Discussion 1Malaysia concept is becoming one of the hot issues in Malaysia era.

The idea of this concept debated tremendously in Malaysian parliament .What is meant by 1Malaysia concept? 1 Malaysia is a programmed that introduced by Malaysian prime minister Najib Tun Razak on 16 September 2010, calling for the cabinet, government agencies, and civil servants to more strongly emphasize ethnic harmony, national unity, and efficient governance. Besides that, 1Malaysia concept focus national unity and ethnic tolerance in 2010 values of 1 Malaysia as articulated by Najib Tun Razak as perseverance, a culture of excellence ,acceptance, loyalty ,education ,humility, integrity and meritocracy. The philosophy of 1Malaysia concept is people first, performance now. According to the policy, the government is committed to carrying out transformation programmed on government service as main agenda to build the country. For that, our prime minister introduced Key Performance Indicators(KPI) and National Key Results Area(NKRA) as government transformation programme in order of to measure and improve the efficiency and quality of government service. KPI(Key Performance Indicators) is an industry jargon for a type of performance measurement. The KPI is a mechanism for the evaluation of ministries and other government agencies including performance reviews carried out every six months. Each ministry has been required to establish specific KPI including that stresses on policy outcomes over the traditional emphasis on inputs typically found in government performance assessments and planning. Beside that, KPI also include detailed job descriptions and goals for ministers, deputy ministers, and some other senior government officials. Prime minister Najib announcement that KPI effort was generally well-received. Deputy Prime Minister Tan Sri Muhyiddin Yassin said the KPI formula was a yardstick against which the people could measure the performance of Najib and the government and it would provide motivation for every minister to perform well. Najib has identified six major policy areas in which KPI will play an especially important role in improving the effectiveness of the Malaysian government. These are known as National Key Result Areas (NKRA). The NKRA is include crime prevention, reducing government

corruption, increased access to quality education, improvements in the standard of living for low income groups, upgrades to rural infrastructure and improving public transport . Apart from that, the 1 Malaysia concept contain eight core values which is perseverance, acceptance, education, integrity, meritocracy, humility, loyalty and culture of excellence all serve to bring out the best in Malaysians in moulding the country towards a common desire for a better tomorrow. To promote the 1Malaysia concept, various strategies, programmes and activities have been implemented through the ministrys various departments and agencies. In order to take stock on the effectiveness of the 1Malaysia promotional initiatives, the ministry undertook a random survey on the extent of the peoples public awareness, understanding and acceptance of the 1Malaysia concept as part of the ministrys KPI (MKPI). For example, specially-composed 1Malaysia songs are aired daily via various TV and radio stations run by RTM and the private networks as a means to promote the concept have been well-received. Booklets and leaflets on 1Malaysia have been distributed at the state and district levels to be used as handy reference. In other words, 1Malaysia is a concept to foster unity amongst the multi-ethnic people of Malaysia, substantiated by key values that every Malaysian should observe. The approach is not independent of the Governments policies thus far, instead it complements them to further reinforce our solidarity in order to guarantee stability towards achieving higher growth and development for Malaysia and her people. This means that 1Malaysia is a formula conceptualized as a precondition in ensuring the aspirations of the country to secure a developed status by 2020 are met, if it is inculcated in the minds of the Rakyat and practiced by the entire community. If the idea of Bangsa Malaysia which was engendered through Vision 2020 becomes the final destination, then 1Malaysia is the roadmap that guides us towards that destination. This definition is built upon the argument that in order achieve the status of a developed nation in the predetermined time frame, the key requisite is a strong and stable country, which can only be achieved when its people stand united.

Opposition leader Datuk Seri Anwar Ibrahim has been given a week to explain the statement he made last week that the 1Malaysia concept mooted by Prime Minister Datuk Seri Najib Tun Razak is a carbon copy of a slogan called "One Israel".Dewan Rakyat Deputy Speaker Datuk Ronald Kiandee announced the decision after the Minister in the Prime Minister's Department Datuk Mohamed Nazri Aziz informed the Dewan Rakyat that the government had taken the matter very seriously. "Since the Permatang Pauh Member of Parliament (Anwar) is absent, we will give him a week to straighten things up," Mohamed Nazri said. Morever, Kiandee said further actions over the issue, including whether to refer Anwar to the Dewan Rakyat's Rights and Privileges Committee, would be made after the Parti Keadilan Rakyat de facto leader had given his explanation .A motion on the issue would also be made by the government, he said .Earlier, the issue which was raised by Datuk Abd Rahman Dahlan (BNKota Belud) soon after the question time ended at 11.30am, heated up the debate in the Dewan Rakyat. In additional, a war of words broke out between backbenchers and the opposition that lasted for over an hour. Abd Rahman said there was contradiction in information about the 1Malaysia concept in Anwar's statement, during the debate on the royal address on March 17.The Kota Belud MP said based on page 76 of the Dewan Rakyat hansard dated March 17, Anwar stated that in 2009, a consultancy company Apco Worldwide had consulted Najib concerning the 1Malaysia concept. Beside that, according to Anwar, in 1999, the company had also consulted Ehud Barak, who was then Israel's prime minister, pertaining the One Israel slogan.Abdul Rahman said Anwar's statement was somewhat contradictory when the company denied his claim the following day."I think Anwar made the statement because he was too anxious to become the prime minister to the extent of tarnishing the good image of Yang di-Pertuan Agong and the Malaysian Armed Forces," he said.

On the other hand, Kiandee's move to allow Abd Rahman to talk about the issue under Article 37 (1) of the Dewan Rakyat Standing Order, which was read with Article 36(12), triggered dissatisfaction among the opposition especially Saifuddin Nasution Ismail (PKRMachang).Saifuddin then requested the Deputy Speaker to allow him to use the same articles to speak on the statement made by Mohamed Nazri at the previous sitting, which allegedly caused confusion in the Dewan Rakyat. Meanwhile Balik Pulau MP Mohd Yusmadi Mohd Yusoff said Abdul Rahman could not say that Anwar had confused the Dewan Rakyat because Mohamed Nazri, in reply to Tanah Merah MP Amran Ab Ghani earlier, had admitted that Apco Worldwide was appointed by the government to provide a thorough communication related services.Hence, he challenged the government to revoke the contract signed with Apco based on the allegations that the company represented Israeli tycoons and that it would imply that Israel policy was being adopted by the government.

Furthermore in KUALA LUMPUR, April 30 Opposition icon Anwar Ibrahim has ripped into the Najib administrations 1Malaysia concept, calling it cosmetic and nothing more than a bald-faced political move to try and win back support from non-Malays. This is the first time that the leader of Pakatan Rakyat has come out in such strong terms against Datuk Seri Najib Razaks main theme since he became Prime Minister on April 3. Other Opposition politicians have questioned what 1Malaysia really means but Anwar gutted the whole concept, pointing out that Najibs comments about unity and togetherness are only for public consumption.Behind the scenes, the Biro Tatanegara (BTN) is still continuing their indoctrination programmes for Malay civil servants and politicians, telling Malays to be wary of Chinese and Indians. Anwars attack on the 1 Malaysia concept also betrays a growing uneasiness among the Opposition on Barisan Nasionals charm offensive to regain the support of non-Malay voters, the segment of voters who since Election 2008 have become a reliable vote bank for Pakatan Rakyat.The support among Chinese and Indians for the Opposition has grown steadily since March 8 last year as a result of frustration over excesses of Umno, abuses under the New

Economic Policy and lack of respect for the rights of non-Malays.Faced with the real possibility of losing more ground with this important constituency and sensing that the fracture of race relations was reaching a dangerous stage, Najibs team cobbled together the 1Malaysia platform. It has yet to be fleshed out but the concept promotes the idea that all Malaysians should feel as one and that no one will be left behind, regardless of race and religion. He zoomed in on the courses run by BTN, a unit in the Prime Ministers Department.In the mainstream media the talk is about unity under 1Malaysia but in the BTN courses they push narrow Malay interests and slam politicians like Anwar and Pas spiritual leader Nik Aziz Nik Mat for working with other races, Anwar said. He wondered why BTN blamed other races and not the big criminals and corrupt individuals who have caused Malays to face hardship after 50 years of Umno rule.

in nut shell,Anwars sniping has set the tempo for the Oppositions campaign to puncture the 1Malaysia concept. It could also spark a race between BN and the Opposition to prove their Malaysian credentials.
