UN VOLUNTEER DESCRIPTION OF ASSIGNMENT

Preamble: The United Nations Volunteers (UNV) programme is the UN (United Nations) organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers. In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities. In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. 7. Brief Project Description: Mozambique is considered as a country highly vulnerable to the impacts of climate-related hazards, such as floods, drought, cyclones and epidemics. The number of people affected by one or more of these hazards has registered an annual increase of almost 5,000 people every year over the period 1998 to 2009. Of these hazards, floods occur with a frequency of 2-3 years, as a result of the countrys location downstream of 9 large river basins. Drought is also a major concern; in 2009, it was estimated that approximately 1.3 million people within the country are exposed to this hazard. Additionally, more than 60% of the population lives in coastal areas and are thus highly vulnerable to the effects of cyclones storms along the long coastline. With an elevated poverty rate 54.7%, a high dependency on rain-fed agriculture, and high HIV rates, the impacts of these extreme events increase the underlying vulnerability of a population already stretched to the limit of its coping strategies. With climate change effects, it is predicted that these hazards will intensify, with increased rainfall variability resulting in more severe floods and droughts, and sea level rise inundating large areas of coastal land. The impact will reach many different sectors and threaten development progress in the country and hindering progress towards meeting the MDGs (Millennium Developments Goals). As such, climate change adaption and disaster risk reduction measures are essential to ensure sustainable development within the country. The new approved UNDAF (United Nations Development Assistance Framework) 2012-2015, under economic pillar highlights the connection between effective management of natural resources, disaster risk and economic development and it refers to need to focus on vulnerable groups. The UNDPs (United Nations Development Programme) CPD (Country Programme Document) was submitted to the executive

Board in September 2001, and the DRR/ACC (Disaster Risk Reduction/Climate Change Adaptation) forms a credential part. The project is expected to make a significant contribution to the UNDAF/CPD outcome 3: Sustainable and effective management of natural resources and disaster reduction, benefiting all people in Mozambique, particularly the most vulnerable. It is expected to produce the CPD outputs (1) Institutions strengthened to develop and improve polices, strategies, and plans for climate change, environment management and disaster risk reduction: and (2) Integrated Information systems strengthened on disaster risk reduction, climate change and environment management.

8. Host Agency/Host Institute: UNDP Mozambique 9. Organizational Context: The UNV will be interacting very closely not only the UNDP country office staff, but also the programme implementing partners, UN agency colleagues (esp. the inter-agency M&E - Monitoring and Evaluation group), and development partners. The UNV will be housed in Crises Prevention and Recovery /Environment Unit of UNDP Mozambique, which facilitates the delivery of the project on Disaster Risk Reduction/Climate Change Adaptation. He/she will also closely liaise with the Environment Office at HQ and at the regional service center (esp. Bureau of disaster Prevention and Recovery Reduction). 10. Description of tasks: Under the direct supervision of the manager, the CPR/E (Crises Prevention and Recovery /Environment) Unit, the UNV will undertake the following tasks: As a member of the CPR/E Unit, ensures the strategic direction of the UNDP DRR/ACC project and protect activities, focusing on the achievement of the following results: Thorough analysis of the political, social and economic situation in the country and collaborative preparation and revision of UNDAF, CPD, AWPs (Annual Work Plans), and other documents. Assessment of the socio-economic environment and continuous dialogue with partners to provide development advisory services in the field of disaster risk and climate change adaptation, identifying catalytic/areas where DRR/ACC can be integrated and add value to other, ongoing or planned UNDP support interventions Analysis of context, indicators, policy documents especially of the country programme and other strategic documents in the thematic area of disaster risk reduction and climate change adaptation, coordinating with and supporting to the Global Programmes at the national level (esp. Global Risk Identification Programme and the Global Mainstreaming Programmes) seeking complementarities and mainstreaming into other UNDP practice areas where the country office has special interest and /or comparative advantages. Support to the collection , compilation and updating of existing information on hazards, vulnerabilities and capacities in the country, ensuring that this information is taken into consideration in the formulation, negotiation and implementation of UNDP development programmes

Ensures effective management of the CO (Country Office) DDR/ACC Project, focusing on the quality control of the full cycle of programming from formulation of implementation, achieving the following results: Effective application of RBM (Results Based Management) tools, establishment of management targets (BSC Business Scorecard)) and monitoring of achievement of results, ensuring high programme delivery. Monitoring of ongoing projects substantively and financially through discussing project work plans, progress and performance; evaluation missions and development of TORs (Terms of Reference) for consultants. Production and analysis of finance managerial information such as programme and project budget financial reports, including analysis of income and expenditures. Monitoring and updating of the financial data relating to the Budget Allotments. Timely production of all required reports, including HQs (Headquarters) report and project delivery reports. Visits to project sites to monitor and assess implementation, resolving problems in execution and implementation. Progress reports regularly prepared on activities, outputs and outcomes. Preparation of donor reports. In the event of a disaster, assistance to the Resident Coordinator/Resident representative in the formulation of UNDP components in situation reports and appeals and in the design of Early Recovery frameworks that ensure risk reduction considerations are factored in the rehabilitation and reconstruction programmes. Complementarities and integration with ongoing projects in other portfolios.

Establishes and maintains strategic partnerships and supports the resource mobilization, focusing on the achievement of the following results Creation and coordination of partnerships with UN agencies, government institutions, bilateral and multilateral donors, private sector and Civil Society Organisations (CSOs). Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for cost-sharing. Mobilization of cost-sharing resources from the government, donors and other partners to leverage UNDP resources for disaster reduction and adaptation to climate change. Assistance in articulating UNDPs position regarding regional cooperation in disaster risk reduction and climate change in the region, overseeing the development of ongoing and planned regional programming. Ensures provision of quality advisory services and facilitation of Knowledge development and management in the areas of DRR/ACC focusing on the achievement of the following results. Identification of sources of information related to the policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to disaster risk reduction and climate change adaptation. Coordination of development of policies and institutions that will address the country problems and needs in collaboration with the government and other strategic partners. Sound contributions to knowledge networks and communities of practice in the field of disaster reduction and climate change.

Furthermore, UN volunteers are encouraged to: Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD International Volunteer Day);

Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities; Contribute articles/write-ups on field experiences and submit them for UNV publication/websites, newsletters, press releases, etc. Assist With the UNV Buddy Programme for new-arrived UNV volunteers; Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV online volunteering service whenever technically possible.

12. Results/Expected Output: The key results/expected outputs are described in item (11), but it is expected that the UNV is responsible for the delivery of the CPD and project outputs. The key results have an impact on the design, operation and programming of activities, creation of strategic partnerships reaching resource mobilization targets. 13. Qualifications/Requirements: Masters degree or equivalent in disaster management, climate change, environment, geography, development planning, agriculture, or other relevant fields; 5 years of relevant experience at national and international levels in international development issues; Experience with different aspects of project management including development, planning, budgeting, implementation, and monitoring of projects, Fluency in English. The Portuguese language skills or any Latin language (eg. French, Spanish, or Italian), would be an asset.

Conditions of Service A 12 month contract; monthly volunteer living allowance (VLA) intended to cover housing, basic needs and utilities, equivalent to US$ US$ 2,258 (single UNV); US$ 2,508 (UNV + 1 dependant); US$ 2,708 (UNV + 2 dependants); settling-in-grant (if applicable); life, health, and permanent disability insurance; return airfares (if applicable); resettlement allowance for satisfactory service (if applicable). 16.
