PALO, Leyte Persistent hunger may drag down the countrys chance to attain malnutrition targets under the Millenium Development Goals (MDGs), a top official yesterday said. National Nutrition Council Executive Director Maria-Bernardita Flores said that it is realistic to reduce malnutrition prevalence from 20% in the 2011 survey to 17.3% MDG target by 2015. However, she said that persistent problem of hunger, which is 19.6% in the first quarter of this year, is a stumbling block. The figure is almost three-point rise from the 16.3% hunger incidence recorded in December 2012, according to the Social Weather Station survey. Under MDG, the target is to reduce to 10.2%

The suspect demanded P100,000 from the victim in exchange for his liberty and to avoid being hurt, Mercado countered for a lesser amount of P20,000 in which the suspect agreed. The two drove to Petron gasoline station owned by the victims family some 100 meters away in Marasbaras district also in Tacloban City for Mercado to get money from the gas station cashier and a pay-off was made. Suspect fled using the victims black Toyota Fortuner with plate number HBA 546 while the victim, who was left unhurt, immediately reported the incident to Police Station 1 of Tacloban City Police Station. An alarm on the carnapped vehicle was immediately flashed and hot pursuit operation was conducted leading to the arrest of the suspect in Barugo town at past 8:00 p.m. and the recovery of the victims vehicle with the cash amounting to P19,500 and the bladed weapon used in the commission of the crime. Cases for robbery and carnapping were already filed against Salvacion who is currently detained at the Tacloban police lock-up cell. Cops nabs robbery-carnap suspect


CAMP KANGLEON, Palo, Leyte The Police Regional Office 8 (PRO8) urged the public to be extra vigilant to avoid being victimized by criminal elements following the arrest of a 29-year old jobless man who robbed a scion of a prominent family at a mall in Tacloban City and carnapped the victims luxury vehicle on Saturday afternoon. Criminals always look for opportunities to strike, the public must be extra careful and report any suspicious-looking person or any information on crime activities to the police so we can act immediately, said PCSupt. Elmer R. Soria, director of PRO8. Soria identified the suspect as Jeffrey Salvacion, 29, single who was arrested by the police in a follow-up operation at his residence at Brgy. Guindaohan, Barugo town in Leyte where he hid after robbing businessman Elmer Mercado, 32, single, of Phase 5, Tangil street, V and G subdivision in Tacloban City. Investigation disclosed that Mercado had just watched a movie at Robinsons Movieworld at around 5:30 p.m. and was about to get his car parked at the Robinsons Place parking area infront of Gerrys Grill but was surprised when upon seating at the drivers seat, the ballcap-wearing suspect was already at the backseat and pointed a bladed weapon locally known as kutsilyo to his neck and declared a hold-up.

TACLOBAN CITY The National Police Commission in Region 8 said interested applicants must comply with the requirements for the Online Examination Application Scheduling System (OLEASS) on July 29August 7, 2013. According to Paul Policarpo Cinco, those interested applicants who do not meet with the requirements of OLEASS should not apply for registration. Those under-height and over-aged applicants should not apply for OLEASS because they are taking away the chances of others who are qualified for the slots, Cinco said. Cinco explained that some under-height applicants were able to register in OLEASS but failed to be recruited because Napolcom chose those applicants who meet the height requirement for Philippine National Police. Flores urges BNS in EV to end hunger, malnutrition


PALO, Leyte National Nutrition Council (NNC) Executive Director Ma. Bernardita Flores urged Barangay Nutrition Scholars (BNS) in Eastern Visayas to end hunger and malnutrition, noting that the region is one of the areas with high incidence of underweight and stunted children. The countrys highest nutrition official asked nearly 2,000 village workers during the 2nd Regional BNS Congress yesterday to step up efforts in saving children from severe consequences of under nutrition. You have to scale up nutrition program by being a guide, promoter, advocate, implementer, model and leader in your respective areas. If we fail in addressing hunger, children will suffer malnutrition, Flores told nutrition workers packed in the newly completed Leyte Provincial Convention Center in this town. Citing the 2011 National Nutrition Survey result, 25.7% of children (0 to 5 years old) in the region are malnourished while 41.7 are under height. NPA leader killed, another captured in N. Samar encounter


CATARMAN, Northern Samar - A top official of the New Peoples Army (NPA) in Northern Samar was killed while another has been captured when the military discovered another big rebel camp in the suburbs of Barangay Rombang, Laoang town this province. In a press release, Captain Gene Orense, public relations officer of the Philippine Armys 803rd Infantry Brigade, identified the NPA leader as Alias Oban or Totaw, alleged Squad Leader of Platoon 1, Silvino Pajares Command of the Northern Samar Provincial Party Committee (NSPPC). It was reported that Alias Oban was among the estimated 30 NPA members, led by a certain Renato Rebay alias Renay or Binong, who fought against the troops of the 34th Infantry Battalion after the latter found their hideaway around 6:10 Saturday morning. The exchange of gunfire lasted for 45 minutes after which the rebels backed out, the report said. The military believed that several others were wounded from the rebel side as they found large amount of bloodstains along the NPAs route of withdrawal. Injured among the soldiers were Private First Class (PFC) Ambel Cabanjen and Corporal Allan Virtuzado of the 34th IB based in Oras, Eastern Samar. Both are now in stable condition at Camp Gen. Vicente Lukban Station Hospital in Catbalogan City. In this recent encounter the 34IB troops recovered two M-16 rifles, two landmines, four military type backpacks to include two civilian bags and a number of subversive documents. The 34th IB troop was also able to capture at the encounter one NPA member whose name was not yet identified. Orense said they are preparing to file legal actions against the captured rebel. The NPA camp that the 34thIB men just recovered had nine makeshift huts, one comfort room, two guard posts and one kitchen. Corrupt leaders, not agencies


o the laymans mind, persons who hold the highest positions in certain agencies either by election or by appointment eventually become not just a rightful representative but the agency himself, as though the agency and the head are one and the same. There is a problem with this notion that needs to be corrected in the minds of people. Because when the highest ofcial commits irregularities, people tend to think the agency itself has become corrupt and does not anymore deserve public trust. How many government agencies have been branded as such that, at the mention of their names alone, hearers would grimace in disappointment, with their thumbs down? We must remember that it is one thing to have an agency attending to the peoples needs, and quite another to have someone lead that agency. Its head might bring that agency to where he wants it to be, and what he wants it to become, but the facts that ofcials come and

go and never have a monopoly of their positions suggest they, too, have no right to drag their ofces to anomalous situations and then claim later that its the agencys engagements and transactions. In cases of irregularities, one should bear in mind that these are personal deals which the agencies represented should not be dragged into. And if, in the process, such ofces would wallow in corruption, it is not the agencies that had gotten corrupt but the ones running them. In this case, then, it is very possible that a so-called corrupt agency can be cleansed by simply removing the ofcials and personnel who are causing various anomalies. For sure, its unfair on the part of an agency to be branded as corrupt when, in truth, it is merely dragged into this status by some irresponsible ofcials and staff. Its time we learned to respect government agencies by rst making distinctions between them and their responsible personnel.

PNPs stains
For the Philippine National Police (PNP) to be branded as one of the most corrupt institutions in the country is unfair and too much. First of all, not all of the men in uniform are corrupt and engaged in multifarious anomalies. Second, not all of the irregularities some of them get involved in are grave corrupt practicesthey are just simple money-making schemes. If we will compare these to the multi-million peso pork barrel scam some senators and congressmen are allegedly involved in, they are dwarfs and almost negligible in scope. Yet, the criticism they receive is overwhelming, and the entire PNP organization is stained, unlike the Senate, Congress, and even the Sumay include the lookout, the one who should block the way of whoever would chase the snatcher, the next person to receive the jewel, etc. What the concerned police ofcer would get would be likely a very small amount. In case a policeman happens to be a protector of drug dealers, he is not likely to get huge shares as well. He is in a very risky situation, his job and his life being at stake, yet the portion he rightly deserves in their group may not be that big considering, again, the many recipients who are entitled to get their shares. Good if the good ofcer gets the lions share, because being just in

Preparing for Gods little children

They are inviting the faithful to participate in the Holy Rosary procession followed by a Holy Mass on August 31, this year to cap the 1st anniversary of the startling tremor that caused substantial damage in some tall edices in Taclobans business districts but less injury to lives and limbs. Custodio, more popularly identied as Ate Babes of DYVL, underscored in her morning newscast yesterday the failure of the people to thank God for having been saved from possible harm that the strong quake could have caused upon them. Quoting a data obtained by Manibay, the August 31, 2012 quake recorded at magnitude 7.6 on the Richter scale while the USGS registered it at magnitude 7.9, could have created great devastation. In the data gathered by Manibay, the magnitude 7.6 seismic event which epicenter was approximately 120 kms off the coast of Guiuan, Eastern Samar, was potential to perish thousands of people. In Haiti, for instance, the magnitude 7.0 tremor on January 12, 2010 left 316,000 persons lifeless. On February 2, 2012 the magnitude 6.7 quake, per the USGS data that Manibay acquired, killed 113 humans. In Southeastern Iran, 31,000 died in the magnitude 6.6 tremor on December 26, 2003, while 9,748 lost their lives due to the magnitude 6.2 quake in India on September 29, 1993. Roots of corruption

The pork barrel had been the great motivation why people aspire to become legislators. It is not the lucrative prex honorable or the challenging job at authoring a law for the country that draws politicians to shell out huge money to win seats in congress. It is the existence of the pork barrel which they stare at as a barrel of lard that could grease their life and allow them to recover the money spent buying votes to win their seat. NO IFS IN HIS HEART


There are no ifs in Gods heart. Gods love for us does not depend on what we do or say, on our looks or intelligence, on our success or popularity. Gods love for us existed before we were born, and will exist after we have died. It is this unconditional love that we see in his dealings with Israelites. No matter how often and how greatly they had sinned, God would yield to Moses prayers for their forgiveness, because he is a God merciful and gracious, slow to anger, and abounding in steadfast love and faithfulness (Ex 34:6). It is Gods unconditional love that allows his Church, to be not only a haven for the virtuous, but also a refuge for sinners. He patiently allows weeds of evil to grow along with grains of goodness in his eld (Mt 13:38). Does this mean that God does not care whether we are good or bad? No; because Gods love would not be real if he did not care. To love without condition does not mean to love without concern. Gods unconditional love means that he continues to love us even when we do evil things. God continues to wait for us, as a loving parent waits for the return of a lost child. Here is where the anomalous setup is glaringly confronting every citizen but all that had been doe thus far is debate on its existence as against proposal for its abolition. Our fundamental law is very clear in its delineation of functions by and among the three branches of government. The power of the purse is vested on the legislature, thus it is tasked to determine the national policy direction on revenue generation as well as budget allocation. Every legislator is ideally tasked to tackle legislative work, crafting laws after deliberate consultations, extensive research in order to formulate legislative proposals responsive to the needs of their constituents.

Unfortunately, people had been misled into looking at an erroneous image of their representatives in congress and the senators of the republic. Having sustained a view where politicians are bringers of goodies to the localities, people had wrongly used as yardstick of the performance of their congressmen, congresswomen and senators on the number of projects delivered to their localities. This is why projects in the countryside are announced on signages and billboards as coming from if not through the efforts of the legislator. Even local chief executives had been trained to profusely thank the assistance extended by the legislator. Amid noisy suggestions to scrap the pork barrel, local legislators from the provincial, city and municipal levels had to some extent followed suit by allocating for their disposal some funds of their localities. Barangay kagawad nabbed for illegal drugs


CAMP KANGLEON, Palo, Leyte A village councilor and a jobless man were arrested in separate buy-bust operations in Merida and Palo towns in Leyte, the Police Regional Office 8 (PRO8) said Sunday. PRO8 Director Chief Supt. Elmer R. Soria identified the arrested suspects as Reynaldo Dayday, 41, barangay kagawad of Brgy. Cambalong, Merida town and works as a security guard, and one Jomar Villamor, 34, jobless of Brgy. Guindapunan, Palo town. The suspects are included in the watchlist of illegal drug personalities in Leyte, Soria informed. KANANGA, Leyte - The Multi-Partite Monitoring Team (MMT) of Energy Development Corporation (EDC) Leyte Geothermal Production Field visited the geothermal plants in BacMan operated by EDC and Tiwi geothermal plant operated by Aboitiz Power Corp last July 17-19, 2013. On their first day, the team visited the power plant in Tiwi, Albay, where the steam highway/ pipelines traverse a populated area. The geothermal plant in Tiwi has been experiencing low performance due to reduction in its generation, since its installed capacity of 330 megawatts (MW), currently generates a mere 38 MW. The forest cover within the geothermal plant is no longer the desired vegetation cover like other geothermal plants in the country, environmentalist and former Ormoc Councilor Jose Alfaro, currently a member of the MMT, observed. BacMan Geothermal Production Field (BGPF) is one of the best sustainable development projects in the Philippines. The BGPF which covers 18,870 hectares straddles the boundary of Legaspi City, Sorsogon City, Bacon District of Sorsogon City and the town of Manito Albay in the Bicol Region, South of Luzon.

CATARMAN, Northern Samar - Norsamelco has big debts problem. This was disclosed during a meeting of the Federation of Region 8 Multi-Sectoral Electrification Advisory Council (MSEAC) held last Saturday, July 20, 2013, at the Fishvelle Resort, Bobon, Northern Samar. In an interview with Dalmacio Grafil, interim chairman of the Federation of Region 8 MultiSectoral Electrification Advisory Council, (FR8MSEAC) during that meeting, he disclosed that one of the agenda of the meeting was to listen on the problem of the Northern Samar Electric Cooperative (Norsamelco) One of the agenda is to listen the concerns and problem of Norsamelco in particular because iton host namon is Norsamelco. Emil Ong to intercede for and behalf of the Norsamelco that PSLAM will give a moratorium on the big debts reaching about 500 million pesos, Grafil said. Grafil added that he immediately called up Rep. Ong with the latter giving his assurance of his help to solve the big problem of the provinces electric cooperative facing at present.Some problems and concerns of other electric cooperatives were also discussed during the meeting. But so far only Norsamelco have that big problem and they were able to pass a resolution asking the office of Rep. Ong to intercede for and in behalf of the cooperative to have a moratorium of their debts to PSLAM.
