Global MPA Program on ePolicy and eGovernment Aung Ko Ko Oo, Ministry of Foreign Affairs I would like to contribute when

I attended in Korea within 1 year in my academic period, Ive got precious knowledge, extendable ideas for knowledge sharing experiences, enormous exposure, advanced academic system, latest IT technology and gaining the high standard social life style. In my academic life, I learned about the Korea e-Government System, e-Government: Theory and Strategy, e-Policy & e-Government: Implementation Practice, National Innovation and Foresight, National Balanced Development, NIA Internship Program, Research Theory and Method, Knowledge Management Course and Korean History and Economic. Within this 1 year Course and period, I learned about e-Government and e-policy especially Korea experiences and their process. Ive got 2 ways vision from this course. Accordance with the theoretical approaching, my emphases were about e-Government model and e-Government implementation processes. In generally, Ive got Koreas How to start and How to promote their e-Government functions and their efforts within this 1 year. So, I chosen my Thesis title was creating about e-Government model lesson learned from Korea Best Practices. Actually, Im satisfied about my life in Korea. Because, before I dont know exactly about the eGovernment and Public Administration. Now I already learned about Public Administration especially about e-Government and e-Policy. The specific objectives of the Study were to: Observe and discuss practices in National Balance Development Subject, including about the e-Government and manage the development of the Nation. To learn about the quality assurance and monitoring aspects of the use of apply the national development efforts and good for expecting future nation development. To learn about the Korea experience with regard to the different roles and method in regulation of use of balancing development nation by theory and practically and how experiences can be applied in Myanmar.

To learn about the key objectives of the knowledge management, nation development initiatives and IT Infrastructure, policy recommendation to future innovation.

To gain and obtain knowledge of national balance development process from the advanced countries ideas and practices.

e-Government is not merely introducing technology for efficiency; instead it is

transformation process that involves changing the mindset of the people, culture and structure. EGovernment is about restructuring and reengineering of government business process, the need to change their thinking and accept the e-ways. The role of strong leadership commitment and competent project managers in each ministry plays a very critical role to ensure the success of the e-Government implementation. EGovernment requires ICT capacity and capability, Business Process Re-engineering, change of mindset, close and cohesive cooperation/collaboration among various stakeholders that include the support and involvement from top management to the bottom of the organizational ladder. The subject and program offered theoretical thinking, practical ideology and valuable experiences to me including this National Balance Development Course. This is useful for me as it has enhanced my understanding of the thinking of the public administration and policy suggestion fields. And, a very important aspect in this course was the opportunity I have to know the modern technology and numerous national balance development sectors. I would like to contribute my part whenever possible. As a developing country, we are lack of human resources, especially our generation, competent enough to be responsible for the challenges that lies ahead. We need to acquire more knowledge and experiences. Moreover, we need to be exposed with the other developed countries to learn their best practices and systems. The course was enormously valuable to me and I am extremely grateful to learn from the advanced country and supporting me to undertake it. In addition to learning about the national balanced development subject, I learned a process about Myanmar through the similarities and differences I was able to observe.

We must therefore promote the development of nation, human resources, harmoniously development policy to be able to achieve our objectives so that Myanmar can take its rightful place in the international community. For this reason, we would need to focus on national developing human resources to take advantage of the opportunities offered by globalization in the bilateral or regional context. In this regard, the subject will take into considerations such factors as geo-politics, external factors, cultural inputs, policy orientation as well as social conditions and problems including civil society issues. This would be the main trust of the national balance development. It is my sincere belief that these conclusions will be assistance in not only identifying the issues involved but also help in finding ways to have a better understanding between developed and developing nations. Finally, I had the opportunity to get to a numerous ideology about the national development process observations and views on economic, nation balance development policy and thinking theory. Therefore I applied this program and my strong desire for broadening knowledge horizon by attaining a master degree. I thought my thirst for knowledge will be fulfilled after finish this course sponsored by Korea who is taking its share of responsibility in the global community. After graduation, I will be more fit and well-equipped to shoulder my duties. Last but not least through people to people contact, I will understand the Korea cultures, its moral values and perception towards Myanmar. I can also promote awareness on Myanmar and for the betterunderstanding during my study in Korea. I would like to distribute my knowledge and academic experiences during the period of when I serve my countrys government personnel life. As I have already clarified, I believe I will be more fit and well-equipped to shoulder my duties. Since I am working at the Ministry of Foreign Affairs, I could also contribute my knowledge by giving technical views and analysis to the e-Government policy related to International Development and International Economy matters. I will choose a career of becoming a "e-Government Policy-expert" of the Foreign Ministry one day.

Before I conclude, I would like to take this opportunity to thank again to the KOICA who provided the Global MPA Program and all responsible persons for the cooperation throughout the period of 1 year. In conclusion, I would like to congratulate again the KOICA and looking forward to working closely and realizing your visions and goals.
