Paging procedure The network uses paging in the following cases: to identify the cell the MS currently selected to prompt the mobile to re-attach after a network failure Procedure description The network initiates the paging procedure by using P-TMSI when GMM signalling messages or user data is pending to be sent to the MS while the Mobile Reachable timer is running. The network can page only GPRS mobile stations that are GMM-REGISTERED and identified by a local P-TMSI. The network requests the RR sublayer to start paging, and starts the T3313 timer. If the MS is not GPRS-Attached when it receives a page for GPRS services, the MS ignores the paging. The network stops the T3313 timer when it receives a response from the MS. When the T3313 timer expires, the network can reinitiate paging. The network starts the READY timer when it receives a response from the MS. Paging for GPRS services using IMSI is not supported in this release. The network can initiate the paging procedure for non-GPRS services when the MS is IMSI-Attached for non-GPRS services. To initiate the procedure, the GMM entity requests the RR sublayer to start paging for non-GPRS services. The MS identity used for paging is the allocated TMSI if acknowledged by the MS, otherwise it is the IMSI. CS Paging (Iu mode) When an MS is both IMSI- and GPRS-attached in a network that operates in mode I, the MSC/VLR executes paging for circuit switched services through the SGSN. In the MSC, a paging timer supervises the paging procedure. The CS Paging procedure is illustrated in Figure CS paging procedure in Iu mode. Each step is explained in the following list.

The SGSN receives a Page (IMSI, VLR TMSI, Location Information) message from the MSC. If the VLR TMSI is omitted, the IMSI is used instead of the TMSI as paging address at the radio interface. If location information is not included, the SGSN has to page the MS in all the cells served by the VLR and the SGSN, unless the SGSN has reliable information about the location of the MS. The SGSN sends a RANAP Paging (IMSI, TMSI, Area, Core network (CN) Domain Indicator) message to each Radio network subsystem (RNS). RNS needs IMSI to calculate the MS paging group and to identify the paged MS. TMSI is included if received from the MSC. Area indicates the area where the MS is paged and is derived from either the MM context of the MS in the SGSN or, if no such information is available, from the location information received from the MSC/VLR. CN Domain Indicator indicates which domain (CS or PS) initiated the paging message, and in this case it must be set to 'CS' by the SGSN. The RNS translates the incoming RANAP Paging message into one Radio Paging Request message and sends it to the MS. Upon receipt of a Paging Request message for a circuit switched service, the MS responds to this request and returns the paging response in an RRC Initial Direct Transfer message. The CN Domain Indicator is set to 'CS' in the Initial Direct Transfer message. When received at the RNS, the Paging Response message is sent in a RANAP Initial UE message to the MSC, which has to stop the paging response timer then. CS Paging (A/Gb mode) When an MS is both IMSI and GPRS-attached in a network that operates in mode I, the MSC/VLR executes paging for circuit switched services through the SGSN. If the MS is in STANDBY state, it is paged in the routing area and in the null routing area. If the MS is in READY state, it is paged in the cell. The paging procedure is supervised in the MSC by a paging timer. The SGSN converts the MSC paging message into an SGSN paging message. The CS paging procedure is illustrated in Figure CS paging procedure. Each step is explained in the following list.

The SGSN receives a Page (IMSI, VLR TMSI, Channel Needed, Priority, Location Information) message from the MSC. Channel Needed indicates to the MS which type of CS channel has to be requested in the response. VLR TMSI and Channel Needed are optional parameters. Priority is the circuit switched paging priority parameter. The SGSN maps Priority to Quality of Service (QoS). The SGSN sends a Base station system GPRS protocol (BSSGP) Paging Request (IMSI, Temporary logical link identity (TLLI), VLR TMSI, Area, Channel Needed, QoS) message to the BSS serving the MS. Area is derived from either the MM context of the MS in the SGSN or, if no such information is available, from the Location Information received from the MSC/VLR. Area indicates a single cell for a READY state MS or a routing area for a STANDBY state MS. VLR TMSI and Channel Needed are included if received from the MSC. If Channel Needed was not received from the MSC, a default Channel Needed parameter indicating circuit switched paging is included by the SGSN. QoS indicates the priority of this Paging Request relative to other Paging Request messages buffered in the BSS. If the location area where the MS was last known to be located has an associated null routing area, the SGSN sends an additional BSSGP Paging Request message to each BSS serving this null RA. The BSS translates the incoming BSSGP Paging Request message into one radio Paging Request message per cell. If a dedicated radio resource is assigned to the MS in a cell, the BSS transmits one Paging Request (VLR TMSI or IMSI, Channel Needed) message on this radio resource, without stopping possibly ongoing data transfers for the MS. Otherwise, the BSS pages the MS with one Paging Request (VLR TMSI or IMSI, Channel Needed) message on the appropriate paging channel in each addressed cell. Upon receipt of a Paging Request message for a circuit switched service, the MS can respond to this request and then has to follow the CS procedures for paging response (random access, immediate assignment, and paging response). When received at the BSS, the Paging Response message is sent to the MSC which then has to stop the paging response timer.
