONDUITS

The type of conduit to be used will depend on the installation type, as follows: Underground duct systems corrugated PVC conduit, Kanaflex or equivalent, galvanized, heavy duty, removed seam. Minimum 6 gauge; these duct systems shall consist of at least six (6) ducts, including at least two redundant ducts. Flush or surface mounting galvanized steel conduit, removed seam, heavy wall type, minimum gauge. Connections between rigid conduits and motor terminal boxes and between instrumentation and control devices flexible metal conduit, minimum gauge.

Conduits and fittings shall be gas threaded. For instrument connections, thread shall be selected to match instrument thread. Separate conduits shall be used for: 3.14 Power cables rated 4.16kV 13.8kV and 480V. Lighting cables. Control and instrumentation cables. Communications and optical fiber cables.

GROUNDING SYSTEMS

panels and boards, and one conductor connecting to the nearest point along the general ground grid. Moving machines fed by an insulated cable shall be grounded by a ground conductor that is part of the power supply and control cable. A ground continuity supervision system shall be provided. Electronic equipment and sensitive equipment shall be grounded through a potential equalization scheme using a special grid with a 300mm mesh made of flexible copper cables or nickel-plated brass strips at sizes 20mm x 0.8mm , 7mm wide openings, supplied in 3-meter rolls. This special grid shall be interconnected to the general ground grid. In some applications, surge protection and shielding techniques shall be used. Shielded cables up to 900mm in length shall be grounded from a single point at the shield, on the power source side, even if feeding equipment within other ground grid areas. A specific study shall be required for cables longer than 900mm. Cable trays, conduits and metal wireways shall be grounded as follows: cable trays shall be interconnected from their junctions and all of them shall be connected to the general ground grid, at both ends, at intervals of not more than 50m. Conveyor belts shall be grounded at different points by connecting a 7/16 galvanized steel cable to its metal frame. The galvanized steel cable shall be run along the conveyor belt and be grounded using copper rods at intervals of 50m. Components, such as doors/gates, frames and other fixed metal parts that may be energized, yet accidentally, shall be connected to the general ground grid. 3.15 LIGHTNING PROTECTION SYSTEM

The system shall be defined based on the facility configurations and the Technical-Economic Study, as specified in NBR 5419. The following recommendations shall be adhered to: Franklin-type arresters shall be used for protecting tall structures with small horizontal projection. Intermediate grids shall be required for structures taller than 20m (ex.: stacks ).

. Cables must be spaced not more than 15m apart and form an articulated mesh. Cables shall be attached to the roof. In metal tanks and buildings where the cover is too thick to allow penetration of lightning currents, as described in NBR 5419, the aerial collecting system is not required. Connecting metal pillars to ground shall suffice, but care must be taken to ensure system continuity and interconnection with metal pillars. The number of downward cables shall be as specified in NBR 5419 Standard (at least two). Downward cables must be clear of places where vehicles are parked or people circulate continously. 3.16 LIGHTING

Average lighting levels shall meet applicable ABNT requirements. The following lamp types shall be used: Lighting of outside and industrial areas (except areas where colors must be clearly recognizable): high-pressure sodium vapor lamps. Sheds: metal vapor lamps. Electric and control rooms: fluorescent lamps, 220V, 16 or 32 W, daylight.

All reactors shall be high power factor (0.9 minimum), quick start type. Light fixtures shall be high efficiency type. Lighting circuits and two-phase outlets shall be fed from 380/220V lighting panelboards. Anti-vibration suspension devices shall be used where vibration is expected. Emergency lighting shall be provided at places where people circulate and at hazardous locations (electric and control rooms, access doors, stairs, etc). Emergency lighting shall consist of automatic sets connected to 220V outlets and designed for one hour operation. 5.0 PAINTING

Vendor shall follow the projects painting system as described in the General Specification for Equipment Surface Treatment and Painting. Alternately, Vendor may submit the general

specification of its painting system for CVRDs approval. Sub-supplier components may be painted using the manufacturers standard painting system. 6.0 INSPECTION AND TESTING

Bidder shall submit a manufacture inspection and field operating test plan designed to evaluate equipment performance and compliance with specified requirements and conditions. However, evaluation of equipment performance and compliance shall not be limited to the tests described in the bidders plan. 5.1 MANUFACTURE INSPECTION AND PERFORMANCE TESTING

After the purchase order is issued or the contract is signed, as appropriate, Vendor shall resubmit to CVRD its inspection and test plan, including the list of locations where supplied equipment and components shall be inspected/tested. Such plan shall comprise at least such requirements as specified in the equipments technical requisition and/or data sheet and shall be checked/monitored by the Engineer (inspector) at the time scheduled tests are performed. CVRD may require, at its own expenses, additional tests to be performed and/or additional supporting material to be provided, if so provided by the applicable technical standards and if Vendor is technically qualified to do so. In addition to the tests requirements included in the applicable standards, technical specifications and/or data sheets, the Inspector may require other tests to be done for material control purposes. The costs incurred in performing such tests shall be borne by CVRD or, if any defects are found, by the Vendor. Equipment parts or components may be rejected if showing unrepairable defects or poor workmanship, requiring extensive repairing or failing to comply with the requirements of the applicable equipment specifications and/or data sheet. 7.0 PACKAGING, IDENTIFICATION, AND SHIPPING Every supplied equipment and material shall be properly packaged for transportation. Packs and pallets shall be visibly marked as specified in 3.6 hereof. Nameplates shall be stainless steel. Package shall be designed to protect the supplied equipment while in transit to its installation location. Vendor shall provide special means to protect equipment and/or material against weather damage while in transit or storage . Special care must be taken to protect machined parts, rotary parts and unpainted surfaces against corrosion. Protection shall prove effective for a minimum 12-month storage period. Unpainted surfaces that are exposed to corrosion shall be covered with inhibitors that are easy to remove. Machined surfaces or open nozzles shall be protected with wooden or plastic plugs firmly secured in place.

All parts shall be marked. Structural members, parts and attachments shall be indelibly marked to remain identifiable during transportation and handling. The packaging method shall be determined by the Vendor, who shall be liable for any loss of or damage to supplied equipment and/or material due to negligence on its part. Every equipment package shall contain a detailed list of its contents and weights and have lifting points clearly indicated. Loose parts shall be shipped in packages or boxes properly identified as described above. Supplied equipment and/or material shall be properly packaged for transportation in areas served by unpaved roads and subject to heavy downpours of rain. 8.0 QUALITY ASSURANCE AND ACCEPTANCE

The Vendor shall be fully responsible for the supplied equipments proper operational performance and compliance with specified process, design, material quality and workmanship requirements for a period of twelve (12) months after the issue of the final acceptance certificate for all serially-manufactured electro-mechanical components, subassemblies and accessories. Metal frames, subassemblies, components and accessories specifically designed and manufactured for the envisaged facility shall be covered by warranty. The warranty term is thirty-six (36) counting from the date of issue of the final acceptance certificate. The formal warranty offered by the Vendor shall comprise all supplied material, equipment and services, including those from subcontractors or third parties, in addition to labor and material required to replace or repair any components under warranty. If during assembly any equipment component is damaged, the Vendor shall arrange to repair or replace it, as necessary, while ensuring that assembly is completed within schedule.

The requirements set forth in this Specification are minimum requirements to be fulfilled by Vendor under the contract. Fulfillment of such minimum requirements shall not release Vendor from its other obligations under the contract. 7.1 PROVISIONAL ACCEPTANCE CERTIFICATE

The provisional acceptance certificate shall be issued for supplied equipment and installations within 30 days after the equipment concerned is set into normal operation, on-

load operating tests are completed and all conditions detected by CVRDs Inspectors are remedied. 7.2 FINAL ACCEPTANCE CERTIFICATE

Vendor shall inform about the break-in periods for motors, reducers and bearings. After such period has elapsed, frequency spectrum measurements shall be taken by CVRD. Final acceptance of supplied equipment and installations shall depend on vibration range values falling within allowable limits as specified by ISO 2372 or VDI 2056 /BS 4675. The final acceptance certificate shall be issued fifteen (15) days after assisted operation is completed and evidence is produced that Vendor has fulfilled CVRDs technical requirements for that period and that all conditions detected by CVRDs Inspectors have been remedied. Issuance of the final acceptance certificate shall also be contingent upon Vendor providing all technical documents required, as specified in the list of drawings and documents included in the technical requisition. 9.0 TECHNICAL ASSISTANCE

Vendor shall provide technical assistance to CVRD when requested. In this connection, Bidder shall include in its bid a statement whereby it binds itself to either sign a technical assistance agreement with CVRD or hire a technical and commercially qualified firm to provide such assistance. 10.0 ASSEMBLY AND STARTUP SUPERVISION

Supervision services shall include any and all technical advice and assistance required to ensure that supplied equipment are properly assembled, installed and tested. CVRD shall inform Vendor beforehand of the date Vendor personnel shall be on hand at the site to supervise assembly of and start testing supplied equipment. If Vendor personnel is not on hand at the fixed date to supervise the process of setting the supplied equipment into operation, CVRD reserves the right to enforce financial penalties as specifically stipulated in the purchase agreement. The Portuguese language shall be used by those providing supervision services. CVRD reserves the right to replace, at its own discretion, any Vendors personnel assigned to onsite services. The costs incurred in replacing such personnel shall be borne by Vendor. 11.0 TRAINING

Where specifically called for in the equipment specification, Vendor shall offer a training course to selected CVRDs employees to prepare them to operate and service the supplied equipment. Such course shall be offered as the project progresses and shall follow the training schedule to be agreed between Vendor and CVRD. Training location shall be previously agreed between CVRD and Vendor. The training courses contents and starting date shall also be agreed between the parties. Vendor shall inform CVRD, upon at least 60 days notice, about: Start and end times of classes. Class plan.

The training program shall cover any material or components supplied by third parties. Postassembly training shall use design drawings and calculations. Training techniques shall preferably include audiovisual, projection facilities. Training shall be conducted in the Portuguese language. 12.0
