State initiatives towards Computerisation of PDS (as upto 19.12.2011) State 1.

Andaman and Nicobar Administration ICT initiatives Details of Family Identity Cards has been computerised and a data bank is created by developing software with help of NIC Port Blair All Ration Card database digitized: BPL-11456, AAY-5462, APL-91821 The data bank is now used for assessing the quantum of foodgrains for release to Fair Price Shop for onward distribution to the beneficiaries Department of Civil Supply & Consumer Affairs will ensure computerisation under the Mission Mode Project wherein the following goals are being set, namely, Anywhere Anytime Services to Citizens, Smart Card based FIC, Smart Transaction Terminal (STT) based Distribution Center (FPS), Modernization of Weights and Measure, Web enabled work flow based application software, E-procurement and HRMS and Grievance and Redressal UT Administration will implement the UIDAI Project for which the Director (CS &CA) has been designated as Registrar, UIDAI. While implementing the UIDAI, the information required for computerization of PDS will be collected during Enumeration and Enrolment of UIDAI. Status of Ration Card records digitised: BPL-180.12 lacs digitised out of total 185.58 lacs, AAY-29.94 lacs digitised out of total 29.94 lacs, APL-15.58 lacs digitised out of total 15.58 lacs. In Phase-I, AADHAAR enrolment is currently in progress in seven districts. For one Mandal i.e. Maheswaram enrolment is complete. State Civil supplies Deptt. decided to implement Smart Card based PoS solution in all FPSs covering entire A.P. state in a phased manner Distribution of essential commodities is being done at Maheswaram Mandal in Rangareddy District in 37 Fair Price Shops through PoS terminals after obtaining authentication of the family members of the Cardholder and through acquitances generated from Key Registers in other areas.

Monthly non-replicable coupons with a nonrepetitive serial number and other unique identifiers ensure availability of essential commodities to the right beneficiaries. Digital scanning & storage of documents. Uploading of FPS wise monthly sub-allocation order of PDS items in the department / District website for public view. Online register of consumers grievances if any and redressal therof. State has Computers at all 16 District level offices and State F&CS Hqtrs. Detailed Project Report for Computerisation of PDS has been prepared. Further details regarding Supply-chain management and Digitisation of Ration Card database will sent to Central Govt. Status of Ration Card records digitised: BPL-10341 digitised out of total of 12090, AAY-77 digitised out of total of 103 APL-149780 digitised out of total of 156518. Central non-plan scheme on Smart Card based delivery of Commodities is being implemented in all FPS in UT. PoS terminals are installed in FPSs. All transactions would be automatically updated in central database. Data of about 9900 APL, BPL, and AAY families of various areas is with SI, Chandigarh for printing of Smart Ration Cards (SRCs). Out of 9900 families data, about 2400 SRCs have been prepared. Data of 12605 APL, BPL and AAY families of various areas is with NIC Chandigarh for SRC number generation. Permits will be generated by the system based on the number of beneficiaries attached to FPS and the online balance stock. The stock will be transferred to the FPS owner Smart Card by the PR inspector on online basis. PR Inspector generates the release order online. 160198 application forms digitised for registered beneficiaries under PDS which is uploaded on the Deptt. website i.e. www.chdfood.gov.in FPS owner informs concerned SDMs regarding receipt of the essential commodities through SMS and the sale of the received commodities proceeds only after physical verification by Area Food Inspector/Member Vigilance Committee. State Deptt. has taken up the matter with BSNL for toll free number for registering the complaints / suggestions of the consumer and speedy redressal Status of Ration Card records digitised: All BPL-2564429 digitised, all AAY-699599 digitised, APL-1126586 digitised out of total 2071725. Unified Ration Card database created and new Computerised Ration Cards are issued having two unique identifiers a numeric code & a bar code printed on Ration cards. The maintenance of the ration cards database is now done through a web based module. New Ration Cards can be created, PDF of ration card can be generated and Ration cards can be deleted and shifted to another FPS. Web based workflow based application from paddy procurement to reaching the commodities to FPS. Procurement module is operational since Nov 2007. Procurement of Paddy from farmers and issuance of paddy to millers, movement of paddy to FCI and storage centred of Markfed are done through Primary Agriculture Coop Society (PACS) module. Automated allotment: FPS Database with attached ration cards information enables automated allotment by entering per card parameters every month on a web based application. Chhattisgarh State Civil Supplies Corporation (CGSCSC) Distribution Centre Module is implemented at 120 Warehouses of 108 distribution centres. The stocks and sales figures of all the FPSs are entered into this module and the actual amount of PDS commodities to be issued to FPS is calculated by this web based software and delivery

Each of the 10832 FPSs has a unique ID, Shop ID. A pilot project named COREPDS covering 175 FPSs is under implementation which will use PoS devises and Smart Cards to give portability to the beneficiaries All district locations (18) are equipped with Computers for PDS purposes including Hqtrs and 119 godowns Citizen Interface or Jan Bhagidari: This web site has all the information relating to PDS including lists of all Ration Cards holders, list of FPS, details of lifting and sales of PDS commodities by FPS etc. SMS/e-mail alerts: Whenever PDS commodities are dispatched to an FPS from the warehouse, an e-mail message and an SMS is sent to all the e-mail ids and mobile numbers registered for that FPS. Call Centre: Call-Center with a toll free number is in place since 2008 to get necessary information about food department and lodging of complaints. Complaints are monitored at all levels through the system. All Ration Card database digitized Computerized Ration Cards will be issued shortly. Status of Ration Card records digitised: all BPL-2688 digitised, all AAY-1360 digitised, all APL-30450 digitised UT has Computers at both the District level offices and F&CS Hqtrs. All offices are inter-connected with central web server at HQ under NIC Entire database of 33 lac Ration Cards digitised (appox. breakup BPL-260534, AAY-103047 & APL-2928460) Common Application Software (CAS) has been developed and customised in collaboration with NIC consisting of modules, namely, Ration Card module, Allocation module, FCI / Release order module, SMS module and Grievance redressal module. ICT initiatives for preparation of new Ration Cards and their modification in the circle offices. Allocation module will allocate the Specified Food Articles (SFA) and Kerosene oil on the basis of Ration Cards registered in a particular FPS or KoDs. FCI/Release order module will take care about loading of SFA to FPS and the receipt of money for such allocations. Using SMS module, an SMS can be flashed to FPS owner while truck leaves the FCI godown with foodgrains meant for FPS. Similarly, the same SMS can be flashed to local vigilance committee and card beneficiary, if they so desire by registering themselves in the system. The Grievance redressal module is for registering the complaint received about any corrupt practices in PDS system and the same is to be addressed properly. ePDS portal for Delhi to achieve end-to-end computerisation for TPDS in Delhi was launched for entire Delhi on 07.12.2011 by Honble Justice (Retd.) D.P. Wadhwa. Delhi has implemented Ration Card Management module in all of its 70 circle offices and 9 district offices for making/modifying Ration Cards. State Deptt. has trained about 280 personnel (the existing manpower) on usage of CAS used in ePDS portal of Delhi. State Deptt. has setup a Control room for receiving grievances of the public through a toll free general helpline no. 1800110841. It is proposed to provide a dedicated call centre by March 2012. State Deptt. has decided to make use of Aadhaar number for electronic authentication of delivery and payment at the FPS. State Deptt. is in touch with UIDAI and NIC for a PoS based solution in New Delhi district. F&CS Department updates following information on website from time to time: Details of all categories of cards (APL, BPL, AAY & JRC), list of FPS and KODs, 17 manuals under RTI Act, status of applications like fresh / modification/ duplicate, rejection list of applications for preparation of ration cards, status of RTI applications, details of allocation of SFA, etc. In regards to Ration Card record digitisation, all old records have been digitised. In respect of new bar coded ration card project, digitisation is in progress. Issuance of Ration Card is done through computers. Comprehensive application form prescribed for issuance of bar coded Ration Card in lieu of existing Ration Cards Photograph & bio metric details of at least one family member of the Card holder at the time of issuance of Bar coded Ration Cards is being carried out initially It was decided to take up one FPS area on pilot basis in each block of every District. Government of Haryana has already conveyed timelines (June 2013) for complete roll out of Smart Card project. Status of project in terms of enrolment as on 6.12.2011 in pilot Blocks is as: Beneficiaries covered-628255, Total enrolment done-577206, total packets uploaded to CIDR for Aadhaar no.-521206 and Aadhaar no. generated205235 State procurement agencies (F&CS Deptt., HAFED, Confed, HAIC and HWC) in Haryana are in process of adopting system software for procurement, cartage/transportation, storage and dispatches of foodgrain procured on MSP. Transportation from warehouse to FPS , distribution to actual beneficiaries and availability of information relating to distribution & allocation are integral part of the Smart Card project. Entire information concerning PDS will be available on a web portal for public. The portal will have all dashboards catering to the information needs of all the Stakeholders. Helpdesk with a toll free number and Grievance redressal mechanism is a integral part of the Smart Card project. People can also register their complaints on HARSAMADHAN, a public domain grievance redressal forum created by Haryana Govt. The data is available at http://www.fcainfoweb.nic.in/pms A software application to automate the workflow procedures related to the process of issue of Ration Card has been developed by NIC Deputy Commissioner, East Khasi Hills has successfully initiated the implementation of a computerized APL Family Identity (FI) Card for the consumers of entire Greater Shillong. Database entry and distribution of computerised FI Cards in Greater Shillong has been completed Remaining Districts and Sub-Divisions are being covered so that the project work throughout the State is achieved. Bar-coded coupon system software application has been developed by NIC Meghalaya to ensure delivery of foodgrains to all AAY beneficiaries in the State. Printing of the booklet for each AAY beneficiary has been done and printed coupons have been dispatched to the districts and sub-divisions Department of Administrative Reforms and Public Grievances, Govt. of India has sanctioned the cost of the PDS Management System project which is Rs. 43 lakh. The project has been entrusted to NIC and the Supply Office of East Khasi Hills, District Shillong has been selected as the pilot site for implementation of this Project. Development of software modification is at a preparatory stage. Under this initiative, bio metric information (10 fingers whole district, 2 IRIS in one block & 1 ULB) was captured along with facial photograph; biometric based de-duplication was done to remove families; distribution of new ration cards against bio-metric validation; smart cards with PoS in FPSs in Rayagada municipality connected to central server; bar coded coupons for each beneficiaries and commodity with different colours has been given in advance for 24 months for use while buying the PDS items. Later then, used coupons are collected and scanned into the central server to track the transactions at FPSs. Electronic registration of database of all FPS of State of Odisha has been completed

Orissa State Civil supplies Corporation Ltd. is presently maintaining 229 rice receiving centres under IRRS project with the computer hardware supplied to the Corporation during August 2007 under erstwhile IISFM project for 103 locations For Grievance Redressal, State has made available Sanjog helpline (toll free for registering consumer complaints on PDS) All related transactions on procurement like payment of cheques/issue of vendor receipts to farmers database of identity cards etc. at primary agriculture coop societies & market yards are going to be computerized. The said job is being entrusted to NIC on pilot basis in the district of Sonepur. It has been in principle decided that a software will be developed for supply-chain management based on receipts and issue system at Department Storage Centre which is piloted in Sonepur district. Supply-chain management for door step delivery of PDS items through Departmental storage agency will be piloted in Sonepur with collaboration of Orissa Modernizing Economy, Governance and Administration (OMEGA) Implementation support team (OIST). State FS&CW Deptt. is going to have computerization of Ration Cards taking National Population Register (NPR) database into consideration. State Department is committed to take up the pilot project in Bolangir District for Ration card computerization. For PDS purposes, State has Computers at F&CS Hqtrs. and 22 District level offices State FCS&CA Deptt., has decided a pilot project in five districts for door step delivery of foodgrains to FPS through GPRS enabled trucks. It is proposed to deliver the subsidized foodgrains to the FPS owners through PoS terminal which is to be implemented across State. ICT initiatives Distribution Centre and Godown. NIC is entrusted with the computerization of PDS system as per National Standards. Computerization of data has already been completed. Necessary application software on ration card management, workflow based application tracking system and integrated permit modules for PDS commodities have been developed and all are under testing. Entire functions of TPDS will be digitized, after completion of enrolment process and issuance of smart card. Aadhaar based bio metric cards will be issued and GPRS based PoS devices will be installed in all 600 FPSs. Detailed Project Report (DPR) on Computerisation of TPDS has been finalised by State Deptt. A copy of DPR sent to NIC with a request to prepare and send a proposal regarding financial implications. It has been decided by State Deptt. to adopt supply-chain computerisation (Chhattisgarh model) in the State of Rajasthan and NIC has been requested to prepare a time bound implementation programme on the basis of DPR. Digitised Ration Cards will be issued after socio-economic survey. It will take about six months time. ICT initiatives sends SMS message to State level Central Server on closing stock position every day. State officials can anytime monitor stock position online and moves the stocks to FPSs which are running out of stock of essential commodities. Public can also access the shop stock data through mobile phone. Stock availability can be seen on http://www.remotedatacentre.com Vehicles carrying TPDS food grains are fitted with Global Positioning System (GPS) through monitoring of food grains from FCI to Tamil Nadu Civil Supplies Corporation (TNCSC) godowns to ensure the grains reaches TNCSC godown without diversion or pilferage enroute. Movement of commodities from TNCSC godowns to FPS is tracked through a GSM based SIM card in mobile phones carried by a movement assistant in border districts of Thiruvallur & Krishnagiri districts Four (4) FPSs in Chennai city are also enabled with Closed circuit TVs (CCTVs) monitoring on trial basis. In 2 FPSs, IP Camera were fixed and monitored by Regional office. IP Camera was also fixed to monitor the lorry movement at godowns of Coimbatore and Vellore districts as pilot basis. General Public and Ration card holders can sent their complaints and grievances through online/ email or through Telephone helpline The website (www.consumer.tn.gov.in) has enabled to synchronise the complaint redressal mechanism as a single window system in TN State and the consumers and cardholders now find it easy to register their complaints / grievances. Consumer complaints are automatically forwarded to concerned officials by auto generated email or SMS. An online service has been launched in January 2009 enabling citizens to login in http://consumer.tn.gov.in/commodities.htm and register their email address for a particular FPS in any district and get the details of the allotment of essential commodities for the current month. eOffice is being used for monitoring wholesale / retail market prices of essential commodities, seizure monitoring systems, etc. Intranet connectivity between TSO, DSO, ACs and CCS offices using Tamil Nadu SWAN On pilot basis in 3 districts, handheld billing machines were provided in select direct purchase centres for billing the paddy purchase from farmers. Detailed Project Report (DPR) with time bound action plan for Computerisation of TPDS is under preparation in assistance with NIC, Tripura State Centre State has Computers at all 24 District level offices, 110 sub-divisions and State F&CS Hqtrs. Computer & allied accessories were provided to all District officers (DCF&S), Regional offices (R.O.s & DDR), Sub-divisional offices (SCF&S) and Block offices (B.O.s) Through State Service Delivery Gateway (SSDG) project, State has introduced 23 important services including issuance of Ration Card, Change incorporation of Ration Card, etc. Beneficiary can fill the ration card form online and check the status of the request at any point of time Issuance of new Ration Cards with Photographs, Barcode and Hologram to all the beneficiaries in Burdwan District In collaboration with the Panchayat and Rural Development Deptt.s Tathya Mitra initiatives, State Govt. will explore possibilities of making information available regarding the PDS.
