SPECIAL PERMIT GUIDELINES


FULTON COUNTY ORDINANCE 34-203a SPECIAL PERMITS: Each premise where there are four (4) or more dogs over the age of four (4) months, kept, maintained, or harbored for a period of fourteen (14) days or longer out of a year, shall be deemed to constitute a kennel. The owner or person in possession of the premise where the kennel is located shall be required to apply for a SPECIAL PERMIT. EXCEPTIONS: Residents of East Point are restricted to three (3) animals per household. Residents of East Point MAY NOT obtain a SPECIAL PERMIT from this office. When this office becomes aware of more than three (3) animals at any one household in East Point, the East Point inspector is notified. Residents of Roswell City Limits are restricted to three (3) dogs unless they live in an area zoned C-1, I-1, or in E-1 or E-2 provided the kennels in E-1 and E-2 have two acres of land. Further, residents living in an area allowing kennels must obtain a Hobby Kennel License from the City of Roswell prior to applying for the SPECIAL PERMIT from Fulton County Animal Services. SPECIAL PERMIT MINIMUM REQUIREMENTS: In order to obtain a SPECIAL PERMIT, a representative of the Fulton County Animal Services must inspect your premises and dogs. You must meet the following minimum requirements: 1) Animal owner must not have any recorded violations of the Fulton County Animal ordinance within the previous 12 month period. 2) Dogs must be strictly family pets and not used for the purpose of breeding. *If dogs are being bred/harbored for profit or gain, an additional permit/license is required as well as Special Permit*. 3) Each dog must have a current vaccination against rabies given by a licensed veterinarian. Section 34-246 4) Fulton County Licenses for each dog harbored on the premise must be kept current. Section 34203d 5) Each dog must be healthy and provided with adequate food, water and shelter. Section 34-204 6) Each dog must be kept a minimum of 25 feet from the dwelling unit of the nearest neighbor. Section 34-210 b (2) and Section 34-210 b (3) 7) Each dog must be provided with at least one hundred (100) square feet. 8) The area where the dogs are kept must be clean, sanitary and free from objectionable odors. 9) If dogs are harbored outside an adequate fence must enclose the entire area where dogs are kept. Sect 34-205 b 10) There is a maximum limit of ten (10) dogs per premise unless the property is zoned for agriculture. Section 34-210 b (4) 11) The annual permit fee is $100.00 which includes the license tags for animals registered under the permit. Section 34-203 b SPECIAL PERMIT INSPECTIONS: All SPECIAL PERMIT premises are inspected annually unless otherwise exempted by this department. Inspections are by appointment only. *Persons currently or those planning to breed animals for profit or gain must present a GA Dept of Agriculture license for breeding in order to apply for a Special Permit.
