Entrepreneurial Youths Innovate in Touristic Accommodation
hose working or establishing businesses in Tete, all search for a place in the sun. There are the natives, the new comers from other counties of Mozambique, and also the foreigners. However, in the end, they all look for the same: acquire their bullion in an El Dorado, which besides its renowned coal reserves, also possesses gold, iron, fluorite, uranium, graphite, gemstones, semi-precious and ornamentation stones, among other natural resources worth mentioning. The mining industry, along with the inherent investments, is fomenting an unprecedented economic growth. Those who saw Tete before and after may certainly testify that the population is visibly growing as well as the variety of services and the goods traded in the market. However, unfortunately, the development is only projected in the macroeconomic plan. The local entrepreneurs have not yet ascertained the best formula to take advantage of the activity of megaprojects in the mining sector. It could be perceived as if the chain of value around the multinationals were already galvanizing the local private sector; whilst the only sectors that have partaken in the announced symphony for Tete, in a rather active form, are the Commerce and Tourism. The major unevenness between the activity of large enterprises and that of citizens is common emphasis. The discrepancy among the parties affects, indeed, the melody played by an economy which instead of galloping it still trotting. A good portion of the labour force depends on small businesses, and the indicator of that grows by the day. With regards to tourism, potential is enormous and the hotels occupancy rate hits the 80% mark. So it seems, that the reason visitors converge in Tete unfurl from, by and large, the business world and work. Not any less would be expected in such case. In Tete, the winds of progress are already wafting. Projects around the exploration of mineral resources are abundant in the region, and alongside them, all the luck and opportunity which could serve to impel the agricultural production, which is still associated to household subsistence. The drawn impression is that the symphony printed for Tete announced a melody with no tunelessness or feedback, yet the instruments that compose it still do not play in plain synchrony.

ENH A Empresa Nacional de Hidrocarbonetos descarta a possibilidade de venda das suas participaes nos projectos de pesquisa e explorao de gs natural. Admite contudo que a empresa tem vindo a ser pressionada por entidades interessadas na compra das suas participaes nas reas 1 e 4 da bacia do Rovuma, zona onde esto a ser anunciadas grandes descobertas de gs natural. O PCA da ENH diz que no pretenso fazer cedncias, mas sim valorizar as participaes e transformar a empresa numa operadora petrolfera.
Fuga ao fisco A no facturao das vendas, aliada ao baixo custo das mercadorias transaccionadas, influenciou negativamente a cobrana do IVA nos primeiros trs meses de 2013, conforme indica o correspondente relatrio de execuo do Oramento do Estado. A situao afectou os Impostos sobre Bens e Servios, que acabou ficando abaixo das estimativas inicialmente apontadas.

Mozambican Miners It is now five years since the mine Pamodzi Gold 5 situated in Orkney, South Africa (RSA) has closed down. Thousands of miners were left jobless and 500 among these are Mozambican nationals, where many of them are now experiencing starvation. The hope for the Mozambican miners, who persistently remained in the Rand Country while facing adverse conditions, gravitates on a Chinese Consortium which has acquired the mine Pamodzi Gold 5 in December 2012. However, the exploration proceedings have not yet commenced.

Electronic Licensing The Ministry of Industry and Commerce has launched and Integrated Electronic Platform for service delivery to citizens (e-BAU), which shall reduce the waiting period following application for economic activities licenses. The new mechanism will facilitate the interaction environment between different public and private entities, which act on areas of economic and entrepreneurial interest. ENH The National Enterprise for Hydrocarbons discards the possibility of selling its shares in the projects for research and exploration of natural gas. he Bank Espirito Santo (BES) reinforced its position in Mozambiques Moza Bank, through its BES Africa branch and thus amassing 49% of the banks social capital. It so reflects the conclusion of an acquisition operation for 18.9% from the bank social capital then held by Geocapital Shares Management. This new structure unfolds from BES Africas recent acquisition process for the capital previously owned by
Geocapital and thus Moza Bank now having two key shareholders, namely, Moambique Capitais (continues holding a 55% shares majority) and BES Africa with 49% of the capital. This formalization coincides with the inauguration of two new Moza Bank branches in the cities of Maxixe and Tete. In its trail for expansion, this financial institution has announced that will be opening more branches in the course of the current year. c

American Federal Reserve (Fed) will uphold the monetary incentives until the end of the year, and then after, reduce them in the coming year. Nonetheless, the entity headed by Christine Lagarde warns that the USA should cautiously manage the trimming down of economic incentives as means of not disturbing the financial markets. c

O governo moambicano acaba de aprovar uma estratgia que visa promover o desenvolvimento do sector financeiro, tornando-o slido, diversificado, competitivo e inclusivo. A Estratgia para o Desenvolvimento do Sector Financeiro em Moambique (EDSFM) cobre o perodo 2013/2022 e tem como horizonte o aumento da oferta aos cidados e empresas, particularmente as PMEs (Pequenas e Mdias Empresas), do crdito e diversificados produtos financeiros, a preos acessveis. Segundo o ministro das Finanas, Manuel Chang, a estratgia consolida as recomendaes de diversos estudos de diagnstico com vista ao melhoramento, fortalecimento, ampliao e aprofundamento do sector financeiro, nos prximos 10 anos. Neste momento, apenas 20% da populao tem acesso aos servios fianceiros em Moambique. Durante a implementao da EDSFM, o Governo ir continuar a intervir no apoio expanso do acesso aos servios de apoio, alargamento e aprofundamento do sector privado na prestao de servios financeiros, promovendo um clima que facilite investimentos privados no sector financeiro, estimule instrumentos joint venture e de prestao de servios financeiros auxiliares s zonas rurais e camadas da populao sem acesso a estes servios.c

Highlights
The Mozambican Government has just passed a strategy that aims at promoting the development of the financial sector, and thus making it solid, diversified and exclusive. The Strategy for the Development of the Financial Sector in Mozambique (SDFSM) covers the period of 2013/2022 and aspires to provide increased offers to citizens and companies, particularly the PMEs (Small and Medium Scale Companies), credit and diversified financial products at reasonable prices. During the implementation of the SDFSM, the Government will continue to intervene in supporting the expansion of support services, involving the private sector deeper on the provision of financial services, pro-
The thriving Hospitable Mozambique programme, intends to support the qualification of tourism micro-poles in the cities of Maputo and Inhambane through training of 800 informal workers in the tourism industry and thus increasing their professional abilities and generating employment. The training of trainers has already taken place in the first quarter and aimed at securing the availability of trainers enabled and qualified for the implementation of training activities for the final beneficiaries in craftsmanship (artisans and sellers of handicraft); food and drinks, cab services as well and motorbike cabs (Xopelas). On a first phase, the training of trainers took place in the premises of INEFP (National Institute for Employment and Professional Training), where five selected training institutions were invited to take part for the implementation of the training of final beneficiaries as well as four members from INEFP, as the partner institution, and supervisor of the programme. Um estudo recente, levado a cabo pela Avril Consulting e Southern Africa Trust com o apoio da Building Markets, concluiu que a maioria das empresas, especialmente as informais so criadas como uma resposta falta de emprego formal bem remunerado ou como fonte de renda adicional. O estudo sugere que estas unidades empresariais no so mais do que o resultado de um acaso proporcionado pelas oportunidades de mercado. n the pathway of the attacks, the already insufficient Sena Railway the main route for the transportation of coal from Tete to Beira Port has become less functional. pessoas vindas de vrios destinos com a construo de novos condomnios e residncias, de vias de comunicao e demais infraestruturas de expanso dos servios de gua, electricidade e telecomunicaes - tudo para galvanizar o crescimento daquele que considerado o celeiro do pas.
TEMA DE FUNDO
Por l, tudo parece bem, a avaliar pela presena de uma das maiores reservas de carvo do mundo; de vrios outros minrios que incluem o ouro, ferro e fluorite; da barragem Hidroelctrica de Cahora Bassa um empreendimento cujo destaque em frica e no Mundo inegvel e do potencial turstico que se vaticina. Mas as oportunidades, criadas pelos recursos e pela dinmica da actividade produtiva, ainda esto, infelizmente, longe do acesso dos cidados locais. O desenvolvimento ainda um assunto notoriamente de alcance macroeconmico. Ao circular pela cidade de Tete, que tambm ostenta o nome da provncia, salta vista um cenrio de grande desnvel entre a actividade dos grandes empreendimentos e a desempenhada pelos cidados, denunciando desde logo uma fraca ligao entre as partes. Uma percentagem considervel das
pessoas ainda depende do pequeno comrcio, sendo que as bancas de reduzida dimenso sustentam diversos agregados familiares. Sobressai a noo de que ali no se padece da falta da noo de riqueza, uma vez que a mesma lateja mesmo debaixo dos ps daquela gente. O problema que os locais vivem diariamente de mos atadas por no saberem como chegar at ela. Alis, as comunidades revelam-se incapazes de desenvolver iniciativas empreendedoras rentveis. Nos campos agrcolas, a situao a mesma. A produo serve, quase exclusivamente, para assegurar a subsistncia familiar. Em geral, os grandes projectos ainda no se assumem como um mercado para a produo local, exceptuando o caso particular da Rio Tinto, mineradora que apoia a comercializao agrcola. A capital esteve recentemente l e questionou aos residentes da cidade de Tete sobre a possibilidade de aproveitar o pulsar da economia e abraar alguma actividade mais rentvel. A resposta foi bvia: Todos, absolutamente todos, querem produzir ou prestar servios aos grandes projectos em curso naquela parte do pas, mas falta-lhes dinheiro para dar o pontap de sada.
As ligaes entre as empresas nacionais e os megaprojectos que operam no pas esto entre as maiores preocupaes da iniciativa privada e do Governo. As dificuldades existentes incluem a ausncia de garantias para aceder ao financiamento, as altas taxas de juro do mercado financeiro e, principalmente, a necessidade de obter standards que possibilitem o fornecimento de bens e servios com o nvel desejvel de qualidade, e de consciencializar e formar as pessoas para a gesto dos seus negcios. Vontade existe, no existe suporte financeiro e know how suficientes. Se pudesse, comeava um negcio de venda de comida e de lavandaria para a Vale ou Rio Tinto. Creio que mudaria de vida, teria muito dinheiro. Com o que fao actualmente, ganho entre 80 e 150 meticais dirios, muito aqum das minhas necessidades, revelou Gonalves Madeira, proprietrio de uma pequena banca de produtos de baixo custo. Srgio Silva, gerente de um restaurante, tambm gostaria de ajustar o leque dos seus servios ao nvel dos grandes projectos, e de adicionar aos mesmos os servios de limpeza, mas ao mesmo tempo se queixa que o investimento

inicial exige vrios milhes de meticais. Dinheiro que no possvel suportar, como garantia, com os bens que temos, explica. Em comum, os tetenses mantm o sonho do Governo de criar condies para que um dia aqueles recursos os beneficiem. Mas, o percurso afigura-se longo e complexo, uma vez que a explorao j comeou e h quem j se tenha antecipado. Uma empresa francesa ganhou, recentemente, um contrato de 50 milhes de dlares para prestar servios de catering e de lavandaria brasileira Vale. Um rude golpe nas expectativas dos empreendedores nacionais. Entretanto, Governo e sector privado ainda andam procura de frmulas eficazes para colocar os megaprojectos ao alcance dos moambicanos, mas Tete assemelha-se cada vez mais Galinha que no d ovos de ouro aos nacionais. As multinacionais j manifestaram abertura para dar mercado aos projectos nacionais mas, ao mesmo tempo, chutaram a bola para o nosso campo.

O relevo, a fauna e a vegetao de Tete com o incontornvel embondeiro, so de tirar a respirao a qualquer um, mas o desejo pelos quais os empreendedores mais suspiram conseguir produzir, comercializar ou prestar servios aos megaprojectos e ganhar o seu lugar ao sol.c

However, the opportunities created by the resources and the dynamics of the productive activity, are still, unfortunately, far from the access of local citizens.
he economic activity in Tete is Judas-colored. The roaring of machines is heard throughout, from the quarries to the mines exploring coal and other mineral resources. The capital city starts to respond to the demand impelled by people coming from various destinations, with the construction of new residential complexes, communication channels and more expansion infrastructure for water services, electricity and telecommunications all to galvanize the growth of that which is considered the barn of the country.
Around there, all sounds well, considering the presence of one of the largest coal reserves in the world; among other minerals it include gold, iron fluorite; the hydroelectric dam of
Cahora Bassa an undertaking which have incontestable prominence in Africa and worldwide and the tourism potential foreseen. However, the opportunities created

by the resources and the dynamics of the productive activity, are still, unfortunately, far from the access of local citizens. The development is still a subject of notoriously macroeconomic realm. When wandering around the City of Tete, which also carries the name of the Province, a scenario of high imbalance protrudes, between the activities of large firms and those carried out by citizens, and thus deprecating the poor connection between the two parties. A considerable percentage of people still depend on small trade, thus the minuscule trade-stands provide for various households. It juts out the insight that they do not lack notion of wealth, considering that it swaggers right under the feet of those people. The problem is that locals live daily with their hands tied for not knowing how to get to it. In point of fact, the communities are proving unable of developing profitable entrepreneurial initiatives. In the farming sites, the situation is the same. The production serves, almost exclusively, to secure the household subsistence. In general, the large projects still do perceive themselves as market for the local produce, except for Rio Tinto, a mining company which supports the agricultural commercialization. The Capital was recently there and inquired Tetes residents about the responsibility of seizing the economys pulse and embrace a more lucrative activity. The answer was obvious: all, absolutely all, want to produce or provide services the large projects established in that part of the country, but they lack money to commence.

Fusio Muss Economista do Standard Bank Inflao Em Junho o IPC Moambique registou uma descida mensal de preos de 0.38%m/m (ms a ms), o que permitiu uma desacelerao marginal da inflao anual em 0.04pp (pontos percentuais) para 4.86% a/a (ano a ano) e um aumento modesto da mdia anual em 0.22pp para 3.07%. A reduo do preo de alguns alimentos, sobretudo os vegetais, liderou a queda mensal de preos.

A taxa de juro prime dos emprstimos dos bancos comerciais mdia do sistema bancrio manteve-se relativamente estvel, em torno dos 15.35%, prevendo-se que continue a baixar seguindo o comportamento das taxas directoras do mercado. Relativamente aos Bilhetes do Tesouro, assistiu-se em Junho manuteno da tendncia ascendente, com aumentos de 122pb a 91 dias para 4.81% e 72pb a 364 dias para 6.92%, reflectindo uma correco dos nveis recentes, artificialmente baixos. O mercado monetrio continuou a caracterizar-se por nveis confortveis de liquidez, tanto em moeda nacional como em moeda externa. Dados referentes a Maio indicam uma desacelerao da expanso da massa monetria, M3 de 27.8% para 19.2% a/a e uma acelerao do crescimento do crdito economia, de 27.3% para 28.1% a/a. A tendncia ascendente da inflao, muito provavelmente ir limitar o espao para um corte adicional das taxas de juro de referncia no segundo semestre deste ano. Mercado Cambial Em Junho e pela primeira vez no ano, o saldo de Reservas Internacionais Lquidas (RIL) registou um aumento, passando de $2198.8 milhes para U$2338.6 milhes, devido essencialmente entrada de divisas para projectos do Estado ($51.9 milhes) e a desembolsos da ajuda externa para apoio ao Oramento Geral do Estado ($49.3 milhes), permitindo uma cobertura de importaes de bens e servios no factoriais de 5.09 meses pelas reservas brutas.
Treasury Bills interest rates continued the upward trend in June, up 122bps at 91 day tenure to 4.81% and 72bps at 364 days to 6.92%, reflecting a correction from the recent artificially low levels. The money market remained at comfortable liquidity levels, in both local and foreign currency basis. May data indicates a deceleration in money supply growth, M3 from 27.8% to 19.2% y/y and an acceleration of private sector credit expansion from 27.3% to 28.1% y/y. The upward trend in inflation is likely to prevent further cuts of policy interest rates this year. Foreign Exchange Market During June, for the first time in the year, Net International Reserves (NIR) balance increased, closing at U$2338.6 million from U$2.198.8 million. This was mainly attributed to inflow of foreign currency (fx) to Government projects ($51.9 million) and disbursement of donor support to Government Budget amounting (U$49.3 million). This allowed import cover of 5.09 months by gross reserves. Local currency benefited from more stability on fx supply, appreciating 0.2% m/m to the US Dollar, closing at MZN/ USD29.85 but lost to the Rand and Euro 1% m/m and 0.5% m/m, respectively to closing levels of MZN/ZAR2.98 and MZN/ EUR39.05.

Em termos anuais, o Metical registou em Junho, perdas de 7% a/a e 10.4% a/a face ao USD e EUR e ganhos de 12.6% a/a contra o Rand. Desde o incio do ano, as intervenes do Banco Central por via da oferta de divisas ao mercado cambial tm permitido estabilizar o Metical, perspectivando-se que esta postura se mantenha. Actividade Econmica O INE (Instituto Nacional de Estatstica) reviu em baixa as suas estimativas iniciais de crescimento do PIB real de 2012 de 7.4% de 7.2% para um valor nominal de MT407.9 mil milhes ($13.8 bilies), devido essencialmente a uma expanso mais lenta nos sectores da agricultura, indstria e comrcio. Simultaneamente divulgou as suas estimativas preliminares de crescimento para o primeiro trimestre do ano em curso, indicando uma expanso anualizada de 4.8%y/y, representando cerca de metade do crescimento do trimestre anterior. A actividade terciria liderou a expanso do PIB, com um peso de 48% cresceu 9.7% impulsionada pelos sectores dos transportes e comunicaes (+12.3% a/a) e comrcio (+11.3% a/a). O sector primrio, que representa 26% do PIB cresceu apenas 0.1%, devido essencialmente contraco da agricultura em 2.6% a/a na sequncia do efeito das cheias do incio do ano, contrastando com a expanso do sector mineiro de 39.1%. O sector secundrio, com um peso de 19% no PIB contraiu 1.1%t/t (trimestre a trimestre), devido essencialmente a um crescimento negativo na manufactura e nos sectores de electricidade e gua, de 4.2% e 1.5%, respectivamente, contrastando com a expanso da construo em 8.4%. Tomando em conta dados sazonalmente ajustados, observou-se no primeiro trimestre deste ano, uma contraco do PIB de 1.4%, quando comparado com o trimestre anterior. Mantemos a nossa previso de um crescimento mais lento da economia moambicana este ano, em torno dos 6%, abaixo do objectivo inicial do Governo de 8.4% e da recente estimativa do FMI de 7%.

We maintain our forecast of a lower growth this year, in the region of 6% y/y, lower than the Government initial projections of 8.4% and recent IMF forecast of 7%. The slower growth forecast is mainly attributed to the negative impact of the floods and the coal infra-structure gap. More recently the political instability started to factor in, despite being optimistic that an agreement between Frelimo and Renamo for keeping the peace is likely to be achieved.

Reforma do Sector Pblico; Criao de instituies altamente profissionalizadas e apetrechadas com recursos humanos como por exemplo a AT - Autoridade Tributria de Moambique, INP - Instituto Nacional de Petrleos, etc.; Particular nfase assume a reforma legal do quadro regulador de actividades extractivas, nomeadamente na rea dos Hidrocarbonetos e da Minerao, a qual foi decisiva na atraco de projectos de capital intensivo e permitiu, afinal, descobrir as imensas potencialidades de gs natural e de carvo e de outros minerais. A insuficincia de capital humano especializado, com a consequente necessidade de contratao de mo de obra estrangeira especializada com custos elevados; 3. Os nveis das taxas de juro comercial so frequentemente apontadas, pelo empresariado, como uma das razes para a falta de investimentos e modernizao, ditando igualmente o recurso aos suprimentos de capital ou prestaes suplementares de capital pelos investidores, reduzindo a percentagem de participao dos parceiros locais; 4. A inexperincia dos empresrios, quer sobre os aspectos fundamentais do seu prprio negcio, quer sobre o quadro legal em vigor e as possveis vantagens de que podem usufruir; 5. Ou seja: os contratos devem ser escrupulosamente cumpridos pelas partes, como consagrado no ordenamento jurdico de Moambique. 7. Os empresrios nacionais devem aprofundar os conhecimentos sobre gesto empresarial e acentuar a aposta na formao dos quadros da empresa 8. As empresas moambicanas devem adoptar polticas de governao corporativa e devem aderir s melhores prticas de relato financeiro e transparncia de gestao dos negcios da empresa. n corollary of the discoveries announced in the mineral and hydrocarbons sectors, an evident and constant affirmation of Mozambique as a priority destination for the interest of investors from all walks of the planet is envisaged. In fact, Mozambique is benefitting from having started a long and arduous process of legal and institutional reform, whilst also, in partnership with the donor community, proceeded with the physical rehabilitation and reconstruction of a country torn apart by the consequences of a civil war. The reforms commenced with the introduction of privatization processes and adoption of investment and tax incentives legislation, where the following can be named, among others: Extensive reforms in the legal framework and thus revoking very old legislation dating back to the colonial era, including reforming the Commercial Code; licensing of activities, tax and customs legislation; Reforms on the accounting norms and financial reporting; Reform of the financial sector legislation and sustained reform of the whole banking
and insurance system; Public sector reforms; Creation of highly skilled institutions equipped with human resources, such as the Mozambique Revenue Authority (MRA), NOI National Oil Institute etc; Particular emphasis goes to the legal reform of the extractive activities regulation framework, namely in the field of hydrocarbons and Mining, which have been the cornerstone for the attraction of capital intensive projects which ultimately enabled the discovery of enormous potential for natural gas, coal and other minerals. In order to secure legal provisions for the citizens participation, specific legislation pertaining Mega Projects and Public Private Partnerships has been passed. These are intrinsic to the Law n 15/2011 dated 10th August, as well as inherent regulation decrees. With this legal framework, it is aspired that real gains are secured for the Mozambican economy, in as far as the partaking of nationals in the projects is concerned, tax collection, redeployment of wealth and the fulfilment of the needs of the local communities. Given that, it is before this scenario that the real challenges and constraints

personnel is adopted, to which may be fit the appellation of emergency plan for staff qualification; 4. It is important bear in mind and handle with the due caution and efficacy, the expectations generated by the resources booming; 5. Effective and rapid implementation of the reforms once embraced by the State; 6. Respect acquired rights: like in the aphorism pacta sunt servanda, in other words, contracts require bothsided in-depth compliance, as it is also consecrated in the Mozambican Juridical Order; 7. Local entrepreneurs ought to augment acquaintance in business management as well as accentuate their commitment to train internal workforce 8. Mozambican companies have to adopt corporate governance policies and hold fast to best practices of financial reporting and transparent business management; Final Note In conclusion, Mozambique is indubitably a country with gargantuan potential for economic and social development, in the near future. Since then, residents of the municipal areas of Xideanine, Combatentes and Massaca that relied on that infrastructure as the quickest way to access the village-headquarters of Boane, saw their day-to-day life become a real imbroglio, mainly due to access problems. With the collapse of the bridge, the cost of transport from these municipal areas to the village - where people buy their basic necessities has
increased from six to 10 meticals. The said bridge also connects the district with other places with notorious agricultural potential, particularly the Pequenos Libombos and the districts of Goba and Matutune. In Massaca, for instance, where there is usually lack of potable water, people are obliged to walk long distances up to the Pequenos Limbombos dam in order to get the precious liquid. In October last year, the Minister of Public Works and Housing visited the site and said that the construction of a bridge would be the final solution for the problem and it is part of the Boane-Ponta DOuro road project.
Note that this project appears as part of the project for the construction of Maputo-Katembe Bridge. On that occasion, Cadmiel Muthemba also assured that the National Roads Administration (ANE) was moving forward with an interim solution, which would involve the repair of the bridge from late November 2012. However, this has not happened. Currently, if the most adventurous driver wants to drive in that place without using other paths will inevitably have to take chances and cross the Umbeluzi River inside his/ her own car. Nonetheless, a question remains in the air: When will a viable solution come up? c

m pouco por todos os mercados municipais do pas, sobretudo no meio urbano, a venda de comida est a tornar-se num dos negcios de eleio das famlias. Ao mesmo tempo, ao carvo no tem
faltado uso, independentemente do seu preo de venda. Mas a introduo de energias limpas nos ltimos tempos vai, de certeza, extinguir o carvo vegetal da matriz energtica de consumo domstico e comercial das populaes. Uma pesquisa recente sobre a introduo de energias limpas nos mercados municipais de Maputo concluiu que, na capital do pas, mais de 70% da populao ainda usa carvo para cozinhar. O nmero justificado apenas pela falta de alternativas para substituir o carvo, uma vez que a entrada de outras opes energticas seria suficiente para colocar fim sua utilizao.
Cobrindo 32 dos 40 mercados municipais, bem como 430 comerciantes de alimentos, a pesquisa tinha por objectivo analisar a receptividade dos vendedores de alimentos s alternativas ao uso de carvo, e foi conduzida pela SNV (Organizao Holandesa de Desenvolvimento), o Conselho Municipal de Maputo e o Fundo Nacional de Energia (FUNAE), com a participao da empresa Clean Star, que comercializa o fogo Ndzilo. No mesmo estudo, um projecto-piloto realizado em 18 estabelecimentos que vendem refeies quentes nos mercados de Museu, Xipamanine e Malhazine, comparou a viabilidade do uso do carvo com a do fogo Ndzilo

Apesar disso, foram consumidos, em 2011, trs milhes de sacos de carvo na cidade de Maputo, e mais de 15 milhes no Pas. Por outro lado, ao usar etanol, cada vendedor consome uma mdia entre dois a trs litros por dia a um custo
de cerca de 100 meticais ou a 2.600 meticais mensais, considerando seis dias semanais de trabalho. Mas os vendedores j no precisam de manter os foges de carvo acesos durante oito horas consecutivas, uma vez que podem rapidamente ligar os foges de etanol para aquecer a comida. No fundo, e com esta alternativa, os vendedores acabam economizando 400 meticais todos os meses quando comparado com as despesas feitas na aquisio de carvo. Ou seja, no fim mais econmico, mais rpido, mais limpo e melhor para a sade e o ambiente comparado com o carvo, sentencia o estudo.

The new energy era inspired a joint research by SNV (Dutch Organization for Development), FUNAE and the Maputo City Council, on domestic consumption. The findings reveal to some degree of certainty, that the communities are replacing the use of charcoal on their day-to-day cookery for other energy alternatives such as ethanol. Meanwhile, the stoves that use bio-fuel are already taking their place in the market for the fact that they are cheaper, pollute less and are easier to handle.
lmost in every municipal market across the country, particularly in the urban areas, the sale of food is becoming a preferred business activity among households. Simultaneously, charcoal continues
having high demand, regardless of its cost. However, the introduction of clean energy sources in the recent past, will certainly eradicate the use of charcoal from the energetic matrix for domestic and commercial consumption among the population.
A recent research on the introduction of clean energy sources in the Municipal Markets in Maputo concluded that in the capital city, more than 70% of the population still uses charcoal for cooking purposes. This high percentage is justified by

the lack of alternatives to replace charcoal, noting that the availability of substitute energy sources would suffice to have the use of charcoal discontinued. Covering 32 of the 40 Municipal Markets, as well as 430 sellers of food, the research intended to analyze the receptivity of food sellers towards alternatives for charcoal usage, and it was carried out by SNV (Dutch Organization for Development), Maputo City Council and the National Fund for Energy (NFE), with the participation of Clean Star who are the suppliers of the Ndzilo stove. In the same study, a pilot project implemented in 18 stores that sell hot meals in the markets of Museu, Xipamanine and Malhazine, compared the viability of the use of charcoal against the Ndzilo stove which uses ethanol, in terms of costs and other factors. The results are interesting.
Charcoal Vs Ethanol
It is estimated that in the Municipal Markets, there are two thousand stores handling preparation of meals. Those using charcoal spend three thousand meticais per month and 96% use charcoal to prepare their meals. On the other hand, each seller consumes in average 10.5kg of charcoal per day and many leave the charcoal stoves burning, daily, for 8 hours in order to heat up food. To these aspects, the negative impacts to health accrue. 85% of the sampled subjects cook in enclosed areas with low ventilation; 49% of the people suffer from persisting irritations in the eyes (mostly related to the use of stoves that release much smoke off the charcoal); 49% have recurring headaches (can be associated to the emission of carbon monoxide during the use of charcoal); 35% endure respiratory problems; and many are oblivious to the fact that these symptoms are caused by the extensive use of charcoal. A few have a vague idea of the environmental problems associated with the production and use of charcoal. Additionally, between 2008 and 2013, the prices of charcoal hit 250% increase and during the recent rainy season, it skyrocketed to 1,000MTn/bag. Despite these, in 2011 three million bags of charcoal were used in the city of Maputo and 15 million more across the country. On the other hand, when using ethanol, each seller uses in average, between two to three liters per day and the cost is 100 meticais, or 2,600

its inception period with the regards to the production of bio-fuels. Ethanol is now produced in Dondo, in the province of Sofala, based on cassava supplied by small farmers who benefit from a new market for their surplus produce. The fuel is 100% renewable energy and is already being sold in Maputo, and accessible in various areas within the city. The Ndzilo stove (which uses above alternative energy source), is sold in the market for 1,100 meticais, while the price of fuel is 195 meticais per 5 liters, and lasts for about a week. Other solutions for energy sources could be integrated, but the companies in the gas industry, for example, still do not make it easy for low income households. An example are the 5Kg bottles which are a common practice in other countries such as Tanzania, Kenya, Zimbabwe, Nigeria, to name a few.

The Capital discovered FCV Consulting, a firm with a project on touristic apartments and oriented to letting houses ready for occupation, including in Maputo City. The idea involves the offering of refurbished and furnished apartments aimed at providing comfort and convenience to the national and foreigner tourists coming to the countrys Capital, who also enjoy lodging in a setup resembling their homes. The FCV Consulting, company ran by three Mozambican entrepreneurial youngsters who have ventured to innovate in the
way of doing tourism in the country, and formalized a project of houses rental for visitors. I would say that we are, at least, the first ones formalizing the initiative, noting that there may be other Mozambicans in the business but have not professionalized themselves as yet. In Europe, the renting of houses for tourist is very common and we found it befitting to also import the concept to Mozambique, explained Cludia Matsombe, one of the youths responsible for the society, which is shared with Vnia Matsombe and Firmino Macuiane. ace aos conflitos, o nosso fracasso costuma resultar, para S. Sontag, da nossa incapacidade para dominar a nossa empatia. Como afirma em Regarding the Pain of Others: [] we have failed to hold this reality in mind. Quando se pensa em frica, em particular a subsaariana, nas dinmicas que tm animado o seu desenvolvimento, nas fracturas que tm marcado a sua histria recente e nas aces que nela tm conduzido actores polticos, econmicos ou sociais, locais e estrangeiros, em que medida tem cabimento tal afirmao? Existe uma excepcionalidade africana? Ao longo da primeira dcada do sculo XXI, cerca de 70% das decises das Naes Unidas e de metade das sesses do Conselho de Segurana foram dedicadas ao continente africano. Na sequncia da famosa lei quadro Defferre (1956), a primeira fase da progressiva e inevitvel descolonizao da frica negra francesa conduziu independncia de muitos territrios, num processo cuja dinmica alastrar-se-ia por todo o continente. Nesse perodo, a frica entrou numa fase da sua histria dominada por conflitos que causaram milhes de mortes e de deslocados. Salvo raras excepes, as independncias no acarretaram directamente conflitos armados de grande intensidade entre a antiga potncia colonizadora e os povos que aspiravam exercer o
seu direito auto-determinao e o poder soberano. Aps a sia, deslocam-se ao continente africano, a partir dos anos 1960, as grandes articulaes que viriam a imp-lo como uma das interfaces nevrlgicas da Guerra Fria, qual a formao de novos Estados (ainda que frgeis), a autoridade de grandes lderes (geralmente carismticos e visionrios) e formas experimentais de governo deram enorme visibilidade. Ao analisar regressivamente os logros dos Founding fathers africanos, uma hiptese que podemos emitir que talvez o que esteja verdadeiramente em causa seja mais o governo como modo de exerccio do poder soberano do que o governo como tipo de instituio. E qui, retomando uma das concluses de
Swift, no que tange teoria da soberania, que a conduta do Estado no supe necessariamente o domnio de um ars peculiar e que a poltica requer, s vezes, mais pragmatismo do que sofisticao. Durante muito tempo, a legitimidade poltica pareceu forjar-se historicamente pelas armas; embora este processo de legitimao tenha atingido certos limites, a estricta legitimao pelas urnas ainda no prevalece em todo o continente. Ao invs de procurar orientar a aco pblica na frica atravs da alavanca APD (Ajuda Pblica ao Desenvolvimento), talvez fosse til promover uma dinmica que viabilize uma resposta legal e constitucional a esta questo: como evitar que o processo eleitoral se limite perpetuao da lgica numrica, sem que a obrigao de prestar contas leve naturalmente a alternncias polticas? At que tomem caces resolutamente voltadas para uma evoluo do seu modelo democrtico, os Estados africanos continuaro a ser vistos como actores ansiognicos para muitos pases. E a dor dos outros, que neles vivem, continuar sendo para parte da opinio pblica internacional uma fonte de interesses sempre renovada sem que seja considerada necessariamente como um motivo fundamental de preocupao. aspired to use their right to self-determination and to their sovereignty. After Asia, as of the 1960s, the great international political moves started to focus on Africa and established the continent as one of the pivotal interfaces of the Cold War, to which the creation of new states (however fragile), the authority of great leaders (usually charismatic and visionary) and experimental forms of government gave enormous visibility. When regressively analyzing the achievements of the African founding fathers, one hypothesis that can be put forward is that what is actually at stake is rather the Government as a means to use the sovereign power than the Government as an institution. And maybe, going back to one of the conclusions drawn by Swift, regarding the theory of sovereignty,
that the conduct of the State does not necessarily imply the knowledge of a peculiar ars and that politics sometimes require more pragmatism than sophistication. For a long time, political legitimacy seemed to historically be gained through combat; even if this legitimization process has reached certain limits, the strict legitimization through the ballot does not yet prevail across the continent. Instead of seeking to guide public agendas in Africa through the Official Development Assistance lever, it would perhaps be useful to foster a dynamic capable of formulating a legal and constitutional response to the following question: how can we prevent electoral processes from being limited to the perpetuation of the numerical logic whilst securing that the obligation for accountability could lead to political alternation? Until the African states take on measures resolutely aimed at the evolution of their own democratic model, they will be seen by many countries as fretful players. And the pain of others, who live there, will be, for the international public opinion, a source of renewed interest although not necessarily a source of fundamental concern. Baseandose numa abordagem interempresarial, a ACIS quer estimular os fornecedores locais, levando-os a avanar na cadeia de fornecimento dos contratos de baixo valor para os de alto valor, e, por conseguinte, mais complexos. Com o fornecimento de informaes sobre a procura e oferta do mercado, o INBID vai garantir s empresas as ferramentas necessrias para que estas se possam desenvolver ou estabelecer em Moambique.c

ENTREPRENEURIAL PLATFORM
CIS Associao de Comrcio e Indstria in partnership with Pandora Box and ITMZ - Servios e Solues has developed a procurement platform for Mozambique - INBID, the objective of which is to promote local production and reduce imports. Through this platform ACIS and partners aim to promote industrialization and job-creation. The platform is available at www. inbid.net It aims to bring together buyers and suppliers of goods and services in a system which provides information about the needs of buyers and what is available in the market, thus strengthening local business. With this procurement platform ACIS
aims to create and efficient, effective and transparent tool as a basis for development of the local economy, explains Carlos Henriques, ACIS President. In general terms INBID will provide its users with information about suppliers, their qualifications and capacity, and about the types of products being sought by companies, and the rules and requirements for supply of goods and services to large buyers. The site also includes an area for the publication of public and private tenders. As well as connecting buyers and suppliers, the platform will produce information about the supply-chain, thus contributing to increased industrialization, job-creation, social stability and economic development in Mozambique Henriques explained.
Another important component of the platform is Business Development Services (BDS) which will enable suppliers to fulfill the criteria required by major buyers, by developing qualityoriented products and services. To achieve this ACIS plans to identify and train BDS providers who will then be available to INBID platform users. The basis for creating the platform was the concept of information is power. Using a business-to-business approach ACIS hopes to stimulate local suppliers, enabling them to move along the supply chain from low-value to high-value and thus more complex, contracts. By providing information about supply and demand in the market INBID will give business the tools it needs to develop or set-up in Mozambique.c

DDBMoambique tem feito ao longo de mais de 12 anos projectos que hoje em dia so um marco slido da cultura Moambicana, como o MFW, MMA, MMM ou mesmo o FACES. Mas nunca fez um projecto para as massas centralizado na mulher, smbolo de uma cultura forte e cheia de tradio. Desta feita, a DDB pretende proporcionar uma experincia nica, e aspiracional com a realizao do Show das Mamanas. Todo o projecto vai centralizarse nos mercados tradicionais de Maputo dando a conhecer as vidas, as histrias e as personalidades mais carismticas das Mamanas de Maputo. A ideia que este projecto cresa progressivamente pelo pas. Queremos para o ano atingir outras provncias alargando ao longo
dos anos o projecto a uma escala nacional, garante Vasco Rocha, o timoneiro da agncia. O projecto apoiado pelo Conselho Municipal de Maputo que tem dado uma ajuda importantssima em toda a logstica com os mercados e com os seus responsveis. Do Municpio queremos salientar e agradecer o trabalho do Vereador Antnio Tovela (Vereador de Mercados e Feiras), Simo Mucavele (Vereador da Educao, Cultura e Desporto), Susana Laice (Secretria Municipal), Manuel Monteiro Jnior (Director de Mercados e Feiras) e Francisco Manso (Director de Educao, Cultura e Desporto). or over 12 years, the DDB has been carrying out projects that nowadays are a solid reflection of the Mozambican culture, such as MFW, MMA or FACES for that matter. However, it had never done a grass root project centered on women, a symbol of strong culture and overflowing tradition. This time around, the DDB seeks to offer a unique and inspiring experience with the implementation of the Mamanas Show. The whole project will be based on the traditional markets in Maputo and disclosing the lives, stories and most charismatic personalities among the Mamanas from Maputo. The idea is that the project evolves progressively through the country. Next year, we want to cover other provinces and expand the project through the years, to a national scale, promised Vasco Rocha, the helmsman of the agency. The project is supported by the Maputo City Council, which has been providing instrumental logistics assistance in the markets as well as with its leaders. From the Municipality we ought to single out and thank the work from the Alderman Antnio Tovela (Alderman for Markets and Trade Fairs), Simo Mucavele (Alderman for Education, Culture and Sports), Susana Laice (Municipal Secretary), Manuel Monteiro Junior (Director of Markets and Trade Fairs), Francisco Manso (Director for Education, Culture and Sports). Without their support, it would have been impossible to carry out the initiative, affirms Vasco Rocha. The DDB, does not only want to conduct a public entertainment project but move further and offer the Mamanas what they truly like and need. To that purpose, the rewards will be diversified and there is already a list of partnerships for that end of which the Capital Magazine if part of which may encompass the rehabilitation of the Markets of the winning Mamanas, professional training, scholarships, land, cars etc all currently under scrutiny by the sponsors. One of the sponsor brands is Vod-
acom, which believed in the project from the onset and promised to entertain the Mamanas with their M-Pesa service. In this project, social responsibility is the subject matter. We want to get familiarized with the real needs of the Mamanas Markets in order to promote fundraising towards improving the markets infrastructures. One other idea that came up is to open bank accounts for the finalist Mamanas. We are still liaising with some banks on this one. With regards to television broadcast, the Mamanas show will be hosted by the journalist Gabriel Junior. We shall refrain from the studios and do the shootings in the markets where the scenario is richer and genuine. We want to bring on the movements, the colors and the people that are
part of the markets in Maputo, Vasco Rocha added with confidence, and unfolds a myriad of options which include many other contents and digital innovations associated to the project. The Mamanas Show promises good moments and above all lots of fun, as DDB Mozambique aims at pleasing them, provide them with delight and experience remarkable moments.c

em nmeros a avanar, a certeza de que a 49 edio da Feira Internacional de Maputo (FACIM), que arranca j este ms, ter mais expositores nacionais e estrangeiros do que nas edies de 2011 e 2012, as primeiras a realizarem-se fora da cidade de Maputo. A dinmica ditou a expanso e ampliao do espao e haver mais pavilhes e tendas este ano, assegurou Capital uma fonte do Instituto para a Promoo de Exportaes (IPEX), entidade responsvel pela organizao do certame. Com efeito, o maior evento, que coloca frente-a-frente homens de negcios nacionais e estrangeiros, ter trs novas tendas gigantes, ampliando o total para oito. Alm de um pavilho com mais de 500 metros quadrados exclusivo para conferncias e outro de cerca de 100 metros quadrados reservado para a exposio de produtos agrcolas, as inovaes vo introduzir uma nova forma de estar nos pavilhes e expositores, com a organizao dos stands de acordo com a rea de actividade, nomeadamente agro-pecuria, banca e seguros, comrcio a grosso e a retalho, hotelaria e restaurao, e construo. Assim, no pavilho de Moambique estaro representadas as 11 provncias e empresas nacionais. No pavilho Chai estaro representadas empresas nacionais e o sector agro-pecurio para
produtos e equipamento do sector; o pavilho Kongwa ser reservado aos ministrios e instituies pblicas. Os pases e empresas estrangeiras, habitualmente marcadas pela assiduidade de Portugal (maioria), do Brasil e dos pases da frica Austral, estaro nos pavilhes Ricatla, Nachingweia, Gwaza Muthine e Matchedje. Ainda em Julho passado, altura em que j decorriam obras de manuteno de infraestruturas, as inscries estavam em 90%, sendo que faltavam alguns retoques e a reconfirmao de algumas empresas para que tudo estivesse a postos. Esta ser a terceira edio fora de Maputo, concretamente em Ricatla, no distrito de Marracuene, a cerca de 30 quilmetros da capital. A transferncia do evento para Marracuene gerou, no incio, alguma desconfiana no seio dos expositores e visitantes, que temiam a interferncia negativa das deficincias na rede de transportes, mas os nmeros mostram que as edies de Marracuene, em 2011 e 2012, tiveram maior adeso do que as anteriores. Alis, foi no ano passado que o evento registou o recorde de visitantes ao chegar a 93 mil pessoas, mais 23 mil em relao ao previsto. E o caso no para menos. As instalaes passaram a um total de 94 mil metros quadrados de espao contra os 13 mil anteriores.c
