Preamble
We the people of The House League, in order to ensure and promote healthy competition, fair and just opportunities, swift and equitable remedies to disputes and grievances, and most importantly, an enjoyable and fun experience for all participants, do ordain and establish the Constitution of the The House League, and submit that any inadequacies of this constitution that cannot be adequately or timely remedied through the democratic process outlined hereafter be subject to ESPN.coms default rules and bylaws.
(b) If, at any time, a Manager of the league decides to leave, for any reason, it will be allowed on the condition that the departed Manager finds a replacement Manager for his team. (c) Managers who leave may convey ownership of their team by gift or sale at the discretion of the departing Manager. (d) The replacement Manager acquires the departed Manager's team in full, including current roster, deposit, draft and FAAB budget, keepers and the terms of any Locked-Up contracts that may exist. (i) A departing Manager is eligible for a refund of his deposit only if the acquiring Manager chooses to pay a deposit.
(ii) Everyone gets a vote. Bad standing or holding an officer position does not prevent a Manager from having a vote. (c) A motion to dissolve the league can only be made in the offseason. (i) The league will dissolve if 9 Managers vote in favor of dissolution. (ii) The commissioner will not have a vote. Managers must be in good standing to vote.

(i) Each division opponent will be played once when rosters are at full strength (no NFL teams on bye) and once again when some NFL teams are on bye. The week of matchups that occur when some NFL teams are on bye will be chosen randomly. (h) Scheduling will be determined randomly by league officials.
Article III.
The Draft
(b) The draft will be held at a predetermined destination suitable for a great party. (c) The draft date and time will be determined by the draft host and league officials on a convenient day and time for the entire league. (d) The draft will be held at a time that is most convenient for the majority of the league. It is required to make a strong effort to schedule the draft at a time that enables all 12 Managers to participate; however, the draft host and league officials may settle for what is most inclusive. (e) Each Manager should be available for the live draft, but if one cannot be in attendance in person, notice must be given to the league officials in sufficient time. (f) In the event a Manager cannot attend the live draft, then a proxy may be selected, so long as sufficient notice has been given to league officials. (g) If league officials are not informed of a Managers absence, and/or their use of a proxy, then league officials will conduct the draft for the absent Manager. (h) If the draft host refuses to comport with his duties, or is found by league officials to be inept, then the draft party will become the responsibility of league officials and all decisions will be at their discretion.

Transactions
(e) If collusion is suspected, then the Commissioner reserves the sole right and power to veto the trade. (f) There is no maximum for trades during a season. (g) When a keeper is involved in a trade, the Managers must notify the commissioner of the details of the trade. (i) The details include, but are not limited to: how the player being traded was acquired (trade, draft, or free agency), if the player being traded is under a Locked-Up contract, the value/length of the Locked-Up contract, how much the player was drafted for (if applicable), and any other relevant information. (h) Attributes (method acquired, draft value, contract, etc.) of players being traded stay with the player until that player is released from a Managers roster. (i) Trades will NOT be expedited by the commissioner for any reason
Article V. Keepers
Section 5.01 Eligibility
(a) Any player may be kept. (b) A player may be kept for up to two years for the original auction price at the draft in which he was selected. (i) A player acquired from free agency may be kept for up to two years at the next drafts ESPN value plus an additional $1. The ESPN value plus $1 will serve as the original auction value in a Locked-Up contract. (c) After a player has been kept for three years, that player must reenter the draft pool, unless the Manager owning the player decides to sign him to a Locked-Up Contract.

(d) Each time an owner issues a Locked-Up Contract to a player, the price of the player changes to the average of the original auction value and the valuation on ESPN.coms auction value sheet. (i) Example 1: If Owner-A drafted Player-X for $20, but Player-X is now valued at $60 according to ESPN.com, then Owner-A may give Player-X a 3-year Locked-Up Contract for $40 per year. (ii) Example 2: If Owner-A drafted Player-X for $30, but Player-X is now valued at $20 according to ESPN.com, then Owner-A may give Player-X a 3-year Locked-Up Contract for $25 per year. (e) There are no limits to how many times an owner may give a player a Locked-Up Contract. (i) A player that is under a Locked-Up contract may not be given a new Locked-Up contract thats duration is shorter than remaining life of the original Locked-Up contract (i.e. Player X has 2 years remaining on his 3 year Locked-Up contract. Player X can be given a new 2 or 3 year Locked-Up contract, NOT a 1 year Locked-Up contract). (f) When a player under a Locked-Up Contract is traded, the owner receiving said player accepts the terms of the contract. (g) A player under a Locked-Up contract may be released from his current team if the owner chooses to buyout the rest of the players contract. (i) The Manager dropping a player under a Locked-Up contract will have his draft budget reduced the following season, and each season thereafter until the Locked-Up contract would have expired naturally. The Manager who has dropped a player under a Locked-Up contract will have his draft budget reduced in descending amounts: 100%, 50%, and 25% of the original contract price respectively in each subsequent draft until the Locked-Up contract would have expired naturally. (h) When a Manager drops a player under a Locked-Up contract, then that Manager must buyout the contract. (i) A Manager is required to notify the commissioner when he has dropped a player under a Locked-Up contract.

(c) The Commissioner and/or the Vice-Commissioner(s) shall not comingle personal funds with league funds. (d) After every draft, the Commissioner shall provide the league with a statement of fund balance.
